    1.Statehasatotalof17delegatesand2alternates.(CallI&AppendixB)

    2.ThedelegateselectionprocessisgovernedbytheCharterandBylawsoftheDemocraticPartyoftheUnitedStates,theDelegateSelectionRulesforthe2016DemocraticNationalConvention(Rules),theCallforthe2016DemocraticNationalConvention(Call),theRegulationsoftheRulesandBylawsCommitteeforthe2016DemocraticNationalConvention(Regs.),therulesoftheDemocraticPartyofWyoming,theWyomingelectioncode,andthisDelegateSelectionPlan.(CallII.A)

    3.FollowingtheadoptionofthisDelegateSelectionPlanbytheWyomingCentralCommittee,itshallbesubmittedforreviewandapprovalbytheDNCRulesandBylawsCommittee(RBC).TheStatePartyChairshallbeempoweredtomakeanytechnicalrevisionstothis

  • documentasrequiredbytheRBCtocorrectanyomissionsand/ordeficienciesasfoundbytheRBCtoensureitsfullcompliancewithPartyRules.SuchcorrectionsshallbemadebytheStatePartyChairandthePlanresubmittedtotheRBCwithin30daysofreceiptofnoticeoftheRBCsfindings.(Reg.2.5,Reg.2.6&Reg.2.7)

    4.OncethisPlanhasbeenfoundinCompliancebytheRBC,anyamendmenttothePlanbytheStatePartywillbesubmittedtoandapprovedbytheRBCbeforeitbecomeseffective.(Reg.2.9)

    B.DescriptionofDelegateSelectionProcess

    1.Statewilluseaproportionalrepresentationsystembasedontheresultsofthecaucusforapportioningdelegatestothe2016DemocraticNationalConvention.

    2.ThefirstdeterminingstepofStatesdelegateselectionprocesswilloccuronSaturdayApril9,2016,withacaucus.

    3.VoterParticipationinProcess

    a.ParticipationinStatesdelegateselectionprocessisopentoallvoterswhowishtoparticipateasDemocrats.AllpersonsresidinginthecountyandregisteredtovoteasDemocratsasdeclaredinthepublicvoterregistrationrecordsmaintainedbythecountyclerkatleast15dayspriortothecountycaucus/conventionmayvoteatthecountycaucus/conventionandbeelectedasdelegatestotheStateConvention.AnycitizenoftheUnitedStateswhowillbeatleast18yearsofageonthedayofthenextelection,whoisabonafideresidentofWyoming,whoisnotcurrentlyadjudicatedmentallyincompetent,andwhohasnotbeenconvictedofafelony(unlesshisorhervotingrightshavebeenrestored)mayregistertovoteinpersonattheofficeofthecountyortownclerkinthecountywhereheorsheresides,bymailinganotarizedregistrationoathtotheofficeofthecountyclerkwhere

  • heorsheresides,orbyappearinginpersonathisorherpollingplaceonElectionDay.(Rules2.A.&2.C.&Reg.4.3.)

    b.AtnostageofStatesdelegateselectionprocessshallanypersonberequired,directlyorindirectly,topayacostorfeeasaconditionforparticipating.VoluntarycontributionstothePartymaybemade,butundernocircumstancesshallacontributionbemandatoryforparticipation.(Rule2.D&Reg.4.4)

    c.NopersonshallparticipateorvoteinthenominatingprocessfortheDemocraticpresidentialcandidatewhoalsoparticipatesinthenominatingprocessofanyotherpartyforthecorrespondingelections.(Rule2.E)

    d.Nopersonshallvoteinmorethanone(1)meeting,whichisthefirstmeetinginthedelegateselectionprocess.(Rule3.E&Reg.4.6)

    4.SchedulingofDelegateSelectionMeetings

    Thedates,timesandplacesforallofficialPartymeetingsandeventsrelatedtothestatesdelegateselectionprocesshavebeenscheduledtoencouragetheparticipationofallDemocrats.Suchmeetingswillbeginandendatreasonablehours.(Rule3.A&Reg.4.5)

    A.BallotAccess

    ApresidentialcandidateiseligibletoparticipateintheStatesfirsttiercaucusesthroughthefollowingprocess:TheStateDemocraticChairshallinstruct

    countychairstoplacebeforethecountycaucus/conventionforconsiderationthenamesofeverypresidentialcandidatewhosendsalettertotheStateDemocraticChairnolaterthan5p.m.,March10,2016,withthecandidatesauthenticsignaturestatingthatthatpersonisacandidateforPresidentoftheUnitedStates,meetstherequirementssetforthbytheUnited

  • StatesConstitution,andwishestoparticipateinWyomingspresidentialpreferencecaucus.TheStateDemocraticChaircanbecontactedattheWyomingDemocraticParty,POBox1972,Cheyenne,WY82003.Alternately,anypersonqualifiedtoparticipateinthecountycaucus/conventionmayplacethenameofapresidentialcandidatebeforetheconventionparticipantsforconsiderationbyfollowingtheprocessdetailedinSectionIII.A.3.a.ii.

    Uncommittedpreferenceistreatedthesameascandidatepreference.

    B.OtherRequirements

    1.EachpresidentialcandidateshallcertifyinwritingtotheStateDemocraticChair,thename(s)ofhisorherauthorizedrepresentative(s)byMarch10,2016.(Rule12.D.1)

    2.Eachpresidentialcandidate(includinguncommittedstatus)shallusehisorherbesteffortstoensurethathisorherrespectivedelegationwithinthestatedelegationachievestheaffirmativeactiongoalsestablishedbythisPlanandisequallydividedbetweenmenandwomen.(Rule6.I)

    A.DistrictLevelDelegatesandAlternates

    1.Stateisallocated8districtleveldelegatesand2alternates.(Rule8.C,CallI.B,I.I,AppendixB&Reg.4.31)

  • 2.Districtleveldelegatesandalternatesshallbeelectedbyatwotiercaucus/conventionsystemasfollows:

    1. Countycaucuses/conventionswillbeheldineachofthestates23countiesbeginningat11a.m.onApril9,2016.AllpersonsresidinginthecountyandregisteredtovoteasDemocratsatleast15dayspriortothecountycaucus/convention(nolaterthanMarch25,2016)mayvoteatthecountycaucus/conventionandbeelectedasdelegatestotheStateConvention.

    1. TheDemocraticStateConventionwillbeheldonSaturdayMay28,2016.Statedelegateswillmeetinpresidentialpreferencecaucusesandcastballotstoelectdistrictlevelnationaldelegatesandalternates.Alsoatthestateconvention,atlargeandpledgedpartyleaderandelectedofficialnationaldelegateswillbeelected.Onlystatedelegateswillbeallowedtovotehowever,anypersonwhowillbeeligibletovoteinWyominginthe2016generalelectionandwhomeetsthefilingrequirementsandotherrulesnotedinthisplanwillbeallowedtorunfortheatlargeandpledgedpartyleaderandelectedofficialnationaldelegatepositions.Candidatesfordistrictlevelnationaldelegateandalternatepositionsmustalsobestateconventiondelegates.

    3.DetailofMeetingProceduresforWyomingsTwoTierCaucus/ConventionProportionalSystem

    1. FirstTier,CountyLevelCaucus/ConventionProcedures

    i.Theorderofbusinessshallbeasfollows:

    CalltoorderbytheCountyDemocraticChair. ReportoftheNominationCommitteeregardingConventionChairandtheelection

    oftheConventionChair. Presidentialpreferencevote. ElectionofdelegatestotheDemocraticStateConvention.

  • ReportofResolutionsandPlatformCommitteeandadoptionofResolutionsandPlatform.

    Otherbusiness. Adjournment. Introductions,addressesandsundryactivitiesmaybeinterspersedintheorderof

    businessatthediscretionoftheDemocraticStateChairorChairoftheConvention.

    ii.Afterthecountyconventioniscalledtoorderandthedelegatesareseated,theconventionchairshallcallfornominationofcandidatesforpresidentandtheappropriateseconds,eachofwhommaymakestatementsofsupportthechairshallthenaskforstatementsofpersonsfavoringuncommittedstatus.Allsuchstatementsshallbelimitedtotwo(2)percandidatesanduncommittedstatusandlimitedtonotmorethanthree(3)minuteseachinlength.

    iii.Uponcompletionofthenominatingandsecondingspeeches,theconventionchairshallalsoplaceinnominationthenameofeachcandidateforpresidentwhohassentalettertotheStateDemocraticChairnolaterthan5p.m.March10,2016,withthecandidatesauthenticsignaturestatingthatthepersonisacandidateforPresidentoftheUnitedStates,meetstherequirementssetforthbytheUnitedStatesConstitution,andwishestoparticipateinWyomingspresidentialpreferencecaucus.

    iv.Afternominationshavebeenclosed,theconventionchairshallconductanelectiontodeterminethepercentageoftheconventionvotesreceivedbyeachpresidentialpreferenceanduncommittedstatus.ThecountyCredentialsandBallotsCommitteeshallthendesignate,basedonsaidpercentages,thenumbersofdelegateseachcandidateanduncommittedstatusshallreceivefromthecountydelegatesandalternatestothestateconvention.Thosefavoringeachcandidateanduncommittedstatusthatreceivesatleastonedelegateshallgatherinacaucustoelectthedelegatesfavoringsaidcandidateoruncommittedstatus.

    v.Ineachpresidentialoruncommittedstatuscategory,thenumberofmaleandfemalenomineeswhoreceivethehighestnumberofvotesshallbeelected.PriortotheelectiontheChairshallurgethattheballotbecasttoobtainadelegationwhichisafairandrepresentativecrosssectionoftheDemocraticPartythroughoutthecountywithconsiderationbeinggiventogeographicaldistribution,occupation,age,raceandnationalorigin.Thecountydelegationshallbeequallydividedbetweendelegatemenandwomen.

  • vi.Thosenomineesineachstatuswhoreceivethenexthighestnumberofvotesaftertheelecteddelegatesshallbealternates.Thecountyalternatestothestateconventionshallbeequallydividedbetweenalternatemenandalternatewomen.

    Thealternatedelegatessoelectedshallstandingordertoreplacedelegates,thefirstbeingtheonereceivingthemostvotes,thesecond,theonereceivingthesecondmostvotes,etc.Analternatefromthesamecategoryshallreplaceadelegate.Ifnoneisavailable,allofthedelegatesinthesamecategoryshallselectanalternatefromanothercategoryinthatcounty'sdelegationorfromthatcounty'sregisteredDemocrats.

    vii.ThemethodofvotingintheelectionofdelegatesandalternatedelegatesbythecountyDemocraticconventionshallbeasfollows:

    Withineachpresidentialpreferenceoruncommittedstatuscaucus,thevoteshallbebysignedballotpursuanttoArticle9,Section12oftheCharteroftheDemocraticNationalParty,whichprohibitssecretballots.EachpersonpresentandcertifiedbytheCredentialsandBallotsCommitteemaycasthisvoteforasmanynomineesastherearedelegates(oralternates)tobeelectedorforalessernumberathisdiscretion.Aballotcastformorenomineesthantherearedelegates(oralternates)tobeelectedshallbevoid.Thedelegates(oralternates)electedshallbemaleorfemalecandidateswhoreceivethemostvotes.Ifthenumberofnomineesdoesnotexceedthenumbertobeelected,thenomineesshallbeelectedbyvoicevote.Theballotsusedshallbedistributedtothequalifiedvoters.

    viii.Irrespectiveofstatedpresidentialpreferenceorotherwise,everydelegateandalternatetotheDemocraticstateconventionchosenbytheseveralcountyDemocraticconventionsshallinallrespectsbeafreeagenttofollowthedictatesofhisorherownconscience.

    ix.IfthecountyDemocraticcentralcommitteedesirestohavepreprintedballotsfortheelectionofdelegatesandalternates,theCountyDemocraticChairshallincludeinthepublicationofnoticeofthecountyconventionthatsuchballotistobeusedandthatDemocratsinterestedinbecomingdelegatesandalternatestotheDemocraticstateconventionmustadvisemembersoftheCredentialsandBallotsCommitteeatleast24hoursbeforethecountyconventionconvenes,oftheircandidacytoinsuretheinclusionoftheirnamesonthepreprintedballots.ThenamesofallqualifiedDemocratssubmittedtotheCommitteeshallbeplacedontheballot.Theuseofpreprintedballotsshallnotbeconstrued

  • todenytherightofanypersontobenominatedfromthefloorofthecountyconvention.Intheeventpreprintedballotsareused,nameswillbeplacedontheballotbyrandomdrawing.

    x.ExceptasprovidedotherwiseintheBylawsoftheWyomingDemocraticParty,allvotesatthecountyDemocraticconventionshallbebypollingthedelegates.Votesmaybetakenbyvoicevote,standingvoteorrollcallvote.Avoicevotemaybetaken,providedtheconventionchairmakesinquiryprecedingthevoteofanyobjectionbyanydelegate.Allvoicevotesshallbesubjecttoacallfordivision,madebystandingvote.Avoteontheconventionfloororwithinapresidentialpreferenceoruncommittedstatuscaucusmaynotbemadebyproxy.

    b.SecondTier,StateConventionProportionalSystem

    i.IntheabsenceofadelegatetotheDemocraticStateConvention,analternateshallbepermittedtovoteonbehalfoftheabsentdelegate.AnalternateshallnotreplaceadelegateuntilnotificationthereofhasbeengiventotheCommitteeonCredentialsandBallotingbytheChairoftheCountyDelegation.

    ii.Theorderofbusinessshallbeasfollows:

    CalltoorderbytheDemocraticStateChair. ReportoftheNominationCommitteeregardingConventionChairandtheelection

    oftheConventionChair. Presidentialpreferencevote. ElectionofNationalCommitteemanandNationalCommitteewoman. ElectionofdelegatestotheDemocraticNationalConvention. ReportoftheNominationCommitteeregardingpresidentialelectorsandelectionof

    presidentialelectors. ReportoftheDelegateSelectionandBylawsSubcommitteeregardingthe

    WyomingDelegateSelectionPlananddiscussionofproposedrevisionsofbylaws,ifany.

    ReportofResolutionsandPlatformCommitteeandadoptionofResolutionsandPlatform.

    Otherbusiness. Adjournment. Introductions,addressesandsundryactivitiesmaybeinterspersedintheorderof

    businessatthediscretionoftheDemocraticStateChairorChairoftheConvention.

  • iii.Aftertheconventioniscalledtoorderandthedelegatesareseated,theConventionChairshallcallforavoteofpresidentialpreferencesamongtheconventiondelegates.Theballotshallincludeallpresidentialpreferences(includinguncommittedstatus)earningoneormoredelegatestothestateconvention.Afterthevoteisconducted,theCredentialsandBallotsCommitteeshalltabulatethevotesandreporttheproportionalpreferenceofthedelegatesforpresidentialanduncommittedstatusandthenumberofdelegatestobeselectedfortheatlargeandpledgedpartyleaderelectedofficialcategoriesbytheStateConventionfortheNationalConvention.

    iv.ExceptasprovidedotherwiseintheBylawsoftheWyomingDemocraticParty,allvotesattheStateDemocraticconventionshallbebypollingthedelegates.Votesmaybetakenbyvoicevote,standingvoteorrollcallvote.Avoicevotemaybetaken,providedtheChairmakeinquiryprecedingthevoteofanyobjectionbyanydelegate.Allvoicevotesshallbesubjecttoacallfordivision,madebystandingvote.Avoteontheconventionfloororwithinapresidentialpreferenceoruncommittedstatuscaucusmaynotbemadebyproxy.

    v.TheCredentialsandBallotsCommitteewilltabulatethevotes.Basedonthistabulation,theallocationofthenationaldelegatestopresidentialpreferenceoruncommittedpreferencewillbecalculatedbyusingthefollowingformulae:

    Thepercentageofthevotereceivedbyeachpresidentialoruncommittedpreferencewillbetabulatedtothreedecimals.

    ThepercentageofthevotereceivedbyeachpreferencewillberetabulatedtothreedecimalsafterexcludingthevotesofpreferenceswhosepercentageinStep(a)fallsbelow15%.Wherenopresidentialpreferencereachesthe15%threshold,thethresholdshallbethepercentageofvotereceivedbythefrontrunnerminus10%.

    Thenumberofdelegatestobeallocatedwillbemultipliedbythepercentagereceivedbyeachpreference.

    DelegateswillbeallocatedtoeachpreferencebasedonthewholenumbersthatresultfromthemultiplicationinStep(c).

    Remainingdelegates,ifany,shallbeawardedinorderofthehighestfractionalremainderinStep(c).

    vi.Delegateswillbeselectedinthefollowingorder:

    Electionofdistrictleveldelegates.

  • Electionofpledgedpartyleaderandelectedofficialdelegatesandatlargedelegates.

    vii.TheWyomingdelegationshallbeequallydividedbetweendelegatemenandwomen.Suchgoalsapplytodelegatesandalternatesatbothtiersoftheprocess.

    viii.Districtlevelnationalconventiondelegatesandalternatespledgedtoapresidentialcandidate(includinguncommittedstatus)shallbeselectedornominatedbyacaucusofpersonsfromthestateconventionwhosignstatementsofsupportforthatpresidentialcandidate.Uncommitteddelegatesandalternatesshallbeelectedbytheuncommittedcaucusfromthestateconvention

    ix.AmemberoftheDelegateSelectionCommitteewillconducttheelectionofthedistrictleveldelegatesallottedthatpresidentialpreferenceoruncommittedpreferenceineachcaucus.

    x.Thecaucusforeachpresidentialpreferenceshallthenawarddelegateandalternatepositionsinthefollowingmanner:

    Ifapresidentialcandidateortheuncommittedpreferenceisallocatedtwo(2)ormoredelegates,thedelegatesshallbeequallydividedbetweenmalesandfemalesbaseduponthehighestnumbersofvotesreceivedbycandidatesofthesamegender.

    Intheeventapresidentialcandidateortheuncommittedpreferencereceivesanoddnumberofdelegates,thedelegatesshallbedividedequallybetweenthefemaleandmalegenderandtheadditionalpositionshallbeselectedbaseduponthehighestnumberofvotesreceived,regardlessofgender.

    Genderparitywillbeachievedinorderofthetopvotegettingcaucus,thesecondtopvotegettingcaucusandsoon.Ifthetopvotegettingcaucusisatanoddnumber,delegatesshallbechosenasoutlinedabove.Ifthesecondtopvotegettingcaucusisatanoddnumber,theyshallchooseadelegateofthesexoppositetotheodddelegateofthetopgettingcaucus.Thisprocedurewillcontinuethroughthecaucusesabovetheapplicablethreshold(15%orwherenopresidentialpreferencereachesthe15%threshold,thethresholdshallbethepercentageofvotereceivedbythefrontrunnerminus10%)untilthedelegationisfilled.

  • xi.TheDelegateSelectionCommitteememberconductingtheelectionofthedelegatesinthecaucusshallthenreporttheresultsoftheelectiontotheCredentialsandBallotsCommitteeoftheStateConvention.

    xii.Afterthedelegatesareselected,thealternateswillbeawarded,usingthesameprocessdescribedabove.ToensurecompliancewithourAffirmativeActiongoalsdistrictlevelalternatesandatlargealternateswillbeselectedseparately.

    4.ApportionmentofDistrictLevelDelegatesandAlternates

    a.StatesdistrictleveldelegatesandalternatesareapportionedamongthedistrictsbasedonaformulagivingEqualweighttotheaverageofthevotefortheDemocraticcandidatesinthe2008and2012presidentialelectionsandtoDemocraticPartyregistrationorenrollmentasofJanuary1,2016.(Rule8.A,Reg.4.10,Reg.4.11&AppendixA)

    b.Thestatestotalnumberofdistrictleveldelegateswillbeequallydividedbetweenmenandwomen.(Rule6.C.1&Reg.4.8)

    c.Thedistrictleveldelegatesandalternatesareapportionedtodistrictsasindicatedinthefollowingtable:

    d.TheDemocraticStateConventionshallbecomposedofdelegatesfromthe23countiesapportionedasfollows:Eachcountyshallbeentitledtoonedelegateforeach600votes,plusonedelegateforanyvotescastinadditiontoamultipleof600votescastinthecountyfornationalandstatecandidatesoftheDemocraticParty(exclusiveofcandidatesfortheStateSenateandtheStateHouseofRepresentatives)attheprecedingPresidentialelection.Thenumberofvotescastshallbedeterminedbytakinganaverageofthevotesreceivedbysuchcandidatesandonedelegateforeach3,000residentsofthecountyasdeterminedbythelastfederalcensus,plusonedelegateforanynumberofresidentsinadditiontoamultipleof3,000votes.Acountyconventionmaydoublethenumberofdelegatesallocatedtoitscountybyprovidingthateachsuchdelegateshallhavehalfavote.Thevotesshallnotbeotherwiseapportioned.(WyomingDemocraticPartyBylawsArt.IVSec.1,&Rule8.B)

    5.DistrictLevelDelegateandAlternateFilingRequirements

    1. Adistrictleveldelegateandalternatecandidatemayrunforelectiononlywithinthedistrictinwhichheorsheisregisteredtovote.(Rule12.H)

    (2)Anyalternatepermanentlyreplacingadelegateshallbeofthesamepresidentialpreference(includinguncommittedstatus)andsexofthedelegatehe/shereplaces,andtotheextentpossibleshallbefromthesamepoliticalsubdivisionwithinthestateasthedelegate.

    (a)Inthecasewherethepresidentialcandidatehasonlyone(1)alternate,thatalternateshallbecomethecertifieddelegate.

    (b)Ifapresidentialcandidatehasonlyone(1)alternate,andthatalternatepermanentlyreplacesadelegateoftheoppositesex,therebycausingthedelegationtonolongerbeequallydivided,thedelegationshallnotbeconsideredinviolationofRule6.C.Insuchacase,notwithstandingRule18.D.2,theStatePartyCommitteeshall,atthetimeofasubsequentpermanentreplacement,replaceadelegatewithapersonoftheoppositesex,inordertoreturnthedelegationtoequaldivisionofmenandwomen.(Reg.4.33)

    TheWyomingDemocraticParty(WDP)seekstocreateaffirmativeactionquotasensuringthatselectgroupshaverepresentationintheWDPdelegationproportionaltotheirparticipationasDemocraticvotersinWyomingelections.Apartfromage,WyomingdoesnotkeeptrackofdemographicinformationofvotersandexitpollingdatainWyomingisnotsufficienttoinfer,forexample,thepercentofaracialminoritywhovoteDemocraticinWyoming.Consequently,thosestatisticsmustbereconstructedorinferredfromotheravailabledata.Nationalvotingtrends1mightalsobeusedtoestimateproportionsofDemocraticvotersinsomecaseshoweverweknow,forinstance,thepercentofwhite,nonHispanicvoterswhovotedforObamanationallyissignificantlyhigherthanthepercentofwhite,nonHispanicvoterswhovotedforObamainWyoming,soweseektoadoptmoreaccuratemeasures.

    Welookatraceandethnicityfirst.Ifwedivideuptheelectorateintodistinctgroups(i.e,AfricanAmerican,white,AsianAmerican)suchthatsumofallvotersineverygrouptotals100%*,giventheproportioneachsubgroupcomposesoftheelectorate,theirratesofvoterturnoutandtheirratesofvotingDemocratic,relativecontributionstotheDemocraticelectoratecanbeeasilyapproximated.Ofcoursetheissueisthatwedonthavestateleveldataonvoterturnout,orDemocratictendenciesbyraceandasdiscussedabove,nationaldataoverestimatestheinfluenceofwhiteDemocraticvotersforWyoming.Inthefollowing

  • scheme,wesimplyassumethattheproportionofnonwhitevotersintheDemocraticelectoratecanbeestimatedbasedonnationalstatisticsforvoterturnoutandpartisantendencies.ThenbasedontheactualDemocraticturnoutinWY,weassigntheremainderofthevotes.BarackObamagotatotalof27.8%ofthevotesinWYinthe2012election,sothepredictionfornonwhitevotersisasfollows:

ForLGBTpersons,ProjectVote3reportsthatin2012,LGBTpeoplecomposed5%oftheelectorateandPresidentObamareceived77%oftheLGBTvote,whichmeansthe

    Forpeoplewithdisabilities:ArecentstudyatRutgersUniversity4reportsthatin2012therateof

    voterturnoutforpeoplewithdisabilitieswas5.7percentagepointslowerthanthatofpeoplewithout

    disabilities.TotalvoterturnoutinWYin2012was59%.Thepercentageofnoninstitutionalized,

    maleorfemale,allages,allraces,regardlessofethnicity,withalleducationlevelsintheUnited

    Statesreportedadisabilityin2012,forWYwasreportedtobetobe11.7%byaprojectatCornell

    University.5

    ThesestatisticspredicttheturnoutforpeoplewithdisabilitiesinWYtobe54%.Withnodataon

    partisantendenciesofpeoplewithandwithoutdisabilities,weassumetheDemocratictendenciesof

    eachgrouptobeweightedthesame.Thispredictsthatpeoplewithdisabilitiescompose10.7%of

    theDemocratic(andRepublican)electorateslightlylowerthantheircompositionofthewhole

    populationduetoslightlylowerturnoutthanthepopulationatlarge.

  • nationaltrends.Thereisnoreadilyavailabledataonpartisantendenciesbyageatthestatelevel,butitisprobablethattheyouthvoteisnotasconservativeasthestateasawhole.Herewesimplytaketheaverageofthenationalpartisantendenciesforyouth(60%Democraticin2012)andtheoverallWYDemocratictendencies(27.8%).ThisassumesyouthinWYare43.9%Democratic. CIRCLEreportsthatinWYyouthvoterturnoutin2012was37.5%6.FromCensusdata7,itcanbeapproximatedthat28%ofvotingageWyomingitesarewithintheDNCsdefinitionofyouth.Considering,again,thetotalturnoutinWYwas59%,theprojectedfractionofyouthintheWYDemocraticpartyis34.5%.
