NEW DELHI.FEB 16 Wholesale prices fell the most in five-and-a-half years in January as decline in oil and some food items resulted in a negative inflation or deflation of 0.39 percent for the month, raising hopes of rate cut by RBI. This is the second time in three months that the wholesale price index has entered negative territory, as the government Monday also revised downwards the inflation number for November to minus 0.17 percent, from zero earlier. Inflation measured on wholesale price index (WPI) was at 0.11 percent in December. Although the prices of certain protein rich items and wheat declined during the month, the overall food inflation was at a six month high of 8 percent, as per the government data released today. The last time the infla- tion had touched this low level was in June 2009 when it was at (-)0.4 per- cent. NEW DELHI, FEB 16A day after a group of people

demonstrated in front of the ChiefMinister Arvind Kejriwal'sKaushambi house over demolition ofsome slums in Shahdara area, theDelhi government on Mondaypassed an order prohibiting demoli-tion of houses in residential or slumareas.

On the first day working of theAam Aadmi Party-led government inDelhi, the decision was taken to pro-hibit the demolition of jhuggis.

Taking to Twitter, the AAP wrotethat nobody should be deprived ofshelter until proper arrangements aredone.

Meanwhile, as per the ANI, theDelhi Government has scheduledState Assembly session on February23 and 24, 2015.

Eight jhuggis were on Saturdaydemolished at Chhota Nagar nearGhuggi Pahalwan area in Shahdaraexactly at the time when Kejriwalwas taking oath at Ramlila Maidanas the new chief minister of Delhi.

"Just see the brutality of the offi-cers. They not only smashed up ourhousehold things and abused us, butalso women constables manhandled

us and did not even spare our smallchildren," alleged Vijaywati (30)who was protesting along with 40others in front of the CM's residencethis morning.

Local police, however, said thatthese people were trying to build

jhuggis on government land and thepolice personnel just stopped themfrom doing so when informed.

"In fact, police never demolishesany construction on its own. It is thejob of land owning agency. Our roleis limited to providing security dur-

ing any such drive to maintain lawand order," said a senior police offi-cial.

Several dwellers were allegedlyleft injured during the incident.

The protesters also hit out at localAAP MLA Ram Nivas Goyal.

"A day before the drive, a fewpolicemen came to meet Goyal. Wewere sure that he would pitch in ourfavour. But next day, our jhuggiswere demolished," said an anguishedperson.

According to sources, the chiefminister was also informed about theincident by party volunteers whotook up the matter with the localMLA and asked him to look into it.The protest was then called off.

Goel said, "These jhuggis came upjust a day before the polls. The localpeople complained to me as well asthe police about the issue onFebruary 13. The police went thereincluding the ACP and SHO and Iintervened to stop thedemolition."

In his pre-poll rallies, Kejriwalpromised not to erase even a singlejhuggi across the city, and to providethem with in-situ rehabilitation infive years.

NEW DELHI, FEB 16The Home Ministry has directed

the Delhi Police to solve therecent cases of alleged vandalismof Christian establishments in thecity as early as possible and saidthere was an urgent need to actsystematically against fringe ele-ments which create disturbance.

In a communication, theMinistry told the Delhi Police tosolve the cases of alleged vandal-ism of five churches and aChristian school on an urgentbasis and bring the guilty to bookas such incidents create animositybetween the communities, sourcessaid. While this was communicat-ed by Home Secretary L C Goyalto Delhi Police Commissioner B SBassi, Home Minister RajnathSingh said at a function today thatincidents like the alleged vandal-

ism of minority institutions only"dent the image" of the police.

Providing security to a diversecity like Delhi is extremely diffi-cult task. But they have to do it, hesaid. The Ministry also told theDelhi Police that police personnelin strength must be posted outsidechurches and other Christianestablishments.

It told the Police the need to actsystematically against fringe ele-ments and give a sense of securityto minority communities.

The Delhi Police has been toldto ensure installation of CCTVcameras in minority institutions,raise the height of their boundarywalls. Sources said details of theaction plan had been sent to allpolice stations in Delhi.

There are about 220 churches inDelhi of which 50 are Catholic.

Before Christmas last year, thepolice had sent a circular to allchurches to install CCTV cam-eras. In its report to the HomeMinistry, the Delhi Police hasconveyed that 199 temples, 14mosques and six churches wereburgled in 2014. The national cap-ital had also seen thefts in 265temples in 2013. Five churcheswere attacked in the last two andhalf months in Delhi and holyrelics and holy communion weredestroyed, leading to protests byChristian groups. Unidentifiedpersons had vandalised a promi-nent Christian school in SouthDelhi's Vasant Vihar on February13 after that Prime MinisterNarendra Modi summoned theDelhi police Commissioner andordered him to take strong actionagainst the culprits.

"Its effect will not be seenanywhere in Uttar Pradesh,"he said to a question at apress conference as towhether the impact of theDelhi assembly electionswill be seen in Uttar Pradeshwhere Assembly electionsare due in 2017.

The RLD chief said thethinking of people haschanged as voters are moreaware and political partieshave to be answerable tothem.

Asked to comment on theperformance of UP govern-ment, he said, "There is nogovernment worth its namein the state...It is a familyfiefdom..."

On the land acquisitionordinance, he said theCentre has made changes inthe basic law leaving farm-

ers with no right over theirland.

"Land for opening projectsunder PPP model like hotels,private institutes and com-panies will be taken fromfarmers and they will haveno right over it," Singh said.

Elaborating on the stepstaken by his party forstrengthening its base, hesaid social media will beused to publicise its policies.

"Personal contact will alsobe established with peopleand the mode of publicitywill undergo total transfor-mation," he said.

Online membership drivewill also be launched soon,he added.

the national capital, the maidenpress conference of the Aam AadmiParty (AAP) was left in total chaoson Monday.

Delhi Deputy CM Manish Sisodialeft the press conference after jour-nalists wanted party's clarificationover media's entry inside the secre-tariat.

According to media reports, jour-nalists were furious over the com-plete ban of media inside theSecretariat premises.

As media persons protested anddemanded an answer to the ban ofeven accredited journalists insidethe Delhi government office,Sisodia, without giving any answer,just walked-off from the press con-ference. The press conference,scheduled to be addressed bySisodia and Delhi governmentspokesperson Nagendra, had to becalled off following a heated argu-ment among media persons, includ-ing journalists, TV crew, and pho-tographers, gathered there.

Sisodia returned to his office afterarriving for the press conference ashe could not speak due to constantdisruptions created by media per-sons, including cameramen.

"This is not the way to organise apress conference. Media personsneed to cooperate even thoughminor problems may occur during apress conference," Sisodia said tothe reporters after being requestedto address the press conference, asper sources.

He then returned to his office andrefused to take calls from reporters.Claiming that they had received ver-bal instructions from the officials,security personnel deputed in thesecretariat did not allow media per-sons to enter the premises.

The media people waited for thedeputy CM for over 45 minutes, buthe did not turn up again.

Meanwhile, BJP spokespersonSambit Patra said,“Very unfortunateshowdown between media and AAPgovernment.”

Earlier in the day, media was notallowed entry into the DelhiSecretariat on the first working dayof the AAP government. Journalistsfrom both print and electronicmedia were denied entry.

In 2013, the AAP government hadrestricted media entry inside thesecretariat. Media-persons were notallowed to visit the rooms of minis-ters and other offices inside theDelhi Secretariat.

charge of molesting a 15-year-old girlby a Delhi court after the victimresiled from her statement and pleadedthat the proceedings against him bedropped.

Additional Sessions Judge GulshanKumar absolved south Delhi resident,Vijay, after the girl and her fatherinformed the court that he had apolo-gised for his act and pleaded that theproceedings against him be discontin-ued.

"Since the material witnesses num-ber one (girl) and two (father) have notsupported the prosecution case fully, Iam of the considered view that prose-cution has miserably failed to prove itscase beyond reasonable doubt.Accordingly, Vijay is acquitted of theoffences," the judge said.

The court acquitted him of thecharges under sections 354 (molesta-tion) and 509 (word or gesture intend-ed to insult the modesty of a woman)

of IPC and section 8 (sexual assault) ofProtection of Children from SexualOffences (POCSO) Act.

It also relied on the testimony of thegirl's father that the complaint waslodged due to some misunderstandingand at the instance of the police offi-cials.

The court also noted that the girl hadsupported the prosecution case in herexamination-in-chief, but failed tosupport in cross-examination andhence her testimony was "not reliableand trustworthy".

According to the prosecution, onJanuary 23, 2013, she was standing onthe terrace of her building when Vijaymade obscene gestures at her from aacross a street.

Thereafter, he came on the roof topand misbehaved with her by holdingher hand, it said, adding that when sheraised an alarm, he ran away.

During the trial, he had denied theallegations and claimed that he wasfalsely implicated in the case.

Industry asks...there still remain some unanswered ques-

tions on which industry would require tohave a comfort level," Jyotsna Suri, presidentof industry chamber FICCI, said in a state-ment here.

"Greater clarity is required vis-à-vis thedefinition of supplier in the context ofdomestic entities which are engaged in con-tract manufacturing for the Nuclear PowerCorp (state-run), as per their design and spec-ification, especially for the domestic nuclearprogramme," she added.

Through a set of frequently asked ques-tions (FAQs) released last week, signalling apossible breakthrough on nuclear coopera-tion with the US, the government sought toreassure nuclear suppliers also from othercountries who have been quite scepticalabout the implications of India's nuclear lia-bility law.

One FAQ issued by the external affairsministry explains that the law "permits butdoesn't require an operator to make the sup-plier liable in its contract for a nuclear reac-tor or part".

Another answer says that a supplier can besued for damages only "if it is expressly pro-vided for in a contract in writing".

"The contentious issues that still remain areuncertainties arising out of interpretation ofSection 17, Section 46 of the Civil Liabilityfor Nuclear Damage Act (CLNDA) of 2010,"FICCI said.

The ministry release has now eased theway for foreign suppliers by doing away withthe right of recourse of a victim to sue thesupplier in India directly as well as in a "classaction suit" in foreign courts. Section 46 ontort law "does not create the grounds for vic-tims to move foreign courts," the MEA said.

The CLNDA empowers victims of any

future nuclear accident to sue foreign suppli-ers for huge potential liability, which is hold-ing back companies from doing businesswith India.

"The nuclear manufacturing industrywould also require a clarification fromNPCIL and DAE that this risk would be ade-quately covered through the NuclearInsurance Fund," it added.

On the India Nuclear Insurance Pool, theMEA said it is "a risk transfer mechanismformed by GIC and four other public sectorundertakings who will together contribute acapacity of Rs.750 crore out of a total ofRs.1,500 crore". The balance would be con-tributed by the government.

Residual damages would be borne by the1997 International Convention onSupplementary Compensation for NuclearDamage fund, which India has said it intendsto ratify.

We need to address these. Hope to see it inmy life time.

People need services to be delivered. Theywant integrity, trustworthiness, and profes-sional commitment. But they also want animplementable vision and plans. But theyalso want freebies...more you give, more youget.

They do not get it still, that there are nofree lunches in life. If you rob Peter to payPaul, it won't be long before all get robbed.

Also all campaigning must be become law-ful, transparent, facts and evidence based,civil, organised, more technology driven,reasonable, unbiased, neutral through differ-ent mediums, etc.

Space could be allocated through neutralempires appointed by the ElectionCommission as per laid down rules baseddebates and also grass root work done, andlet candidates be chosen on the basis of per-formance or implementable ideas. Whichmeans widespread use of Television reachingout to the last mile...

Public 'appeals' through use of congrega-tions must be not be allowed and considereda violation of laws. Hence must be banned.

Its time every public servant becomes astake holder in governing this country. Needsof people have far outstripped what the coun-try can provide for, be it water, power, roads,public transport, schools, teachers, doctors,jobs, skills, and even girls. Forget aboutsecurity for women...Only God knows howlong women will continue to suffer...

The PDP seeks firm assurances on protec-tion of Article 370, the BJP stands for anational debate on whether this temporaryprovision of the Indian constitution, grantingspecial status to J&K, should stay or go.

According to the PDP, the west Pakistanrefugees are not permanent residents of thestate, as it existed before the accession ofJ&K to India in 1947.

Therefore, the PDP says there is no consti-tutional or legal justification in grantingthese refugees the same rights like other citi-zens.

Incidentally, these refugees who came hereafter the India-Pakistan wars of 1947, 1965and 1971 do not have the right to buy proper-ty or vote in the state assembly elections,though they can vote in the parliamentaryelections.

While the BJP maintains that the AFSPAcan only be revoked after the security forcesrecommend it, the PDP wants its gradualwithdrawal to be determined by the stategovernment and not the security forces.

PDP`s chief spokesman Naeem Akhtar,who spoke on these issues to IANS inJammu, said, "Mufti Muhammad Sayeed hasbeen in politics for too long to blink onbasics.

"He wants clarity on issues like Article 370and AFSPA and that clarity has to be in con-formity with the commitments we have madeto the people when we sought their vote.

"For the development of all the threeregions of the state and also for the new gov-ernment to deliver on political, developmen-tal and administrative fronts, clarity on basicissues is vital.

Purchasing Power Parity or PPPhas validated a long held sur-mise that the poorer countries

are not as badly off as they are madeout to be nor the richer ones as welloff as they seem. A nominal GDPranking puts India at tenth placewhile a PPP one pushes it up to third,behind the United States and China.The Big Mac Index of TheEconomist loosely corroborates.Travelling to expensive parts of theworld from our country brings thishome to us tellingly.

A 2011 issue of The Economistpublished a controversial piece —“Comparing Indian states and territo-ries with countries: An IndianSummary” — which purported toshow that for all its size and popula-tion, the economy of Uttar Pradeshwas roughly just that of Qatar, andMaharashtra’s no bigger thanSingapore’s, while that of TamilNadu was no larger than Angola’s —all very confusing and probablywrong when in PPP terms, India as awhole is placed third in the world.So, where do we stand and what stan-dard should one pitch for to measureourselves against the rest of theworld?

A land of opportunities

We would be wise to guardedly set-tle for PPP. The world too has donelikewise. India, like those of severalother similarly placed countries, doeshave an economy worth several timeslarger than its nominal GDP indi-cates. This fact has not gone unno-ticed where it matters, especially inthe boardrooms of multinationals orcorporate India which indefatigablyseek to “add an inch to everyIndiaman’s shirt tail”. Some strongendorsement for this comes from themanagement guru, the late C.K.Prahalad. Unsurprisingly, for compa-nies like Suzuki and Honda, India hasemerged as their largest market forcars and two-wheelers and Vodafone,despite an unresolved retrospectivetax issue, is very much here to stay.India of course enjoys the sheerstrength of numbers. Everything thathappens here, as in China, has to nec-essarily be on a gargantuan scale —

invariably in several millions. It takesan outsider to marvel at our scale andmake us conscious of it. But the scaleexists!

After China, India has more mobileowners than any other country. Thesmartphone revolution has just hit usbig and India is more likely than notto emerge as the second largest mar-

ket for that too. India is also one oftwo largest motorcycle manufactur-ers. The country continues its run asone of two largest producers of riceand a third of wheat as well as fruitsand milk. Of course we know that inper capita in agro and dairy products,we are still way behind much smallerproducers but are likely to get “there”thanks to developments in sciencetechnology. In all these segmentsIndia is sitting on the cusp of anopportunity. If the green revolutionsurprised us, managed right, thefuture growth in agriculture willastound the world.

E-commerce is another area wemistakenly thought we had lost outon. Just as we were despairing at thesuccess of Alibaba in China, we nowsee serious investment coming into e-retailing. It is not for nothing thatJapan’s SoftBank is investing heavilyin Snapdeal; Ratan Tata, ever readyto spot an emerging opportunity, hadbet on it much earlier. The bestknown of India’s e-retailers, Flipkart,has attracted significant investors

too. Meanwhile, Amazon, even as itthreatens to leave, is expanding itsfootprint here. India, it turns out, is aglass half full and filling rather thanhalf-empty and emptying.

Social indicators and evidence

But before we start rejoicing weneed to reconcile flattering national

economic indicators with some veryodious social ones. India’s ranking inthe UNDP’s Human DevelopmentReport (2011) is 134. In genderinequality, it comes out marginallybetter but still a rotten 129th out of187 countries. Then on the ease ofdoing business, India is a miserable134th, pretty much at the bottom ofthe heap. So things are that horrible.Or are they only being made out to beterrible?

Given the scale of poverty in India,it is very difficult not to make theserankings stick and lot of visual evi-dence exists. Mukesh Ambani’s mas-sive residence in Mumbai coexistswith a sea of slums nearby. Get out ofmany of India’s airports, and mostespecially Mumbai, and one is con-fronted with every kind of miseryone can think of. Stop at the trafficlights and the poor of India comeknocking on your car window. Thebetter off in our country live in sani-tised islands of relative calm defend-ed by the very kind drawn from theranks of those it seeks to keep out.

But as we all know, visuals, evenpowerful ones, do not so much reflectreality as point out the shocking thatwe tend to ignore or deliberately dis-regard.

Statewide indices for the world

The country as a whole is nowhereas bad as these indices show but

together they do bring out that Indiais a poor bet only because we havebeen inept at better stating ourstrengths while unfailingly adept atinviting attention to our weaknesses.The question to ask is “should Indiabe taken as a country at all for suchindicators to stick”? India is morepopulous than the whole of Africaand roughly equal to Europe and theAmericas combined on that count.We need a better way of being com-pared — clearly, it is absurd to rankthe country alongside say Lesotho orGuinea Bissau — the first has a pop-ulation of less than three million andthe other two. Singapore, for all itsachievements, is about the size ofBengaluru and its suburbs.

Apart from the absurdity of com-paring apples with ladoos, suchindices, as The Economist notes,“blacken a country’s name”. It can, asit states, also “spread like wildfire onthe web”. India needs to proof itselfagainst this by coming up with someconvincing measures of its own thatattract rather than turn away potential

investors using available data with-out tweaking. A start can be made byleaving the country’s PPP rankingalone while more effectively high-lighting and deploying region-wiseas well as State-wise indices foreverything, from gender inequality toease of doing business as well asinfrastructure and migration.

Internal rankings of States, as whata leading Indian magazine brings outannually, is so much like water off aduck’s back, that the game changerwill be when the country configuresthe rankings for global consumption.This will become particularly impor-tant now when States are competingwith each other for investments. Thisshould also make State governmentssit up and take note that governancematters. Chhattisgarh is an earlymover here. It is carpet bombing theprint and television media withadvertisements that project it as aninvestment destination of choice,with a visionary Chief Minister as itsefficient CEO. States with poorsocial indices will strive to match andpossibly overtake the better off ones,creating a virtuous circle. Then, thereis something called shaming thatevery State would like to avoid.

Migrant labour

The debt the richer parts of thecountry owe to its poorer places isone of the dirty secrets we hardly talkabout, but look at the vacant eyes ofan emaciated young security guard inKochi or the young woman at a con-struction site carrying material upprecarious ladders in Bengaluru, andyou immediately connect to theirhomes far away.

Millions are spilling out of India’spoorer States to run services in thebetter off ones. Mumbai would notrun for a day without migrant work-ers and Kerala — the entire State —would come to a grinding halt if thenear three million from Assam andBengal as well as U.P., Odisha andBihar were to en-masse go else-where. The Government of Indiawould therefore do well to bring outan annual State-wise status report onmigrant labour detailing where theycome from and the jobs they do and

how much they contribute to Stateeconomies rather than ungratefullytreat them as parasites. This shouldcool rampant xenophobia of the kindthe Shiva Sena promotes and makeus grateful for a borderless India.

We now learn that the governmentis about to release the religious mixof the country as brought out by the2011 census. Leaks indicate that thenumber of Muslims has gone up mar-ginally, but where? In its most miser-able parts, where along with a major-ity of Hindus, most lead ultra squalidlives and are crying to get better. Themost important message, that theMuslims even in very backward partsconstitute the underclass, cannot beoveremphasised though of coursesome migration from Bangladeshinto Assam and West Bengal cannotbe discounted.

We need statistics we can trust andbe informed. Unfortunately, with aplethora of agencies, governmentdepartments and international organ-isations putting out so much statisti-cal data in the public space, oftencontradicting each another, we havevery little chance of being properlyinformed. It is the government’s dutyto clear the air with up-to-date andcoherent statistical data linking socialand economic indicators. Only thiscan lead to more mature publicunderstanding and reaction than onewhich suggests that Hinduism is indanger or Muslims are consciouslyhaving more children. In the noise,one can ignore that fertility rateshave fallen among the Muslims tooand if they too could derive the bene-fits of economic developmentthrough education, their numbers willfall just as fast. The last especiallydeserves to be widely known. In con-text, statistics can lead to betterunderstandings; deployed out of con-text, they can kill.

In its efforts to promotenuclear commerce with theUnited States, the Narendra

Modi government has run into adichotomy that lies at the heartof this industry. While multina-tional nuclear suppliers, such asG.E. and Westinghouse publiclyinsist that their products areextraordinarily safe, they areadamant that they will notaccept any liability should anaccident occur at one of theirreactors. The joint announce-ment by Mr. Modi and U.S.President Barack Obama lastmonth raised concerns that thegovernment would move toeffectively indemnify suppliers,contrary to the interests ofpotential victims. The list of“frequently asked questions”(FAQs) on nuclear liabilityreleased by the Ministry ofExternal Affairs on February 8confirms the suspicion that theModi government is trying toreinterpret India’s liability lawby executive fiat in order to pro-tect nuclear vendors.

The government has disingen-uously suggested that itachieved the recent “break-through” by establishing aninsurance pool to support suppli-ers. However, to focus on thisarrangement is to miss the woodfor the trees as even a cursoryanalysis of the economics ofnuclear plants shows.

A section in the Indian lawcalled the “right of recourse”allows the Nuclear PowerCorporation of India Ltd.(NPCIL) to claim compensationfrom suppliers up to a maximumof Rs.1,500 crore ($240 mil-lion). This pales in comparisonwith the total cost of the sixplanned Westinghouse reactorsat Mithi Virdi in Gujarat; esti-mates from similar plants underconstruction in the U.S. suggestthat this may be as high asRs.2.5 lakh crore. In the U.S., allnuclear plant operators must

have third-party insurance for atleast $375 million, and supplierscould easily set aside a smallportion of their profits to do thesame for reactors sold in India.

Problematic principle

What suppliers are worriedabout is not the amount, but theprinciple. More concretely, if thelaw places some responsibilityon suppliers, then a future Indiangovernment could use this togain leverage by forcing them topay substantially more for a seri-ous disaster. Moreover, theirexecutives could be heldaccountable under other civiland criminal statutes in India.The FAQs released by the gov-ernment are meant to reassurenuclear vendors on these counts.

The FAQs claim that the pro-vision allowing the NPCIL aright of recourse “is to be read… in the context of … the con-tract between the operator andsupplier.” This goes beyond thelaw, where the right of recourseexists independently of a con-tract.

In 2010, when a parliamentarystanding committee suggestedsuch a linkage, its recommenda-tion was rejected by the Cabinetafter a public outcry. Althoughthe FAQs later state that “a pro-

vision that was expresslyexcluded from the statute cannotbe read into the statute by inter-pretation,” this is precisely whatthe government is doing here.

The FAQs suggest that thegovernment is also committed tothe interests of the public sectorNPCIL which “would insist that... contracts contain provisionsthat provide for a right ofrecourse consistent with Rule 24of CLND Rules of 2011.”However, this is a cunningsleight of hand. A central ele-ment of these rules is that “theprovision for right of recourse… shall be for the duration ofinitial license,” which is usuallygranted only for five years. Incontrast, the promised lifetimeof modern reactors is 60 years,and failure rates tend to increasein later years. Therefore, linkingthe right of recourse to a con-tract is an attempt to water downsupplier liability to a meaning-less level.

The FAQs also declare thatsuppliers cannot be “asked topay more compensation in the

future … than currently provid-ed under the law.” However, thisignores the fact that the lawitself has a provision for revisingliability, which states that “the

Central Government may …from time to time … specify, bynotification, a higher amount.”

A revision of the cap with timeis only natural. Several decadesfrom now, Rs. 1,500 crore maybe worth much less than it iscurrently. Therefore, the govern-ment’s move to perpetually limitsupplier liability to this nominalamount defies basic economicprinciples, and implies that vic-tims will receive a lower com-pensation, in real terms, forfuture accidents.

Finally, the FAQs assert thatthe liability act, ipso facto, takesaway the rights of victims to suesuppliers even under other laws.If this interpretation of the law iscorrect, then it implies that sup-pliers cannot be prosecuted evenfor criminal negligence.

Double standards

This provides a striking exam-ple of double standards. UnderU.S. law, suppliers can be heldlegally responsible for acci-dents. Consequently, fordecades, the U.S. refused to joinany international convention

that would require it to legallyindemnify suppliers. When itengineered the Convention onSupplementary Compensationfor Nuclear Damage, it inserteda “grandfather clause” to ensurethat it would not have to alter itsown law. In contrast, the Indiangovernment seems willing tomeekly surrender the rights ofits citizens.

It is sometimes argued thatIndia must make these conces-sions to “repay” the U.S. for itshelp in facilitating India’s accessto international nuclear com-merce. U.S. policymakerspushed for such access in a cal-culated attempt to induce Indiato support its geostrategic objec-tives and to ensure that U.S.companies would have access tothe emerging Indian nuclearmarket. However, just becausethe Manmohan Singh govern-ment accepted this Faustian pact— and even cast an uncon-scionable vote against Iran at theInternational Atomic EnergyAgency — does not mean thatthe country needs to repay thisself-serving “favour” endlesslyby bending its laws and spend-ing billions of dollars on U.S.reactors.

Although the question of lia-bility is somewhat abstruse, itdeserves greater public attentionbecause it serves as a clear lensto understand the central conflictinvolved in India’s nuclearexpansion: the desire of nuclearvendors to have profitabilitywithout accountability and theinterests of ordinary people whocould be potential victims. Thegovernment’s attempt to resolvethis conflict in favour of theindustry is a revealing indicatorof its priorities.

Delhi Chief Minister Arvind Kejriwal has clearlyindicated that he is a man in a hurry. Even beforeassuming office on Saturday, he had placed before

Prime Minister Narendra Modi his government’s priorities.His tenor was conciliatory, his arguments seemingly rea-sonable while he took care not to include in his Ministrycontroversial Ministers from his first tenure. In his inaugu-ral speech as Chief Minister, Mr. Kejriwal said heimpressed on Mr. Modi the point that Delhi would notprosper without “constructive cooperation” between theCentre and the State. The unstated part of Mr. Kejriwal’smessage was that he intended to set the agenda for Delhi.Yet the AAP’s demand for full statehood — that, if accept-ed, would give the Delhi government control over two crit-ical areas of governance, land and the police — will becontentious, not least because the Centre would be loath togive more powers — and greater independence of action— to the new AAP regime. Mr. Kejriwal has alreadybroached the subject with Mr. Modi, who has been non-committal. This is an issue that has larger dimensions, andit remains to be seen how it unfolds in the dynamics ofrelations between the AAP and the Modi government.Having come to power primarily on an anti-corruptionplank, Mr. Kejriwal’s first goal will be to enact the contro-versial Lokpal Bill. The failure to clear it in his first stint inoffice had made him take the ill-judged step to quit. Now,with 67 MLAs in a 70-seat Assembly, Mr. Kejriwal shouldhave no problem pushing it through but, after that, it willrequire ratification by the Centre. How that turns outdepends on the BJP’s disposition. The last time, the 32 BJPMLAs in the Delhi Assembly had opposed the Bill. Whilesenior AAP leaders have indicated that the party has learntfrom its first innings in power that a path of confrontationhas its limits, the likelihood of flashpoints in the comingmonths cannot be ruled out as the tussle for the control ofDelhi continues. In governance terms, what can Mr.Kejriwal do without getting full statehood? He may be ableto reduce electricity and water tariffs, but will remaindependent on neighbouring States and the Centre for sup-ply. He may also be able to fulfil his promises on educationif funds are forthcoming, and certainly he can make a dif-ference in reducing everyday corruption. Going forward,with the heightened public expectations of the AAP as theparty of the common person, Mr. Kejriwal must demon-strate that his is a government with a difference. He shouldtake transparent steps to unveil a governance structureemphasising accountability and accessibility. That is thereal hope that the AAP embodies to thousands of its well-wishers.

“At the request of theJD(U) leaders for recogni-tion as the mainOpposition party and sepa-rate sitting arrangements inthe Assembly on the firstday of the Budget Session,I’ve called a meeting of allparties for 3 pm, February16,” Chaudhury informedon Saturday.

The BJP, however, hasmade it clear that it will notallow such a thing to hap-pen. The party has furtherdecided to boycott themeeting.

Based on leads received fromthe apprehended terrorist leadersabout presence of hideout insidethe Amring forest area nearVillage Tapat, the securityforces immediately launched awell coordinated massive comb-ing operation in the area, theysaid. Traversing for over 16hours through the thickly forest-ed Karbi Anglong, the joint teamof army and police managed tocordon the hideouts by earlymorning today.

In subsequent operation, aftera fierce gunfight that lasted forapproximately 45 minutes, thesecurity forces managed toapprehend all seven terrorists.

Two persons were killed and awoman injured in a firing alleged-ly by Assam Rifles personnel atMission Chariali area of Tezpur inlower Assam's Sonitpur districttonight, a senior police officersaid.

The incident took place at PatiaChuburi under Tezpur Sadar policestation and the cause of the firingwas not yet ascertained, SonitpurSuperintendent of Police SanjuktaParasar said.

Police has rushed to the site andinvestigation is on, Parasar said,adding that the injured woman,Jinu Das, was admitted at TezpurKanaklata Civil hospital.

The local people alleged that thejawans opened fire when a familyrefused to serve them liquor.

CHANDIGARH, FEB 16The minimum temperatures today rose

sharply across Punjab and Haryana,including Chandigarh, even as someplaces received rains.

The night temperatures rose by up toseven notches above normal since yester-day, a MeT department report said.

In Haryana, Ambala recorded a low of15.3 degrees Celsius, six degrees abovenormal while Hisar's minimum rose byover seven notches since yesterday to14.6 degree Celsius, which was fivedegrees above normal. Karnal recorded alow of 13.4 degrees Celcius, up by fournotches since yesterday.

Chandigarh's minimum also registereda sharp increase with temperature settlingat 16 degrees Celcius, seven notchesabove normal. Yesterday's minimum herewas recorded at 11.7 degrees Celcius.

In Punjab, Amritsar recorded a low of10.4 degrees Celsius, three notches abovenormal.

Patiala and Ludhiana also recorded anincrease in the minimum temperatures

since yesterday with the mercury settlingat 14.4 degrees Celcius and 12.9 degreesCelcius respectively.

Yesterday, the maximum temperatureshovered between 23 and 27 degreesCelcius in most parts of Punjab andHaryana.

Meanwhile, few regions includingChandigarh, Ambala, Kurukshetra,Mohali and Ropar, experienced light tomoderate rainfall.

Senior BJP leader Prem Kumar Dhumal alleged thatHimachal Pradesh Chief Minister Virbhadra Singh wasmisleading people over the release of MNREGA fundsand said the Centre has released all the money to thestate. Dhumal said that the Centre had not only releasedfunds under MNREGA but also sanctioned severalschemes which were "stalled" by UPA government.

"Instead of expressing gratitude to Prime MinisterNarendra Modi, Singh was putting the blame on theCentre," he said.

The former chief minister said that following reports ofirregularities in implementation of MNREGA in somestates during the UPA regime, the Union government hadstarted asking for submission of completion report'online' for 60 per cent work done under the scheme, andthe funds of the states which failed to submit the reportwere withheld and the labour was not being paid.

However, funds for Himachal Pradesh have beenreleased, he said. "The Chief Minister was misleading thepeople to hide the failures of the government and theCentre had not only released funds under MNREGA butalso sanctioned several schemes," Dhumal said in a state-ment here today.

ing in San Jose, California.Blacksmith Group start-up at Nanyang Technological University

(NTU) launched Saturday the user-friendly all-in-one device,named the Blacksmith Genesis.

The $2,200 (roughly Rs. 1.36 lakhs) device allows users to scanany item, and then edit the digitised model on the comput-er and print it out in 3D, Lester Kok, assistant manager ofNTU's Corporate Communications Office, told Xinhuanews agency Sunday.

"Most 3D printers sold on the market now are not reallyuser-friendly as their 3D models and blueprints usuallyhave to be designed from scratch on the computer," Koksaid, "but Blacksmith Genesis doesn't require muchknowledge of 3D software."

Unlike other commercial 3D printers, BlacksmithGenesis uses an innovative rotary platform for its printingand scanning. This patent-pending revolving platformallows for true 360-degrees scanning, and can print itemsup to 6,650 cubic cm, twice the size of those printed byother similar-sized 3D printers in the market.

With a fine resolution of 50 micrometres, the reproduc-tions will be twice as detailed compared to other compact3D printers. Likewise, scanning of objects with its fivemegapixel camera takes only six minutes, twice as fast asother 3D scanners in the market.

Another unique feature of Blacksmith Genesis is itsremote live monitoring and automatic error detectionusing an in-built camera. Users can also monitor the print-ing process on their smartphone from anywhere in the
