2011 Summary of Adoptions



Robert came into care when he was one year old. Due to his birthmother’s substance abuse during her pregnancy and lack of appropriate prenatal care, Robert was premature and was expected to have significant developmental delays and medical needs. As Robert aged, his medical needs increased. By age 13, he was considered medically fragile and was diagnosed with a host of medical conditions including cerebral palsy, respiratory airway disease, anoxic encephalopathy and microcephaly that resulted in him being non-verbal, non-ambulatory, and cortically blind. In addition, Robert required a g-tube for feeding and had a tracheotomy so that he could breathe properly. Since the age of five, Robert was placed in a group home for medically fragile youth. For years, his only visitors were his brother and his social services case manager. When Robert first became a part of the Family Find project, the goal was to locate a resource who would be able to consistently visit Robert. Through case mining, the Family Find Project identified a life-long connection. When approached by the Family Find Project, Robert’s surrogate parent for education Sally, agreed without hesitation to be a permanent resource for him. She and her husband, Joseph were adamant that Robert deserved more than just someone who could consistently visit him and thus expressed desire to adopt Robert. Many of Robert’s service providers were concerned that due to his significant medical needs, he would never be able to live outside of a facility; however due to amazing teamwork and lots of love, Robert was adopted by his forever family. Although Robert cannot speak, his smile is worth a thousand words. All children deserve a family even if it takes a village!

Adoptions Together believes no child should be forgotten, including the thousands of teens waiting in foster care in our region. We are partnering with DC’s Child and Family Service Agency (CFSA) and the Baltimore City Department of Social Services (DSS) to thoroughly investi-gate each child’s past, searching for positive connections to people who have impacted their lives in a healthy way. At the same time, we are looking for families to provide the love and stability these children so desperately need. Our mission is to reach the forgotten children, at any age, and find that one person who will hold them close, and keep them from disappearing into the margins of society forever.

This year 104,000 children across the US waited in foster care for their forever families. 27,653 children aged-out of the foster care system without a family of their own. 23% of these children will never finish high school or receive their GED, and 30% will be incar-cerated.*

My name is Josh. I have been in foster care for fourteen years and have been in eight foster homes and nine different schools. When my worker asked me if I wanted to be in the Family Find Step Down (FFSD) project and work with a special team on finding me a family, I said “yes.” I didn't really think it would work, but I decided to try. Maybe someone would want a sixteen year old kid. I was surprised when the FFSD team told me that they had found my mom’s brother—I didn’t think I had any family! I was even more surprised when my uncle invited me to come to a family reunion. The closer we got to the reunion day, the more nervous I got, but the FFSD team helped me to prepare to meet my family. When I walked into the reunion, the first thing I noticed were how many people were there. The second thing I noticed was they were all happy to see me. Lots of people told me they thought I was adopted a long time ago and didn’t know I was in foster care! The day was so great! I met thirty seven people who are my family—especially my grandma who has invited me to visit every weekend since. My worker says my grandma is interested in having me come home and live with her. I’m excited to have a family and not be alone anymore. I’m happy to have people to lean on who care about me. I’m happy my grandma wants me with her and that I get to spend time with my uncles and aunts and cousins. My worker says you are never too old to have a family. A few months ago, I didn’t think that was true, but now I know that everyone needs a family.

Adoption is a lifelong journey with unique issues that require specialized, ongoing education and support at every stage in the process. As different challenges, questions and needs arise, Adoptions Together is there to offer families the information and tools they need to thrive and move forward in healthy and positive ways. In 2011, approximately 1,800 parents participated in the nearly 250 educational offerings provided by Adoptions Together including in-person classes, “live” webinars, on-demand webinars, parent education conferences and support groups. “All of the information was very helpful. It made us aware of how our expectations might differ from reality,” a couple said after a conference. “The information on dealing with birthparents was invaluable, as was the discussion on attachment, trauma, claiming your child and creating a life book to tell our child’s story.” “I am now far more emotionally prepared and sensitive to the cultural needs of a child adopted trans-racially,” a waiting parent commented following a support group meeting. “I learned about how brain development and trauma can lead to behaviors that are not oth-erwise intuitive or easily understood. I especially liked when specific examples from real life were provided and discussed,” mentioned a parent at the conclusion of a webinar.

“Seeing the picture on The Heart Gallery sealed the deal for me.”

On March 3, 2011, Margaret Robinson’s life changed forever. That is the day she first saw the photograph of Aminia on The Heart Gallery, and she knew right away that she was going to be her daughter. Ms. Robinson had previously heard background information about Aminia, but the picture sealed the deal. She said “yes” that same day. Aminia, whose name meant Faith, was in foster care for 7 years, and on The Heart Gallery for over one year. That all changed when she met her new mother at a local Chuckie Cheese restaurant. When Ms. Robinson ar-rived, she saw Aminia laughing and playing games, but she took a few mo-ments to watch from afar before introducing herself. She was in awe. Aminia was very excited to meet her, and she was especially excited to learn about her new room! Ms. Robinson took two pictures at the end of the day: one for Aminia to keep and one for her to keep, until they could finally be together. When asked if she would adopt again, Ms. Robinson did not hesitate be-fore saying, “Definitely!” She hopes to bring another older child in foster care home to join her, her two daughters and round out the family. Aminia is looking forward to having another sibling some day, as she knows she’ll be a good role model to help the other child adjust to the family. Until then, Ms. Robinson is very content witnessing Aminia flourish in her new surroundings!

Fall Family Day celebrates families who have come together through adoption, guardianship, foster care and kinship care. Children of all ages, from every part of the world, who once experienced life without parents, come with their families to experience this event. Each year children enjoy games and fun like the annual cakewalk (a version of musical chairs), the DJ offering upbeat music, face painting and a teen lounge. This is a day when children learn that they are not alone in having families who may have come together differently.

It is a day when parents and guardians meet each other, share resources, and establish relationships with other families for ongoing support. It is a time when laughter, stories and challenges are shared in an environment where families come in all varieties. “Even non-typical stories get a happy ending.”


Several years ago, a family adopted an infant, Baby C, through a local attorney in their home state. While in her birth mother’s womb, Baby C had been regularly exposed to substances with major effects on her development and long term potential, which had not been made clear to the parents. After seeking genetic evaluation, the adoptive family decided to consult another attorney regarding different options they had and were eventually referred to Adoptions Together. Through a difficult decision months later, Adoptions Together was asked to locate an alternate family for Baby C, who by then was four months old. Adoptions Together compiled a comprehensive recruitment package and sent it to multiple families across our multiple programs. At the same time AT was searching for alternate caregivers, Baby C’s first adoptive family received extensive counseling about their decision. Counseling helped them to transition from feelings of shame to feelings of confidence that they were proactively ensuring for the wellbeing of Baby C. Adoptions Together found a family who already had adopted two older children from foster care and were eager to adopt another child, a baby, even with the significant needs of Baby C. A transition plan was put together to increase her comfort with the new family. The plan also included legal, practical and emotional support and guidance for the two families to work together for Baby C’s transition and long term care. Baby C is now thriving with her new family and her first family receives regular updates. Baby C’s story is not a typical one, but one that Adoptions Together was able to write a happy ending for.

Yasmine, a 29 year old mother of three, had 11 referrals (complaints) made to the Child and Family Services Agency hotline for the family between 2001 and 2008. Her children were placed into foster care and Yasmine entered the Parent Advocate Project in January 2009. With the guidance, experience and wisdom of her PAP mentor Cheryl, Yasmine’s one hour visits once a week were increased to six hour unsupervised Saturday visits, within just a month of mentorship. Throughout the year, these visits increased and by March 2010 the children rejoined their mother in the home. Reunification has been successful, with routine and unscheduled visits from CFSA social workers and her PAP mentor. Three years after being reunified, the family of four is thriving and doing incredibly well. Edwin, a 64 year old veteran and single father to 12 year old twins, was referred to the Parent Advocate Project in April 2009. Edwin had been struggling with overcome substance abuse and through his PAP mentor found the strength to enter a residential drug treatment center and completed the program. Upon completion of the program, Edwin and his children continued counseling sessions and visits with the mentor. His PAP mentor advo-cated for Edwin to get unsupervised visits with his girls, eventually leading to weekend day visits and finally weekend overnight visits by October. The family was reunified December 11, 2009, eight months after joining the Parent Advocate Project. Edwin and his girls are doing well, preparing for high school and the young adult life that will follow.

The Adoptions Together “Taste of Potomac” brings leaders in our community, advocates for children and friends who care together. Guests enjoy an evening of entertainment, several auctions and delicious food from Potomac area restaurants. The nearly 30 restaurants donate their fare for the enjoyment of our guests and to help Adoptions Together raise awareness and funding to find homes for children in foster care. Many of the dedicated committee members have been devoted to this project since inception four years ago. Each year this team works tirelessly to plan and execute this phenomenal event. Judy Sebring has been hosting the Taste of Potomac at her Potomac home since the event began. Judy was quoted in Washington Life Magazine’s Charitable Spotlight: Judy Polk-Sebring & Adoptions Together (Posted on 03 December 2010) as saying, “Being that I was adopted and my brother was adopted, working with an adoption agency is very dear to me. I wanted to give back.” If you would like to “give back” or join us at a fun-filled evening designed to help children in foster care find a forever home, join us in celebration of the change we have accomplished and the change we will accomplish with your help.

About Children: The welfare of the children who need our help comes first. Permanency in a healthy family is best for children. Children need to maintain connections with their birth families and cultures even when they cannot be safely raised in their birth family.

About Foster Care:

Foster care should be used as a last resort when a child cannot safely remain in his family. Stays in foster care should be as short as possible. Foster care should strengthen family ties, not weaken them. The first foster care placement should be the last foster care placement.

About Adoption: Adoption is the best option when a child cannot be safely raised or reunified with their birth families. Adoption is a life-long process. Openness and honesty is healthy for children and families. The ability to be a good adoptive parent does not depend upon wealth, race, religion, marital status, sexual preference or gender identity. Education, support and guidance from qualified adoption professionals before, during and after placement helps adopted children and their families succeed.

Commitment to mission and awareness of guiding principles are necessary for every staff member. Good financial health is required to accomplish our mission. Continuous improvement of programs and services requires knowledgeable, experienced and creative child-welfare professionals and staff.
