2. Short characteristics of the area (numbers, main strong and weak points)
• Location: the north-central part of the Republic of Moldova;• Geographically, Sîngerei is situated in the Bălți stepe;• Founding date: November 11, 1940;• Administrative-territorial structure: 2 towns and 68 villages;• Local authorities: District Council Sîngerei and 26• mayoralties;• The total area: 1033 square km;• The population: 92 556 inhabitants (2014);• Administrative center: town Sîngerei.
• Agriculture is specialized in harvesting grain and cattle for meat.• The economic base is formed of ten industrial enterprises. The largest companies are:
1. Gelibert LTD – specialized in producing natural mineral water and soft drinks.
2. Plastal LTD – specialized in manufacturing doors and windows made of REHAU profile and aluminum.
3. Logiteh Future LTD – specialized in making uniforms for staff in health system.
4. Multival LTD – specialized in manufacturing high quality alchool, manufacture of furniture and insulated windows. The company also has a base of rest where visitors can relax and enjoy a mini zoo.
5. Gyps Biruin ț a LTD – is a modern manufacturer with international standard ISO 9001:2008. The products have been approved by doctors.
• Ways of communication: There are branches of two fixed telephony, mobile and internet – Moldtelecom and Star Net. People have acces to mobile telephony offered by Orange and Moldcell companies.
• International Relationships – The disctrict authorities established cultural and economic relationships of collaboration and friendship with local administrations of Romania, Poland, Belorus, Ukraine, Italy.
THE MOST IMPORTANT REALIZATIONS:• Business Incubator S î ngerei – financed by
european funds; 15 residents; 57 new jobs; production spaces, offices, consulting and business trainings.
• Construction of residential block with 35 apartments for vulnerable families and young specialists;
• Two cross-border projects financed by the European Union through the Joint Operational Programme Romania - Ukraine – Republic of Moldova 2007-2013:
1. Virtual Platform for cross-border youth exchange (implemented);
2. Development of the agricultural sector through creation of an agricultural cross-border network (in progress).
3. ICT situation
• Aprox. 50 – 60 % of population have acces to internet;
• The 46 schools are equipped with PC;
• The 5 high school from 10 have an interactive whiteboard;
• Some of the population pay the monthly bills on-line (in towns);
• Citizen Information and Services Center;
• Sîngerei District Council have a website and a conferrence room with video conferrencesystem and translation simultaneous.
4. e-services development (today);
•Information services – the population have acces to
information, to decision of District Council, to news about our
activities through the oficial website;
•Some citizens use taxes e-services, the payment of bills, e-
banking services.
5. e-services development - plans for the future - 3 years;
1. To create a platform for level I and II of public administration with a wide range of e-services;2. To acquisition the interactive whiteboard for every high school and create a single network for teaching some lessons;3. To development the Citizen Information and Services Center for provide e-services;4. One of mayorlaties from district is in progress to implement a smartphones apllication – Message to the mayor and we want to expand this service in other villages.
5. The mayors of six neighbouring villages from S î ngerei district created a inter-community enterprise to provide waste transportation, road maintenance and snow clearing, maintenance of electric power, water and sewage networks.The mayors would like to develop these services – the request of services and the payment must be on-line.
6. Expectation for the study visit in Slovakia
• To obtain complex information regarding the modernization and improvement of local public e-services, various types of e-services functioning in local authorities;
• To know particular aspects of development Information society;
• To compare the activity of your institutions with our and to find best practices possible to implement in our district.
