Differences between building and construction
Building: - The asset is marketable- Buildings are isolated objects- The building is projected after choice of location- Simple regulatory process- Few neighbours- Only building activity at the building site
Road constr.: - The asset is not marketable - The road system is a network, where each road must be seen alike- Road constrution must be projected before the constrution site is acquired- Complicated regulatory process- Numerous neighbours- Other activities at the construction site (traffic),
when exsisting roads are reconstructed

Payment mechanism
1. One fixed amount at the completion of the roadObjective: Incentive to accelerate completion. Fines related to the construction will be deducted in the amount.
Two instruments of debt:2. Instrument of Debt 1: Risk-free (not subject to deductions). Paid
by instalments during operating period.3. Instrument of Debt 2: Risky – being subject to deduction for non
compliance at the handover of the road to the Road Directorate.The instrument of debt will be paid in its entirety – after deduction - at the handover of the road to the Road Directorate.
Each of the tenderers will be compensated – except the winner.
