ADEKUNLE BASHIRU OKESINA

I am Professor Adekunle Bashiru Okesina, born on October 11th, 1954. I have decided to present myself to serve Africa for the period of three years from January 2018 to December 2020 as a member of IFCC Executive Board representing AFCC.

BRIEF CURRICULUM VITAEI, Professor Okesina, was former Vice-Chancellor, Osun State University Nigeria. Former Deputy Vice Chancellor and former Dean. I graduated with MBBS degree from the University of Lagos in 1980, Fellow of National Postgraduate Medical College of Nigeria (NPGMCN) in 1988 and that of W/African College of Physician (WACP) in Chemical Pathology in 1989. Foundation Fellow of College of Pathology of East Central and South Africa (COPECSA) in 2014. I did Clinical Attachment at the Institute of Neurology Queens Square London and East Surrey Hospital between 1987 and 1988. From 1991 to 1993 I was a Commonwealth Medical Research Fellow in Clinical Endocrinology at Hammersmith Hospital and Royal Postgraduate Medical College in London. I was appointed Lecturer 1 at the University of Ilorin in 1989, Reader in 1994 and full Professor in 2000. I was appointed Consultant Chemical Pathology Unilorin Teaching Hospital in 1989. I was visiting lecturer to University of Transkei (Walter Sisulu University) in South Africa between 1997 and 2000.

I am a Resource person for annual revision and update courses of NPGMCN and WACP since 1993. Member Faculty Board of Pathology from 1993 to 1997 and Member of Senate, NPGMCN from 2007 to 2011. I was Chairman Faculty of Pathology of West African College of Physicians from 2007 to 20011. I was Chief Examiner for Faculty of Pathology, WACP from 2011 to 2013.

I was the National President of Association of Clinical Chemists of Nigeria 2007 to 2016 and the President of the African Federation of Clinical Chemistry (AFCC) from 2013 to date. I have served as external examiner to many Universities in Nigeria and Africa, including, University of Lagos, Ibadan, Jos, Ahmadu Bello, Port Harcourt, Calabar, Cape Peninsula South Africa, Nairobi Kenya and Ghana. Also, a member of accreditation team to visit University of Ghana Teaching Hospital, University of Gambia Queens Hospital and many Universities and Teaching Hospitals in Nigeria.

I have over 80 publications in reputable journals both local and international. I have trained more than 14 specialists in Chemical Pathology out of which four have become Professors also some are Provosts and Deans in various Universities in Nigeria. My research interest is in diabetes mellitus and chronic non-communicable diseases. I am a charter member of Ilorin Central Lions where I received many National and International Awards for services to the community. I am proficient in written and spoken English, which is the only Official National Language of Nigeria.

MY VISION AND MISSION AS MEMBER OF EXECUTIVE BOARDOn a regular basis, I will prepare a comprehensive report to be presented to the IFCC Executive Board on major activities and events taken place as it involves laboratory medicine services, training and human development in Africa.

The motivation of national societies in Africa to follow prepared strategic plan of AFCC. This will make them be more active. By so doing, image and activities of IFCC will be extended through these National Societies.

I will encourage more countries in Africa to form national associations that can become members of IFCC.

I will take advantage of my linkages with various part of Africa to harmonise and unify activities. Through West African College of Physicians, Faculty of Laboratory Medicine of which I am a Fellow and former Faculty Chairman and Chief Examiner, I will strengthen and enhance the involvement of IFCC activities in countries in West Africa. As a foundation Fellow of College of Pathology of ECSA, I will use the opportunity to increase communication and exchange of ideas between the two regions of African under the auspices of IFCC and by so doing improve quality and quantity of laboratory services in Africa. I must add that at a meeting in Uganda in 2015 which I attended the Royal College of Pathologist promised to fund a journal of pathology to be jointly administered by both colleges of East and West Africa , I have since secured the consent of Faculty of Laboratory Medicine in West Africa while I am waiting for response from our East African counterpart. I have established linkage with the University of Alexandria in Egypt through which more collaboration can be taking place between Arab Federation and AFCC. For example, I facilitated the move for Egon to assist Egypt in their conference on Quality Assurance early this year. I hope to do more of this in various parts of Africa. MoU with ASLM will be pushed beyond paper work into joint actions from the list of activities. I am also actively involved in the administration and examinations in the National Postgraduate Medical College of Nigeria where I have been Member of Senate and also of Faculty Board of Pathology. This will provide the opportunity for involvement in an activity that can be of benefit to Nigerian citizens in the area of laboratory and indeed health services.

My administrative experience will also be useful in providing adequate representation for Africa. The following will be my specific targets:a. Partnership with other associations to improve Quality Management System and establish

accreditation of laboratory services. Such bodies will include African Society for Laboratory Medicine (ASLM), National Postgraduate College of Nigeria, Association of Pathologists of Nigeria, Association of Medical Laboratory Scientists of Nigeria, Royal College of Pathology, WaSLAM, WHO, West African College of Physicians, COPECSA.

b. Advocacy for resources/funding towards the improvement of Medical Laboratory services, training and human development in Africa

c. Active mobilisation of young scientist from member countries who will serve as the foundation for sustainability of achievements in the area of laboratory medicine services provisions in Africa. The mentorship program will be used to create access to high-quality technical support.

On behalf of Association of Clinical Chemists of Nigeria (ACCN), I am most pleased to write in support of the application of Professor Adekunle Bashiru OKESINA for MEMBERSHIP OF EXECUTIVE BOARD OF IFCC. Professor Okesina has been an active and reliable member and indeed the immediate past President of the Association and current President of African Federation of Clinical Chemists (AFCC). Professor Okesina is a hardworking, dedicated, brilliant and very resourceful Laboratory Physician and scientist. He has an incredible capacity to cope with a large volume of work without any manifestation of fatigue. He demonstrates an excellent capacity of working independently as well as working with others as the leader or as an effective member of a team.His educational background is excellent. His professional exposures and experience in Nigeria and abroad are fantastic. Professor Okesina has won several academics distinctions and scholarships, including the Oyo State Merit Scholarship Award and the Commonwealth Medical Fellowship which he spent in Britain as a Medical Research Fellow. He is an accomplished Medical Doctor and outstanding Chemical Pathologist, a seasoned University Professor, a resourceful lecturer and a successful administrator. Professor Okesina is a meticulous researcher, a prolific writer who is very original with a very strong analytical ability. He has more than 80 publications in reputable national and international journals to his credit.Professor Okesina has considerable administrative and managerial exposure and experience up to the highest level in the University. He was Vice Chancellor, Deputy Vice Chancellor, a member of the Faculty Board of Postgraduate Medical College, Dean of Faculty of Basic Medical Sciences, Sub-Dean Clinicals, Faculty of Health Sciences, Head of Department, Consultant Chemical Pathologist to the University of Ilorin Teaching Hospital. He has also been External Examiner to several Universities in Nigeria and other African countries, Member of the University Senate, University of Ilorin. Professor Okesina has a good sense of responsibility and leadership. He is efficient, committed, dedicated, resilient, energetic, determined, focused, result-oriented, cool-headed, and very cheerful. He dialogues and consults widely, carrying others along in the process. He is open, courageous, thorough, transparent, accountable and committed to networking, strategizing, observant of due process, judicious use of resources, collective participation and fairness. He respects rules, laws and regulations. He is computer literate and highly committed to tapping the tremendous benefits derivable from ICTProfessor Okesina is a complete gentleman, highly disciplined, kind, considerate and maintains a very cordial relationship with everyone around him. He is popular, highly respected and admired by students, staff and the University authority. His moral standard is beyond reproach.Professor Okesina is happily married with children. He is physically and emotionally stable, positively flexible and morally upright. On behalf of the Tunisian Society of Clinical Biology (STBC), we are pleased to announce the nominate of the Professor Abderrazek Hedhili for the applications for the election of the IFCC executive Board ( period during 2018 to 2020 ).

Professor Abderrazek Hedhilihas been the general secretary(1999-2005) andpresident of the Tunisian Society of Clinical Biology (2005-2011), he served as Secretary, President, Past President andvice-president (2016- ) of the Arab Federation of Clinical Biology (AFCB), President of the Federation International Francophone de Biologie Clinique et de Medicine du Laboratoire, (FIFBCML) and general secretary and vice-Presidentof Tunisian pharmacists council (since 2011-). Professor Hedhili is the chair of the scientific committee of the Arab Federation of Clinical Biology.

Professor Abderrazek Hedhiliis the author and co-author of 100 published articles and he is responsable ofthe Laboratory of Toxicology & Environment research(50 researchers) and have supervised more than 50 researchers (thesis projects,Masters,…).

Professor Abderrazek hedhiliis member of many International Journal as ascientific board ( rewiever ) .

Professor Hedhili Abderrazek has been actively tothe promotionof Clinical Chemistry and Laboratory Medicine throughout the world and in particular in the Arab countries and in Africa. His research and professional activities have sizable impact on Clinical Chemistry in general and toxicology in particular. He has been designed a smember of the International Scientific Board of IFCC congress

(Berlin 2011 andIstambul2014).

Professor Abderrazek Hedhili activities included the organization of several international (Arab, African and francophone) and national conferences, workshops, symposia and other scientific activities ( since1998) ; in addition he participed to the organization of the Congress of the Arab Federation in Morocco (2000), Tunisia (2004) Syria (2006), Lebanon (2009) and second IFCC Conference (Tunisia Sousse -2004) and FIFBCML Morocco ( 2008) Tunisia 2010.

If he will be elected, Professor Abderrazek Hedhili will be willing to serve for the full three years term of office of the executive board.

During these three years, as the excutive board, Professor Hedhili abderrazek will actively participate and will contribute to the achievement of the IFCC objectives by:

- Encouraging the affiliation of the Arab and all other regional biological societies to the IFCC.

- Encouraging the organisation of a local and regional scientific formations events (workshops, national and regional congress…)

- Helping and encouraging the participation of biologist of Arab and all regional societies in the IFCC events (congress, workshops,…)

- Encouraging the participation of young Scientifics in different IFCC manifestations

- Encouraging the biological research in developing countries with the collaboration of the IFCC experts

- Accompanying and Support the laboratories in developing countries in their efforts to improve the qualities services

- Participing in the standardization and harmonization efforts of laboratory activities

I confirm that I am willing to serve for the full three year period from 2018-2020, if elected. I certify that I am a member and President of the Singapore Association of Clinical Biochemists (SACB) which is an IFCC Full Member Society. I confirm that I have strong command of both the spoken and written English language. In accordance to the requirements for nomination, I declare that, as candidate for consideration, I have a thorough knowledge of the functioning of the APFCB and being current President, I am able to work in harmony with the APFCB Executive Board and Committee Chairs. If elected, I plan to enhance the scientific and educational activities of the APFCB by supporting and collaborating with IFCC. As the current APFCB President, I will support a renewed MoU between IFCC and APFCB on a broad range of potential activity. Some of my plans for IFCC- APFCB collaboration include the following:

Identify and organise symposia on practice areas of relevance to Clinical Chemistry and Laboratory Medicine in our member countries. I am keen on the areas of laboratory management, automation, biomarker updates and laboratory quality.

Expand the opportunities to disseminate updates, new knowledge and advances in clinical chemistry to members who need them by way of courses.

Identify common technical issues and problems in our region and align recommended solutions and guidelines which have been prepared by IFCC working groups and task force committee reports.

Establish standards for good laboratory practice within the Asia-Pacific region. Engage and facilitate greater involvement of APFCB corporate members and interact in a manner

aligned with IFCC rules of engagement. Participate actively in the programs of the IFCC and seek their support and engagement in APFCB

activities.

Sverre Sandberg Application for the position as IFCC Regional Federations Representative at the Executive Board 2018-2020. Dear colleagues, I am hereby applying for the position of Regional Representative of Europe in the Board of IFCC. The main reason for applying is that I through long experience in IFCC and EFLM and scientific and organisational work in general think that I have a good background and knowledge to be able to represent the European region in IFCC.

In addition, according to the EFLM procedure for electing the Regional representative, the EFLM Executive Board proposed me to act as EFLM Representative in the IFCC Executive Board, to serve in this position from January 1th 2018 to December 31th 2020, This proposal has been endorsed by the National Societies of EFLM. I think I have reasonable good command of written and spoken English – although it can certainly be improved. A short review of my work in IFCC and EFLM I started in IFCC in 1996 by establishing a Committee for Evidence Based Laboratory Medicine. At that time this was a completely new topic that in later years has gained a lot of interest. As chair of this committee and later as an expert consultant, I had the privilege to write scientific papers and to give courses and lectures about this topic all over the world.

After finishing my terms as chair of the Committee for Evidence Based Laboratory Medicine, I chaired from 2002 the Task Force for The Global Campaign of Diabetes Mellitus in IFCC coordinating the different “diabetes” activities in IFCC. This was again a great challenge.

In 2009 I was asked to chair the Scientific Committee of EFLM. As a new organisation, it has been fascinating to take part in the establishment of different working groups in EFLM. EFLM now has 8 different working groups. It has been important for EFLM not to overlap with the scientific work IFCC is doing, and many of the working groups established deal with topics in the laboratory/clinical interface and with the pre- and postanalytical phases. I was allowed to be the chair of the Scientific Programme Committee of the 1th European Joint Congress of EFLM-UEMS, Laboratory Medicine at the Clinical Interface in Lisbon, in 2010. I have also participated in other WGs in EFLM and IFCC and been on the Scientific Programme Committees for many of the last Euromedlab meetings.

In 2014-2015 I was president elect of EFLM and in 2016-2017 president of EFLM. A short review of my professional work in Norway One of the achievements that I think have been useful is the establishment of the organisation The Norwegian Quality Improvement of Laboratory Examinations, NOKLUS. I participated in the founding of this organisation in 1992 and have been (and is) its first Director. The organisation has now grown to about 100 employees and is unique since it mainly deals with laboratory activity in primary care, including GPs offices, nursing homes, oil platforms etc. From 2017 the EQA organisation for hospital laboratories merged with Noklus and the organisation changed name to Norwegian Quality Improvement of Laboratory Examinations. Regular EQA schemes for the participants are established and laboratory consultants give advice to the participants. It is voluntarily to participate, but 99.8% of GPs, 92% of nursing homes and all hospital laboratories participate in the

organisation, altogether about 3100 participants. The Norwegian Diabetes Registry is part of NOKLUS and has been partner in two EU projects. In 1999 the Norwegian Porphyria Centre, NAPOS, was established, and I have been in the lead of this since the establishment. The centre diagnoses all porphyria patients in Norway, and gives advice to health care and patients concerning e.g. diagnosis, treatment and follow up. The centre has also established a drug database for unsecure drugs for these patients. The database is used worldwide. The Centre is also running an EQAS for specialist porphyria laboratories worldwide. The centre has established a National Porphyria Registry and is also responsible for the European Porphyria Registry. It is in the lead together with Cardiff, Paris and Sweden of a EU project. As Director of Laboratory of Clinical Biochemistry at Haukeland University Hospital, (250 employees) in 10 years from 2002-12, I participated in the 15189 accreditation process and has worked to make the specialist in laboratory medicine more “clinically” visible so that they e.g. participate with clinicians in setting up guidelines on what routine laboratory tests to be requested for what conditions. EQAS is a large part of what I have been dealing with, and I have been on the Board and have been president of the European Organization for External Quality Assurance Providers in Laboratory Medicine (EQALM). My main research interests are in the use and interpretations of laboratory tests, external quality control, porphyrias, photobiology, evidence based laboratory medicine, post-analytical quality assurance and laboratory use in diabetes mellitus. More than 250 papers in peer reviewed journals and 5 book chapters have been published. I have been the main supervisor of 14 PhD students. I have given lectures and chaired symposiums on every large IFCC or EFLM conference the last 20 years. In average 10-15 international lectures every year. I have received 7 international awards.

My role as Regional Federation Executive

I think that with my background from both IFCC and EFLM I know the organisations rather good. I welcome the reorganisation of the EB of IFCC so that the EB has representatives from all the different regions. In the future, it will be important to find a balance of what should be done by the Regional Federations and what should be done by IFCC. It is important to market our discipline and to have a close contact with both clinicians and industry. EFLM and IFCC are organisations that can bring people together from different parts of Europe and the world to make outstanding scientific and professional achievements and to work together in a friendly and accepting atmosphere. At the same time IFCC must be a strong organisation to form our profession in the world and to cooperate with clinical and laboratory organisations worldwide.

I will represent the European Region and see that it will have a strong and important role in IFCC.

Dr Sierra-Amor is a Clinical Biochemist graduated from the National

Autonomous University of Mexico, UNAM, with a Masters and Doctoral degree in Physiology Sciences at the Biomedical Research Institute of the Postgraduate Studies, UNAM, she did a fellowship at the Jewish Hospital Medical Centre in St Louis Mo. US (1982), and a post-training course in clinical chemistry at the University of Reading, England (1986). From 1980-1990, she coordinated the laboratory at the Department of Nephrology and Mineral Metabolism at the Medical Sciences and Nutrition Hospital Salvador Zubirán in México city, where she established the assays for parathyroid hormone, and vitamin D metabolites among others. In late 1990, she was invited to direct the Calcium Research Laboratory, Department of Paediatrics, Division of Neonatology, University of Cincinnati, Ohio, which later on became to be the Core Laboratory in Bone and Mineral Metabolism at Cincinnati Children´s Hospital Medical Centre (1990-2003). After her return to Mexico, she has served as board member of the Laboratory LAQUIMS, S.C. in Veracruz, Mexico, managing the quality system department. At the Mexican Accreditation Entity, she was member of the Executive Board (2006-2007), member WG in clinical laboratory (2004-2008), and Member Subcommittee on Laboratory Accreditation (2009-2011). Since 2008, she is a member of Mexican Council of Board Certification in Clinical Biochemistry. She was founder and first president of the Mexican Association of Clinical Laboratory Sciences, CMCLC, contributing to the bases of the actual society integrated by highly qualified clinical chemists and researches from several universities along the country. She created the Students Chapters to motivate young scientists in laboratory medicine for the future of the profession. During her first and second term of office she consolidated the association and signed agreements of mutual collaboration with several other organizations, e.g. in accreditation, clinical biochemistry, and give auspices to industry courses in different fields of laboratory medicine.

Other activities included speaker of national, regional, international congresses, three books chapters, author and co-author of several scientific articles, one hundred poster presentations, and professor of national and international courses of post-graduated programs in Laboratory Medicine.

It will be a great honour for me to serve as Regional Federation Representative for the term 2018-2020, if elected. I am aware of the importance of service that is required, as well as the responsibility of holding a position in IFCC representing a Regional Federation.

As Member EB COLABIOCLI (2016-2017), I have reinforced COLABIOCLI

in understanding how to develop stronger tides with IFCC. The experience achieved serving IFCC through the years has allowed me to enhance the activities and communication with COLABIOCLI member societies, regional industry, other international organizations, research institutions, universities and accreditation bodies.

If elected, one of my main objectives would be to promote IFCC activities in

COLABIOCLI and vice verse. Language barriers should not be a problem, if COLABIOCLI affiliated member societies and IFCC learn from each other how to promote the profession regional and world-wide.

If elected, as Regional Federation Representative, I will improve the

relationship with other regions, universities, and accreditation bodies, promoting harmonization and standardization projects, e-learning courses and young scientist training programs.
