    Under current law, local governments are allowed to jointly invest public funds in a trust, so long as the

    trust is operated in accordance with federal law relating to money market funds that have either

    achieved a specified rating or are registered with the federal SEC. The bill makes a change to bring this

    local government practice into compliance with recently passed Federal rules.

    HF 2277/HSB 506Electric Transmission Owners

    The bill changes the definition of public utility to include electric transmission owners who provide

    service to public utilities for right-of-way purposes.

    HSB 537Insurance Omnibus

    This bill relates to matters under the purview under the Insurance Division. It is comprised of four parts:

    Part 1 fixes an inadvertent omission from last years omnibus which amended the securities law filing

    requirements for investment companies by eliminating an initial filing fee option based on estimated

    future sales. This part of the bill deal with the part of the code that was left out from last year, which

    will allow the omitted 5% of filers to file using fees that will be set by rule. Part 2 is a new section that

    helps protect consumers from insurance fraud and creates efficiencies within the Divisions FraudBureau by being able to utilize state law rather than having to rely on federal law for investigations. Part

    3 adopts model language from the National Association of Insurance Commissioners for updates

    regarding group-wide supervision of internationally active insurance groups. Part 4 changes the Iowa

    Cemetery Act to move all perpetual care cemeteries and preneed sellers to an annual reporting period,

    changed from fiscal year.

    HSB 554 - Public Utility Definition

    The bill adds private sanitary sewage and storm water drainage companies to the definition of public

    utility, under the purview of the Iowa Utilities Board which allows for the board to oversee and set

    rates for sanitary sewage or storm water utilities, and requires these utilities to report accounts of alltransacted business to the IUB. It maintains current exemptions for IUB authority, including:

    waterworks having less than 2,000 customers, municipally-owned sanitary sewage or storm water

    drainage systems, sanitary districts and levee and drainage districts.Status: Passed House Commerce Committee

    HSB 555Biosynthetic Products

    Current law requires DAS to purchase lubricating oil from the seller whose oil product contains the highest

    percentage of recycled oil unless a listed statutory exception applies, and prohibits any other types of oil products,

    including bio-based motor oils. The bill allows DAS to add to these procedures an additional preference for bio-

    based lubricants or materials.

    HSB 560Quality Assurance Council and Certificate for Commercial Animal Breeders

    This bill establishes a quality assurance council to issue certificates to dog and cat breeders who

    demonstrate their exceptional care for animals. The council will be established within the Iowa

    Department of Agriculture and Land Stewardship.

    Under current law, municipalities can join and pay funds into a local government risk pool to protect

    itself against tort liability. This bill adds: water resources coordinating council, watershed management

    authorities, the watershed planning advisory council, the Iowa nutrient research center advisory council,

    and drainage and levee districts to list of municipalities allowed to enter into such pools.

    HSB 596Appraisal Management Companies

    The bill requires the Superintendent of Banking to regulate appraisal management companies and

    changes the current provisions applicable to the Iowa Real Estate Appraiser Examining Board.

    HSB 607Medical Cannabidiol

    This bill allows a person diagnosed with a debilitating medical condition and treated by an approved

    health care practitioner for said medical condition, to receive recommendation to apply for a

    Cannabidiol card. It regulates the issuance of Cannabidiol cards for patients and caregivers of people

    with such medical conditions, and adds fees for obtaining these cards. The bill also allows for two

    manufacturers to be licensed in the State to manufacture and dispense up to 32 oz. of Cannabidiol, after

    verifying lawful possession of a Cannabidiol registration card, and provides DPH with rulemakingauthority to oversee the application, licensing, fees and approval process. It allows someone in legal

    possession of a Cannabidiol card, and manufacturers and employees, to assert an affirmative defense if

    they are arrested for possession of Cannabidiol. And finally describes penalty provisions for violating

    any part of this chapter.

    HSB 629Bonds Issued by Iowa Finance Authority

    This bill makes changes to bond issuance as authorized by IFA. It allows for projects to be located out-

    of-state so long as there as some in-state connection. It also allows for IFA to issue bonds, notes or other

    obligations to finance projects, regardless of location and designates the authority and governor for

    official capacities, as required by federal internal revenue code.Status: Passed House Commerce Committee

    HF 2007Minor Credit Cards

    This bill states it is a class D felony for a person to apply for a credit card in a minors name without

    parental consent. Further, this amendment allows people to add minors as authorized users, without

    violating this offense. It also provides penalties for a person who uses an unauthorized credit card in a

    minors name; class C felony for purchases greater than $10,000 and class D felony for purchases of

    $10,000 or less.

    HF 2219Transportation Network Company Insurance

    This bill establishes law regulating transportation network company insurance.

    HF 2017 - Coaching Authorization Requirements

    Adds a new requirement for training in CPR, AED use, and heat injury treatment as one of the minimum

    requirements for someone to obtain their coaching authorization.

    HF 2229Early Literacy Initiative Clarification

    Makes terminology changes in 2012s Education Reform Early Literacy Initiative, changing substantially

    deficient to persistently at risk. Provides clarification in the law that parental notification should be

    more often than once a year and that reading proficiency at the end of 3rd grade for determining

    retention is not based on a single test score.

    HF 2251College Student Aid Commission Registration Exemption

    Provides an exception to postsecondary registration with the state of Iowa for the INSTE Bible College

    located in Ankeny.

    HF 2260Extension and Expanded Uses of SAVE

    Expands the uses of the Secure an Advanced Vision for Education (SAVE) Fund and extends the sunset

    another 20 years. The expanded uses include several school funding inequities:

    Transportation costs above the statewide average

    Additional spending authority through the increase of the District Cost Per Pupil, up to the

    statewide maximum District Cost Per Pupil

    Buying down the 12.5% Additional Levy part of the school aid formula, thus lower property

    taxes

    The bill also includes a few other restrictions, including removing stadiums from eligible infrastructure

    purchases, and restricting the use of the additional District Cost Per Pupil funding for instructional

    purposes only.

    HF 2264Open Enrollment for Athletics Due to Harassment and Bullying

    Allows a student who transfers schools due to being bullied to participate in athletics immediatelywithout having to sit out the required 90 days.

    HSB 2275All Iowa Opportunity Scholarship

    Clean-up bill for the All Iowa Opportunity Scholarship (AIOS). Last year a bill was passed to spread the

    award out over 2 years for students attending 4 year institutions, instead of just 1 year. This bill

    language makes the intent more clear.

    HF 2312Professional Development Fund for Curriculum and Text Books

    Allows Professional Development dollars to be used to purchase textbooks and curriculum for

    classroom purposes, if the purchase comes bundled with professional development.Status: House Calendar

    HF 2321Independent Accreditation for Non-public Schools Sunset

    Removes the sunset date of July 1, 2020, on the provision that allows nonpublic schools in Iowa to

    obtain accreditation through independent accrediting bodies that are approved by the Department of

    Education rather than through the state.

    HF 2324Computer Coding Courses and Advisory Council

    Requires that by the 2018/19 school year that all school districts offer at least one-high quality

    computer science course in grades 7 through 12. Establishes a Computer Science Advisory Council

    within the Department of Education that will determine the standards for such courses, how to

    integrate into existing pathways, how it could satisfy graduation requirements for mathematics, and

    what teacher licensure should be required.

    HSB 2327Student Loan Debt Collection

    Allows the College Student Aid Commission to write-off debt on loans that are deemed uncollectible.

    The debt must be on a loan for a program that was discontinued or unfunded for 15 years, and the debt

    remains uncollected after 15 years from the date the loan was authorized.

    HF 2336Department of Education Code Clarifications and Efficiencies

    Makes several changes, clarifications, and efficiencies in Iowa Code, while also striking some outdated

    and unfunded sections. Strikes sections of code which are outdated and have never been funded,reports that are unnecessary or covered in other reports, removes language that is no longer needed.

    Provide clarification on sections of code related to whole grade sharing agreements and what fund is

    included; on TLC funds following the student in cases of open enrollment; agreements between school

    districts in different states on students from the other state enrolling.

    HSB 545Early Literacy in Teacher Prep Programs

    Changes the requirements for teacher preparation programs in terms of preparation for teaching

    reading strategies. Requires that approved teacher preparation programs include preparation in

    reading theory and strategies, addressing all students regardless of disability or academic success, and

    specifically students with dyslexia.Status: Passed Education Committee

    HSB 620Career and Technical Education (CTE) Reform

    Updates and modernizes Iowas Secondary Career and Technical Education (CTE) delivery system.

    Provides language that would help reduce skill shortages, enhance economic growth, and ensure all

    students have access to high-quality, globally-competitive CTE programs. Establishes opportunities for

    collaboration between high school, community college, and industry to create career pathways for

    students that align guidance, programming, and work-based learning experiences for students to be

    successful learners and practitioners. Division 1 focuses on holistic career guidance by establishing

    individual career and academic plans that students. Division 2 revamps CTE programming, career

    academies, and regional partnerships.

    The bill allows cross-programming by allowing the funding used for either Dropout and Dropout

    Prevention or for At-Risk to be used for the other purposes.

    HSB 612Iowa Economic Development Authority Omnibus

    This bill relates to programs under the purview of the Iowa Economic Development Authority. The bill

    was almost technical changes in its entirety, but also makes changes to the State Historic Preservation

    Tax Credit program, removing oversight responsibility from the Department of Cultural Affairs and

    placing it under the IEDAs purview.

    HSB 518Renewable Chemical Production Tax Credit

    The bill creates a renewable chemical production tax credit.

    Environmental Protection

    HF 2154- Proposes to increase the criminal penalty for illegal dumping of solid waste (more than 10-

    pounds or 15-cubic feet) from a simple misdemeanor to a serious misdemeanor and allocate COLLECTED

    criminal penalty fines--50% to state DOT to pay for clean-up of illegally dump solid wastes in roadway

    right-of-ways; and 50% to County general fund to pay for county efforts to clean-up illegally dumped

    solid wastes.

    HSB 501/ HF 2080Juvenile Shelter Care Rates

    This corrects an error from the Health and Human Services budget last year. We appropriated the

    money for a 5% increase for group foster care rates. There was a technical error, which actually

    decreased the rate. This corrects that and appropriates no new money. The money was previously

    appropriated last year.

    HSB 503Prescribing Psychologists

    This bill grants prescription authority to certain licensed psychologists. However, these psychologistshave special requirements and restrictions. They are as follows:

    The amendment requires a prescribing psychologist to have a signed collaborative practice

    agreement with a physician as a condition of certification. The psychologist has to collaborate

    regularly with their patients primary care provider to ensure that necessary medical

    examinations are conducted and the psychotropic medication is appropriate for the patients

    medical condition.

    The only medications to be prescribed by the prescribing psychologist are for the treatment of

    mental health disorders. Prescribing psychologists cannot prescribe narcotics.

    The amendment requires prescribing psychologists to have two years of supervision by a

    physician before they can prescribe independently.

    The bill requires the Board of Medicine and Board of Psychology to collaborate on thedevelopment of rules to implement this change. The Board Medicine has authority to develop

    rules on the supervision and discipline of physicians overseeing psychologists.

    HSB 532 Alternative Exam for Dental Licensure

    There has been an ongoing disagreement between the Iowa Dental Board and the University of Iowa

    Dental School about whether or not to use human subjects in the dental exam given to Iowa dental

    students. This bill requires the Iowa Dental Board and the University of Iowa Dental school to work

    together to study the use of a dental exam without a human subject for implementation no later than

    the 2017-2018 school year. The bill also requires them to develop a joint strategy for alternative and

    improved testing methods involving the use of live patients. They have to file a report by December 15,

    2016 to the General Assembly of their findings.

    HSB 533 / HF 2121Supported Employment Rate Fix

    Supported employment assists people with disabilities in obtaining and maintaining community-based

    employment. A job coach supports people to determine their interests. Once a job is obtained, a job

    coach assists people to learn job responsibilities and accommodations. Last year, the Health and Human

    Services Budget Conference Committee decided to give providers a rate increase of $750,000 for a half a

    year. This is a 20% rate increase. There was an error that left this stipulation out of budget Therefore,

    the increase was never given to providers. The bill remedies that and makes sure the providers get an

    increase.

    HSB 591

    Department of Public Health BillDivision I removes outdated language that was passed in the Iowa Public Health Modernization Act in

    2009. At that time, the Act created a voluntary accreditation system for local public health agencies.

    However, the Act was never fully implemented. The focus moved to quality improvement instead of

    accreditation. Therefore, the purpose of Division I is to remove outdated code language, to eliminate

    one of the two councils that were established under the code, and to retain the current fund that is

    being used to support quality improvement efforts in local public health agencies across the state.

    Division II removes additional red tape in the Iowa Code related to local decision making for the

    operation of Local Boards of Public Health.

    Consumer Protection for Medical StudentsThis bill was requested by Des Moines University. The bill prohibits a school from establishing a

    presence in this state if the school claims accreditation, approval, or charter by an entity that is not an

    accrediting agency recognized by the U.S. Department of Education.

    HSB 621Fetal Tissue

    This bill prohibits a person from knowingly acquiring, providing, receiving, transferring, or using a fetal

    body part in Iowa, regardless of whether the acquisition is for value. This prohibits the sale or donation

    of fetal tissue in Iowa. This prohibition does not apply to diagnostic or remedial tests, procedures, or

    observations to determine the life or health of the fetus or the pregnant woman. A person who violates

    this law is guilty of a class c felony, punishable by a confinement of no more than 10 years and a fine

    of at least $1,000.

    HF 235 Commission of the Blind

    This bill increases the number of members of the Commission for the Blind from three to five. Of those

    five members, at least three shall be blind. One of the members must be a representative of the Iowa

    Council of the United Blind. One member must be a representative of the National Federation of the

    Blind of Iowa.

    HF 2010Rural Practitioner Loan Repayment

    This bill relates to two loan repayment programs that exist under the College Student Aid Commission.

    The bill reduces the limitation on the amount of loan repayment a student can receive annually.

    However, this reduction doesnt change the overall cap amount of the repayment. That number

    remains the same. The bill also allows the College Student Aid Commission to award program

    agreements to more than 15 students per year. This is being done because currently, there is a surplus

    of funds each year that could be distributed to additional students.

    HF 2040Mental Health Advocates

    After mental health redesign, the way the mental health advocates operate was changed. As a result, it

    could be seen that there is a potential conflict because sometimes the advocate might have to file a

    claim on behalf of their client against the region that the advocate is employed by. Therefore, the bill

    ensures that the advocate has exclusive control over their duties. This is to ensure the advocate is not

    influenced by their employer to do certain things not in the best interest of their client. However, it

    does not mean the advocate has complete control over their job description. Their duties are stipulatedin Code, in pending rules, and in best practices guidelines from the judicial branch.

    HF 2104Subsidized Guardianships

    This bill requires the Department of Human Services to change their administrative rules to provide

    subsidies to qualifying relatives of children that become their guardians. Any adult who is the

    grandparent or relative of a child who has been named as guardian of the child may be eligible to

    receive a subsidy. The guardian has to provide evidence of financial need before they receive a subsidy.

    The child may be of any age. The bill requests DHS apply for a state plan amendment so the program

    will also receive federal funds.

    The bill prohibits indoor tanning for people under the age of 17.

    The bill lays out how remote pharmacist supervision will work at telepharmacy sites. The bill permits a

    pharmacist to remotely supervise the activities of a certified technician who is practicing at a Board-

    approved telepharmacy site. The ultimate responsibility for the completeness and accuracy of the

    prescription remains with the pharmacist. The bill defines telepharmacy as the practice of pharmacy via

    telecommunications as provided by the board by rule. The bill also makes changes to the licensure of

    non-resident pharmacies.

    HSB 520- Termination of Parental Rights

    HSB 520 makes the time for appealing an order terminating parental rights the same in both private

    termination and in termination actions initiated by the state.

    HSB 527- Judicial Salaries

    HSB 527 changes the procedure for determining a judges salary. Salaries for all judicial officers will be

    set by the Supreme Court and paid from the general operating money appropriated to the judicial

    branch. The bill also allows the court to prescribe a formula to determine the number of district

    associate judges serving.

    HSB 578- Uniform Fraudulent Transfer Act

    HSB 578 amends Iowas Uniform Fraudulent Transfer act to conform with national changes. These

    changes include renaming the act to the Uniform Voidable Transactions Act.

    HSB 598 is the Code Editors nonsubstantive bill

    HSB 599- Recording Court ProceedingsHSB 599 requires proceedings before a magistrate be recorded unless there is a certified court reporter.

    The recordings are to be securely maintained consistent with practices prescribed by the state court

    administrator.

    HSB 604- Confidential Juvenile Court records

    HSB 604 creates a rebuttable presumption that juvenile records are confidential. The bill exempts any

    forcible felony from this presumption.

    HSB 605-Domestic Abuse

    HSB 605 establishes a minimum sentence for repeat domestic abusers. Additionally, the repeatoffenders would face a mandatory risk assessment, the possibility of GPS tracking, and a domestic abuse

    treatment program.

    HSB 606-24/7 Sobriety Program

    HSB 606 creates a 24/7 sobriety program. This program would monitor those convicted of certain

    alcohol or drug offenses. Offenders would be required to report multiple times a day to either a home

    system or a system at a local police department. A program similar to this is currently in place in South

    Dakota.

    HSB 614- Limited Liability Companies

    HSB 614 amends the Uniform Limited Partnership Act and the Revised Uniform Limited Liability

    Company Act.

    HSB 626-Parental Rights-Sexual Assault

    HSB 626-If the court finds clear and convincing evidence that a child was conceived as the result of

    sexual abuse, and a parent is seeking to terminate the abusers rights, the courts may use that as

    grounds for termination of parental rights.

    HF 2011-Sexual Exploitation by a School Employee

    HF 2011 protects students from sexual exploitation by a school employee or volunteer. The bill expands

    the definition of those who can be charged with sexual exploitation to include full time employees, part

    time employees, substitutes, volunteers and contract school employees who have significant contact

    with students. The bill specifies that a school employee, for this charge, does not include a student

    enrolled in the district or a person who is less than four years older than the student, as long as they do

    not have a positon of direct authority over the student.

    HF 2027-Displacement and Relocation of a Business or Farm

    HF 2027 creates a uniform policy for relocation assistance and benefits for a person whose land is takenthrough eminent domain. If it is not economically feasible to relocate the farm or business, the owner

    may apply for payment for the loss of existing business relationships and economic advantages.

    HF 2064- Child Endangerment

    HF 2064 requires a person convicted of child endangerment that results in the death of a child to serve

    70% of a 50 year sentence.

    HF 2077-GPS Unauthorized Placement

    HF 2077 address the unauthorized placement of GPS devices. The bill prohibits a person from placing a

    GPS device on a vehicle owned by another without their consent. Additionally, a person cannotintentionally obtain information regarding the movement or location of a person from a GPS device

    placed without a persons consent. Exceptions exist for employers, insurers, peace officers, and parents

    in particular circumstances

    HF 2090- Joint Physical Care

    HF 2090-If joint legal custody is awarded to both parents, the court shall award joint physical care to

    both parents unless the court determines joint physical care is not in the best interest of the child.

    HF 2168- Trespassing

    HF 2168 modifies the penalty for trespass. If the trespass does not involve damage more than $200,intent to commit a hate crime or public utility property, it would be charged as a simple misdemeanor

    punishable by a scheduled fine of $200 for a first violation $500 for a second and $1,000 for a third and

    subsequent.

    HF 2192 establishes an office in the Department of Public Safety to oversee and coordinate efforts to

    combat human trafficking.

    HF 2278/HSB 529- Human Trafficking and Kidnapping-Statute of Limitations

    HF 2278 extends the statute of limitations for kidnapping and human trafficking committed on a person

    who is under 18, to 10 years after the person turns 18, current law is 3 years.

    HF 2279/HF 2043- Suppressors

    HF 2279 legalizes suppressors in the state of Iowa if a person qualifies under federal law. In order to

    possess a suppressor a person must:

    Be a resident of the United States

    Be legally eligible to purchase a firearm

    Pass an extensive BATFE background check.

    Pay a one-time $200 Transfer Tax fee per suppressor

    Be at least 21 to purchase a suppressor from a dealer

    House File 2280 prohibits the Governor or other state officials from prohibiting the lawful possession of

    firearms or ammunition in a state of emergency. The State would also be prohibited from enforcing any

    HF 2281 allows parents to decide at what age their child may handle a handgun. The parent would bestrictly liable for any damage caused by their child with the handgun.

    HF 2282 requires the adoption petitioner to state in the adoption petition whether or not a guardian ad

    litem should be appointed and if not, why. The bill also requires the judge, prior to the adoption hearing,

    to make a written determination to either appoint or waive a guardian ad litem for the child in the order

    House File 2314 ensures that the names of permit holders would be better protected. The bill also

    improves the permitting, renewal process and training requirements for permits to carry weapons.

    HF 2326 changes the procedure for eviction after the forfeiture of a real estate contract.

    HF 2332 provides that an action relating to improvements of real property arising out of unsafe or

    defective conditions must be brought within the 15 year limitation period or within two years after the

    HF 2333/HSB 521-Consent Decree-Juvenile Delinquency Proceedings

    HF 2333 amends conditions that must be met for the court to enter in to a consent decree with the

    juvenile. Additionally, the bill limits when court may enter in to a consent decree. HF 2333 addresses

    consent decrees in juvenile delinquency proceedings. Under the bill, the court may enter in to a consent

    decree only if the child has admitted to committing the act or if the court finds the child committed the

    act.

    HF 2335/HSB 528-Trust Code-Notice and Document Delivery

    HF 2335 addresses methods of notice and document delivery in the trust code. The bill authorizes

    reasonable methods to provide notice. Notice needs to be reasonably suitable to give proper notice to

    the individual, whether by mail, electronic mail, personal delivery or publication.

    HF 2180 - Transfer of Township Hall Funds

    Current Iowa Code language allows for the funds raised for the purposes of establishing or repairing a

    township to be transferred to the local school district if the funds raised are not going to be used for

    their original purpose. The transfer takes place after a petition signed by the voters of the district is

    presented to the Board of Trustees. This bill removes the petition requirement and allows the transfer

    to take place by a majority vote of the Trustees instead. If the transfer takes place, the account is

    closed.

    HF 2267Civil Service Residency Requirements

    Current law requires employees of a city who live outside of the state at the date of their employment

    to become a resident of Iowa within 2 years of employment. This bill gives cities the option to adopt an

    ordinance allowing residents of other states to be employed in civil service positions.

    HF 2325Sanitary District Transfers

    New Code Section 350.38A is created in order to allow a sanitary district to enter into an agreementwith another district to transfer services and responsibility. The severance would require notice and a

    public hearing, followed by a vote of the board of trustees of the district. Current law only allows for the

    dissolving of the district in order to create a new district. This new section of code would allow for

    modification of the districts borders without dissolving.

    HF 2353Emergency Management Personnel in Partisan Elections

    The federal Hatch Act of 1939 prevented employees in homeland security positions from being

    candidates for public office in partisan elections. When section 29C was put into Iowa Code in 1992 this

    provision was applied to our law. The Hatch Act Modernization Act of 2012 limited the prohibition on

    state and local employees running for elective office to employees whose salary is paid completely byfederal loans or grants. This bill essentially conforms to federal law by loosening the restriction in

    Iowa Code.

    HF 2046 / HF 2262Fishing without a License on Private Lakes

    The bill allows a resident or nonresident to fish on a private lake or pond without a license. The person

    first must obtain consent from the owner or lessee of the land the lake or pond is on. A person that

    violates this bill is subject to a scheduled fine of $25.

    Use of Straight Wall Cartridge Rifle to Hunt Deer

    The bill allows the use of straight wall cartridge rifles during all deer hunting seasons except early

    muzzleloader season. The rifle has to be the same caliber and use the same straight wall ammunition as

    is allowed for use in a pistol or revolver for hunting deer. Possession of a prohibited rifle while hunting

    deer is a $100 fine.

    The bill allows a person to carry a weapon while on a snowmobile or ATV. If you are on your own land,

    you do not have to have a permit to carry a weapon on a snowmobile or ATV. However, you cannot fire

    a weapon from an ATV when hunting game or a protected species.

    A person with pelts can hold or store them in an amount that does not exceed the possession limit for

    the game or fur-bearing animal. The person can hold them from the date of taking until the day before

    the first day of the next open season for that game. The bill does not change current law related to

    possession of deer venison. A person can possess up to 25 pounds of deer venison. Violating this law is

    a scheduled fine of $100.

    Property seized by the Iowa DNR can only be forfeited to the state upon the conviction of the violation

    that led to the property being taken. It also requires the DNR to return the seized property if the person

    HF 2144Weapons Seized by Peace Officers

    This bill prohibits the Director of the DNR, officers, and employees of the DNR and other peace officers

    and members of their immediate family from purchasing a weapon at auction that was previously seized

    by law enforcement. This would include state troopers, city police, sheriffs deputies, and some

    conservation officers. Immediate family is defined as a spouse, child, stepchild, brother, brother-in-

    law, stepbrother, sister, sister-in-law, stepsister, parent, parent-in-law, or stepparent.

    This bill clarifies what deer baiting is and what it isnt. A baited area is an area where feed is placed orscattered with the intent to attract wildlife to that location. A person is not allowed to hunt in a baited

    area. If salt, minerals, or other feed that will dissolve into the soil is placed in an area for agricultural

    purposes, that area is not considered a baited area.

    This bill seeks to clarify the deer tagging process. Currently in Code, it states the carcass has to be

    tagged before being moved for transport. This definition is unclear. The bill allows the deer to be

    tag it.

    The amendment allows the Natural Resource Commission to adopt rules establishing seasons and daily

    catch limits that restrict the non-commercial and commercial harvest of turtles in the state. The

    amendment requires the commission to do a review the status of the turtle population in the state by

    region. They will report their recommendations to the General Assembly whether restrictions on

    noncommercial and commercial turtle harvesting should be changed.

    HSB 562- Impounding Vehicles

    HSB 562 requires a vehicle to be impounded immediately if the person driving it does not have a valid

    drivers license. The bill lays out the procedure for the owner to retrieve the car.

    HSB 627-E911

    HSB 627 deals with the distribution and permissible expenditures of the E911 emergencycommunications service surcharge. The bill increases the amount of money allocated for funding from

    46% to 60% to be passed to local entities. It also provides incentives to consolidate public safety answer

    points.

    HF 376-Sexual Assault Kit Survey

    HF 376 requires the department of justice to conduct a survey of local law enforcement agencies who

    maintain, store or possess untested sexual abuse evidence collection kits. Departments would be

    required to comply with the survey. The DOJ has received federal funding to conduct the survey.

    HF 2076- Sex Offender Registry

    HF 2076 modifies the sex offender registry requirements by creating a tier 4 offense. Tier 4 would apply

    to anyone who had been convicted as a sex offender to maintain their registration as a sex offender as

    long as they live in the state. However a Tier 4 offender would only have to report their address to the

    local sheriffs office and this information would not be available to the public.

    HF 2132- Narcan

    House File 2132 would allow first responders to obtain a supply of opioid antagonists (such as Narcan),

    to be administered in the event of a drug overdose. Narcan and other drugs like it, can delay an

    overdose long enough for first responders to get the victim necessary help.

    HF 2149/HF 2026- Sex Offender Registry Requirements

    HF 2149 Specifies that any sex offender may file an application to modify the registration requirements.

    Under previous law only a sex offender on probation, parole, work release or special sentence could file

    HF 2155-Prearrest Diversion Program

    HF 2155 establishes a prearrest diversion program. This program would offer offenders a civil citation in

    lieu of a criminal citation for simple misdemeanors or other similar crimes. Offenders would have to

    participate in a program that also includes community service. If an offender fails to complete the

    program they could be charged with their original crime.

    HF 2265/HF 2074- Modification to Safe at Home Act

    HF 2265 modifies the Safe at Home Act and clarifies, for the court, when it is necessary to disclose the

    address of a person in the program. The bill also ensures the program applies to people living in other

    states.

    HF 2276/ HSB 558- Sanctuary Cities

    HF 2276 prohibits the State of Iowa and any city or county from enforcing any law, rule or policy that

    restricts enforcement of federal immigration laws. This would prohibit any city or county from refusing

    to enforce federal immigration laws and would require they cooperate with federal authorities.

    HF 2309/ HF 2049- Synthetic Drugs

    House File 2309 focuses on Iowas fight against synthetic drugs. HF 2309 reorganizes the synthetic drug

    list and adds additional chemicals approved by the Board of Pharmacy. Additionally, the bill gives the

    legislature two years (instead of 60 days) to approve synthetic drugs temporarily designated as schedule

    I substances by the pharmacy board. Finally HF 2309 treats simulated substances and imitation

    substances the same for prosecution. The bill was amended in committee to include a new offense for

    people charged, for the first time, with possession of crack or cocaine. A first time offender who

    possessed 3 grams or less would be charged with a class D felony.

    HF 2311/HF 2109- Traffic Cameras

    HF 2311 prohibits local authorities from placing any automated traffic camera upon any highway under

    the jurisdiction of the Department of Transportation without permission from the department.

    HF 2313- Licensing Qualifications for a Master Electrician

    HF 2313 adjusts the qualifications to be a residential master electrician. The bill provides qualifications

    necessary for a person to be licensed as a residential master electrician by the Electrical Examining

    Board.

    HF 2323/ HSB 536- Sexual Misconduct with Offenders Under Care of the Department of Corrections

    HF 2323 makes it a class D felony for a person employed by the Department of Corrections to engage

    in a sex act with a person committed to the custody of the DOC. The employee must have specific and

    actual knowledge that the person is under the custody of the DOC to be found guilty.

    This bill allows a peace officer to file a request with local officials to have the officers name, address and

    telephone number removed from any internet site maintained by the local official. Local officials

    include, a county auditor, county treasurer, county recorder, or local assessor. This does not remove the

    Officers information from the public record, but it does remove it from websites maintained by the

    local officials

    HF 2347/HSB 586- Income Tax Credit-Guns Safes

    HF 2347 provides an income tax credit for a person who purchases a gun safe. The credit would be equal

    to 50% of the purchase price not to exceed $1,000.

    HSB 513 / HF 2273Elections Administration and Ballot Printing

    This bill makes changes that provide for the Secretary of State to vouch for a voter participating in the

    Safe at Home program in the case of an election contest. The office of a commissioner and Satellite

    absentee voting stations are now designated polling places while absentee ballots are available. By

    categorizing them as polling places, electioneering is not permissible within 300 feet of these locations,while absentee ballots are available. Ballot printing is also affected by this bill. This bill changes the

    requirement that everything on a printout ballot be printed in black only. Now only the text printed on

    the ballot is required to be printed in black.

    HSB 514 / HF 2174Voting by Uniformed and Overseas Citizens

    This bill addresses absentee voting by uniformed and overseas citizens by extending the time for when

    one can apply for an absentee ballot. The time is extended from 90 days to 120 days before the general

    election. It also changes the requirements for federal write in ballots. Under current law, a federal write

    in ballot can only be accepted when a voter has applied for an absentee ballot. This bill would eliminate

    the requirement for an absentee ballot application and instead allow for ones federal write in ballot tocount as long as the person who submits it is a registered voter.

    HSB 515 / HF2118Reports of Significant financial Irregularities

    This bill changes the requirement for when funds must be reported to the county attorney. Previously,

    any irregularity in the collection or disbursement of public funds, in the abatement of taxes, or any other

    findings the auditor believed represented significant noncompliance was required to be reported to the

    county attorney. Now any significant irregularity in the collection or disbursement of public funds or in

    the abatement of taxes must be reported to the county attorney.

    Carbon Monoxide Alarms

    This bill requires carbon monoxide alarms to be installed in certain dwellings and multiple-unit

    residential buildings and gives the fire marshal the ability to enforce the installation of carbon monoxide

    This bill allows the Iowa Lottery Authority to utilize self-serve kiosks that dispense lottery tickets. This

    kiosk does not provide a video or audio representation of lottery game play. This bill allows for self-serve

    kiosks in places that already are commissioned to participate in the sale of lottery games. The kiosks do

    not dispense winnings or credit.

    HSB 541School Board Elections

    This bill changes the date of regular school elections for local school districts, merged areas, and area

    education agency boards by combining city and school elections. Because of the combination of these

    elections there are a variety of technicalities in the bill to make this change possible. This puts school

    elections on the same filing timelines as city elections, changes the ballot order for these elections, and

    makes canvassing and polling places consistent.

    HSB 542 / 2338Public Improvement Projects

    Previously, notice to bidders was required to be published not less than four days and not more than

    forty-five days before the date for filing bids. This bill changes this time requirement; the notice to

    bidders is now required to be published not less than twenty days and not more than forty-five daysbefore the date for filing bids. Notice for bidding will be required to be posted in a relevant contractor

    organization publication, a relevant contractor plan room service with state wide circulation, and on a

    related government website, which eliminates the newspaper publication requirement. Language was

    added to clarify how notice is affected if the scheduled bid letting is postponed. In such cases where bid

    letting is postponed the revised date shall be posted not less than four days and not more than forty-five

    days before the revised date for filing bids.

    This bill allows dental hygienists to preform educational services and oral screening services without the

    supervision of a dentist, but if a hygienist performs oral screening services without the supervision of adentist the dental hygienist must refer that individual to a dentist.

    HSB 553Alcoholic Beverages Control

    This bill makes a variety of technical changes. The bill makes non-substantive changes that will align

    sections of Iowa Code, administrative rules, and federal language. One of the changes made is that class

    C liquor license holders can reseal bottles of wine that have been purchased and partially consumed on

    the premises by a patron. This bill strikes liquor, changing it to alcoholic beverages to allow for the

    aforementioned change to occur. It also moves the ABD to electronic forms, rather than paper forms.

    HSB 574

    Micro-Distillery

    This bill allows micro-distilleries to sell the spirits it produces on the premises, increases alcohol sales

    ceilings for micro-distilleries, and increases the production limits for micro-distilleries. For a micro-

    distillery to sell spirits on its premises, the applicant must submit an application that states the name

    and place of residence of the applicant, that the applicant is an Iowa citizen or that the corporation is

    authorized to do business in Iowa, and the location where the applicant plans to use the class A micro-

    distillery permit, that premises can accommodate 25 people or more sufficiently, that the premises

    conforms to fire and safety regulations, and that the applicant doesnt manufacture beer. If granted this

    license a micro-distillery cannot sell more than 9 liters per person per day on the premises of the micro-

    distillery. A microdistillery may only sell the spirits it produces at one location.

    This bill prohibits the state and state entities from investing certain public funds in and contracting with

    companies that boycott Israel. If the State is investing in a company that is boycotting Israel, this bill

    contains provisions detailing divestment procedures.

    HSB 584Continuation of or Reenrollment

    This bill allows aligns Iowa law with the Affordable Care Act provision that allows children to stay on

    their parents insurance until they turn 26. This affects both publicand private insurance.

    HSB 585Gambling Requirements

    This bill creates the requirement that if an operating agreement has been entered into between a

    qualified sponsoring organization (QSO) and an operator of a gambling structure that the operator shallbe noted an included as part of the initial or renewed license issues to the QSO. Previously, under 99F.5,

    there was not a requirement that the operator had to be noted or included as part of the license. This

    bill also requires that the initial license fee to conduct gambling games only apply when a new license is

    issued to a facility which increases the number of facilities licensed in the county. Previously, the statute

    stated that The license fee []shall not apply when a licensed facility is sold and a new license is issued

    to the purchaser.

    HSB 594 / HF2322Automated Dispensing Devices

    This bill allows for an automated dispensing device privilege for certain liquor control licenses and beer

    and wine permits. This is a completely new code section. The bill explains the application and therequirements to have one of these machines. This bill creates an exception that a licensee or permittee

    who has applied for a waiver and was denied prior to January 1, 2016 may apply and be granted this

    privilege despite the fact that this entity does not comply with subsection that requires the dispensing

    device to be deactivated at the end of each business day, if the dispensing device is incapable of being

    deactivated at the end of each business day.

    HSB 613 - Registrar of Voters Retention of Fees

    This section allows for the registrar to retain the fees that come from the services that the registrar

    offers, including voter registration services. Previously, these fees were reimbursed to the state.

    HF 450 / HSB 108Bidding Projects for Regents

    When the Board of Regents is undergoing a construction project costing more than $100,000, the Board

    must advertise and publish notice to bidders in a newspaper circulated in the construction project area

    or relevant contractor publication that is distributed in the construction project area, between 4 and 45

    days before the filing date deadline. It also requires the Board to hire a licensed engineer, landscape

    architect or general architect to prepare plans and specifications for the proposed project , including an

    estimate of the total cost, with this information being available to prospective bidders at no charge. It

    further provides, if the Board determines the bids received are unacceptable, it can proceed with

    alternate design and construction, but must specify the reason why each bid was rejected, with all of

    this information being documented and open to the public. Finally, it changes the title to reflect the

    This bill eliminates the requirement that the Board of Educational Examiners deposit 25% of its fees in

    the general fund and requires the Board to reduce its fees by 25%. Thus, this bill has a fiscal impact. For

    HF 2145 / HF 2328Age When a Voter can Vote in a Primary

    This bill changes the age at which one a voter can vote in a primary election. Previously a voter had to be

    18, but now the voter only has to be 18 by the general election to vote in a primary election. Thus, 17

    year olds will now be able to vote in primary elections.

    HF2156Beer Manufacturers to Sell Beer at Retail

    This bill creates the requirement that the Alcoholic Beverages Division do a comprehensive study

    examining the three tier system as it impacts the ability of manufacturers and retailers to meet changing

    HF 222324 Hour Notice for Governmental Body Meeting and Exceptions

    This bill provides that a governmental body meeting must be at a reasonable time, date, and place and

    that the tentative agenda be posted 24 hours beforehand. This bill creates an exception for this 24 hour

    notice requirement. This exception provides that if a governmental body is prevented from convening

    an otherwise properly noticed meeting for any reason, the governmental body may convene themeeting if the governmental body posts an amended notice of the meeting conforming with the

    otherwise applicable notice requirements.

    This bill prevents a governmental body from excluding a member of the governmental body at a closed

    pesticides from receiving a registration refund if it is destroyed or moved beyond the boundaries of the

    state.

    HSB 638Storage Tank Fee

    This bill creates the Iowa tanks fund financing program for the purpose of reimbursing underground

    storage tank owners for all or part of the costs of corrective action for previously unknown petroleum

    releases. The Iowa tanks fund replaces the petroleum underground storage tank fund. The Iowa tanks

    fund will be in the state treasury consisting of moneys appropriated or transferred to the fund. Money in

    the Iowa tanks fund are not considered part of the general fund of the state and are not subject to

    appropriation for any other purpose by the legislature. This section also contains provisions limiting the

    liability of the fund and program and specifies when others will have to pay damages to the fund for

    failure to comply and leaking petroleum.

    This bill provides that the DOT shall work with the Department of Land Stewardship and the Iowa

    Agricultural Literacy Foundation to design an agricultural literacy emblem for registration plates. The

    money generated from these specialty plates ultimately goes to the Iowa Agricultural Literacy

    Foundation to be used for grants awards and scholarships.

    This bill allows fort third-party commercial drivers license testers and skills test examiners. This will

    allow community colleges and Iowa-based motor carriers to perform these tests. This bill allows the

    This bill requires an annual report by county engineers to DOT on road use tax fund moneys to replace

    or repair bridges that are structurally deficient. The DOT shall submit an annual report to the legislature
