Minutes for Connectivity & Long Term Access/Medium term Open Acess Meeting with

Northern Region Constituents held on 8/8/2014 at NRPC Office, Delhi

CTU welcomed all the participants to the Connectivity & Long Term Access (LTA)/Medium

term Open Access (MTOA) meeting of Northern region and informed that the following

Connectivity & LTA / MTOA applications need to be discussed:

1. Observation in regard to previous MOM

2. Connectivity to Bilhaur STPP (2X660MW) of M/s NTPC Limited in Uttar Pradesh.

3. Connectivity to Dhaulasidh HEP(66MW) of M/s SJVN Limited in HP

4. Connectivity to Luhri HEP(588MW) of M/s SJVN Limited in HP

5. MTOA for Interstate bilateral transaction of 30MW captive power from Jindal

Stainless Ltd. Jajpur(Odisha) to Jindal Stainless Ltd., Hisar (Haryana)

6. Concurrence of UP & Rajasthan regarding PPA with Lanco Babandh TPS in Odisha.

List of participants is enclosed at Annexure-I

Details of the discussions held are as below.

1. Observation in regard to previous MOM.

POWERGRID informed that during the Connectivity and Long Term Access/Medium

term Open Access meeting held on 31/8/2013 along with 32nd Standing committee

meeting, it was recorded under point-6.3 as:

“GMR Kamalanga Energy Limited had informed that Haryana has signed Power

Purchase Agreement with them for supplying 300 MW from their generation project in

Angul district of Odisha. Haryana was requested to kindly confirm for signing the

requisite commercial agreements with POWERGRID for payment of transmission

charges. HVPNL informed thatthe PPA was not finalized and they cannot confirm. The

same was noted.”

POWERGRID further informed that Haryana has asked following modification and the

same may be recorded as:

“In this context, it is intimated that GMR/PTC has collectively participated in the Case –I

bidfloated by Haryana in the year 2007 & PTC/GMR is one of the successful bidder of

the caseI bid with contracted capacity of 300MW (at Haryana periphery) from its project

situated at Dhenkenal district of Odisha. The PPA dated 7.8.08 was commercially

operated on 7.2.14”.

The above modification was agreed to by the constituents. No other comments had been

received from the constituents. Accordingly, the minutes of the last meeting were

confirmed.

2. Connectivity to Bilhaur STPP (2X660MW) of M/s NTPC Limited in Uttar Pradesh.

POWERGRID informed that it has received application for connectivity for 1320MW from

coal based Bilhaur STPP (2X660MW) generation of M/s NTPC Limited located at Bilhaur

in Kanpur, Uttar Pradesh. Connectivity has been sought w.e.f. Dec. 2017 for drawl of

startup power and commissioning requirement. The commissioning schedule of the two

units is August 2018 & February 2019 respectively. As per the connectivity application,

the nearest substation for connectivity is 700/400kV Kanpur (PGCIL) substation. The

generation voltage as informed by the applicant is 21-27kV. LTA application has not

been received yet.

Regarding the status NTPC informed that there is no major issue with land acquisition

and land acquisition is expected within 6 months. NTPC informed that tendering activity

for the project is in progress. Fuel has been allocated.

CTU, POWERGRID informed that Bilhaur STPP (2X660MW) of M/s NTPC Ltd. is in

proximity to Kanpur New 765/400kV substation of POWERGRID. Connectivity can be

granted at Kanpur. However in case of connection to other stations there would be

possibility of loop flow. Hence, the system can be firmed up after receipt of LTA

application.

NTPC stated that they need to firm the number of outlets for DPR and tendering purpose

and requested that number of outlets required from the generation project may be

informed. Considering the total generation capacity to be evacuated, it was decided that

4 nos. of 400 kV outlets equivalent to Quad Conductor capacity may be kept in the

generation switchyard. In addition to this, provision of one number of 125 MVAR bus

reactor may also be kept. It was also agreed that the Short Circuit capacity for

generation switchyard to be kept as 50 kA.

Concluding the discussions, it was agreed that LTA application is required to be

submitted immediately by NTPC so that the studies for generation evacuation may be

planned.

Members agreed to the above.

3. Connectivity to Dhaulasidh Hydro Electric Power Project(66MW) of M/s SJVN

Limited in Himachal Pradesh

CTU, POWERGRID informed that M/s SJVN Limited is executing Dhaulasidh Hydro

Electric Power Project (DSHEP) (2*33MW) on the river Beas in Hamirpur District of

Himachal Pradesh. M/s SJVN Ltd. has applied for connectivity for 66MW (Plus 10%

inbuilt overload capability to meet grid requirement). The connectivity is sought w.e.f.

January 2018 (expected). The expected commissioning schedule of the two 33MW units

is 28.02.2018 & 15.04.2018 respectively. The LTA application is yet to be received.

Regarding the status, SJVNL informed that land is under acquisition. Project has been

referred for PIB approval. It was also informed that as per the present status the project

is likely to be commissioned by July 2019.

CTU, POWERGRID informed that as per the connectivity application, the nearest

substation for connectivity are 220/132kV Mattansidh(HPSEB) Substation(20.30km),

132/33kV Dehra(HPSEB) substation(22.81km) & 400/220kV Hamirpur (PGCIL)

substation(40km). As the generation step up voltage as informed by the applicant is

132kV and there is no ISTS substation in the vicinity, the connectivity need to be

provided at STU substation. As representative from HPPTCL or HPSEBL was not

present in the meeting, it was agreed that CTU shall interact with HP to finalise the

connectivity and same shall be informed in the next meeting.

4. Connectivity to Luhri Hydro Electric Power Project(588MW) of M/s SJVN Limited in

Himachal Pradesh

CTU, POWERGRID informed that an application from M/s SJVN Limited for connectivity

to Luhri HEP(3*196MW) located on the river Satluj in Shimla, Mandi & Kullu district of

HP, in the downstream of Rampur HEP has been received. Connectivity has been

sought w.e.f. March 2023 for 588 MW (Plus 10% inbuilt overload capability to meet grid

requirement). As per the application, commissioning schedule of the three units is

28.04.23, 27.06.23 & 28.08.23 respectively & nearest substation for connectivity is

800MW Koldam HEP (approx. 30km).

M/s SJVN Ltd. informed that land acquisition for Luhri HEP are under process. As per

present scenario the commissioning of the project may be considered as March 2024.

CTU, POWERGRID informed that the tentative transmission system for Luhri Hydro

Electric Power Project of M/s SJVN Limited was discussed in the 29th Standing

Committee Meeting on Power System Planning for Northern Region held on 29/10/2010,

which included the following for immediate evacuation of Luhri:

• LILO of Rampur – Nalagarh 400 kV D/c line at Luhri

• Luhri – Mohali 400 kV D/c (Triple Conductor)

Director (SP&PA), CEA stated that M/s SJVN Ltd. had submitted the revised DPR to

CEA for its approval. M/s SJVN Ltd. has made provision for 6 nos. of 400 KV AIS bays (3

nos. GT bays & 3 nos. feeder bays) in the DPR. CEA had raised following comments on

power evacuation and related switchyard aspects of revised DPR of Luhri HEP(3X196

MW):

• Modify the bays provisions to 10 nos. (3 nos. GT bays, 1 no. Bus reactor bay

and 6 nos. feeder bays).

• A 400 kV bus reactor of 125 MVAR is required to be provided at generating

switchyard. (In case of transportation limitation, single phase Bus reactor

units of 42 MVAR can be provided).

• 400 kV AIS switchgear and XLPE cables provided in the switchyard, have

therated current capacity of 4000 Amps.

During the meeting SJVNL requested that considering the cost of LHEP is already very

high, making the above said provisions will further increase the cost of the project.

Director (SP&PA), CEA explained that one 400 kV D/c line is required to evacuate power

from the Luhri HEP and LILO is required to avoid hunting of the machines which had

been observed in the remotely connected hydro generators. So the system as proposed

earlier needs to be established.

CTU, POWERGRID stated that connectivity can be provided by LILO of Rampur –

Nalagarh 400 kV D/c line at Luhri, however power cannot be evacuated through this line.

Connectivity is subject to all applicable conditions as listed in Annexure-A.

CTU requested SJVNL to apply for the LTA. It was agreed that the 400kV D/c to Mohali

can be finalized based on network at that point of time.

Members agreed to the above.

5. Application for grant of Medium Term Open Access(MTOA) for Interstate bilateral

transaction of 30 MW captive power from Jindal Stainless Ltd., Jajpur(Odisha) to

Jindal Stainless Ltd Hisar (Haryana)

POWERGRID informed that it has received an application for MTOA from M/s Jindal

Stainless Ltd., Jajpur, Odisha. According to the MTOA applicant, M/s JSL have a captive

power plant of capacity 2*125 MW at Kalinga Nagar Industrial Complex, Jajpur in Odisha

& a Stainless Steel manufacturing plant at Hisar in Haryana. It was informed that M/s

JSL have applied for transfer of 30 MW power from their Captive Power Plant in Odisha

to their Stainless Steel Manufacturing Plant at Hisar through inter-state Medium term

Open Access. MTOA has been requested w.e.f. 1.1.2015 to 31.10.2015. The drawl

would be at 220kV level. The applicant had informed that it is connected with Odisha

STU with 220 KV New Dubri Substation at New Dubri & with Haryana STU with 220KV

BBMB Substation at Hisar, Haryana. POWERGRID informed that the applicant has also

submitted the No Objection Certificate from the Odisha & Haryana STU for seeking and

availing Open Access. The applicant had stated that PPA is not submitted as injection &

drawl are by the same company.

POWERGRID stated that presently Northern Region and Eastern Regions are

connected through high capacity and 400kV lines. Considering the recent margins

available, it was agreed that the present MTOA quantum of 30MW can be

accommodated on existing system. Accordingly, it was agreed that MTOA may be

granted to M/s Jindal Stainless Ltd. for 30MW.

6. Revision in LTA granted to Lanco Babandh in Odisha

POWERGRID stated that M/s Lanco Babandh Power Pvt. Ltd. was granted Long Term

Access for transfer of 1600 MW from its 4x660 MW generation project in Odisha.

Further, M/s LBPL signed the Bulk Power Transmission Agreement (BPTA) with

POWERGRID and submitted the requisite Construction Bank Guarantee for Rs. 80

Crores. The associated transmission system is under implementation as part of High

Capacity Power Transmission Corridor namely Transmission System for Phase-I

Generation Projects in Odisha.

It was mentioned that subsequently, M/s LBPL submitted a petition (Petition No. 118/

MP/2012) in CERC, stating that the generation developer would not be able to

commission 2 out of 4 units of its proposed generation projects in Odisha. The Hon’ble

Commission (CERC) allowed the petitioner to relinquish the long-term access rights to

the tune of 800 MW, without payment of any compensation.

POWERGRID stated that M/s Lanco Babandh Power Pvt. Ltd. had informed that they

have signed PPAs with Uttar Pradesh & Rajasthan for 424 MW & 350 MW respectively.

Accordingly, M/s LBPL have requested to revise the LTA quantum as following:

Original Quantum:

Installed Capacity : 4x660 MW = 2640 MW

LTOA Quantum : 4x400 MW = 1600 MW

Target Regions : NR-650MW & WR-950MW

Revised Quantum:

Installed Capacity : 2x660 MW = 1320 MW

LTOA Quantum : 2x400 MW = 800 MW

Firm Beneficiaries : Uttar Pradesh-424MW & Rajasthan-350MW

Target Beneficiaries : Western Region – 26 MW

The matter was discussed in the meeting of Standing Committee on Power System

Planning in Eastern Region held on 02-05-2014 wherein it was decided that revised

intimation for grant of LTA shall be issued after confirmation from Uttar Pradesh and

Rajasthan for bearing the transmission charges for the above quantum of power.

POWERGRID requested UP and Rajasthan to confirm the above. UP and Rajasthan

stated that they do not have any information and will confirm the same from their

commercial department.

The meeting ended with a vote of thanks.

Connectivity • The applicant shall furnish additional details for signing Connection Agreement for the same and would sign the Connection Agreement as per the provisions of Connectivity. • The applicant shall abide by all provisions of the Electricity Act, 2003, CERC (Grant of Connectivity, Long-term Access and Medium-term Open Access in inter-State transmission and related matters) Regulations, 2009, Central Electricity Authority (Technical Standards for connectivity to the Grid) and Indian Electricity Grid Code as amended from time to time. • The connectivity shall be as per the Detailed Procedures of Central Transmission Utility (POWERGRID) for Grant of Connectivity, Long-term Access and Medium-term Open Access to Inter-State Transmission and all provisions regarding connectivity would have to be met.

• As agreed in 30th

Standing committee meeting 50 MVAR bus reactor would be provided by all the generators having capacity of more than 100 MW and 80 MVAR bus reactor would be provided by all the generators having capacity of more than 300 MW Long Term Access: • As agreed in 30th Standing committee meeting 50 MVAR bus reactor would be provided by all the generators having capacity of more than 100 MW and 80 MVAR bus reactor would be provided by all the generators having capacity of more than 300 MW. • Long Term Access is being processed subject to the condition that the applicant/beneficiaries, bears all applicable transmission charges as per CERC norms for transfer of power. • In all cases wherein PPA agreement has not been signed, and submitted to CTU or power has not been allocated by Ministry of Power, all beneficiaries indicated shall be assumed as target beneficiaries. • Signing the requisite LTAA / TSA for Transmission system charges. • The applicant shall abide by all provisions of the Electricity Act, 2003, CERC (Grant of Connectivity, Long-term Access and Medium-term Open Access in inter-State transmission and related matters) Regulations, 2009, Approved Detailed procedure of CTU, CEA (Technical Standards for connectivity to the Grid) and Indian Electricity Grid Code as amended from time to time. • The Long term Access shall be as per the Detailed Procedures of Central Transmission Utility (POWERGRID) for Grant of Connectivity, Long-term Access and Medium-term Open Access to Inter-State Transmission and all provisions regarding LTA would have to be met Medium Term Open Access • Upon grant of MTOA, the applicant shall sign MTOA agreement & Transmission Service Agreement (TSA) for sharing of transmission charges, within 30 days of grant of MTOA. The MTOA Agreement shall contain the quantum of power, date of commencement and end of medium-term open access, the point of injection of power into the grid and point of drawl from the grid, the details of dedicated transmission lines required, if any, and the details of Letter of Credit required to be given by the applicant. • In case the MTOA agreement & TSA have not been signed or requisite Letter of Credit, if any, has not been submitted by the applicant within the stipulated period, the grant of MTOA shall be cancelled by the CTU and the same shall be informed to the Applicant, concerned SLDCs / RLDCs and STUs. • The applicants shall abide by the provisions of all applicable Regulations, Notifications, Guidelines, Acts, Codes, Rules and amendments thereof from time to time including Electricity Act, 2003, CERC (Grant of Connectivity, Long-term Access and Medium-term Open Access in inter-State transmission and related matters) Regulations, 2009, CERC (Sharing of Inter State Transmission Charges and losses) Regulations, 2010, CEA (Technical Standards for connectivity to the Grid) and CERC Indian Electricity Grid Code Regulations 2010.
