Dear Friends and Supporters:In 2016, we celebrated Thrive’s 10th Anniversary by continuing to work toward our shared vision of having all children across Washington ready for school and life. Thanks to the efforts of so many child advocates and stakeholders, recognition of the importance of a child’s first years of life has grown to unprecedented levels across our state. In fact, in a recent Thrive poll, 93 percent of Washington voters agree that the first five years are essential – with general consensus across all political affiliations, race, gender, education, and geographies. As you read our 2016 Annual Report, please know all of us at Thrive are humbled to call ourselves teammates to so many incredible individuals, organizations and systems leaders. Together, we maximize opportunity for all children. While we can all be proud of the leadership position Washington has achieved within the early learning field over the past decade, we must remember that 90,000 babies are born in our state each year and that by working together, we can ensure that every one of them gets a life filled with the opportunity they deserve. Advocacy Day On February 18, 2016, Thrive brought together the state’s 10 Early Learning Regional Coalitions for the second annual Early Learning Advocacy Day. Representatives Ruth Kagi, Tom Dent and Tana Senn Senn opened the day with an overview of how high-quality early learning would be part of the 2016 legislative session. Coalition

members then met one-on-one with about half of the state Legislature, sharing local success stories and voicing their support for continued investments in early learning. That evening, Thrive and the Department of Early Learning (DEL) celebrated our 10th anniversaries with a reception to thank legislators for elevating early learning in our state by creating both Thrive and DEL in 2006 and for continuing to increase their bipartisan

commitment and investment in our state’s youngest children and their families. Learn more at: thrivewa.org/work/policy-advocacy/

Pay for Success In April 2016, Thrive and the Department of Early Learning completed a year-long feasibility study to determine if a Pay for Success (PFS) funding or contracting model could significantly expand, strengthen and scale home visiting in our state. More than just a financial model, PFS is a framework that can help government and nonprofits think differently about how to improve outcomes for social service programs. Working with many stakeholders, we learned a lot about PFS and our state’s home visiting efforts. While we ultimately concluded that other financing options are a better fit to fund home visiting at this time, there is strong interest to increase data collection and sharing as a way to help improve outcomes for children and families. FY16 Successes with Our Partners

Home Visiting Summit On September 9, 2015, more than 250 home visitors from all over the state came together for the first Home Visiting Summit. Home visiting is a proven intervention that pairs professionals with expecting and new families – often living in some of our state’s most vulnerable communities – to work together on a regular basis in the home. It’s proven to change the trajectory for both children and their families by improving maternal and child health, family self-sufficiency and school readiness.

Sponsored by Thrive, Department of Early Learning (DEL) and the Washington Dental Service Foundation, the Summit answered the requests of home visitors for more professional development and opportunities to share strategies and stories with each other to strengthen their support of families. During the two-day summit, home visitors participated in hands-on sessions and left with ideas and tools to use every day with the children and families they serve.

DEL and Thrive currently oversee the grants and quality supports for about a quarter of the state’s 8,500 families receiving home visiting services. Learn more at: thrivewa.org/work/hvsa/

Expanding Home Visiting Services in Rural Washington State Rural and frontier communities often face difficulties creating and sustaining home visiting programs due to longer travel distances for home visitors and fewer local resources. But these challenges also make home visiting a particularly important strategy for supporting maternal and child health and development. In 2015 and 2016, Thrive, in partnership with the Department of Early Learning (DEL), worked with interested communities to help them start and expand home visiting programs. As a result of this community planning process, four counties (Adams, Grays Harbor, Okanagan and Walla Walla) now have services to support families in their communities.
