Tarrant County Tax Assessor-Collector

Description: The Tarrant County Tax Assessor-Collector is responsible for collecting property taxes on behalf of the county as well as several other entities, including municipalities and hospital, utility and school districts. Additionally, the Tax Assessor-Collector processes vehicle registration and collects state-mandated fees for alcoholic beverage permits.

Answers: TAX COLLECTION: We need to continue improvements in process and customer service by using Lean Six Sigma business philosophies in the

Tax Assessor-Collector's office. This approach will empower employees to find waste, improve process and save taxpayers money. PROPERTY APPRAISALS: I agree with Governor Abbott that the 5 appointed members of the Tarrant County Appraisal District should

become elected officials to be held accountable by the taxpayers. I also support Senate Bill 2 that would lower the State Property Tax Rollback Rate to 4% and require mandatory rollback elections. This process would put the power to lower the property tax burden in the hands of the taxpayers, not 5 appointed members of an Appraisal District.

OTHER ISSUES: I will not hold auto registrations hostage for unpaid Red Light Camera Ticket Fines. I propose a pilot program, in concert with the Texas Department of Motor Vehicles, to create kiosks for in-person auto registration renewals. Placing the kiosks in all 8 county court houses, as well as in selected automobile dealerships, will multiply the places tax payers can renew their auto registrations, eliminating long lines and lowering the administration and management costs for the county.

Answers: TAX COLLECTION: I will ensure tax collection procedures will be accurate, efficient and customer friendly. We will provide streamline

procedures for both online and in-person customer assistance. I will always be an advocate for the taxpayer. PROPERTY APPRAISALS: The Tax Assessor-Collector does not have a voting position on the Appraisal Board - I will work to change that. We

will work hard to ensure that those appealing their appraisal receive a fair and honest response, including offering assistance where possible. As an example, it is unfair to compare the appraisal of an existing property to a brand new house built around the corner with current construction costs. I will assist taxpayers in working with the appraisal process.

OTHER ISSUES: We must lower property taxes. I will work to ensure the office is efficient and transparent. We must ensure the appraisal process is accurate for the taxing entities. I will review historic taxpayer exemptions on a regular schedule. I will maintain a current policy in that I will not restrict a car registration due to red-light camera fines from cities. I will be available through community activities. And I will always be a voice for the taxpayer, within the County and in Austin.

Answers: TAX COLLECTION: The county does a good job, but I’d like to fully explore the idea of kiosks for the DMV, not to replace jobs but to free up

clerks for other work. People will still need the expertise and reassurance of a friendly face if things go wrong. PROPERTY APPRAISALS: The Tax Assessor-Collector (TAC) has little to do with the property appraisals; that’s the Tarrant Appraisal District’s

job, and the TAC is a non-voting member. Instead, I’d push for the TAC to be a voting member to truly represent the people. Also, with future software changes, I’d strongly encourage what most corporations do, which is to run the old and new systems simultaneously to vet the new system. This would have saved a lot of problems in the appraisal process the past three years.

OTHER ISSUES: Tarrant Co. taxpayers subsidize $400,000+/year in state vehicle registration payments. The DMV treats all counties equally, hurting urban counties. I’d meet with DMV head Whitney Brewster immediately to find a solution. Voters are so concerned about red light camera fines, they’re petitioning to remove them. I’d reassure voters with the Wright policy (no registration delays for those fines). The TAC shouldn’t be collecting civil fines, as no other civil judgments are collected by this agency.

Answers: EDUCATION: I will fight for full investment in public education in Texas. Public education is not only the foundation for equal opportunity for

our children but is foundational for a strong economy. Full investment means restoring funding to Pre-2008 levels with inflation as well as funding universal public Pre-K and Technical/College. I will also fight to restore the respect due to the teaching profession not only in public conversation but in pay and benefit protections. Education requires a permanent source of funding and a fixed formula distribution which ensures equity of opportunity for districts with higher need and fewer resources (lower tax base). I will fight for strengthening Community Schools and against legislation that increases privatization.

ECONOMY: Increasing funding to education is the foundation to improving the economy of Texas and of Texans. I will support legislation to increase the minimum wage to a living wage. No one who works full time should be forced to live in poverty. I will also support legislation to protect the rights of workers to just workplace that includes Worker’s Compensation. Texas is the only state which does not guarantee compensation for job-related injuries.

ENERGY/ENVIRONMENT: I will support legislation to remove subsidies for non-renewable energy sources and increase incentives for the production and use of renewable and non-polluting energy sources. I will support innovations such as “Carbon Credits” and increased taxation on non-renewable energy production and consumption.

HEALTH CARE: I will join with others in the TX House to fight for the expansion of Medicaid under the Affordable Care Act. I will fight for Health Care as a right rather than a market commodity, starting with expansion of Medicaid but with the goal of an expanded and improved single-payer system of Medicare for All. Health Care decisions should be made by Texans with their physicians and not by politicians and CEOs.

OTHER ISSUES: Building Dignity of Work and Wages will be a top priority for me: increasing the minimum wage to a living wage and strengthening workers rights to organize for a just workplace. Allying with others to holding the line on extremist legislators’ attempts to pass legislation to suppress voting rights, to suppress women’s rights, and to discriminate against other minority groups will, unfortunately, be top priority for the upcoming session. Fighting against the encroaching privatization of infrastructure, including retirement of public workers, transportation, prisons, education, and Child protective services is crucial to the common good of ordinary Texans.

Answers: EDUCATION: The public education system is deteriorating and needs to be revamped so our children are ready for success in college, trade

schools, or starting their own businesses. Our economy has moved away from manufacturing jobs because we can produce items such as cars and other goods at a cheaper cost in other countries. The US economy has jobs available in the service sectors but our students are not prepared for these roles. There is a huge disconnect in understanding our changing economy and what we teach in our schools. It is very scary that our students lack critical thinking skills and the ability to question what they hear. As a legislator, my focus will be to ensure proper funding for our schools for ALL students, to ensure that we have a curriculum that focuses on Science, Technology, Engineering, Mathematics (STEM) subjects as well as Literature and Arts, and a curriculum that teaches them critical thinking skills.

ECONOMY: I will work hard towards creating equal opportunity in education and work. I support increasing the minimum wage requirements so that people are able to afford a better life for themselves and their families. Our education system needs to match the changing trends in our markets to ensure that our students are competitive in the labor market. We need to encourage small business ownership by increasing fair access to funds in lower income communities. I also support the accrual of sick days in all jobs regardless of industry. We have to work on creating a healthier workforce so that we can all benefit rather than the privileged few.

ENERGY/ENVIRONMENT: Texas is an attractive place to do business because of it's geographical location, weather, and the vast amount of land. Successful businesses create job opportunities and improve our overall economy. We have to have regulations in place to monitor and control activities that would potentially hurt our environment. A lot of companies are becoming "green" and are moving towards sustainability. We should leverage this change and work together with business to ensure that we are mindful of not depleting our natural resources and also think ahead as to how our actions will affect our environment.

HEALTH CARE: Access to good healthcare should not even be up for debate and as a Legislator, I will fight for our right for affordable healthcare and work hard to ensure that we meet the basic healthcare needs of ALL Texans. I will work with local providers and the medical community to figure out new ways for all people to get access to low cost cancer screenings, reproductive services, and other healthcare necessities. I consider it my duty to serve and ensure that both men and women have access to good and affordable healthcare because when people are healthy, they’ll be at their best and will be able to focus on being productive and better able to contribute to our community. We have seen many clinics get shut down especially in lower income areas. I'll fight these closures and figure out ways of getting clinics in neighborhoods to keep our community healthy.

OTHER ISSUES: Equal opportunity in education and work- high priority. This includes revamping our public education system and increasing access to an affordable college education. Campaign Finance Reform: Elected officials are elected to serve the voters not special interest groups. We need major changes in the way money is handled in politics to ensure transparency and honesty. Affordable Healthcare: increased access to quality healthcare, lower prices on prescription medications Property Tax Reform: better allocate property tax funds to serve our public school system better Improved Infrastructure: propose an efficient public transit system to relieve our community of being stuck in traffic, lesser toll roads because they're a financial burden.

Answers: EDUCATION: In Texas, our very best economic development tool is an educated workforce. That is why we must take every step possible to

ensure that no matter the ZIP code--ALL children have the opportunity to receive a world-class education. We must begin by reforming a broken “Robin Hood” school funding system which pulls money away from our communities. Our over-reliance on property taxes is pricing people out of their own homes. That is why I believe we look at a consumption-based funding system so that everyone, including out-of-state tourists, help fund our schools. We must make sure that local schools continue to have freedom to control curriculum. We must increase learning opportunities in science, technology, engineering, and math for students to pursue high-wage, high-demand careers. We should let our students know how much they can expect to earn before they seek a college degree. And we must empower parents to make the best choices for their children.

ECONOMY: Constituents should have a say on whether local governments can raise taxes. My opponent voted to make it easier for school districts to increase property tax rates without a vote from constituents. I disagree. We should implement stronger spending caps. While my opponent voted with Democrats to kill Governor Greg Abbott's proposal to enact a stronger cap on government spending, I would have voted for it. Enacting the Governor’s plan would limit government’s growth at the rate of population plus inflation. We should overhaul our dependency on property taxes and look into a consumption based funding system. Studies have shown this could create over 200,000 jobs and provide a $28 billion dollar boost to the Texas economy - all within the first 5 years. We should implement a zero-based budgeting system - one that is fair, efficient, and accountable to taxpayers. And we should eliminate the Texas Franchise tax - which unnecessarily burdens our businesses and job creators.

ENERGY/ENVIRONMENT: One of the best parts of our great State is our parks, wildlife, and land. We already have regulations on the books to ensure that our natural resources remain in great supply. That is why we must continue to push back against unnecessary federal environmental regulations of business and industry. There is a growing appetite for liberal plans to overregulate We must also find new ways to streamline the bureaucracy and permitting process for energy companies in Texas. In North Texas especially, we already have an

exploding population and great demand on our energy grid. This is why we must do everything possible to enable energy providers to keep up with demand and deliver the highest quality service at the lowest possible cost.

HEALTH CARE: First, we must urge and support federal lawmakers who continue to fight to repeal and replace Obamacare. As Texans, we must continue to reject the federal government’s overreach into our health care system. I applaud our state’s efforts thus far to fight for a waiver from many of the burdensome regulations in Obamacare. Obamacare has been a complete, and total failure. But we must do more. We must open up competition in the healthcare marketplace and empower parents with more choices. Healthcare is best provided when it remains a relationship between the patient and doctor. Unnecessary regulations placed by government cause premiums to go up as a result of costs incurred on providers.

OTHER ISSUESI am running because I believe Republicans deserve a conservative choice to be their next State Representative. Among many things, my primary focus is on cutting taxes, capping spending, securing our border, and protecting the unborn. Additionally, we must assist coastal Texas as they recover from the terrible damage caused by Hurricane Harvey, and step up our efforts on infrastructure improvements throughout our great State.

Answers: EDUCATION: School choice is a civil rights issue. I want all of our children to meet high standards, with great teachers in strong schools. I

support any policy that will improve student outcomes, aid teachers, and promote parental involvement. We ought to design policies that especially help low-income children. Our educational system should empower those who are willing to work hard so that they can succeed. I believe teachers should be paid more and we should reduce the amount of administration in education. Roughly 75% of money that has been spent on education in recent years has not gone to teachers.

ECONOMY: The Legislature should institute zero-based budgeting making every agency budget for their needs instead of adding to what they already get. We should also cap the rate of growth of state spending to population plus inflation. Nothing will spur our economy more quickly than our hard-working taxpayers keeping a larger percentage of their money so they can spend, invest, or risk it on new business. That is the key to economic growth. Currently, the Legislature funds a great deal of waste in its two-year, $218 billion budget. Every business knows how to cut costs, but government only grows. For example, the Texas House puts $1 million a year into a program trying to figure out how to kill feral hogs. There is plenty of waste in the state budget to cut.

ENERGY/ENVIRONMENT: I would allow the free market to determine that. Nothing promotes energy development like market forces. The government should get out of the way and allow consumers to drive our needs.

HEALTH CARE: I believe the free market is a better determinant of the healthcare needs of this state. We should reduce the role of government and let the free market work. Free markets always improve service and lower cost. Government interference almost always decreases quality and increases cost (see Obamacare).

FOREIGN INTERVENTION: I support a strong national defense that utilizes appropriate resources to protect our communities from threats, whether it is domestic or foreign. Regarding North Korea, I value partnership with other world powers using due caution in order to protect different regions against the use of nuclear weaponry. BUDGET: America is a nation of hard-working, contributing members of society that strive to obtain decent, comfortable lives. The older generation ha paid their contributions to Social Security throughout their entire working lives, and therefore should be guaranteed the right to collect on it during retirement. To maintain Social Security, there should be an increase of the Payroll Tax Cap to around $300,000 and increase it yearly until all income is subject to Social Security tax. Medicare is a key national social insurance program that many citizens rely on, and should be supported.

HEALTHCARE: From my past experiences living in Britain and the Netherlands, both states with universal healthcare, I understand that accessible and affordable health care is a basic human right that is beneficial for the United States. Republicans have threatened the health of all Americans by repealing the Affordable Care Act with no viable replacement. The life and health of District 6 is at risk if insurance is threatened by politicians. If elected, I pledge to voice my constituents' safety concerns and ensure their health is a top priority.

OTHER ISSUES: When I graduated high school, many of my friends went directly into the workforce. At that time they could support themselves with the jobs available to high school graduates, but many high school graduates today have to work two or three jobs to support themselves and their families. the immediate passage of a clean DREAM Act that will protect those who grew up in this country. Bringing undocumented immigrants out of the shadows will provide an immediate boost to our economy and establishes the critical trust between immigrant communities and law enforcement that promotes public safety. I do not support building a wall along the southern border. It would be extremely expensive, and it would not address those who travel here and overstay their visas.

FOREIGN INTERVENTION: I would support U.S. intervention in foreign military conflict only if there is an imminent threat to the safety of Americans abroad or to our allies around the world. Military action should only be used as a last resort when all attempts to resolve conflict with diplomacy have failed. I support the continued use of sanctions and ongoing diplomatic negotiations with regional powers, such as China and Russia, to pressure North Korea to abandon its nuclear ambitions and to improve its deplorable human rights record.

BUDGET: Social Security will continue to be solvent for at least two decades, but we must make changes now if we want to preserve Social Security without making unnecessary cuts to benefits. I support increasing the Social Security payroll tax by a modest 1% over 20 years and eliminating the tax cap gradually over 10 years. Taken together, these steps will keep the Social Security fund solvent for future generations. I also support the expansion and improvement of Medicare to cover all Americans. Single-payer healthcare systems are among the world's most efficient and cost-effective.

HEALTHCARE: I believe we should keep in place the protections of the Affordable Care Act, but we must move towards a single-payer healthcare system in order to bring down the costs of medical services and pharmaceuticals. I support H.R. 676, The Expanded & Improved Medicare for All Act of 2017. This legislation would implement a single-payer healthcare system that would cover urgent and emergency care, preventative medical care, prescription drug coverage, dental coverage, and vision coverage for all Americans.

OTHER ISSUES: Education is vital to our state's economic success. I believe we must invest in teachers, technology, and resources for our classrooms. I adamantly oppose school vouchers and privatizing our public schools. I believe we must implement meaningful campaign finance reform and mandatory term limits for members of Congress. By doing this, we will be able to fight the corruption that exists in politics today. I support H.R. 3671, The Off Fossil Fuels for a Better Future Act, which would drastically reduce carbon emissions and transition us to clean renewable energy sources, such as wind and solar.

FOREIGN INTERVENTION: Under rare circumstances and after all other options have been exhausted, do I believe we should use military force to intervene in any conflict. One of the biggest contributors to the hate we receive from those in the Middle East is due to our use of drone strikes in areas where innocent civilians were harmed. When one of those missiles kills a family member of someone who would not otherwise have been a threat to our nation, we ultimately created one. In regards to Korea, we should closely monitor them and encourage allies to act against North Korea's nuclear threat.

BUDGET: Absolutely not. Social Security and Medicare are in place to ensure the American worker a means to retirement and we have been forced to pay into the system since first receiving a paycheck. I would start by replacing the funds which were taken out to pay for the Iraq war. Secondly, I would put a stop to the most recent tax reform plan passed by the Trump Administration, this only further increases our deficit and gives an unfair advantage to corporations and the rich. For decades we've been giving tax breaks for corporations to increase hiring, they're not doing so, therefor this must stop.

HEALTHCARE: It's my view that health care should be a right and not dependent upon your financial situation. When our nation as a whole is healthy, we'll all do better. The idea that we can't afford this is simply not true, we are one of the very few developed nations that does not provide healthcare to all yet we are the richest nation in the world. Not only can we afford it, we'll likely save money in the process. I'm supportive of a Medicare for all type of plan and removing the restriction which keeps it from negotiating drug prices with pharmaceutical companies (A major reason for high drug prices).

OTHER ISSUES: I hope that the most pressing issue in the next session of Congress will be addressing the threat of corruption within our government and restoring power to the constituent. I believe America is in the shape that it’s in because corporations have too much of an influence on our political leaders. If I’m elected to office I’ll introduce anti-corruption legislation similar to the American Anti- Corruption Act and establish a method to allow my constituents to ultimately decide which way I vote in Congress. Answers: IMMIGRATION: Illegal immigration primarily exists due to our government’s inability to implement a comprehensive immigration reform

act. Many Americans see this as a border security problem when in fact it is a dysfunctional government problem. We as a nation must create a comprehensive, legitimate path to legal immigration, and only then will we see a decline in the number of undocumented immigrants. During my time in the U.S. Navy I lived in a border city, San Diego. I can say with no uncertainty that a ‘Trump wall’ will be a complete waste of money as it will not stop underground tunneling.

FOREIGN INTERVENTION: Our nation’s greatest leaders, both Republican and Democrat, have understood that through deliberate, strategic diplomacy we are a much safer and a much more influential and prolific nation. U.S. intervention with military force should only be used in a worst-case scenario and only after all forms of diplomacy and economic coercion have been exhausted. Time has proven that President Trump’s saber-rattling rhetoric is ineffective regarding North Korea, and the most effective approach in keeping a dangerous nation at bay is through strong diplomacy and sanctions.

BUDGET: This current government has forgotten about our promises to older generations. Perhaps Congress has forgotten what the country was like before these social safety nets were in place – I have not. Only 6% of workers exceed the current payroll tax cap. We must eliminate the cap and bar any Congressional spending of increased revenue resulting from the tax cap removal. In other words, increased revenue will be applied directly to the Social Security fund – prohibiting Congress from spending the increased revenue. This fix would make the Social Security fund solvent for generations.

HEALTHCARE: We must amend the ACA with a public option for healthcare insurance, similar to what military retirees receive, which is amazing insurance. We also need universal enrollment. A public option will help drive down premiums at private insurance companies, and universal coverage will drive down overall cost since everyone will have access preventive and proactive healthcare. The ACA is certainly not perfect, but many lives have been saved because of it. We cannot go back to an immoral system that allows insurance companies to use “pre-existing conditions” to deny Americans coverage.

OTHER ISSUES: We must invest much more heavily in public education systems K through university. It is imperative that we reinforce public education in a way that applies proper funding to the classroom level. Teachers need a substantial pay raise so that our education systems can retain great teachers and attract the future’s best and brightest educators. This classroom level funding is critical to ensure teachers and students have the most advanced teaching/learning tools at their disposal. These institutions were the key to our innovative past, and they are the foundations of our country’s future.

Answers: IMMIGRATION: I have a detailed plan that I believe upholds the rule of law yet is humane to those who are here illegally. In short, my plan

would provide a path to legal status but impose strict requirements on those who are open to self-identifying and seeking to do things right. Others unwilling to follow those rules would be immediately deported. I definitely support a wall to maintain our border integrity, and while I might seek innovative ways to pay for it, in the end it would be worth taxpayer money if that is the best option.

FOREIGN INTERVENTION: Any military intervention should be considered very carefully. We should only risk the lives of our American servicemen and women when American interests are clearly at stake and when we are willing to clearly define their mission. Once committed, we must devote all the resources necessary to accomplishing that mission and achieving victory. For North Korea, I think we must continue to show strength and work even harder to isolate this rogue state economically, including stronger pressure on China to aid in that. I believe there is still the opportunity to avoid a war, but time is running out.

BUDGET: I believe that before any changes are made, we must audit the Federal Reserve and truly attack fraud and waste. I would not support cuts to Social Security or Medicare beyond the incremental changes that already gradually increase the eligibility age. Because entitlements are our biggest budget buster, I support requiring aid recipients, where physically able, to perform some form of work or community service. That approach when tried has reduced the welfare rolls and returned value to society. If we limit spending and foster a robust economy, federal revenue will grow, reducing the deficit.

HEALTHCARE: I believe Obamacare should be eliminated in favor of a market-based approach. If we allow the free market to work – in areas such as buying insurance across state lines and letting people buy precisely the insurance they want rather than something mandated – we will see insurance become more affordable. The problem with our health insurance landscape is that we have too much government already, so I would be very wary of imposing any more requirements and burdens on individuals. I also believe that a “voluntary” catastrophic illness plan (similar to FEMA Flood Insurance) would serve us well.

OTHER ISSUES: I believe that Americans are tired of seeing our elected officials holding themselves above the rest of us. We see them avoiding punishment for actions that would put any of the rest of us in jail, or enjoying healthcare insurance that we could never begin to afford. Basically, we see them playing the game with a different set of rules from the rest of us. That is wrong, and I pledge to fight for legislation that would require all members of Congress to be subject in every way to the same laws that apply to every other American.

I will oppose cuts to Social Security or Medicare to give tax cuts to millionaires and billionaires. Congressional budgets should be debated, amended, and passed with bipartisan input. The way to reduce deficits is to spend no more than the revenue collected.

HEALTHCARE: I support comprehensive, affordable healthcare for all Americans. The best plan is to enact "Medicare Advantage for All" because it lowers prescription drug prices and provides affordable healthcare. BUDGET: Retirees have paid their entire lives into a system that has now failed. These retirees deserve the benefits from paying into a system for a lifetime. Congress’ first priority is to make sure that the fund is solvent, healthy, and able to support the retirees for the remainder of their lives. Congress should not change anything about social security for those 55 and above to receive benefits at age 65. Congress should gradually raise the early and full retirement ages to 65 and 70. Privatization and lower payroll taxes will enable personal savings and decrease dependence on Social Security.

HEALTHCARE: Obamacare adds $2 trillion in new spending, $1 trillion in new taxes, and $800 billion in Medicare cuts. Enrollment projections have fallen short of the CBO projections of 21 million. Obamacare is unfair, unaffordable, and unworkable. Repeal Obamacare. The gains in coverage that Obamacare has seen is from expansion of the Medicaid program. Empowering individuals to control their healthcare dollars is a better prescription for healthcare. Americans need access to a wide variety of plans and insurers who compete freely, to chose plans and doctors best suiting their needs. Free market healthcare

Answers: IMMIGRATION: Our current immigration system is outdated, inefficient, and encourages undocumented immigration. I would fix our legal

immigration system, so it improves our economy and security. I support the passage of a clean DACA bill. I would also create a pathway to citizenship for undocumented immigrants currently in the US if they meet certain criteria. Regarding border security, we should employ a strategy grounded in technology specific to each border area. Furthermore, we should also partner with our southern neighbors to fight criminal organizations operating in their countries.

FOREIGN INTERVENTION: The use of military force should be a last resort only to be used if all other avenues such as diplomacy and sanctions have been exhausted. There must be a clear benefit to the interests of the United States and the goals must be clearly defined and achievable. The military should have the resources to accomplish their goals, and there must be an accompanying political and economic strategy. Regarding North Korea, I favor engaging with China to increase the effectiveness of sanctions on North Korea. I would also avoid making provocative statements on social media.

BUDGET: Social Security and Medicare provide seniors peace of mind during retirement by guaranteeing them a level of income and healthcare. To reduce benefits would betray the commitment made to our nation’s seniors. I favor reducing the budget deficit by eliminating wasteful government spending such as improper payments and following the Government Accountability Office’s recommendations to reduce fragmentation, overlap, and duplication. Such measures would save hundreds of billions of dollars without harming Social Security or Medicare.

HEALTHCARE: I will work towards Medicare-for-All so we can have quality, affordable healthcare for every single American. To effectively and smoothly transition 20% of our economy to such a system, I support creating a government subsidized healthcare plan that employers and individuals can buy into. Answers: IMMIGRATION: We have a moral duty to pass a Clean DREAM Act, and it’s also good for our economy, enhancing our social safety net and

filling a labor shortage in many markets. Moreover, I believe that we need comprehensive reform of our immigration system so that there is a reasonable, certain pathway to citizenship. It’s unconscionable that people have to wait 10-20 years for their immigration applications to be processed. Regarding border security, I'm against a wall because it's both ineffective and a symbol of isolationism. Mobile surveillance technology is cheaper and more effective.

FOREIGN INTERVENTION: I believe that we should use diplomacy and humanitarian aid to maintain world peace. Military intervention should be a last resort that is used only when all other options fail. Regarding North Korea, I support a policy of strategic patience, using economic sanctions and aid to persuade Kim Jong-un to de-escalate his nuclear aggression. A hardline policy of military intervention puts all of civilization at risk. However, if North Korea attacks South Korea or one of the neighboring countries, I support a surgical strike to wipe out North Korea's nuclear arsenal.

BUDGET: I am against any attempt to decrease funding for Social Security and Medicare. If we can pass a $1.5 trillion tax cut and bail out the banks with $700 billion, then there is enough money for our safety net. In order to fund the programs, I'm in favor of tax reform that eliminates the loopholes (e.g., special treatment for capital gains and the carried interest loophole) so that the top 1% pay their fair share. I'm also in favor of a Financial Investment Tax on Wall Street trading and eliminating the Social Security cap on taxable wages.

HEALTHCARE: I support Medicare-for-All. Health is freedom. As a child, I often heard my mother and father (both health professionals) discuss patients who died from afflictions that could have been prevented with timely care, but they didn’t seek such preventative care due to a lack of adequate health insurance. Despite the ACA, millions of Americans remain uninsured. Medicare-for-All is the best solution for delivering universal health care. For-profit, private insurance companies have led to soaring costs, and the answer is to remove the for-profit motive from the health insurance industry.

OTHER ISSUES: A: reform the electoral process through campaign finance reform and ending partisan gerrymandering. Only by restoring our government’s loyalty to the people can we achieve the policies needed for society to thrive and ensure that no one falls through the cracks. Further, corporate interests have hijacked our democracy, yet our government does nothing to prevent mega-mergers. Answers: IMMIGRATION: Everyone who's worked & obeyed our laws deserves a chance to come out of the shadows, by giving them a legalization

process-DACA today, Dreamers quickly, a process for their parents & an overhaul of immigration policy that includes a path to citizenship. We need a reasonable migrant workers’ program, where employers let an agency know how many workers they need, workers can come in, pick where they want to work (instead of being tied to one farm, which can lead to mistreatment.) They will be free to go back and forth to home country, maintaining ties there. We don’t need a wall. It won't work

FOREIGN INTERVENTION: Three pillars of national power are diplomacy, economics, & military. Military involvement should be distant last resort. When other options fail, circumstances of clear & present danger might require military action. E.g., genocide (wholesale slaughter of populations) & real threats by errant nuclear powers. The North Korea debacle is complex. Any military action could result in the death of millions in S. Korea. The solution is to bring the North into the ‘global community. Sanctions cause only human suffering. I suggest a peace summit of countries N Korea respects & let them talk.

BUDGET: We can afford to take care of our people. Congress gave tax cuts to corporations & the wealthiest, so cutting the budget on the backs of those who need Social Security & Medicare shouldn't be considered. I advocate for raising the salary cap to $250,000 to better fund these programs. To reduce deficits, I'd reverse recent tax cuts for the wealthiest, raise corporate taxes back to a reasonable level, or remove all loopholes & subsides for corporations, so taxes are actually paid. I'd tax capital gains & dividends (after first $50,000,) & return estate tax to 2017 levels.Ending wars will help.

HEALTHCARE: Protect all aspects of ACA for short term. Move to a Medicare-for-All system with an “opt in” methodology. E.g., start with age 55 (now 65,) then phase in with expanded age brackets (e.g., 50, 45…) every year until everyone is eligible. This plan gives Medicare time to ramp up & insurance companies time to refocus their business. My ultimate goal is Universal Healthcare, paid for by payroll tax on employers (less than paying for insurance) &/or a tax on the wealthiest of the wealthy individuals and corporations. We spend more, cover fewer & have worse outcomes- why keep doing same thing?

OTHER ISSUES: Climate change is the greatest long-term threat to the planet. The air & oceans are polluted, weather is more extreme, (longer droughts, worse rains & hurricanes, etc.) We can’t ignore science. Take global leadership of the industry that could reverse climate change by moving fossil fuel subsidies to the renewable energy field for more R&D, more education for jobs of the future, subsidies for installing renewable power. Answers: IMMIGRATION: DACA should be codified into law. It's irrational to believe that we could/should deport millions of people that have

contributed to the success of our country, culture and economy. It's inhumane and fiscally irresponsible to deny or hinder a quick citizenship process for people who have lived and worked in the U.S. for years. Special immigration policies are in place to allow extremely wealthy citizens of other countries to become legal citizens. I would promote a policy for citizenship for those who have lived, worked and contributed to our country for an extended period without penalty.

FOREIGN INTERVENTION: I believe in the Powell Doctrine and Roosevelt's "speak softly and carry a big stick" approach to military and diplomatic relations. Our current approach appears to support speaking far from softly, which usually indicates a small stick. Congress needs to repeal the Patriot Act, which abdicates Congress's constitutional authority and responsibility for declaring war. The U.S. should only intervene in a foreign conflict if it has the overwhelming support of the people, superior forces committed and a clear exit strategy. We should pressure China and Russia to control N. Korea via more sanctions

BUDGET: SS/Medicare should be approached as long-term funding projects with plans to expand eligibility to younger people and more demographics. Every citizens needs or will need medical care, so - like our military - we need to prepare to pay for it and allow CMS to negotiate Rx prices and initiate strong QM and utilization review practices to keep costs down, while rewarding practitioners for efficient medical care. I support a tax system similar to post-war levels of the 1950's, when corporations contributed fairly to a country that provided it with an infrastructure from which they profited.

HEALTHCARE: Medicare, with only an 8% overhead, should be systematically and incrementally expanded as an option for everyone. This will give the program and related systems time to adjust. Medicaid should be expanded to include eligibility strictly along financial lines of need without medical/psychiatric necessity. I'll repeal the Hyde Amendment and reform the initiatives put forth in the ACA - which was merely meant to be a foot in the door. We are already paying for everyone's health care, whether someone has insurance or not. Medicare/Medicaid are successful, therefore I'll expand what works.

OTHER ISSUES: Congress desperately needs a return to statesmanship and honor, in order to return it to a body that, quite literally, represents the people and who's members use common decency to work FOR the people, instead of extremists. As a National Geographic explorer, leader of a clean water non-profit and only candidate with a strong history of environmental work, I'll strengthen current laws and work diligently on moving from a petroleum-based energy economy to clean energy reliance. Texas is a leader in wind energy and we have the technology to move the U.S. to be a world leader in this area.

Answers: EDUCATION: The state's share of funding for public education is at a 20 year low. Yet as a state, we continue to add an additional 1,000

residents every day. The math simply doesn't add up. If we do not invest in our schools, we will have overcrowded classrooms, facilities that can not handle the population growth and teachers who are even more overworked and underpaid. This is not a recipe for success. The state of Texas must find ways to strategically increase our state's share of education funding, thus reducing the property tax burden placed on Texas homeowners. We must also strategically use economic development programs to stimulate local economies. A line by line analysis of the state budget is desperately needed as there is not a greater investment we can make than in Texas' children.

ECONOMY: I would support continuing tax incentive programs that are proven to create good paying jobs. Right here in Tarrant County, businesses and families see the benefits of strategic economic development and tax incentive programs every single day. In Arlington, our state's event fund has helped attract the Super Bowl and College Football National Championship. In the northern part of Tarrant County, bipartisan economic development legislation has attracted the Facebook data center. The success these programs have helped create good jobs in Tarrant County. We must fight back against attempts to dismantle these programs and instead look at ways to create new investment opportunities, educate our workforce and finds new ways to attract great businesses to Tarrant County.

ENERGY/ENVIRONMENT: Energy production is the backbone of the Texas economy. It’s crucial we balance the economic benefits of our state’s thriving energy industry with a responsible environmental approach that ensures clean air and water and safe neighborhoods. The first approach is to encourage the development of clean, renewable energy such as wind and solar. At the same time, we have to recognize the economic benefits of natural gas and oil exploration. Not only do Texas companies benefit from oil and natural gas, but Texas families with mineral rights benefit. In the State Senate I will respect the rich history and tradition of energy exploration while keeping an eye toward the future long-term environmental challenges facing our state.

HEALTH CARE: Healthy Texans are productive Texans. Access to quality and affordable health care will keep our state economy strong and is crucial to our quality of life in North Texas. Texas-focused solutions like expanding Medicaid to improve health care options for all Texas families while encouraging job growth within the health industry should never be out of reach. I will focus on bringing more resources to the Tarrant County medical community to meet the critical needs of local patients and healthcare providers. Recent reports of Texas’ rising maternal mortality rate are unacceptable. We must prioritize good care for mothers, for all women, and for the state’s children as it is crucial to the health of the family and of Texas. I will focus my attention on expanding access to quality healthcare for all Texans, including our underserved populations--care focused on prevention, education and treatment.

OTHER ISSUES: I think further action on CPS reform will at the top of the agenda next session after the recent federal court ruling stating that lawmakers and DFPS have not done enough to address the long-standing issues at CPS. As more reports show that kids under CPS care are being abused and even dying, it is incumbent that we make drastic reforms to save the lives of Texas’ most vulnerable children. I believe that the state must further invest in additional CPS caseworkers to relieve the already overworked caseworkers. Hiring additional workers in addition to making salaries more competitive will go a long way toward solving many of the long-standing issues at CPS.

Answers: JUSTICE: Informing them of services whereby they may obtain an assessment of their legal options is one thing that can be done. For

instance, Tarrant County has several free legal assessment opportunities that many are unaware of; including the legal line, Veterans Clinic, and other clinics held throughout the community.

EFFICIENCY: The court that I am running for is a family law court and I hesitate to say that swift justice is always what is best in these cases. Here, it must be realized that dealing with the best interest of children often takes time to be realized. When possible, swift justice can be obtained by reducing delays in court proceedings and running an efficient docket.

IMPARTIALITY: In my opinion, the ability to be impartial comes from the core of who the person is and not from a standard held to him or her by the watchful eyes of others. I understand the concern where one is receiving a campaign contribution from the attorneys who will appear before them; however, I can state that my integrity is not for sale for a campaign or other contribution.

OTHER ISSUES: In family court, one of the issues of concern is the dignity of the litigants before the bench. These are generally good people going through tough times and need to have a judge who understands that. In understanding that, the judge should treat the litigants with dignity and even when they make statements out of frustration. The judge must always uphold the rule of law and the litigants should conform their behavior to that standard, but never should a person feel berated by the Court. I will encourage those appearing before me to find the best version of themselves and always make rulings in accordance with the law and in the best interest of the children, regardless of my personal feelings.

Answers: JUSTICE: In family law matters, online forms, while helpful, are not preferred. Until there is sufficient funding for legal aid, the Court has to

allow litigants to represent themselves and treat them with the same dignity and access to justice as those with attorneys. The State Bar of Texas has an exhaustive list of resources available to lower income residents.

EFFICIENCY: A scheduling order can be used so families know there is an end date to litigation and there should be fewer resetting of cases. Mediation is a cost effective tool and should be used when appropriate because it is less damaging to families than litigation. The best interest of the child and promoting the parent-child relationship must be at the core of all decisions.

IMPARTIALITY: No matter the election season or political climate, the law must be the backbone for every decision from the bench. There is no room for bias from any judge in any courtroom. I will treat every attorney and litigant with the same respect and use the law to make every decision in a timely and efficient manner.

OTHER ISSUES: There will continue to be an issue with Pro Se litigants as they often have difficulty presenting evidence and their cases take longer. This can be managed by scheduling a Pro Se docket on a specific day, so that those cases can be handled with the patience and dignity those litigants deserve. This will help lower costs for litigants who are represented by counsel. Families are in crisis. I have seen more domestic violence, child abuse, poverty and illegal drug use than ever before and I have been practicing family law for over 26 years. The sheer volume of family cases is a pressing matter. The expense is not only to the families in the form of emotional and financial cost, but to the taxpayer when cases linger. As a family law judge, I will compassionately balance the uniqueness of each case with the realities of time and expense. being the Access to Justice Program. As the Associate Judge of the 322nd District Court, I welcome self-represented individuals. A self-represented individual has access to the 322nd Family District Court and is treated with dignity and respect.

EFFICIENCY: As the 322nd Associate Judge I have worked to maintain an effective and efficient Court. I often come in early and stay late to resolve cases and accommodate the public. Answers: JUSTICE: Taxpayers in Tarrant County subsidize low income residents' access to family cases. Litigants may fill out an Affidavit of Inability to

Pay filing fees. If the District Clerk finds from the affidavit that the allegation is true, the filing fees are waived for that litigant. I would not want taxpayers to bear any further burden for low income residents in family cases.

EFFICIENCY: I can only speak of family law courts, but for their part efficiency comes in moving cases swiftly through the litigation process. Automatically setting cases for pre-trial hearings 4-6 months after filing would force litigants to get organized and focused early on in the process by establishing a final trial date and all deadlines leading up to that date.

IMPARTIALITY: I haven't sought campaign contributions from Tarrant County family law attorneys. All other family law judicial candidates have. I know personally the fear of retribution later in a case before that judge if I did not donate to them. I want my court to be transparent and fair to all. Judges must be impartial, and this is a great way to ensure that.

OTHER ISSUES: I think the LWV have nailed two of the most important issues--court efficiency and judge impartiality. Eliminating judicial activism is also a very important issue for me. I promise to follow the law as it is written. This sounds so obvious, but you would be surprised how many judges are activists that make decisions based on their personal biases. Judicial temperament is also a huge issue. Will the court be respectful of litigants and attorneys? Why would the person want to be a judge? Ego or service? Voters that are informed will protect our Tarrant County judiciary. I urge all voters to educate themselves on how judicial candidates do their jobs or plan to do their job before deciding who to vote for.

Answers: JUSTICE: I would suggest a two-step process. First, there is a great need to increase education and information access regarding legal rights

and remedies, statutory and constitutional rights, and the basics of how the legal system works. Second, access to qualified counsel can be broadened through cooperative efforts among local law firms, non-profits, and public entities.

EFFICIENCY: I plan to develop and implement best practices regarding workflow and caseload management in the 323rd District Court. This will include applying information technology in order to monitor progress, flag issues, and identify, track and respond to trends - all so that swift justice can be achieved while making the best use of limited resources.

IMPARTIALITY: I will strictly adhere to the Texas Canons of Judicial Ethics and will consistently comply with all ethical, statutory and constitutional provisions related to campaign finance, to the cases before the court, and to my service as a District Judge.

OTHER ISSUES: The 323rd Judicial District Court hears two types of cases: Juvenile Delinquency (crimes committed by children - from shoplifting to Capital Murder) and Child Welfare (cases involving CPS). IMPARTIALITY: believe that the current campaign financing and reporting rules go a long way in providing transparency on these matters. The fact is that judges in Texas are elected and they have to have a way to finance the campaign. Information on campaign contributors, party and attorney involvement, and court rulings, including fee orders, are all available to the public.

probate, guardianship or mental health matter. The courts are very cooperative when such individuals choose to represent themselves prose.They also appoint attorney ad litems to potential wards in probate, guardianship and mental health cases.

EFFICIENCY: Probate Court No. 1 appears to run efficiently however if elected I would utilize the Associate Judge to ensure there is quicker access to non-contested matters and I would bring back uncontested hearings at our sub-courthouses to give more access to the citizens in their own neighborhoods.

IMPARTIALITY: All Judge's should strictly adhere to the law and never rule based on the emotions or parties in the case. One way I intend to ensure that I maintain such impartiality is to end all conferences in the Judge's chamber. OTHER ISSUES: The most pressing issue facing this Probate Court is the caseload which clearly impacts its timeliness in dealing with both contested and non-contested matters. I would address this issue by automatically setting matters for final prove ups to motivate the attorneys to move the case along, I would also utilize the Associate Judge in uncontested dockets which would leave me open to deal with more complex trial matters in a timely fashion, and I would review guardianship cases more closely to make determinations about the ones that need to be terminated which would reduce the court's caseload.

Answers: QUALIFICATIONS: As Justice of the Peace, Pct. 5, I have the judicial experience and education along with the compassion to preside over the

many Eviction, Small Claims, and Debt Claim cases that are filed in the Justice Court. Moreover, as a former Texas Peace Officer, I have years of law enforcement training which brings an added and valuable perspective as Judge.

REASON: I was already well versed with the court's judicial processes because of my prior service as Constable. As a result, I found the court was well suited to implement our community program titled the "Honorary Jurors Program". This is a collaborative effort between the court and local schools where students observe live court proceedings and learn about the judicial system.

ROLE: The Justice of the Peace's job is to apply the law fairly to all parties before the court and to interpret the law using both common sense and reason. We are not courts of record. Consequently our rulings are not used to expand upon common law. We are specifically charged with applying equitable principles in arriving at decisions.

REASON: When serious issues with the JP 6 court came to light, I was asked by numerous people to consider running for this seat. The incumbent judge was ordered to repay approx. $48,000 in missing money. Successive audits showed serious flawed management. Despite this, the incumbent filed to run again. I am determined that the taxpayers will have the representation they deserve!

ROLE: The Justice of the Peace court oversees issues that most directly impact citizens on a daily basis. I firmly believe judges must not interpret law, but apply it as written and passed by local, state, and federal lawmakers. Judges do not make laws, but like the citizens who obey them, enforce the laws fairly and equitably as written.

REASON: Because I felt it was most impacted by the average citizen. JP Courts handle a lot of Truancy, Small Claims, Evictions, and disputes that are more often than not represented by attorneys. Many of the petitioners or defendants are citizens with limited resources who are just trying to make their voice heard in matters that may impact their living situation or other issues.

ROLE: The judiciary system balances the power of government and gives voice to the people against unjust enrichment of others and over-reach by government. As judge interpreting the law requires an understanding of the construction and intent of the law. It is important to understand legislative intent as the spirit of the law without over-reaching the actual letter of the law.

District Judge, 342nd Judicial District

Description: The district courts are the trial courts of general jurisdiction of Texas. District courts have original jurisdiction in all felony criminal cases, divorce cases, cases involving title to land, election contest cases, civil matters in which the amount in controversy (the amount of money or damages involved) is $200 or more, and any matters in which jurisdiction is not placed exclusively in another trial court. While most district courts try both criminal and civil cases, in the more densely populated counties the courts may specialize in civil, criminal, juvenile, or family law matters.

Answers: JUSTICE: There are bail reforms to improve the access to criminal justice by low income residents. They assure that people too poor to pay

money to be released from custody have the opportunity to have a pretrial release option, rather than be held in custody. An effective court appointment and pro bono system will improve access to the justice system for low income individuals.

EFFICIENCY: The court should hold dockets regularly, and have trials often in order to be efficient and effective to protect individuals rights, as well as providing swift justice. There is a need to balance the necessity to protect the safety of the community and the needs of victims along with the rights of the accused.

IMPARTIALITY: I believe the best way to maintain impartiality is to always treat all parties equally, follow the law scrupulously, and adhere to the Constitution in every decision. Clearly, there is a need to raise funds when you run for office, as it is an expensive process, but it is not something that should affect your ability to remain independent and impartial.

OTHER ISSUES: Access to justice is currently being addressed by bail reform, fairness in court appointments, and Constitutional review of issues such as court costs. I am very concerned about making sure court appointments are done fairly, and rapidly, and only proper fees are assessed. Another issue facing courts is drug and alcohol addiction. I am helping address these issues with specialty court programs that involve intensive supervision and treatment, rather than incarceration. Mental health issues are also becoming a very serious concern for the courts. Protecting the rights of the individuals with mental health issues must be balanced with meeting their needs for treatment, and the safety of the community. I am helping address this with the help of professionals and court programs.

Answers: JUSTICE: The courtroom should be open to all citizens. As Judge, I will never deny access to the courtroom to anyone, unless it presents a

danger to others. No matter what a person's income level is, they should always be treated with dignity and respect. All appointed legal counsel must continue to meet the qualifications and experience required.

EFFICIENCY: I will improve the judicial temperament in the court. The current judge consistently receives low rankings in court efficiency, fairness and impartiality-three qualities that are vital for our judicial system. Refer to the latest Tarrant County Bar Association Judicial Evaluation, '2017-p.31. Give me an opportunity to make things much better.

IMPARTIALITY: I will never allow campaign contributions to interfere with being fair and impartial to attorneys who appear before my court. Anything less is inappropriate and unethical.

OTHER ISSUES: County Criminal Court # 4 is a misdemeanor court. If elected to serve as judge of that court, citizens will be treated with respect and leave knowing I was fair.

CUSTOMER SERVICE: Our reputation for customer service is well documented from complimentary letters and phone calls. Serving on committee to build a new case management system to better serve our litigants and judges. Building a new Web access system to replace the current one that will have more functionality for researchers on court cases and digital images. Building a new system for digitizing older records (1955 back to 1879).This is a cost-efficient way to do this without using general fund tax dollars.

EFFICIENCY: Advocating mandate of "Sensitive Data Sheet" on all court case filings. This will keep such data out of court pleadings that are available to the public but still allow use of data by attorneys and litigants as required under the law.Supreme Court Rules Committee or legislature can mandate. Have approached both to do so. Clerks need more input with the Texas Supreme Court that has rule making authority that sends unfunded mandates to our local taxpayers. Clerks' Association are gearing up to do this. Commissioners Court, CUC and Texas Association of Counties must be motivated to do more to stop these unfair practices from legislature and Supreme Court. By currently serving on legislative committees, we can hopefully do this. Criminal Justice reform in a number of areas needed. Our Criminal Justice Coordinating Committee and Commissioners Court are working on this.
