Board BriefsNovember/December

➢ Revisions to political signage rules approved.

➢ Board instructed staff to look at taking out more eucalyptus and olive trees.

➢ A follow-up Board Retreat was scheduled for January 15, 2015.

➢ Service Direct Landscape (SDL) was approved to service SRCA landscape for a one year contract term beginning January 1, 2015.

➢ Approved seed money for new playground equipment for SR Park to be matched by the City of Scottsdale.

➢ Approved 9 paid holidays for SRCA personnel in 2015.

➢ Accepted revisions to the SRCA Employee Handbook and ED job description.

➢ Approved the use of collection agency for severely delinquent accounts of previous owners.

Annual Assessment Remindersannual assessment invoices were mailed out to all Scottsdale Ranch residents in December with a due date of January 1, 2015. The 30-day grace period provided residents adequate time to make payments, as payments were not considered delinquent until January 31, 2015. all payments received in our office after January 31, 2015 were considered late and have been assessed a 10% late fee of $34.00.

Starting February 28, 2015, all accounts not paid will be assessed additional interest at a rate of 12% per annum, or $3.40 per month until it is paid.

So, if you haven’t already, please be sure to mail in your payment, including the $34.00 late fee totaling $374.00 to the bank’s lockbox address indicated on your invoice to avoid accruing any further collection fees. a seven member Board of Directors governs Scottsdale Ranch Community association (SRCa). The Board establishes the basic policies of the association and oversees the operation of the professional staff. The Board of Directors meets the fourth Tuesday of every month at the Community Center. These meetings are open to the membership. SRCa’s Board employs an Executive Director who oversees the administration, landscape and building/lake departments including a full-time, on-site administrative staff and a contracted landscape maintenance company, who all work behind the scenes to implement the mission statement.

as I am sure you will agree; the maintenance of common areas is one of the most important responsibilities of a homeowner’s association; as it is integral to the value of the community and the residents’ way of life. It is all about preserving and enhancing the long-term values of the homes and our association.

a top priority of SRCa is to always have well-maintained landscape in our common areas which provides that “lush look and feel” that so many residents enjoy. as we continue to strive to preserve and enhance this very large asset belonging to the association; it became more about “asset” management than “plant” management. as our community aged, we were faced with increasing challenges in maintaining our high standards. Because of this, our association decided to partner with the industry experts to help take Scottsdale Ranch to the next level.

Many of you may remember, in 2010, the Scottsdale Ranch Community association (SRCa) embarked on one of the biggest changes in its 30 year history. Prior to 2010, SRCa had always maintained the common area landscape with in-house personnel and with minor assistance from outside contract services for things such as tree trimming and weed abatement. at that time, SRCa entered into a contract with DLC Resources for the maintenance of the common areas. over the last four years, DLC provided good, valuable service and assisted us with many of the upgrades such as the entrance monuments, fencing and signage.

Since landscape maintenance is our largest expense, the Board of Directors directed staff to analyze our current maintenance structure, efficiency and cost feasibility by distributing a Request for Proposal (RFP) to the major landscape companies in the area. as part of their fiduciary duty, the board felt it was imperative that checks and balances were in place to be certain SRCa was receiving the best product for the money. The RFP process

was very defined and all-encompassing as it was important to make sure we had that perfect fit for Scottsdale Ranch. Nine companies, including DLC, presented detailed proposals in the hopes of landing our highly sought after account. a task force was then formed to interview the various companies, visiting other large scale properties, talking with other associations and inspecting operations facilities.

our continued objective was to find an innovative, progressive and proactive company to help manage our landscaped areas. We were looking for candidates with a great deal of knowledge, expertise and experience in caring for a community. The decision was not going to be solely based on the financial aspect. a great deal of time went into the analysis of the proposals which included review of the level of service, man hours, quality control practices, equipment used, extra labor and material costs, experience, technology/work order system, on-site property visits and references.

While many companies were perceived to be high quality organizations, the SRCa Board of Directors, the task force and staff determined that Service Direct Landscape (SDL) would be the best fit for SRCa after extensive review. SRCa is excited to welcome our new community partner and are looking forward to building a long-term relationship. SDL comes to Scottsdale Ranch with a long list of attributes, among those is their ability to design, build and maintain. Below is an excerpt about SDL from their company website:

When doing any project always consider the impact on neighboring properties. Never leave materials where they can be seen for an extended period of time. ask workmen to never park in front of neighboring properties. always complete your project in a timely manner.

Your wall? Your neighbor’s wall?The wall between properties is known as a party wall. Each homeowner is responsible for the integrity of the wall. If one homeowner is doing something to damage the wall, it is their responsibility to remedy the situation and repair the wall as soon as possible. Whenever possible, we encourage homeowners to work with one another towards an amicable solution.

Happy New Year, Scottsdale Ranchers.

It’s time to ref lect on our accomplishments of 2014, look at some changes taking place, and highlight what we’re expecting for 2015.

Last year was another excellent one for Scottsdale Ranch. Fiscally, we ended the year with great financials, coming in under our expense budget and solidly reserved for future needs. Physical improvements included replacing aging and dated railings around the Ranch with new metalwork whose design is part of the SRCa brand. We also installed new entrance monuments for many of our sub-associations to further update our community’s look and feel. Many visitors and residents find it hard to believe Scottsdale Ranch is 30 years old; that’s because we continually work to keep our community current and relevant.

on the social side, our various SRCa events are designed to provide a sense of community and connectedness, and to offer opportunities for our neighbors, families, and children to get out and meet each other. Many 2014 events produced record turn-outs. That’s thanks to our great staff (who put on the events), our various sponsors (who help fund and staff the events), and YOU – who makethem successful by coming to meet your fellow Ranchers. These community-wide events included: New Resident Cocktail, Mexican Fiesta Dinner, annual Meeting, Storytimes, Community-Wide Sales, Meet the Candidates, Spring Movie in the Park Monsters Inc, Fall Movie in the Park Frozen, Jazz Nights, Halloween Carnival, Scottsdale Ranch Family Festival, Holiday Social and Boat Parade. our Holiday Social event has become so popular that in 2014 we had to require reservations for the first time.

2014 also brought other changes. Many of our staff moved on to other opportunities. We wish them the best in their new endeavors. and we welcome our new staff members who keep the SRCa “machine” operating smoothly. Please drop in to the Community Center to meet these wonderful folks if you haven’t already met them.

We also bid farewell to DLC, our landscaping company for the past four years. It wasn’t an easy process or decision to switch landscaping contractors, but with the involvement of current and past board members, staff, and our Executive Director, wewereabletofindanewcompany–ServiceDirectLandscaping(SDL)–whowe believe will provide better service and save our community significant money. Please read Kathe Barnes’ “Management Report” column in this issue for more information on this important change. We look forward to SDL becoming part of the Scottsdale Ranch “extended family.”

There’s more in store for 2015. In addition to the myriad of day-to-day activities required to keep Scottsdale Ranch running smoothly, we are continuing our upgrades and improvements. The next big phase of improved aeration systems for our signature landmark Lake Serena will be installed. Removal and replacement of trees that have grown too sick or old, or which are inappropriate for their locations, will continue. We’re also looking forward to improvements at the Mercado shopping center, including finding a replacement for the aJ’s which closed last year.

We’re continuing our outreach to make next year’s community events even better and include more residents. as residents, you are the “heart” of our community and we want to create opportunities for you to meet with and connect to each other, have fun, be active, and participate.

That lastword–“participate”– is thekeytothesuccessofourcommunity.Wehope you will get engaged with SRCa by attending many events and perhaps by volunteering to serve on our various committees or running for the Board. However you choose to get involved, you’ll be helping make Scottsdale Ranch one of the best places to live in the Valley!

Scottsdale and Phoenix arcadia residents are joining forces to remove citrus from area properties to help control the roof rat population. The Citrus Drop-off Program runs Saturdays starting Jan. 24 and runs through March 28. Residents are encouraged to drop off edible fruit from 8 a.m. to noon, and commercial drop off will be from 8 to 10 a.m. Individuals are no longer able to pick up fruit. Preparation For Seasonal Planting

We are coming up on the time of the year where the frost starts to let up and the mornings feel less and less crisp. February can be tricky in the low desert, a warm week shouldn’t fool you into believing that spring has arrived. There is still a frost risk up until the middle of March so take necessary measures to protect your plants from freezing temperatures.

Mid-March usually brings about the perfect spring weather for planting, a window between the cold frost of the winter and the extreme desert heat of the arizona summer. It’s a great time to plant roses and citrus trees or start a f lower or vegetable garden. This is also the best time to do heavy pruning and fertilize all your plants and trees.

PruningFrost damaged branches can be pruned once the weather warms up. Regular pruning/thinning should be performed by reaching into the plant and cutting select stems at the base, eliminating crowded and crossed branches to create a natural appearance. Restorative pruning can be done once every few years on each species and involves the hard cutback of all branches to allow regrowth for the overall health of the plant.

FertilizationFertilize plants in the early spring to provide the nutrient boost plants need to recover from the cold months and survive the increasing temperatures. Soil tests can help determine the nutrient requirements of your soil to determine the type of fertilizer to use. a good fertilizer blend can promote healthy plant growth and color.

Some may not be aware, but located right within Scottsdale Ranch’s own boundaries, located over at the Scottsdale Ranch Park on the corner of Via Linda and Lakeview Drive is our very own Desert Garden Park. This beautiful park was designed to enhance the understanding of the Sonoran Desert, of botanical processes, and of the geology and soil materials indigenous to the nearby McDowell Mountains. The Garden Park features three zones: a hummingbird nest for the low desert area, a saguaro and bat sanctuary for the high desert area, and a butterf ly garden for the riparian community area. The park is free and open to the public.

The Desert Garden Park first opened in 2003. Scottsdale Ranch played an intricate role in the development of this amenity. Back in 1979, the developer of Scottsdale Ranch donated 64 acres of land to the City of Scottsdale for a GeneralPublicUseareaintheheartofitsmaster-planned community. The City of Scottsdale actively pursued various parties to build a public use facility on a five acre parcel on the corner of Via Linda and Lakeview Drive. The SRCa Board of Directors, staff and a special volunteer Park Committee, comprised of SRCa residents, spearheaded fundraising efforts and proactively participated in the development of this site. The garden has since been a treasured amenity for Scottsdale residents. If you haven’t already, be sure to take a few moments to go and experience this great area.

DIREcTIONsTo make the sauce: Melt the butter in a heavy medium saucepan over medium-low heat. Add the flour and whisk for 3 minutes. Whisk in the milk. Increase the heat to medium-high. Whisk the sauce until it comes to a simmer and is thick and smooth, about 3 minutes. Whisk the salt, pepper, and nutmeg into the bechamel sauce.

Preheat the oven to 450 degrees F.

Whisk the ricotta, spinach, 1 cup Parmesan, prosciutto, egg, salt, and pepper in a medium bowl to blend.

Add a tablespoon or 2 of oil to a large pot of boiling salted water. Boil the noodles until just tender but still firm to bite. Drain. Arrange the noodles in a single layer on a baking sheet to prevent them from sticking.

Butter a 13-by-9-by-2-inch glass baking dish. Pour the bechamel sauce over the bottom of the prepared dish. Lay out 4 lasagna noodles on a work surface, then spread a large spoonful (about 3 tablespoons worth) of ricotta mixture evenly over each noodle. Starting at 1 end, roll each noodle like a jelly roll. Lay the lasagna rolls seam side down, without touching, atop the bechamel sauce in the dish. Repeat with the remaining noodles and ricotta mixture. Spoon 1 cup of marinara sauce over the lasagna rolls. Sprinkle the mozzarella and remaining 2 tablespoons of Parmesan over the lasagna rolls. It’s open season for everyone who wants to switch health coverage. as you select your health insurance plan, watch out for scams. Whether you are on Medicare, selecting a plan through the affordable Care act (aCa), or have private insurance, here are some tips to help you more safely navigate the open enrollment season.

Medicarea variety of scams take advantage of Medicare recipients. Here are a few: • An “official Medicare agent” knocks on your door selling

Medicare insurance that can save you money. Stop. It’s a scam. There are no Medicare sales representatives. It’s probably someone who wants to use your information to commit fraud or identity theft.

• Someonecallsandsaysyoumustjointheirprescriptionplanor else you’ll lose your Medicare coverage. Don’t believe it. The Medicare prescription drug plan (also known as Part D) is voluntary.

• SomeonecallsclaimingthatyouneedtogiveyourMedicarenumber in order for you to keep your Medicare coverage under aCa. It’s a scam. Don’t give your personal information over the phone. If you need help with Medicare, call 1-800-MEDICaRE or go to medicare.gov.

Private InsuranceIf you’re looking for health insurance, make sure that’s what you’re buying. Be on the lookout for medical discount plans. They’re not the same as health insurance, even though they sometimes pretend to be. Many of these plans are scams that don’t deliver on the services promised. others are just a way for identity thieves to get your personal information. Your state insurance commissioner’s office can tell you if a plan isn’t insurance and whether the seller is licensed in your state.

Report health care scamsIf you think you may be a victim of a health care scam, report it to the FTC. If the scam is Medicare-related, report it at medicare.gov.If you gave out personal information, then call your banks, credit card providers, health insurance company, and credit reporting agencies immediately. The FTC’s website has more information on health care scams and medical identity theft.
