The Mid-Atlantic is faced with enormous challenges and opportunities as a
result of super storm Sandy. At least 17 states were affected and estimated dam-
ages of $62 billion dollars translate to rebuilding and improving the buildings
and facilities utilizing the latest in energy efcient technologies. The rebuilding
efforts must include the risk of climate change and creating smarter and greener
cities.
The United States is competing in a global race for the clean energy jobs of
the future and clean technologies. The 2013 Obama Administration is commit-
ted to an all-of-the-above energy strategy that includes critical investments in
innovation and production of clean energy technologies, in clean energy jobs,
promoting efforts to reduce our dependence on foreign oil, and strengthening
our national security.
GLOBALCON 2013, presented by the Association of Energy Engineers
(AEE) and hosted by Philadelphia Gas Works (PGW), is the one place where
building owners, facility managers and energy professionals can get up to speed
on the latest policies of the new administration, compare supply side and de-mand side options, and learn about leading edge technologies from combined
heat and power to LED lighting to renewable energy solutions.
Energy Policy & TrendsIn light of current events we are faced with many challenges addressing our
nations energy policy including a divided Congress, impending scal cliff,
and budget cuts. Floyd DesChamps, Senior Vice President of Policy at the Alli-
ance to Save Energy will address the future outlook of energy policy moving for-
ward under the Obama Administration. Attendees will also learn about changes
in energy efciency programs due to federal spending cuts and major energy
initiatives being pushed by Congress and the 2013 Administration.
High Perormance BuildingsFollowing several years of development, demand response has now started
transforming wholesale markets and reducing costs for ratepayers. Susan Co-
vino, Senior Consultant of Emerging Markets at PJM Interconnection, LLC, will
address updates on the PJM Demand Response Markets and Laurie Wiegand-Jackson, President of North America Power Partners, will address demand re-
sponse programs across the U.S.
In a new session on Smart Buildings, you will learn the techniques cur-
rently available for collaboration between building systems, facility managers,
and building occupants to achieve short-term and life cycle cost reductions,
energy conservation, and user satisfaction. Attend this session and hear from
experts Nick Stecky, President of NJS Associates and Peter Winslow, Professor
of Sustainability & Environmental Engineering at Rutgers University School of
Engineering.
Combined Heat & PowerThe Mid-Atlantic Clean Energy Application Center has put together an in-
formative session on CHP again this year at GLOBALCON. This session will
address the new issues that will impact the future growth of CHP in the Mid-
Atlantic region. Attendees will discover the role of CHP in the benecial use
of shale gas from an economic development perspective, the reliability supportprovided by CHP for an ageing infrastructure as highlighted during hurricane
Sandy as well as power generation options, costs and environmental impact and
the place CHP holds in our future energy environment.
Renewable EnergyThe Sustainable Energy Fund developed a session on renewable energy,
covering the status of renewable energy generation technologies and deployment
throughout the United States, the latest updates on renewable energy credits, net
metering, time of use rates, public nancing and tax credits, and lessons learned
in renewable energy deployment, from small scale distribution, to campuses, to
large-scale distribution of renewable energy technologies.
Hear from experts Jack Christensen, Manager of Facilities and Energy Man-
agement Operations at the Pennsylvania Turnpike Commission, and Tim Bigler,
Senior Market Strategist for Hess Corporation, on pragmatic, compelling chal-
lenges and cases for compressed natural gas. Attendees will hear the challenge
to transforming a state owned highway into a green corridor, responding to theneed for manufacturing commercial and private CNG vehicles, and accelerating
the commercialization of CNG.
Deregulation: Critical IssuesCompetitive selection of natural gas and electricity has had a dramatic effect
on the job of the energy manager. Not only must they pay attention to consum-
ing less energy, but they also must continue to watch the future cost of energy,
and take advantage of opportunities as they become available. A session on
deregulation will focus on the current issues and opportunities available to the
energy manager with regards to purchasing energy in the competitive market-
place and understanding the risks associated with it.

About the Workshop:
Commissioning is the process of ensuring that building sys-tems are designed, installed, functionally tested, and capable of
being operated and maintained according to the owner s opera-
tional needs. Commissioning also can restore existing buildings
to high productivity through renovation, upgrade and tune-up
of existing systems. This program will examine all aspects of
building commissioning, including project scheduling, roles and
responsibilities of the project team, new building commission-
ing, retro and recommissioning of existing buildings, system by
system commissioning requirements, TAB and verication pro-
cedures, the LEED rating system, building code issues, and com-
missioning tools and technologies.
The CBCP exam will be administered at the close of instruc-
tion on day three of each seminar -- only to those who have qua li-
ed in advance to sit for the exam by submitting a completed

BRUCE COLBURN, Ph.D., is currently

his executive management duties at EPS, he
has been responsible for energy analysis, eld data acquisition/
instrumentation, automated building control systems, and design
of mechanical and electrical retrot work. His project work hasincluded cogeneration and power projects, renewables, public

the energy eld, he has served numerous clients in planning,

About the seminar: AEE, in cooperation with the Efciency
Evaluation Organization (EVO), established the Certied Mea-
surement & Verication Professional program with the dual
purpose of recognizing the most qualied professionals in this
growing area of the energy industry, and raising the overall pro-
fessional standards within the M&V eld. The IPMVP, rst es-
tablished by the U.S. DOE, has become the internationally rec-
ognized protocol for performance M&V. This course is designed
as a useful preparatory vehicle for AEEs Certied Measurement
& Verication Professional (CMVP) program. Proven energy
savings are now playing a signicant role in nancing energy
management programs, whether through energy performance
contracts or through emission trades under schemes such as the
clean development mechanism of the UNFCCC.
While interest in savings data is growing, the state of the art in
determining savings has also been rapidly evolving. This seminar
will examine current methods of determining and documenting
savings, specically reviewing the newest IPMVP. Attendees will
learn the process of designing a proper M&V program for their
projects, including cost/accuracy tradeoffs, baseline adjustments,
the role of estimates, maintaining space conditions, the role of
veriers, and the data needed for emission trading. Examples of
specic techniques will be presented and class time will include
problem solving and debate. Bring a calculator. Advance read-
ing of IPMVP Volume I would be useful, though not required.

CMVP exam will be administered at the close of instruction on

About the seminar: Traditional energy audits are based upon the
evaluation of existing energy consumption, on-site data collection

to reach beyond the typical equipment replacements, and develop
a plan which considers additional areas such as indoor air qual-
ity, code compliance, operation and maintenance, risk mitiga-

develop enhanced recommendations leading to increased client
energy savings.
