• Support Wyoming employers and workers

• Foster economic development

• Strengthen businesses

• Develop the workforce

Pre-Obligation of

Workforce Development Training Funds

• Allows economic developers the flexibility to request funding in support of a new or expanding business in Wyoming.

• May only be requested by Economic Development entities • Applications for Pre-Obligation of WDTF funding are typically not

required for a grant application or project with a total cost of less than $50,000.

• Any funding allocated through Pre-Obligation must be disbursed through an approved Pre-Hire Economic Development Grant and/or a Business Training Grant for New Positions.

Pre-Hire Economic Development Grants • Designed to train workers in a particular skill for

specific businesses or industry in Wyoming.

• Applications are completed through a partnership of different entities that provide unique elements or services to the program:

– A training provider

– A business, group of businesses, or an industry

– The local or regional Economic Development entity

– The local Workforce Center

• An outside Committee made up of four business professionals from across Wyoming approve these grant applications.

Business Training Grants for

Existing Positions

Wyoming’s tool for businesses to complete necessary skill upgrades to stay

competitive in today’s economy

Business & Trainee Eligibility

Eligibility for Businesses

Any business entity doing business in the state in good standing with

Unemployment Insurance, Workers’ Compensation, Secretary of State

and the Program.

Eligibility for the Trainees

Working in Wyoming for the eligible business

There is cap of $2,000 per fiscal year per trainee.

Eligible Training

• The training must:

– Improve skill levels

– Have a direct relationship to trainee’s occupation

– Not normally provided by the business

– Needed for the business to remain competitive

– Skill improvements that:

• Enhance employee effectiveness,

• Reduce employee turnover, or

• Enhance employee wages.

Business Contribution

Business Entity Contribution

The business entity approved for a training grant under this section shall

be required to pay forty percent (40%) of approved allowable training

expenses.

Allowable Expenses

• Tuition registration, class fees and class materials directly related to

the training

• Travel expenses include transportation, lodging and meals directly

related to the training

• Instructor’s fees and travel expenses where the instructor is brought

in for the training by the business entity and is not an employee of

the business entity

• Fees for continuing education units and certifications that may be

obtained during the training.

Business Training Grants

for New Positions Funding

• One thousand dollars ($1,000.00) per trainee working less than thirty-five (35) hours per week.

• Two thousand dollars ($2,000.00) per trainee working thirty-five (35) or more hours per week

• Four thousand dollars ($4,000.00 ) per trainee whose wages are equal to or greater than the Mean County Wage

Allowable Expenses

• Tuition, registration, class fees and class materials directly related to the training

• Travel expenses include transportation, lodging and meals directly related to the training

• Instructor’s fees and travel expenses where the instructor is brought in for the training by the business entity

• Instructor’s fees and travel expenses where the instructor is an employee of the business entity

• Trainee’s wages

• Fees for continuing education units and certifications that may be obtained during the training.
