What are “Integrated HomeRenovation Services”?
Energy refurbishment of housing is a priority
• Buildings represent 40% of energy consumption and
36% of GHG emissions in the EU
• Only 0.4 - 1.2%(1) of the stock is renovated each year
• EUR 214 billion(2) shall be invested each yearin housing only to reach 2030 EU targets
EUR 87 additional billion(2) required annually in housing compared to projected spending

Financing challenge
• Most of the (additional) financial burden to be carried by the private sector (i.e. households)
• Lack of attractive financing products from the market
• Subsidies not at scale, and perceived as cumbersome
• Even if subsidies exist, measures must be prefinanced
Home renovation is complex
• Lack of skills to set up, implement and finance ambitious projects
• Little incentive for capacity building
• Complexity increases with multiple ownershipand/or when facing energy poverty
Analogy with “wedding planners”
• A wedding is one single logically connected project
• Yet, it involves a large number of non-coordinated actors
• Little incentive for “capacity building”
• There is value in coordinating an “integrated offer”

• Single entry point to cover the whole “customer journey” Incl. structuring and provision of finance

Key features for a successful proposal
• Adequate analysis of the market needs and barriers to overcome
• Clear and detailed concept,answering the real needs of market actors:a good idea is not enough!
• Engagement of market actors at proposal stage and during the whole duration of the action (in particular financial institutions)
• Clear viability of the solution(s) envisaged
Who should propose the services?
• Can be any form of public or private legal entity, alone or in consortium with other entities
• An entirely private initiative is eligible
• A proposal from one single entity is eligible
• Most activities can be conducted in local language

Shall I include financing services?
• All projects should consider and facilitate the financing of investment…
• … but, do not necessarily have to carry a direct financing offer
• Partnerships with banks or other financial institutions may be explored

What does “economically viable business models” mean?
• All proposal should aim economic viability, ultimately
• Necessity to build a clear and solid business model
• No subsidy for running costs ≠ no subsidy for investment

Shall I reach investment phase?
• No minimum volume prescribed for the investment pipeline
• No leverage ratio and payback clause in case of not reaching investment phase
• BUT, proposals should demonstrate their expected impacts
