Inventories & Closings—in the Paradise valley and scottsdale markets inventories are increasing with Pv growing at about 11% in the last month and scottsdale just below 8%. in the rest of the valley, inventories are down just under 2%. this makes sense since it appears the rest of the valley markets sold 25% of their inventory while the Pv/scottsdale market sold 11% of its inventory.

Pending Sales—From december through January total pending sales went from 6,465 to 9,000 for a 40% increase. in January, Pending sales were 11% above January 2014.

• Currentlistingandsalesactivitywhencomparedtopreviousyearsseemstopoint to a more active year in 2015

• AlthoughthePV/Scottsdalemarketisbeingoutperformedbytherestofthevalley in terms of sales, it is important to note that we are seeing increasing sales and increasing price per square foot sold in the Pv/scottsdale market. it is clear the market, which once was focused solely on the $250K and under is working back. Up to $600K is so much stronger than it had been. that bodes well for the Pv/scottsdale market in 2015.

•We are seeing what we hoped for—a consistent albeit dreadfully slowcomeback. We are one of the healthiest markets in the country

Board BriefsJanuary/February

➢ Architect, Carlos Murrieta, was appointed as a member of the Architectural Committee.

➢ Therese Hall was appointed as a member of the Social Committee.

➢ 2015 Teller Committee Roster was approved, of: Pat Chermak, Nancy Brandl, Nancy Jacobson, Gaby Nations and Loretta Colgan.

➢ Administrative Office Built-In Storage Unit project was approved.

➢ It was approved to purchase an AED (Automatic External Defibrillator) for the Community Center.

➢ Community Center private party rentals are now required to pre-pay an additional $100 to rental fees and refundable security deposit. This fee provides event insurance coverage through Philadelphia Insurance.

➢ Social Committee has been approved to move forward with the production of the SRCA mascot to be used for social events.

Annual Assessment Remindersannual assessment invoices were mailed out to all Scottsdale Ranch residents in December 2014 with a due date of January 1, 2015. The 30-day grace period provided residents adequate time to make payments, as payments were not considered delinquent until January 31, 2015. all payments received in our office after January 31, 2015 were considered late and have been assessed a 10% late fee of $34.00.

Starting February 28, 2015, all accounts not paid have also been assessed additional interest at a rate of 12% per annum, or $3.40 per month until it is paid.

So, if you haven’t already, please be sure to mail in your payment, including nay interest, the $34.00 late fee and the $340 assessment to the bank’s lockbox address indicated on your invoice to avoid accruing any further collection fees. • ScottsdaleRanchAdministrationofficewill be closed on Friday, april 17th for staff development. Please note: We will resume regular business hours Monday, april 20, 2015 at 8:00 am.

• ScottsdaleRanchnowrequiresTULIP Insurance for residents to rent the Community Center. What is TULIP? Philadelphia Insurance Companies’ (PHLY) Tenant Users Liability Insurance Protection (TULIP) is insurance uniquely designed to provide short term liability insurance coverage for those renting a community facility (i.e. club house). In some cases a homeowner’s personal insurance policy naming the association as an additional insured is not enough or may be inadequate. This TULIP policy provides the necessary coverage to protect both the Hoa and the person or group renting the common area amenity. For further details, please contact the SRCa office.

a seven member Board of Directors governs Scottsdale Ranch Community association (SRCa). The Board establishes the basic policies of the association and oversees the operation of the professional staff. The Board of Directors meets the fourth Tuesday of every month at the Community Center. These meetings are open to the membership. SRCa’s Board employs an Executive Director who oversees the administration, landscape and building/lake departments including a full-time, on-site administrative staff and a contracted landscape maintenance company, who all work behind the scenes to implement the mission statement.

Wow – I just LoVE living in Scottsdale Ranch. There, I said it.

as a native of the Valley, I’ve lived all over. Biltmore. West side. Deer Valley. Central Phoenix. But my wife and I now reside in the best place we’ve ever lived – right here in Scottsdale Ranch!

We’ve lived in neighborhoods without active homeowners associations, and also in communities with very active homeowners associations. I can say with great confidence that Scottsdale Ranch is a great place to live, and that SRCa brings tremendous value to all of us who live here.

Last Thanksgiving, my wife and I celebrated our second anniversary of moving into this community. I’m completing the second year of my two-year board term and my first year as President. I believe in giving back to the places that help my quality of life and I believe in being part of the solution.

The success of the Scottsdale Ranch Community association is attributed to the cooperative effort of the residents; the volunteer base of residents on the board and committees; and the on-site management staff. Did you know more than 1.6 million americans serve on a community association board and close to 600,000 participate as committee members? These volunteer leaders dedicate more than 76 million hours of service to their communities every year which equates to $1.7 billion in estimated value time. That is staggering! a member’s active involvement in their association is their assurance that time will only increase the beauty of the surroundings and the enjoyment of their home. I have the privilege to meet and work with such a diverse group of residents here at Scottsdale Ranch and am equally impressed by the skills and qualities of those volunteers who serve on the board and our many committees.

The overwhelming majority of americans who live in community associations say they are satisfied with their association experience. The community association concept works—for neighborhoods, municipalities, the U.S. housing market and the nearly 66 million americans who choose to make their homes in common-interest communities.

Even though that is the case, the SRCa Board of Directors and Committees were not going to accept status quo. Board retreats were held and much discussion centered on our association’s vision and values to guide us as we make decisions. our volunteers have been rich in vision and showed great insight as they continued to emerge with ideas that will reshape our community well into the future.

our community is built around its vision and values, setting the standard for the association to maintain a strong, caring and responsive organization that will positively affect the quality of life of its residents. I believe this has been accomplished through a shared responsibility where residents, volunteers and association staff have come together realizing we all have a stake in upholding the values as well as the rules of our community. as always, we welcome your ideas.

I look forward to the upcoming year and welcome the new board members that will join us after the april 16th election.

With board elections upon us, I want to express special thanks to all our board members.

Bill Howard and Jeannine Mona are both completing their second two-year terms, so according to our bylaws, they must step down – at least for a while. They have served our community well as board members, officers, and as committee chairs and members. We are sad to see them go, but wish them the best of luck!

Mike Vandermark is, like me, completing his first two-year term. Mike has decided not to run for a second term. although we’re disappointed he won’t continue as a board member, I can assure you Mike has made a huge difference to SRCa. We were fortunate that he has shared his organizational

and leadership development skills with us, enabling our Conversation Café idea-generating efforts, and helping the board document our Values – a topic about which you will hear more in the near future.

Mike Breslin, Lea Diamond, and Brian Munson were all elected last year and are about to start the second year of their two-year terms. Brian served on the board many years ago and we welcome him – and his experience – back. Lea has been a powerful force for getting our community engaged, especially as chair of the Social Committee and through her leadership of the Mom’s Group. Mike brings experience developed from his participation on the board of Las Brisas community.

our staff is, well, aWESoME! Kathe Barnes, our Executive Director, is in her thirty-first year of working with Scottsdale Ranch, and she brings a level of expertise and experience – as well as continuity – unparalleled in the homeowners’ association industry. Belle, Lisa, Gabby, Ricki, Suzanne, and our maintenance crew all keep SRCa running smoothly. If they make it look easy, it’s only through their great attitude and efforts.

Thanks also to SDL, our new landscaping contractor. I hope you’re already seeing the improvements in our common areas throughout Scottsdale Ranch.

as important as all these folks (board members, committee members, and staff ) are, it’s really YoU – our residents – who make Scottsdale Ranch the great place it is. Please, play a role in our success and express your pride by getting involved: volunteer for a committee (or two!); run for a seat on the board; attend lots of our superb social events; walk next door and say “hi!” to you neighbors.

Sustainable Tree Pruning Practices

Trees are one of the most valuable assets to a community landscape. Correctly maintaining and caring for trees allows them to become an integral part of the environment and an asset to the overall visual appeal of your property, which can ultimately increase your property value. SDL believes in using sustainable tree care practices to protect this important investment of your community.

a sustainable landscape is designed to be both attractive and in balance with the local climate and environment and it should require minimal resource inputs. Thus, the design must be “functional, cost-efficient, visually pleasing, environmentally friendly and maintainable.”

our goal is to limit the amount of precious resources we use, the most important resource here in the aZ desert being water. By planting our landscapes with plants that are native to desert regions, respond well to the local climate (heat!), and require less water to survive, we are taking the first step in creating the perfect sustainable landscape.

When it comes to trees it starts by selecting the right type of tree to thrive in desert environments, then selecting the right location to plant it. During the planting stage proper irrigation structure and placement of the root ball in the ground are important elements to creating a sustainable life for each tree. While the tree is growing staking, soil management and regular pruning should all be conducted with sustainable practices in mind to promote optimal health and appearance.

Proper pruning techniques include removing selected interior and exterior dead, broken, and crossed branches to improve tree shape, appearance, and safety. Have an objective and plan in mind before pruning begins; i.e. crown thinning, crown reduction, or crown raising. Limit pruning to less than 25% of the tree’s canopy at one time. Follow the guidelines for proper pruning to avoid damaging trees by over-pruning, lion’s tailing, tree-topping, etc.

Trees that are properly pruned will maintain their ideal structure and color, and optimal health. Maintaining trees in this optimal state will allow for better growth for the future and protection from potential dangers such as storm damage for a long, sustainable life.

It pays to conserve water!

You already know it’s good for the environment to use water wisely, right? Water is a precious commodity here in the desert and we should all do our part to conserve it.

But did you know that the rate you pay for water is directly impacted by the amount of water you use?

Scottsdale Water has a tiered rate structure under which the price you pay for water increases as the volume consumed increases. This provides a pricing incentive for customers to use water more efficiently since higher-volume usage, usually associated with using treated drinking water for extensive outdoor watering, is charged at a higher rate.

How it works: For residential customers, zero to 5,000 gallons of water consumption per month is billed at the lowest tier ($1.65 per 1,000 gallons). Gallons 5,001 to 12,000 are charged at the second tier ($2.85), gallons 12,001 to 40,000 at tier 3 ($3.45), gallons 40,001 to 70,000 at tier 4 ($4.50), and all usage above 70,000 gallons is charged at the highest pricing tier of $5.00 per 1,000 gallons.

For example, if your household used 38,500 gallons of water in a month, your water usage – not including base fee and taxes – would be billed as follows:

Waterbird Census In Scottsdale Ranch

on Saturday, January 17, 2015, William Herron and I were volunteer surveyors for the tenth annual Greater Phoenix area Waterbird Census. This census is coordinated by Troy Corman of arizona Game and Fish Department and involves more than 70 participants valley wide. William and I surveyed three locations in Scottsdale: Salt River Fields on Pima Road, Paradise Memorial Gardens at 92nd and Shea, and Lake Serena in Scottsdale Ranch. We surveyed Lake Serena on foot from public roads and Scottsdale Ranch Park and walked nearly three miles. We were able to identify and count aquatic birds over most of the lake. Here are the data we collected for Lake Serena. This list shows the common name of each of the nine bird species that we identified and the number of individuals of each species that we saw. a total of 199 aquatic birds were counted on the lake. Some may not be aware, but located right within Scottsdale Ranch’s own boundaries, located over at the Scottsdale Ranch Park on the corner of Via Linda and Lakeview Drive is our very own Desert Garden Park. This beautiful park was designed to enhance the understanding of the Sonoran Desert, of botanical processes, and of the geology and soil materials indigenous to the nearby McDowell Mountains. The Garden Park features three zones: a hummingbird nest for the low desert area, a saguaro and bat sanctuary for the high desert area, and a butterf ly garden for the riparian community area. The park is free and open to the public.

The Desert Garden Park first opened in 2003. Scottsdale Ranch played an intricate role in the development of this amenity. Back in 1979, the developer of Scottsdale Ranch donated 64 acres of land to the City of Scottsdale for a General Public Use area in the heart of its master-planned community. The City of Scottsdale actively pursued various parties to build a public use facility on a five acre parcel on the corner of Via Linda and Lakeview Drive. The SRCa Board of Directors, staff and a special volunteer Park Committee, comprised of SRCa residents, spearheaded fundraising efforts and proactively participated in the development of this site. The garden has since been a treasured amenity for Scottsdale residents. If you haven’t already, be sure to take a few moments to go and experience this great area.

Finance Committee Report

The Scottsdale Ranch Community association Finance Committee is appointed by the SRCa Board of Directors and meets quarterly (more often, if necessary) to review association finances and economic trends. The Finance Committee was formed to assist the SRCa Board of Directors in overseeing the association’s finances, ensuring adequate safeguards are implemented to protect the assets of the association and achieving its goals and objectives. It is the responsibility of the Finance Committee to see that appropriate financial controls are in place. The Committee makes recommendations on financial matters to the Board of Directors with the Treasurer as Board liaison. Members are comprised of the SRCa Board Treasurer (Chair), at least one Board member, two to seven members-at-large and the Executive Director. a short background of each current member is included at the end of this report. During the past year, the Committee was ably assisted by the association’s bookkeeper, Ricki Stamos, in tracking foreclosures and bank owned properties (the number of such distressed properties in SRCa has been steadily decreasing since 2013). Many thanks to all who contribute their time and financial talents to make our association work better.

Brief ly, the Finance Committee is responsible for:• Analyzing,forecastingandrecommendingtotheSRCABoard

an annual budget.• AlongwithourExecutiveDirector,KatheBarnes,monitoring

expenses throughout the year.• Reviewing the annual assessment and collections and

recommending actions to be taken by the Board.• Periodically reviewing the Association’s capital reserve funds

and recommending reserve level targets necessary to cover replacement equipment, etc.

• Reviewing contracts and agreements relating to the financialcondition of SRCa such as insurance policies, employee salaries and benefits, audit agreements, vendor requests and reserve studies.

• AlongwithourExecutiveDirector,advisingandrecommendingappropriate investment of SRCa funds, both in operating and reserve accounts.

• Ensuring that an annual independent audit is conducted ofSRCa’s books in a timely manner.

• Reviewingmonthlybalancesheets(detailsofallbankaccounts,investments with and balances) and operating statements (details of monthly income and expenses by month and year to date).

The Scottsdale Ranch Community association ended 2014 in strong financial shape. The audited financial results for the year reveal that operations (and related expenses) have stayed well within the 2014 Board-approved budget. The association’s balance sheet is strong, with healthy asset balances and zero long-term debt; adequate reserves are on hand to cover forecasted new capital needs and capital asset renewal. Included in this magazine

is the official audit results with our positive results confirmed. as the case in 2013, low returns on our investments continue due to prevailing market conditions. The Finance Committee and the Board of Directors have approved a 2015 budget that calls for no increases in assessments for 2015.

The Finance Committee, appointed by the Board of Directors, consists of your Scottsdale Ranch neighbors and friends. We are most grateful for our volunteer committee members and fortunate to have a caliber of talent to meet our community’s needs. In more detail, the current members are:

Phil Abruzino – Committee member, brings over 30 years expertise in finance and business to our group. He has also served on the arizona Council of Economic Education Board as well as the Phoenix Committee on Foreign Relations. Phil lives in heritage Village IV.

Win Copeland - Committee member, received a degree in Business administration and retired from Prudential as a Vice President. Win has been a full-time resident of Mountainview Lake Estates for fifteen years.

Florence Covinsky - Committee member, a retired CPa and IRS auditor who lives in Heritage Village IV.

Steven Hillman – Committee member, who previously served as SRCa Board of Director’s Vice President in 2010. His background is in business operations, advertising, real estate and property management. Steven lives in Hacienda Del Lago.

Bill Howard – Committee member and SRCa Board member, has a background in engineering, served on many company boards and is the past member and Chair of the City of Scottsdale Transportation Commission. Bill lives in andalusia III.

Brian Munson – Committee chair and Board Treasurer– Brian is an environmental scientist and former chair of Scottsdale’s Environmental Quality advisory Board. He lives in andalusia I.

John Simon – Committee member, former SRCa Treasurer and Finance Committee Chair - John has a long career in non-profit and education management at the executive level and lives in the Venetian.

Parish Wood – Committee member and past SRCa Board Treasurer and Finance Committee Chair - Parish spent 30 years in corporate management, has owned his own business and lives in Suntree East.

2015 ANNuAl MEETING AND ElECTION PROPOsED AMENDMENTs

The following amendments are being presented by the SRCa Board of Directors in order to reduce the number needed for quorum requirements to help ensure that an architectural committee meeting can be held and applications can be processed in a timely manner. This will then be consistent with the quorum requirements for the other SRCa committees. The amendment also brings our documents in line with the aZ State Statute that the Chair must be a member of the board.

In mid-March, you should have received your annual Meeting and Election information in the mail. Included in the packet was information on the four candidates that have applied for a position on the SRCa Board of Directors. There are four open seats on the board. The ballot for the 2015 election to the SRCa Board of Directors also includes proposed amendments as recommended by the SRCa Board of Directors. Please be sure to complete your ballot and return to the SRCa off ice no later than Monday, april 13, 2015 at 5:00 pm. The SRCa annual Meeting will be held at the Community Center on Thursday, april 16, 2-15 at 7:00 pm. Please plan to attend!

The following amendments to the Third amended and Restated Declaration of Covenants, Conditions, Restrictions, assessments, Charges, Servitudes, Liens, Reservations and Easements (Scottsdale Ranch Community association) (“Declaration”), recorded on September 11, 2014 at recording # 2014-0601947, records of the County Recorder of Maricopa County, arizona are being proposed: AMENDMENT #1: article XI, architectural Control Committee, Section 1, Establishment, will be amended as follows (additions in bold underline and deletions struck through):

Section 1.Establishment. The Board shall establish an architectural Committee to perform the functions of the architectural Committee set forth in this Declaration and shall adopt the procedural rules and regulations for the performance of such duties by the architectural Committee, including procedures for the preparation, submission and determination of the application for any approvals required by this Declaration or any Tract Declaration. The architectural Committee shall consist of at least five (5) such number of regular members and alternate members as many other members as the Board may designate and all such members shall be appointed by the Board. The Other than the chairperson of the Architectural Committee, who must be a member of the Board, appointees need not be architects and do not need to possess any special qualifications of any type except such as the Board may, in its discretion, require. The architectural Committee shall hold regular meetings, a quorum for such meeting shall consist of a quorum of the regular three (3) members, and the concurrence of three (3) members or majority of the regular members voting, whichever is greater, shall be necessary for any decision of the architectural Committee. an alternate member may participate at any meeting at which there is not a quorum of regular members present, may constitute a quorum by his (their) presence and shall have all of the authority of a regular member while so participating. The architectural Committee shall promulgate architectural guidelines and standards to be used in rendering its decisions, which guidelines and standards must be approved by the Board prior to their implementation. Subject to the provisions of Section 2 of this article, the decision of the architectural Committee shall be final on all matters submitted to it pursuant to this Declaration. AMENDMENT #2:The title of article XI, “architectural Control Committee”, shall be re-named “architectural Committee”.

INsTRuCTIONsPreheat your grill to medium-high.

In a medium sauce pan over high heat, combine the wine and brown sugar, stirring until dissolved.

Let boil and reduce to 6 Tbsp (3/8 cup). This will take about ~25 minutes. Let cool to room temp, ~10 minutes.

In a medium bowl, crumble ground beef and season with salt, pepper, and a couple dashes of Worcestershire sauce.

Add 1/4 cup of red wine reduction and lightly toss to mix.Form 3 burger patties, handling as little as possible (they’ll feel really loose and fragile).

Drizzle tomato slices with olive oil and season with salt and pepper.Place burgers and tomatoes on the grill. Grill the burgers to desired doneness (I typically cook both the tomatoes and burgers ~ 4 minutes on each side).

Top with a slice of cheese and remove from the grill.

Place on a burger bun, drizzle the remaining red wine reduction over the burgers, and top with a grilled tomato slice and the top bun.

Committee News…Architectural Committee 2014 Review

Thanks and congratulations to the many homeowners who continue to upgrade the exterior and interior of their Scottsdale Ranch properties. Maintenance and improvement of properties is crucial to maintaining our home values – and the improvements you make help protect and raise property values for your neighbors throughout the Ranch.

Scottsdale Ranch’s architectural Committee plays a crucial role in this ongoing improvement activity. our committee and staff review requests ranging from painting, landscaping changes, building additions, modifications, roof replacements, solar panel installations, and many other modifications. The Committee also reviews signage and architectural changes and additions at the Mercado shopping center to ensure it ref lects the high standards of Scottsdale Ranch.

If in doubt about whether you need approval for a change to your property, just call in to the administrative offices at 480-860-2022 and one of our staff will answer your question.

The architectural Committee is another volunteer group comprised primarily of SRCa residents. as of the beginning of 2015, our Committee members include Phil abruzino, Pat Chermak, Moe Goudarzi, Gaby Nations, and Parish Wood. and we’re delighted to welcome our newest member, Carlos Murrietta who, like Moe, is an architect. Carlos and Moe bring an expertise to the Committee that helps ensure the quality of our decisions.

The Committee literally couldn’t function without the excellent support of staff members Gabby Weiss (architectural Liaison), Suzanne Cox (Homeowner Liaison), and Kathe Barnes (SRCa

Executive Director). We really WoULD be lost without their assistance!

Some routine requests – such as requests to paint a home with an approved color palette – are handled quickly and nimbly by staff. Staff handled 209 requests during 2014, providing prompt responses to these simple requests.

More complex requests, such as major structural changes, building additions, and landscape redesigns go before the committee. The committee meets twice a month, ensuring homeowners need never wait more than a few weeks at most to have their requests reviewed. During 2014, the Committee evaluated 196 requests. Sometimes homeowners or their builders come to the committee meetings. But most of the time, if sufficient detailed information about the request is provided with the application, the committee is able to review the application without requiring the homeowner’s presence. Gabby Weiss works with applicants to help ensure all the information needed to evaluate the request is present when the committee meets.

The vast majority of applications are approved. occasionally, however, the committee is unable to grant a request. In these rare cases, we deny the request and explain the reason for not being able to approve it. We always include in our response the reason for not being able to approve the request, and usually suggest how the request can be tweaked or modified so it can be resubmitted and (we hope) approved.

The architectural Committee and staff are grateful for and appreciative of our homeowners who are maintaining and improving their properties. These updates help keep Scottsdale Ranch the most desirable community in the Valley!

I’m Lea Diamond and I serve as the Chair of Scottsdale Ranch’s Social Committee. We have so many social events going on at Scottsdale Ranch. our committee strives to maintain our beloved events on the Ranch; such as, our annual Halloween Carnival, New Resident’s Cocktail, Holiday Party & Boat Parade, Movies at the Park and Fall Festival. However, we also look to create new and exciting events that appeal to all of our demographics here at Scottsdale Ranch. We offer a wide array of events to encompass every age group and interest. We are focused on bringing everyone together to enjoy this beautiful place we call ‘home”. This year we look forward to resurrecting our Fishing Derby event by pairing it with a brand new signature event: Lake Fest! We’ll have a day of fishing, boating, contests and you may even get a chance to win a brand new boat of your own!

Communications Committee 2015 Review

over the course of the year, the Communications Committee had the opportunity to meet twice to discuss ways to improve the effectiveness of communication on the ranch. our ultimate goal is to be able to reach all ranch residents through some form of medium. In case you are not aware of the methods in which we strive to reach residents, let me present them to you. our Scottsdale Ranch magazine is sent to all residents 6 times per year. This is the most popular form of communication within the ranch as the magazine acts as an informant to all of the happenings and important information within Scottsdale Ranch. In case you are not aware, a monthly e-blast is sent to those homeowners that elect to receive mail. The e-blast provides an up to date schedule for all of the happenings at the ranch. If you do not currently receive the monthly e-blast and would like to subscribe, simply go to the Scottsdale Ranch website at www. Scottsdaleranch.org and click on the “contact us” section to subscribe to the e-blast.

The Facebook page for Scottsdale Ranch is a huge hit, be sure to visit the page and “like “us on Facebook. You will be able to see photos and events posted.

If you are not on NextDoor, an email based neighborhood program, please email Greg Mona @ [email protected]. Currently, we have a Scottsdale Ranch neighborhood site and are linked to multiple communities in the area. Why is that important? It has proved to be invaluable as we are linked to other neighborhoods in the event of crime or a particular need.

our website is another place to visit for valuable information regarding events and even to download documents. Please visit www.ScottsdaleRanch.org. The site is state of the art and is a great showpiece for the community.

Scottsdale Ranch also sends out a f lyer by mail to every resident. Bi-annually a notice is sent to all residents listing all the major events for a 6-month period. This mailer acts as a reminder for the events at the ranch.

The Communications Committee, along with the Scottsdale Ranch Board, continues to work on the collective data from the Conversation Café. Small changes are taking place and many ideas from the retreat are being implemented.

at Scottsdale Ranch, our goal is to make each resident feel like they are part of a community that is committed to long term friendships and relationships. Scottsdale Ranch has a wide variety of events to take advantage of, to make friendships and build relationships. our goal is that each resident is aware that events are happening on the ranch all the time and hopefully will participate in all that we have to offer.

GOVERNMENTAL COMMITTEE REPORT

Scottsdale Ranch Community association is significantly impacted by many government entities, such as: city, state and federal government actions, plans and policies. on an overall level, the majority of Hoa’s in our state rely on the Community associations Institute (CaI) arizona Chapter for coordination among arizona’s Hoas on state and federal governmental issues. Scottsdale Ranch Community association is a member of the Institute and is an active participant. Kathe Barnes, SRCa Executive Director, also serves as a delegate for the arizona Legislative action Committee.

To oversee and prosecute the association’s own interests in governmental issues, SRCa has established a Governmental Committee to be a liaison with the various levels of government that affect it, to understand governmental issues, recommend positions and actions to the Board and staff and to assist in carrying out any actions required.

Specifically, the role and responsibilities of the Governmental Committee are:

1. To establish channels of communication with city, county and state governmental officials and departments to inform them of Scottsdale Ranch interests and concerns,

2. To be familiar with current events and impending civic and governmental programs and proposals which may affect the quality of life of Scottsdale Ranch residents or the operation of the association, and to recommend actions and positions to the Board regarding the same, and

3. To ensure that the Scottsdale Ranch Community association (SRCa) is being provided with the appropriate and necessary governmental services to enable it to accomplish its goals.

The Governmental Committee meets on an as needed basis; major updates from 2014 are as follows:

City Plan Update: The General Plan Task Force has completed the draft of the General Plan 2038, which will not go on a ballot until 2016. Meanwhile, the city is gathering resident opinions and thoughts. What’s next? The Character area Plans will be reviewed with neighborhoods. We will make it our duty to keep residents as informed as possible. Scottsdale Ranch Park: SRCa has been working with the City of Scottsdale in hopes of updating the playground areas. at this time, the board and residents of the Ranch have been meeting regularly with the city park staff to develop a plan of execution for this legacy project.

Air Traffic: a couple of residents have brought air traffic noise to our attention. outbound f lights from Sky Harbor are going over the eastern end of Scottsdale Ranch. This began in September with the NextGen change made by the Faa; however, no other complaints have been received. at this time, there was not enough concern raised to address the matter any further.

Committee News…

Lake Serena is arguably Scottsdale Ranch’s signature feature. There just aren’t that many places in the metro area where you can fish, get a ride on a pontoon boat, or go out in a kayak or canoe or paddleboat. It truly is our pride and joy!

It’s easy to take our lake for granted, but it actually is a complex and living ecosystem that must be constantly monitored and managed. Rainfall, sunlight, runoff through washes, and the many human activities in or near the lake all affect the health of our lake. Happily, we receive excellent help from aquatic Consulting. They provide regular reports on the health of our lake and provide recommendations on how best to maintain and improve the quality of the lake.

In 2014, we again restocked Lake Serena, adding 250 white amur, 4,200 bluegill, and 150,000 minnows. Some of these will grow to fishable size, and others provide food to the other fish in the lake.

In addition, we treated the water with dye, which is designed to help prevent undesired algae growth, and on a few occasions we also had to treat sections of the lake for a specific algae bloom. Fortunately, these techniques have been very effective, and there have been no unpleasant side effects from these treatments. and once again, we’ve had little or no problems with bugs.

In 2015, we’ll start a two-year project to add additional aeration to Lake Serena. aeration, along with our various waterfalls, cir-culates the water, helping to prevent thermal layering, which in turn reduces unwanted algae growth.

as residents of Scottsdale Ranch, we all have opportunities to enjoy the lake. We also have obligations to help protect it.

To help protect our signature feature, we ask for your assis-tance. • Pleasedon’tallowlandscapetrimmingssuchasgrass,branches,

or leaves to fall or be blown into the lake; if you use a land-scaping company, please let them know they should pick up and dispose of these items and not allow them to go into the lake.

• Ifyouhavefruit trees,pleasepickthefruit toprevent themfrom falling or rolling into the lake.

• And most importantly,NEVER allow anyone to backwashyour pool into the lake! You or your pool company should backwash into your sewer cleanout, usually located near the front of the house. Yes, it’s a bit less convenient to use the sewer clean out, but it is against Maricopa County law and SRCa rules to backwash into the lake, into the streets, or onto common areas.

We encourage you to take advantage of free use of SRCa’s

paddleboats, kayaks, and rowboats. In 2014, these smaller boats were loaned out 135 times. You may also want to book a ride on our pontoon boat; there were 235 pontoon boat rides booked in 2014. For just $35, our own pontoon boat pilot will take you and up to nine of your friends or neighbors on a leisurely ride around the lake. or, make it a 2-hour ride for just $25 more. Remember, that as a member of Scottsdale Ranch, you’re entitled to one free pontoon boat ride every two years. Just contact our great staff at the Community Center to reserve the smaller boats at no charge or to book your pontoon ride.

“If You See Something Say Something” is the slogan for the aCTIC (arizona Counter Terrorism Information Center). The aCTIC is a joint effort between the Department of Public Safety, arizona Department of Homeland Security, the FBI and other participating agencies including the Scottsdale Police Department.

In an effort to combat terrorism the aCTIC was established in october of 2004. The Center operates on a 24/7 basis, providing both intelligence, investigative and technical support to state, local, tribal and federal law enforcement agencies.

Law enforcement agencies realize the importance of the citizen’s support of these efforts and their continued active participation in identifying suspicious activity and notifying law enforcement in a timely manner.

“If You See Something Say Something” is a simple and effective program to engage the public to identify and report indicators of terrorist activities.

What is terrorism?Terrorism is the unlawful use of force or violence against persons or property to intimidate or coerce a government or its citizens to further certain political or social objectives. There are two types of terrorism. Domestic terrorism is based and executed in the United States by our own citizens without foreign direction. International terrorism, which is connected to foreign governments or groups, transcends our nation’s boundaries.

How can you help?Be alert and report suspicious activity. Certain activities can indicate terrorist planning, especially when these activities occur at or near key facilities such as a government, military, utility, shopping malls, sporting events or other high profile sites or places

where large numbers of people gather. Suspicious activities that should be reported to law enforcement include the following:• Surveillance: are you aware of anyone recording or monitoring

activities, taking notes, using cameras, maps, binoculars near a key facility?

• Suspicious questioning: are you aware of anyone attempting to gain information in person, by phone, mail, or e-mail regarding a key facility or its personnel?

• Tests of Security: are you aware of any attempts to penetrate or test physical security or procedures at a key facility?

• Acquiring supplies: are you aware of anyone attempting to improperly acquire explosives, weapons, ammunition, dangerous chemicals, uniforms, badges, f light manuals, access cards or identification for a key facility or to legally obtain items under suspicious circumstances that could be used in a terrorist attack?

• Suspicious persons: are you aware of anyone that does not appear to belong in the workplace, neighborhood, business establishment or near a key facility?

• Dry Runs: have you observed any behavior that appears to be preparation for terrorist activity, such as mapping out routes, playing out scenarios with other people, monitoring key facilities, timing traffic lights or traffic f low, or other suspicious activities?

• Setting the plan into action: Have you observed suspicious vehicles in your neighborhood that have been abandoned, stockpiling of suspicious materials, or persons being deployed near a key facility?

What should you do?If you observe suspicious activity that may relate to terrorism, please contact the Scottsdale Police Department at 480-312-5000. If you observe a crime in progress, dial 911. You may also submit tips via the a.C.T.I.C. (arizona Counter Terrorism Center) website at www.azactic.gov.

Your additional set of eyes and ears are needed in preventing terrorist acts. Get involved and make a difference. Remember, If You See Something Say Something.
