Introduction

Over the past few months, we have held an extensive discussion and consultation exercise to identify and debate how the Trust could build on its initial successes to set a vision and plan for the next ten years.

The outcome is clear. The Trust’s original overall aim of ‘providing a park to improve the quality of life of Peterborough residents and visitors’ is still very appropriate, and we should not look to alter this, or the special and unique character of the Park itself.

Instead, we should focus on raising the quality of Nene Park and its facilities, and improving participation and engagement by visitors. Through this, we can achieve national standards of excellence in landscape, countryside and people management, and for the quality of our visitor facilities and education programmes.

In 1988, Nene Park Trust was established to manage a 697 hectare (1725 acre) country park in Peterborough, stretching six miles along the Nene Valley from Thorpe Meadows to Wansford.

Since then, through the work of its Board of Trustees and staff team, the Trust has provided a place for healthy relaxation and enjoyment in an attractive countryside environment in the heart of the city. We know that people care passionately about Nene Park, and are pleased to be rated as one of the best things about living in Peterborough.

However, we would still like to do more, and ensure that Nene Park continues to be a rich and diverse landscape for people and wildlife, an exciting and special place to visit, and somewhere that supports the growth and development of Peterborough.

This strategy sets out a broad framework for how the Trust intends to achieve this over the first five years, whilst still allowing us the freedom to respond positively to new opportunities that may emerge when the strategy is reviewed in 2015.

The Trust’s 10 year vision is that Nene Park will be an even more exciting, special and welcoming place for visitors and wildlife in a wonderful natural environment.

The story so farNene Park was originally conceived by the Peterborough Development Corporation, Peterborough City Council and Cambridgeshire County Council as part of the 1960s’ Master Plan for the expansion of Peterborough.

The Park was created in 1978 to provide visitors with a variety of recreation experiences in an accessible network of open space and waterways, and as a gateway to the open countryside for the people of Peterborough.

Nene Park Trust, a registered charity, was established in 1988 to ensure that Nene Park would be managed and protected forever. Along with a 999 year lease on the Park, the Trust was endowed with commercial properties and other assets which now generate income to maintain the Park.

The founding objective of the Trust was:‘To provide for the recreation of the public by the provision of a park for the benefit of the inhabitants of Peterborough and visitors with the object of improving the conditions of life for such persons’.

Today, the Trust spends over £1.5m a year on managing and maintaining Nene Park. This is entirely self funded through rental income from commercial and Park properties, concessions and investments, and is therefore at no cost to the taxpayer.

Through this, we provide visitors to Nene Park with a range of opportunities for relaxation and recreation in a wide variety of landscapes and wildlife habitats at sites such as Ferry Meadows, Thorpe Meadows and Orton Mere.

We also work closely with over 25 other organisations and businesses who manage land or facilities in Nene Park- including golf courses, horse riding, hotels, pubs, a miniature railway, boat trips, cafes, a garden centre, sculpture park, watersports centre, 740 acres of farmland and one of the busiest Caravan Club sites in the UK.

Our work is carried out by an experienced and dedicated team of staff and professional advisers, who perform a diverse range of functions in the management of both the Trust and the Park:

Since its creation in 1988, the Trust’s main priorities have been the establishment of structures and policies to ensure the long term sustainability of the organisation, and guiding the growth and maturity of the new Nene Park landscape.

However, the Trust has also undertaken substantial and ongoing improvements to Park facilities, infrastructure and wildlife habitats, and has actively promoted Nene Park through a web site, a succession of leaflets, installation of information and interpretation, and the introduction of Parklife, the Trust’s magazine. It has also developed an extensive range of annual events and activities, many of which are delivered directly by a committed and long serving Ranger team.

Key objectives

Our continued delivery of this aim will be guided by three key objectives for the next ten years:

The landscape is, quite simply, the canvas that the whole Park is painted on, and its management is the Trust’s primary purpose.Nene Park is shaped by the River Nene and its flood plain. It is a diverse and fascinating place, with extensive heritage, archaeology and biodiversity throughout its parkland, woodlands and waterways.

Our work in guiding the ongoing development and maturity of Nene Park needs us to take a long term and balanced view to protect the landscape and its ecology. It also requires us to build into our plans ways in which to adapt to, or mitigate against, future climate change and its effect on the Park’s river valley landscape.

We also have a wider aim, as the largest green space in the city, to lead by example on environmental management, promote sustainability, and provide a landscape that is a resource for learning, to support Peterborough’s aspirations to become the UK Environment Capital.

Our aim:Nene Park will be managed and protected as a clean, safe, sustainable and attractive natural environment that retains its river valley character and celebrates its heritage, archaeology and biodiversity.

To manage and protect the landscape to a high standard, we will continue to support local strategies for enhancing wildlife and biodiversity, and will introduce new detailed habitat management plans and policies, guided by improved monitoring.

In tandem with this, we will support and enable other organisations to deliver high quality, sensitively managed and accessible landscapes in Nene Park, particularly on the Park’s golf courses, throughout its 740 acre agricultural estate, at Thorpe Wood and in areas maintained by Peterborough City Council.

Finally, we will work closely with neighbouring landowners to ensure that the character of Nene Park is not compromised.

This all represents a considerable challenge and responsibility, but one in which we wish to excel through adopting and delivering high standards and welcoming external assessment so that we may learn from others and ensure continuous improvement.

CommunityOur aim: Nene Park will be a beautiful, accessible and enjoyable place that provides exciting opportunities for healthy relaxation and learning for the community.

Nene Park is a place for people. It is a place where everyone should feel welcome to visit and be active, creative, involved, or simply to relax.

The Park is a fantastic venue for a wide range of community events, activities and learning. We know that it is already highly valued by the people of Peterborough, but we want to engage more widely with communities across the city to encourage increased participation and engagement through new programmes in education and volunteering.

Nene Park currently hosts a wide range of events and activities throughout the year, run both directly by the Trust and by other organisations. We believe there is potential to accommodate additional and larger events, particularly at Ferry Meadows, without compromising other aspects of the Park and its landscape.

Nene Park also helps support the economic prosperity of the city, and we recognise our

responsibility to actively work outside the Park’s boundaries to support plans for the development of the city and its communities.

Whilst the Park already benefits from good access by road, cycle, footpath and railway, we will engage more widely with different sectors of the community to understand any barriers to their use of Nene Park, and work with organisations across the city to improve awareness and accessibility.

We will continue to improve and develop our Visitor Centre at Ferry Meadows, so that it becomes an exciting first stop for all visitors, a valued resource to learn more about Nene Park and the local area, and an important meeting and community space.

Through all of this work, we will broaden our understanding of how Nene Park is being used, so that we can measure our progress, and ensure that the Park can continue to be enjoyed and appreciated by successive generations.

Recreation

Our aim:Nene Park will be a place that people regularly choose to visit for the beauty of its natural landscape, the quality of its facilities and its exciting range of activities.

For the Trust to truly fulfil its objectives, it needs to attract people to Nene Park and give them enjoyable and memorable experiences. To achieve this, the Trust needs to provide much more than just a well managed Park landscape.

We need to provide opportunities for recreation through events, activities and facilities that are high quality, exciting and create interest, as well as space for enjoyment, quiet relaxation and contemplation.

Nene Park already has a vast network of routes for cycling, walking and riding, and a diverse range of accessible facilities, providing great opportunities for sport, recreation and relaxation, including a rowing lake regularly used at a national level.

Many of these are run on behalf of the Trust by tenants and licensees, and we will continue to

work closely with these businesses to support them in improviding excellent standards of service, quality, events and facilities.

When opportunities arise to review these arrangements, we will aim to upgrade and refurbish visitor facilities in Nene Park to meet nationally accredited standards of excellence. We will welcome approaches and ideas for new facilities in Nene Park, provided they are appropriate in a country park setting and support the Trust’s vision.

We will also continue with an improvement programme of Nene Park’s facilities provided directly by the Trust. In particular, we will review our existing play provision and consider options for its replacement, including a larger natural play area that will enhance our reputation as a high quality country park and visitor destination across the region.

Promotion

Our aim:Nene Park will be known throughout Peterborough and beyond as a great park and visitor destination, and for providing high quality, innovative and accessible information.

Raising awareness is critical to the success of Nene Park and the long term sustainability of the Trust. Clear and consistent communication about our work ensures that Nene Park is widely known and utilised as a great visitor destination, and that the Trust is able to contribute to national agendas and debates with credibility.

We will make continued improvements to promotion through a new web site, a suite of Park leaflets, maps and guides, and through the replacement of all signs, information and interpretation across Nene Park.

We will actively seek new opportunities to publicise our work through the media and social networking, and will encourage other organisations to use the Park for events, training and activities to raise awareness of Nene Park and the Trust.

We recognise that the Trust must also work closely with other organisations to encourage inward investment and growth into Peterborough through promoting the benefits Nene Park provides to quality of life in the city.

However, we will also not lose sight of the fact that our most valuable and appreciated communication is often through our Park staff, and will therefore ensure that our team remains visible, approachable and knowledgeable.

Nene Park Trust

We will ensure that our income generating properties and concessions are being utilised to their best and most efficient effect to further the aims of the Trust, and will continue our policy of land acquisition and expansion as appropriate opportunities arise which complement and enhance Nene Park.

We will maximise and protect our resources through robust asset and risk management policies, engaging with other leading parks management organisations on best practice, and through encouraging wider debate and dialogue with our stakeholders on the progress and delivery of our aims.

Ensuring high standards of management, motivation and development of our staff will be a key priority through achieving and retaining Investors in People status, launching an apprentice scheme, and always seeking to attract and retain staff with a passion for the countryside and excellence in visitor service.

Finally, to ensure that our procedures for overall management of the Trust are of the highest standard, we will review and update our arrangements for Governance by the Board of Trustees.

Our ongoing experience in carrying out all of this work will be used, wherever possible, to assist and advise other organisations in achieving solutions for the management of parks and countryside.

Our aim:Nene Park Trust will be respected for providing an excellent Park, and as an organisation that is involved and engaged in wider agendas throughout Peterborough, and viewed nationally as an exemplar of the park trust model.

As the managing organisation for Nene Park, the Trust continues to have both a great responsibility and a great opportunity. Whilst the Trust is free to set its own priorities and budgets, it is also responsible for generating the funds required to manage the Park. Ensuring long term sustainability and financial independence, and that the financial stability of the Trust is not compromised must always be one of our key strategic priorities.

Our financial models and policies will continue to be set to allow the Trust to provide high quality maintenance, management and development of Nene Park, and for many of the projects and initiatives outlined in this strategy. We will actively seek to generate any additional income and funding required for projects outside our core finances.

However, there will always be a need to debate the competing demands on our resources and to regularly review our diverse income strategy to ensure long term financial security.

Review and update our asset management ▪procedures to link to the Trust’s new Geographical Information System. (2011-12)

Utilise the national ‘Towards an Excellent ▪Service’ for parks to guide ongoing continuous improvement and development of the Trust’s work. (2011-12)

Review our investment, trading and income ▪strategies. (ongoing)

Encourage and support research into ▪park management by trust model, through engaging with regional and national forums, and academic institutions where possible. (ongoing)

Engage in comparison and information ▪exchanges with other leading park management organisations in the UK. (ongoing)

Host an annual event for Trust stakeholders ▪and a staff conference to review our progress and to debate any new challenges and opportunities. (ongoing)
