    WITHOUT PREJUDICE

Mr V. Putin, President Russian federation (Australian date) 28-8-201423, Ilyinka Street, Moscow, 103132, Russia.

Re Trade and Rusdsian soldiers captured-etcSir,

From media reports of 27-8-2014 I understood you referring to the EU (European Union)

more and more taking over trade in Ukraine. At the same time Ukraine released video that10

Russian soldiers were captured in Ukraine. I understood that you claimed that had lost their way.

Now here we have Russian armed forces at the border for some months and tanks movement

which are suspected to be from the Russian Federation but have no markings as was with theRussian Federation involvement in Crimea and as such in those circumstances it is reasonable to

suspect that Russian Federation is interfering with Ukraine sovereignty, as it proved to do with15

    the unmarked truck convoy.QUOTEDowling v Dowling, Exchequer (Ireland) (1869) 10 ICLR 236

Facts showing the circumstances and position of the parties whose conduct is in question are generally relevant

to such conduct. So, evidence of opportunity is relevant to the question whether a certain act was done.

Circumstantial evidence is admissible not only in the absence of direct evidence, but also in aid of direct20evidence.

    What we have is:

Russian Federation unmarked trucks entering without clearance and permission intoeastern Ukraine30

Russian Federation warships were blocking Ukraine navy ships from leaving Crimea

Russian Federation tanks reportedly moving into eastern part of Ukraine

Ukraine's National Defense and Security Council said Tuesday that militants and the Russian

military have become more active in the east and south of Donetsk, as well as along the

border, with 29 clashes in the past day. (see below details)35 Rebel fighters continue to cross the border, backed up by the Russian military firing over the

border, NDSC spokesman Col. Andriy Lysenko told reporters at a briefing.

Four Ukrainian border guards died and three were injured when two Russian Mi-24

helicopters fired on them, he said.

Wherever they came from, Russian language websites soon featured calls for people with

NATO RELEASES IMAGERY: RAISES QUESTIONSON RUSSIAS ROLE IN PROVIDING TANKS TO

    UKRAINE14 Jun 2014

    END QUOTE

What you need to understand is that to many it is totally ab surd to hold that some 10 Russian

federation dont even know their own border. And considering the call to arms in Russian media

to assist separatist then it is even more specious that Russian Federation soldiers entered Ukraine5

sovereign territory. Surely, in view of the reported past incursions of Russian Federation tanks,

etc, you of all people ought to have made clear to the Russian Federation armed forces that under

no circumstances they will be getting involved in entering Ukraine sovereign territory and

anyone doing so will be severely dealt with, including possible immediate discharge from the

    Russian Federation forces10

What it appears to me now is that you simply have no control over the Russian Federation armed

forces. And if this is so then one has to ask what else is going on because you lack proper

    control?

Surely you should have someone in your armed forces who has sufficient intelligence to15understand that in time of conflict Russian Federation soldiers must make sure they do not enter

    the sovereign territory of Ukraine?

Perhaps you ought to issue Russian Federation soldiers with GPS, as they nearly accurately

shows the position of where you are (such as used in motor vehicles) if you have not one or two

but reportedly at least 10 soldiers who none of them seems to understand where the Russian20

    Federation territory ends.

In my view the situation was a display of sheer incompetence.

While my army days was about 50 years ago, I knew that when we were going out, even in the

dark, we had maps and we would find out location using a map and travel accordingly. Perhaps

Russian Federation soldiers may not have the ability/competence how to read maps and this I25 view would be a severe deficiency in their training and no excuse for their commanders.

When you cannot even, so it seems, a group of 10 Russian Federation soldiers then how can

anyone expect you to control a large army?

I consider this is a very serious issues and to argue that they so to say were lost not knowing their30

own borders then in the circumstance prevailing not too many will accept this kind of so to say

    lame duck excuse.

I have in the past referred to that if Russian Federation soldiers were to be captured in Ukraine

then it would totally undermine your statements not to be involved, etc.35

In my view what you ought to have done in regard of Crimea was to have made clear from onset

that you would not accept Crimea to become part of the Russian Federation unless a referendumwas held and approved as required and permitted within the provisions of the Ukraine

constitution. In my view you failed to do so..40Likewise with the separatist (eastern part of Ukraine) again you have failed to make this clear..

As I understand it there are people living in Ukraine who in some way consider themselves

Russians but do not want to join the Russian federation but are being harassed by the separatist

about this. Now, considering your past statements I for one cannot see how you justify your45

statements as to the interest and wellbeing of Russian speaking people when Russian speaking

citizens of Ukraine are terrorised, etc, by the separatist.

This is where I view your credibility is so to say being shot to pieces because it is Separatist

Russian speaking Ukrainians against Russian speaking Ukrainians.

As I indicated previously in my writings to you, that what you are really doing is to create a

situation that Ukrainians will desire to amend their constitution to allow foreign bases including

of NATO, this in particular where now at least 10 Russian Federation soldiers were taken5

prisoner in Ukraine by the Ukraine armed forces. After all it would be extremely unlikely that the

Ukraine armed forces just happen to capture the 10 Russian Federation soldiers crossing the

border over the long joint border. As such, more than likely many others crossed the border into

Ukraine but didnt get captured. More than likely more Russian Federation soldiers will be

captured in time and you may even then argue that they are ex-soldiers, but in my view as a10

President you ought to have control over this making clear that any Russian Federation citizen

who were to cross the border into Ukraine to fight would be considered a terrorist and be dealt

with accordingly. And the Russian Federation, if not already have this, legislate that any Russian

Federation citizen who engage in a war like conduct in another country to which the Russian

Federation has not declare war is held to be guilty of criminal conduct. This also would then15

cover any Russian Federation citizen who for example were to join ISIS and other terrorist

    organisations..

Quite frankly it seems to me rather disastrous where when you originally took charge of the

Russian Federation you seemed to be smart enough to run the fortunes around from what was so20to say a near bankrupt nation to a thriving nation and then it seems it may so to say have gone to

your head and now start undermining the fruits of your labour by purportedly annexation of

Crimea and meddling into Ukraines internal matters, and the mere fact you have yourself

referred to the EU seemingly taking more control of trade with Ukraine you can be perceived to

be complaining. Well, if you lose trade then perhaps you may consider lower prices to make it25

    more attractive to Ukraine.

Reportedly, putting up your gas prices to Ukraine I view also was a blunder, as while this may

have given a temporary boost in finances, the goodwillwas lost in the process and Ukrainians

obviously held that the Russian Federation by doing so was more talk than deeds to look after

Russian speaking Ukrainians, as they too were hit by escalating gas prices.30

Obviously, I am well aware, you may ignore my writings and discover over time that I can say; I

    told you so.

As I understand it you have basically destroyed a lot of goodwill with Russian speaking

Ukrainian citizens, who despise your failure to prevent weapons leaving the Russian Federation

into Ukraine, failing to show leadership to prevent Russian Federation citizen to cross the border35

    to fight in Ukraine, etc.

The Australian Government has taken a step to prevent Australians suspected to go overseas to

join terrorist, etc, from leaving the commonwealth of Australia. In my view the Federal

government is entitled to take such a drastic step in the interim provided that it places matters

before a court as soon as practical to have an impartial court deciding if such denial was legally40

appropriate. I view that if you do have leadership abilities a then you ought likewise haveinstructed your border patrols not to allow anyone to leave the Russian federation territory where

they are suspected to cross the border into Ukraine for war like conduct. Likewise not allow

weapons, tanks, etc, to cross the border for the same purposes. You cannot claim to be a friend of

Ukraine if you allow weapons and fighters to cross the border into Ukraine!45

The border region with Russia is very porous, unguarded in many places

Some contend that larger weapons have come into Ukraine from Russia

(CNN)-- Under a blazing sun in early June, a group of pro-Russian rebels in eastern Ukraine10

were digging amid pine woods near the town of Krazny Liman.

Their grizzled commander was a bearded man in his 50s who would not tell us where he was

from, but acknowledged that he wasn't local. He was proud to show off his unit's most prized

    possession -- a truck-mounted anti-aircraft unit that was Russian-made.

He told us the weapon had been seized from a Ukrainian base.15

A few miles away, in the town of Kramatorsk, rebel fighters displayed two combat engineering

tanks they said they had seized them from a local factory. Eastern Ukraine has long been a

center of weapons production. They had parked one of the tanks next to the town square.

Malaysia Airlines jet crashes in Ukraine

These were just two instances of how the rebels in eastern Ukraine were steadily adding more

sophisticated weapons to their armory, including tanks, multiple rocket launchers -- and anti-

    aircraft systems.

In early June, they began to target Ukrainian planes and helicopters, with some success.5

The day after we met the commander in the pine woods, an Antonov AN-26 transport plane

was brought down over nearby Slovyansk.

Several Mi-8 and Mi-24 helicopters were also hit in this period, as was an Ilyushin IL-76 cargo

plane near Luhansk -- it is about the size of a passenger jet.

Forty-nine military personnel were killed when the IL-76 crashed short of the airport.10

For the most part, these aircraft were flying at relatively low altitudes, and were targeted by

shoulder-launched SA-7 missiles and anti-aircraft guns. The pro-Russian rebels had takencontrol of several Ukrainian military depots and bases and stripped them of their weapons.

The SA-7 was standard Soviet issue. Relatively easy to operate, it is effective to altitudes of

    some 2,500 meters (8,000 feet).15

But it and ZU 23-2 anti-aircraft batteries, which rebel units also obtained, are a world away

from the SA-11 or "Buk" system that seems increasingly likely to have been used to shoot

    down Flight MH17 on Thursday.

    Stealing a Buk

Could the pro-Russian rebels have acquired a serviceable Buk from a Ukrainian base and20

operated it? The evidence is circumstantial; a great deal of Ukrainian military hardware is in

    poor condition or redundant.

But on June 29, rebels raided the Ukrainian army's A-1402 missile facility near Donetsk.

Photographs show them examining what they found.

The Russian website Vosti ran an article the same day titled "Skies of Donetsk will be25

defended by surface-to-air missile system Buk."

The article claimed: "The anti-air defense point is one of the divisions of the missile corps and

is equipped with motorized "Buk" anti-aircraft missile systems."

Peter Felstead, an expert on former Soviet military hardware at Janes IHS, says that "the Buk

is in both the Russian and Ukrainian inventories, but it's unclear whether the one suspected in30

the shoot-down was taken by rebels when they overran a Ukrainian base, or was supplied by

    Russia."

He told CNN that the Buk "would normally operate with a separate radar that picks up theoverall air picture. This was almost certainly not the case with MH17," making it more difficult

to identify the target and track its course.35(Picture could not be reproduced)

Entire family killed in MH17 crash

Bodies being taken from crash site5

Dutch PM demands access to MH17 scene

Among the pro-Russian rebels are fighters who served in the Russian army. It is possible that

some were familiar with the Buk, but Felstead agrees with the U.S. and Ukrainian assessment

that Russian expertise would have been needed to operate it.

"The system needs a crew of about four who know what they're doing. To operate the Buk10

correctly, Russian assistance would have been required unless the rebel operators were

defected air defense operators - which is unlikely."

It is now the "working theory" in the U.S. intelligence community that the Russian military

supplied a Buk surface-to-air missile system to the rebels, a senior US defense official told

    CNN Friday.15

Russia has denied that any equipment in service with the Russian armed forces has crossed

the border into Ukraine. And Aleksander Borodai, the self-described prime minister of the

Donetsk People's Republic, said Saturday his forces did not have weapons capable of striking

an aircraft at such a high altitude.

But someone in the border region where eastern Ukraine meets Russia has been using an20

    advanced anti-air missile system.

Late Wednesday, the day before MH17 was presumably hit, a Ukrainian air force Sukhoi Su-

25 combat jet was shot down close to the border with Russia.

The Ukrainian Defense Ministry told CNN that the plane was flying at 6,200-6,500 meters(about 21,000 feet) and was hit near a town called Amvrosiivka, which is only some 3025

kilometers (20 miles) from where MH17 was hit and 15 kilometers (10 miles) from the border

    with Russia.

The Ukrainian military alleged the missile had been fired from Russian territory. It was the first

time that a combat jet flying at high speed had been hit and came two days after an AN-26 --

flying at a similar altitude in the same area -- was shot down further north, in the Luhansk area.30

    Smuggling on the black roads

The Russian Defense Ministry said Friday that weapons could not be smuggled across the

    border "secretly." But they can.

By early June, rebels controlled several crossings along a stretch of border more than 200

kilometers (125 miles) long. The border area is open farmland that was neither patrolled

regularly nor even marked in many places.

Dozens of unmonitored tracks known as black roads -- because they have been used for

smuggling -- cross the border. Additionally, the Ukrainian border guard service was in disarray5

after an attack on its command center in Luhansk early in June.

On the road east toward the border through the town of Antratsyt there was no sign of a

Ukrainian military or police presence. The pro-Russian rebels had already begun to bringacross heavy weapons at that point.

A CNN team visited the border post at Marynivka in June, soon after a five-hour firefight10

involving border guards and members of the self-declared Vostok battalion of rebels who had

been trying to bring over two Russian armored personnel carriers.

They had been abandoned during the battle.

The unknowns are these: Just how much weaponry has been brought in from Russia, how

was it obtained, and did it include the SA-11 Buk?15

In June, the U.S. State Department claimed that three T-64 tanks, several rocket launchers

and other military vehicles had crossed the Russian border. Ukraine made similar accusations,

saying the weapons had gone to Snezhnoe, a rebel stronghold close to where MH17 came

    down.

The State Department said the tanks had been in storage in south-west Russia, suggesting20

collusion between the Russian authorities -- at some level -- and the rebels. It said at the time

thatthe equipment held at the storage site also included "multiple rocket launchers, artillery,

    and air defense systems."

It added, notably, that "more advanced air defense systems have also arrived at this site."

Moscow rejected the claims as fake.25

NATO has also released satellite images which, it said, showed tanks in the Rostov-on-Don

region in Russia early in June, before they were taken to eastern Ukraine. The tanks had no

    markings.

Even so, some experts, such as Mark Galeotti at New York University's Center for GlobalAffairs, say the evidence is largely circumstantial. NATO's images did not show the tanks30

    actually crossing into Ukraine.

Wherever they came from, Russian language websites soon featured calls for people with

military skills to call a number associated with the separatist Donetsk People's Republic if they

could help operate or maintain the tanks.

One answered, "I served in the military engineering academy...and am a former commander in35

    the intelligence."

But the separatists' greatest vulnerability was always from the air.

The Ukrainians had already shown, in driving them away from the Donetsk airport at the end of

May, that they could use airpower to devastating effect. And they had begun to fly at higher

    altitudes to avoid shoulder-launched missiles.40

To hold what remained of their territory, the pro-Russian rebels needed to be able to challenge

    Ukrainian dominance of the skies.

Whether they received help from across the border to do so, and in what way, is the question

that governments around the world want answered.

Propaganda war: Russia offers alternatetakes to what brought down MH17

Moscow claims the plane was shot down by a Ukrainian fighter jet

Claim: MH17 was traveling along almost the same route as Putin's presidential plane10 A rebel leader denies a string of evidence pointing to his forces shooting down MH17

(CNN)-- In the tangled aftermath of the Malaysia Airlines Flight 17 disaster, two narratives have

emerged -- one that most of the world subscribes to, and another that Russia and the rebels are

    pushing.

In the first, MH17 was shot down by pro-Russian rebels in eastern Ukraine, using a sophisticated15

    Russian-built missile system.

    MH17: Tragedy, blame and heartache

McCain: Putin 'getting away with murder'20

In the second, Russia and the rebels suggest several different scenarios for what brought the

jetliner down, some of them bordering on the bizarre.

Propaganda is nothing new in world politics. Since the beginning of time, everyone has put their

spin on the events of the day.

    What's Putin's next move?

Rebel leader: I invite international help

"I would also say that these aren't competing narratives from two equally credible sources here,"

said Marie Harf, a U.S. State Department spokeswoman.5

"The Russian government has repeatedly put out misinformation and propaganda throughout this

conflict in Ukraine, so I would caution you from saying that these are two equally credible sources,

although you're happy to report it that way, but I would take issue with it."The Russian mindset, says CNN's former Moscow bureau chief, loves a good story. And the

Russian narrative is meant to sway public opinion on who's responsible for the jet's downing.10

"Don't forget, the mentality of Russians is to think of conspiracy theories," said Jill Dougherty. "So

when they hear something that is outrageous, they might believe it."

Here are some of the stories circulating in the Russian media.

THE RUSSIAN TAKE: The passengers were already dead

Rebel commander Igor Girkin suggested that many of MH17's passengers were corpses -- already15

dead -- and put aboard the 11-plus-hour flight from Amsterdam to Kuala Lumpur. Those claims

were made on Russia'sRusskaya Vessna website.

"A significant number of the bodies weren't fresh," Girkin said he'd learned, adding, their blood had

    been drained.

He also reportedly claimed a vast amount of blood serum and medications were discovered in the20

    wreckage.

THE WORLD'S TAKE:The information contradicts the Malaysia Airlines passenger manifest for

Flight 17 that lists the 298 people who were alive when they boarded the regularly scheduled flight.

For instance,Dutch passenger Pim de Kuijer was on his way to an International AIDS Conference

in Australia -- a trip that was to be followed by a backpacking excursion there. The day of the crash,25

de Kuijer posted to his Facebook page a picture of him posing beneath aviator sunglasses and

    sporting a large travelers' backpack.

    ---

THE RUSSIAN TAKE: A Ukrainian fighter jet shot it down On the day of the crash, Russia's radar system spotted a Ukrainian Air Force jet approaching the30

Boeing, said Russian Army Lt. Gen. Andrey Kartopolov.

"Its standard armament includes R60 air-to-air missiles, which are capable of locking and hitting

targets from 12 kilometers (7 miles) and which are guaranteed to hit the target from the distance of

    5 kilometers (3 miles)," he said.35

Malaysia Airlines jet crashes in Ukraine

    When passenger jets become targets

Firth: RT was 'pushing a narrative'5

    (Picture could not be reproduced)

    MH17: What they left behind

THE WORLD'S TAKE: That's a claim that Ukraine has denied. And the United States and others10

have said the plane was brought down by a surface-to-air missile.

"The Russian government has a propaganda machine second to none, as these latest conspiracy

theories demonstrate," a U.S. official told CNN.

    ---

THE RUSSIAN TAKE: Putin's plane was the target15

According to some accounts in the Russian media, MH17 was traveling along almost the same

route as President Vladimir Putin's presidential plane, which was returning to Moscow from a

summit in Brazil. Both planes have red, white and blue markings.

"The contours of the airplanes are in general similar, the linear dimensions are also very similar and

regarding the coloring, from a sufficiently long distance, they are practically identical," an aviation20

source was quoted as telling the news outlet, RT.

THE WORLD'S TAKE:Another Russian media, the online news portalGazeta.ru,reported that

Putin's plane has not flown over Ukrainian airspace for quite some time because of the conflict

between the government and rebel forces.

    ---25

THE RUSSIAN TAKE: Don't believe what you read on the Internet

Rebel leader Alexander Borodai has maintained for days that MH17 was shot down, just not by his

forces. He said they don't have that capability.

Asked about the trail of evidence that contradicted him, Borodai just rolled his eyes.

"It's very easy to refute it," Borodai told CNN's Chris Cuomo. "Almost all information that comes

over the internet is practically all lies."

THE WORLD'S TAKE:Western and Ukrainian intelligence say the rebels did have the means to

bring down a jetliner. They were in control of a Russian missile system that once belonged to the

Ukrainian military. A video reportedly showed the weapons system being carted out of eastern5

Ukraine into Russia. Intercepted conversations brag of an aircraft being shot down before the

debris showed it was a civilian aircraft. A tweet from a rebel defense minister also bragged of the

accomplishment -- before it was deleted.---

Paying tribute to the lives lost on MH17(Picture could not be reproduced)

Photos: Malaysia Flight 17 victims remembered15

    Russian media MH17 conspiracy theories

THE RUSSIAN TAKE: Did we mention it was the Ukrainians?

With the stakes so high even basic information online was being changed to shape facts. The

Twitter site @RuGovEdits automatically tracks changes made by Russian government sites to

Wikipedia. It has tracked dozens of edits from Moscow to Wikipedia entries about MH17.20

In one case, one edit that said the plane was shot down by the pro-Russian rebels was changed

less than an hour later by someone inside the Russian government to say: "The plane was shot

    down by Ukrainian soldiers."

THE WORLD'S TAKE:The Wikipedia entry now says the two sides are accusing each other.

    ---25

THE RUSSIAN TAKE: At first, the story didn't require such heavy media coverage.

Russian newspapers downplayed the story just after the crash.

THE WORLD'S TAKE:The downing of the Malaysia Airlines made headlines instantly around the

    world.

"The Kremlin or the people that control the information, networks in Russia, decide how they are

going to explain something, what the general narrative will be, and that is given to radio, TV,

newspapers to a certain extent, etc.," said Dougherty. "They essentially are told, this is what you5

    should say."

It proved too much for one reporter, RT's Sarah Firth, who quit the network last week.

"I've had many times over the five years I've been at RT where I had a similar struggle and you'vewatched the story handled in that way. And you felt very strongly that right away the narrative is

being pitched -- a very specific narrative to the detriment to the facts and accuracy in reporting."10END QUOTE

Russian state media cites a source saying the soldiers crossed the border accidentally25

Slovyansk, Ukraine (CNN) -- Ten Russian soldiers were detained in the Donetsk region of

eastern Ukraine, that country's Security Service said Tuesday, as tensions simmered over the

conflict between Ukrainian forces and pro-Russian rebels.

The Russian soldiers were captured with documents and weapons on them, the Security

    Service said.30

Moscow has repeatedly denied claims by Kiev that it has sent troops and weapons over the

border into Ukraine, where the Ukrainian military is fighting pro-Russian rebels.

Russia's state-run RIA Novosti news agency cited a source in the Russian Defense Ministry as

saying the soldiers had been patrolling the border and "most likely crossed by accident" at an

    unmarked point.35

Ukrainians fight to survive amid siege

    Questions return with Russian convoy

    5

    Photos: Crisis in Ukraine

The development came as Ukrainian President Petro Poroshenko and his Russian

counterpart, Vladimir Putin, met for the first time since June.

The two Presidents agreed that they need to "renew our dialogue," Putin said, according to a10

    CNN translation.

Putin said the meeting was "positive."

The two leaders are in Minsk, the capital of Belarus, for talks related to the Eurasian Customs

Union, a trade bloc made up of Russia, Belarus and Kazakhstan -- with the crisis in Ukraineexpected to dominate.15

As the talks started, Poroshenko said "the fate of the world and Europe" could be decided in

Minsk. "We must jointly find the only right decision. Peace on the continent depends on it," he

    said, according to his office.

Senior European Union officials, headed by EU foreign policy chief Catherine Ashton, are also

    in Minsk for the summit.20

"The EU is attending to see if discussions can help create momentum for a new political

solution to the crisis in Ukraine," said Ashton's spokeswoman, Maja Kocijancic.

Putin told reporters that Russia couldn't be involved in ceasefire talks because those

discussions should be between Kiev and separatists in eastern Ukraine. Moscow is willing to

    assist, he added.25

Putin: Military escalation won't solve crisis

Putin was cited by Russian state media as telling fellow leaders that the crisis in Ukraine

"cannot be solved through further escalation of the military scenario."

He said Russia was "ready to exchange opinions" on the conflict and urged dialogue to find a

peaceful resolution, state news agency ITAR-Tass reported.30

Earlier, Poroshenko spoke with Ashton about the situation in his country's east and the

detention of the 10 Russian soldiers, his office said.

He urged the world to support Ukraine and its efforts to secure its border with Russia "to

prevent cross-border infiltration of weapons, military equipment and mercenaries." This, he

said, would swiftly resolve the situation.

The conflict was first sparked last year by a political crisis over whether Ukraine would seek

closer ties with Europe or with Russia. The ouster of pro-Moscow President Viktor Yanukovych5

in February was followed by Russia's annexation of Ukraine's Crimea region in March and a

declaration of independence by separatist leaders in the Donetsk and Luhansk regions.

Poroshenko in June signed a landmark EU trade pact, despite opposition from Russia. On Tuesday, after meeting with Ashton, the President said Ukraine would ratify the

Association Agreement with the European Union in September and immediately send the10

    ratification documents to Brussels.

The move "is in no way aimed against anyone," Poroshenko said, according to a statement

from his office. "Instead, the agreement will positively affect relations with all our neighbors,

especially in the economic sphere. We would like our international partners to accept our

    decision."15

He added that parliamentary elections scheduled for October 26 should not affect the EU

agreement. Poroshenko's trip to Belarus comes a day after he dissolved Ukraine's parliament.

However, Putin warned that it would cost Ukraine billions of euros to try to meet EU trade

standards and that Russia, Belarus and Kazakhstan would also lose out. Ukrainian imports

would no longer be given preferential treatment, he added.20

It's not yet been confirmed whether Putin and Poroshenko, who last met briefly during D-Day

commemorations in France, will hold bilateral talks while in Minsk.

Which Western companies are taking a hit in Russia?

    'I just want to survive'

Meanwhile, fighting continues for control of Luhansk and Donetsk, both strongholds for the25

    rebel fighters.

Ukraine's National Defense and Security Council said Tuesday that militants and the Russian

military have become more active in the east and south of Donetsk, as well as along the

border, with 29 clashes in the past day.Rebel fighters continue to cross the border, backed up by the Russian military firing over the30

border, NDSC spokesman Col. Andriy Lysenko told reporters at a briefing.

Four Ukrainian border guards died and three were injured when two Russian Mi-24 helicopters

    fired on them, he said.

Russia denies direct or indirect involvement in the fighting and says Ukraine's assault against

the rebels is precipitating a humanitarian crisis.35

The besieged city of Luhansk has been without water and power for over three weeks, city

officials said Sunday. Shelling has caused major damage there and in surrounding villages

    over past weeks.

Members of the Mahounin family told CNN how they fled their town two days earlier. Intense

shelling meant they'd had to spend 24 hours a day in an underground bomb shelter with more40

    than 100 others.

"I don't care what they're fighting for, I just want to survive -- I want my son to survive," said

    Lilia Mahounin.

    Aid convoy

Lavrov told reporters that Russia hopes to send a second humanitarian aid convoy to Ukraine45

this week to help civilians caught up in the conflict.

Last Friday, a convoy of 227 Russian trucks crossed that country's border into eastern Ukraine

without Kiev's authorization, a move condemned by international powers as a violation of

Ukraine's sovereignty. Officials in Kiev referred to it as an invasion.

The trucks left a day later, having successfully delivered supplies to Luhansk, Russian

authorities said. Ukrainian authorities said they suspected the delivery had been used to

    bolster rebel forces.

U.N. officials estimate that more than 2,000 people have died and nearly 5,000 have been

wounded in eastern Ukraine since mid-April.5

German Chancellor Angela Merkel, on a weekend visit to Kiev, promised Ukraine loans worth

500 million euros to help rebuild shattered infrastructure and homes.

NATO Releases Imagery: Raises Questions on Russias Role in Providing Tanks to Ukraine

NATO RELEASES IMAGERY: RAISES QUESTIONSON RUSSIAS ROLE IN PROVIDING TANKS TO

    UKRAINE14 Jun 2014

SHAPE, BELGIUM - NATO is providing a series of images (see below) to the public in order

to inform debate regarding recent events in the border region of Russia and Ukraine.

The imagery shows that on 30 May in Rostov-na-Donu, a Russian unit was deployed, but no

tanks were present at the time the image was taken.

Imagery from the 6th of June shows the Russian unit departing, which we believe was

part of a Russian announcement to pull troops back from the border region. In the

context of this overall withdrawal, 8 main battle tanks are shown to have arrived.

On the 11th of June, 10 main battle tanks can be seen at the site. 3 of these are parked,

4 are in the training area, and 3 are loaded heavy equipment transport trucks that are

normally used to move tanks, likely indicating imminent movement by road.

On the 12th of June, Ukrainian officials report that 3 main battle tanks and several

armoured vehicles crossed the border at the Dovzhanskyy border crossing, which was

under the control of pro-Russian elements of the so-called "Peoples Republic of

Luhansk. Sightings of these tanks were later reported in open sources in Snizhne and

then Makiivka, near Donetsk. The tanks do not bear markings or camouflage paint like

those used by the Ukrainian military. In fact, they do not have markings at all, which is

reminiscent of tactics used by Russian elements that were involved in destabilising

    Crimea.

    - Map of referenced areas

These images raise significant questions concerning Russias role in facilitating instability

in eastern Ukraine and its involvement in the movement of military equipment from

Russian territory into Ukraine. Russian officials have been repeatedly misleading and

evasive regarding their roles in both Crimea and eastern Ukraine. It is important to bring

relevant facts to light in an effort to ensure Russia remains publicly accountable for itsactions.

If these latest reports are confirmed, this would mark a grave escalation of the crisis in

eastern Ukraine in violation of Russias Geneva commitments.

Yesterday the NATO Secretary General expressed his concern over these reports and again

urged Russia to complete the withdrawal of its military forces on the border with

Ukraine, to stop the flow of weapons and fighters across the border, and to exercise its

influence among armed separatists to lay down their weapons and renounce violence. He

called on the Russian Federation to meet its Geneva commitments and cooperate with

the government of Ukraine as it implements its plans for promoting peace, unity and

    reform.

The following images are of a deployment site near Rostov-na-Donu, in southwest Russia.

Graphic 1- The image on the left, dated May 30, 2014 shows the deployment of a Russian

military unit. This unit was deployed to this location as part of Russias build-up of forces

along its border with Ukraine. This location is approximately 75 Kilometres (KM), from theDovzhanskyy, Ukraine border crossing. By road, this is 90 KM to the Ukraine border.

Please note there are NO Main Battle Tanks (MBT) on this image. The middle image,

dated June 6, 2014, shows the departure of the Russian military unit. However, it shows

the arrival of 8 Main Battle Tanks, which were not present on the May 30, 2014 image.

The image on the right, dated June 11, 2014, indicates overall, there are 10 Main Battle

Tanks in the area (3 parked, 4 in training area, and 3 on low loaders). The next graphic

    will provide more detail.

Graphic 2 -Taking a more detailed look at this third image dated June 11, 2014, we can

now see there are actually 10 Russian Main Battle Tanks in this area. (Top left inset)

Three are in the parking area. (Two right insets) Four are in the training areas. (Bottom

left inset) Three Main Battle Tanks loaded onto Low Loaders, also referred to as Heavy

Equipment Transporters. This is the primary method of moving Main Battle Tanks over

    road networks.

Graphic 3 -Video posted on the internet June 11, 2014, has shown 2 T-64 tanks driving

through Makiivka, Ukraine at the intersection of Sverdlova St and Donbasu Ave. These

tanks are accompanied by a vehicle flying the Russian flag. Please note, none of these

vehicles have markings. This is consistent with Russian vehicles and equipment that were

    deployed to Crimea.

Graphic 4 -The second image, also taken from a video posted on the internet June 11,

2014, shows a lone T-64 driving through Snizhne, Ukraine. Please note this tank also has

    no markings on it.

Graphic 5 -These final unclassified images depict a Ukrainian T-64 with the lone T-64

driving through Snizhne, Ukraine. Please note the difference in the paint schemes.

According to Open Source reporting, Russia still has approximately 2,000 T-64 Main Battle

Tanks which it has phased out of service and were slated for destruction. It is highly likely

a large number of tanks are still operational.

    END QUOTE

There are numerous other reports but safe to say the above quoted are of concern.

If bullets from Russian weapons are found in the bodies of the Ukraine body guards then this too

will add to that the Russian Federation is more involved then you seem to be aware of. Perhaps5

the top military couldnt control their men, or just so to say couldnt give a darn about you, but

either way it is more serious then you may acknowledge.

Ukraine border security are people doing no more but their job to seek to avoid contraband andothers being smuggled in or out of Ukraine and the Russian Federation and to prevent

unauthorised people crossing the border. As much they are protecting the interest of the Russian10

Federation as they do that of Ukraine. And you stand by and have them reportedly murdered in

your kind of chess game to try to get power over Ukraine and/or some of its territory? Would you

stand by if instead Russian border guards were murdered? I doubt it. And neither forget all those

Ukrainians whos property have been damaged/destroyed and injured and/or killed by the

separatist, and they were Russian speaking Ukrainians also!15

My understand ding is that many Russian speaking Ukrainians have turned against the Russian

Federation because they perceive you are so to say talking with a split tong where you say one

thing and do under covert action another and then they have suffered severely, their lives

destroyed and this all for what now appears to be your battle regarding the loss of trade, power, etc. As I indicated previously if you really were concerned about the constitutional rights of20

Ukrainians then you would have done better to support them to take matters before the Ukraine

constitutional court. Even I, at least on basis of the various reports, etc, can see they have

genuine constitutional based grievances. In my view this would have shown goodwill rather

than to directly or indirectly support terrorism, which after all the uprising is when the separatist

are terrorising and even killing other Russian speaking Ukrainians!25

The lack of real leadership in my view is very noticeable because while you made various

statements it seems that it so to say have been all words but no deed. As I indicated so often in

the past if there are grievances then the courts are the placed to seek to settle differences by an

    impartial court.30

This correspondence is not intended and neither must be perceived to refer to all details and

issues but merely is some outline, and may be understood to pursue to end the conflict by all

concerned directing differences to the court of competent jurisdiction in Ukraine, as provided for

    in the Ukraine constitution.35
