13. A way for people to afford living in the canyon is by renting a portion on say Airbnb while still

living in the home. If their family is reduced to two people there is no reason they shouldn't

be able to rent a studio to another couple. If they want to live in the studio and have people

stay short term in their home. When you look at the number of people per night and multiply

it by the number of days in a year it will be less usage than a family using the house every

single day and less water usage.

desired vs. 'all or nothing' basis. Typical of resort settings, the owner of property may reside

in a portion or use it on a part-time basis and desires to allow a portion to be rented to cover

trash pickup is scheduled typical of any urban residential area. It is unreasonable and unhealthy to

require such containers to be stored 'inside the home'.

10.remove the recycle word. wildlife cannot digest clean recyclable items. and we don't have

a recycle bin at the brighton circle.

4.Recommendation: Due to the hazard of wild animals all trash and recycling must be put in a

dumpster as soon as possible or kept within a contained area. No trash or recycling can be left

outside. It is recommended that owners provide directions on recycling protocols and location of

dumpsters.

5. Parking

3. This will be very helpful during ski season

4. Parking is a problem, further discussion and planning is overdue.

5. Anything to help people know where they are supposed to park is nice.

9. If someone is parking on my property they should be towed. I know who to call. My problem

with parking is unrelated to STR operations but instead due to ski resort operations when

parking lot is full I’ve had several instances with cars parking on my property or on the road

directly in front of my house.

10. The last suggestion on the map won't work. All vehicle sizes are different. It also suggests

that the snow is always the same and the time they will be parked there the same. At least I

know in my driveway this would not work.

11. NOTE: For example, there may be gatherings of household family and guests on a property

such as social events (ie: reunions, weddings, parties, Holidays, etc.) whereby guests not

occupying the property overnight may park on the roadway outside the ROW white line if not

posted 'No Parking' typical of residential neighborhoods and multi-use settings. Additional

temporary guest parking should also be allowed in areas (ie: neighbors property/driveways,

resort lots, etc.) when authorized by the owners or managers of these properties.

5. Recommendation: All parking must be on the property of the short term rental. Parking may not be

on grass or other flammable material. Parking may not be on anyone else’s property including

resorts (unless written permission has been obtained).

Number of spaces required: Short term rental, two spaces per dwelling unit plus one additional

space for each bedroom exceeding two bedrooms.

Suggested to take out from Recommendation: Every STR must have a minimum of 2 parking spots.

For each additional bedroom rented out above 2 an additional parking spot is required. For example

a 5 bedroom rental must have 5 parking spots available during every season.

1. What is a “community snow plow?”

2. Not everyone can afford or chooses to use Paul or similar services.

3. As a STR owner, we remove snow for our guests ASAP after each storm. It’s part of

providing a good experience for our guests.

4. The wording “paying for driveway and road costs” does not apply to all.

5. It should read, “where a private road it required to access the property, owner shall pay for

road plowing costs”

6. Regarding the specific driveway area, wording related to cost should be eliminated, as many

owners do this personally to save a cost impact to our business.

is much better than a firm time frame. Are we going to have “snow removal police” out there

enforcing this or can we all just do the best we can and act in a reasonable amount of time?

6. Recommendation: Snow is to be removed by the owner, community or County snowplows as soon as

feasible. Owner is responsible for paying all road and driveway snow plow costs before a STR license will be

issued. When a unit is occupied, they are responsible for light snow removal if necessary. Snow shovels must

be provided. Adherence to snow tire rules is highly recommended.

3. in my observation, nearly all STR guest make more noise than the nearby owners. After all,

they are on vacation.

rules does not mean they have been properly communicated so making rules about putting

up signs will not create the desired control.

9. I manage this very well but don’t want future problems if you eventually do an inspection of

my STR and this signage is not present. If there is a problem with noise it must be

addressed. We do post this by choice, but don’t need it required by the town. If you provide a

sign I’ll happily post it in the appropriate area but if it should go missing one day, or a guest

removes it, I don’t want to be penalized when I posted it originally.

10. You suggestion of posting everything inside the unit makes the home seem less like a home

and more like a rental house and no one reads these notices anyway.

11. Renters need to know the rules in order to obey them.

7. Recommendation: Occupants of a short-term rental shall not create excessive noise that is

incompatible with adjacent land uses. Quiet hours per SLCo Health Regulation 21 are 10 pm-7 am. It is

highly recommended that STR owners post this notice.

Outnumber us posted in numerous locations within our STR. No concerns on this.

2. I am concerned about posting an exterior sign on my property that even though it’s small,

once a vandal knows what to look for, can attract burglary due to the vacancy of most STR’s.

4. They can include a QR code that only once scanned, would indicate they type of property and

provide owner information.

5. This would allow us to notify a neighbor if we see something unusual at their house also, but

8. Recommendation: A short-term rental use shall not have any signs on the premises that advertise the

use.

It will be required that inside the unit of every short term rental will be posted a set of guidelines: This

will be a framed document provided by the Town of Brighton to not exceed 8.5” wide by 14 long”. The

following guidelines will be listed:

1. Contact information for the owner or property manager that can respond to a call within 1 hour.

2. Due to fire code the Maximum Occupancy of this unit is _______.

3. Quiet hours in the Town of Brighton are 10pm-7:00am.

4. All vehicles must be parked on this property or will be towed at vehicle owner’s expense.

5. The Town of Brighton is located in a very high fire hazard zone. All outdoor fires must be

contained in a fire department approved container. No fires can be made on the ground or left

unattended and must be dosed with ample amounts of water so that a person can dig into the

coals without being burned.

6. No fire ash may be dumped in dumpsters until mixed with water.

7. Due to the hazard of wild animals no trash or recycling can be left outdoors. Please place trash

and recycling in the proper dumpsters as soon as possible. Please observe recycling protocols.

9. Roof avalanches are common around canyon homes. Beware of traveling between or

under rooflines.

company is Granicus using a platform called Host Compliance).

2. Also, it should be added that the hot trashcan of ash cannot be placed on something

combustable. ie. I almost almost caused a fire once doing the this on our wooden deck, and I

should know better. I live here!!

4. No one who has ever cleaned out a fireplace does it when it is hot. Why is this rule

necessary? If the door to the dumpster is open a posted fire rule will only give pyromaniacs

ideas.

1. This is absolutely not a STR issue and should be removed from this forum.

2. This is a UDOT issue to enforce, not the towns.

3. This is a locals issue that impacts everyone to enters the canyon.

4. Have you seen the 2-wheel drive cars with Utah plates that are up the canyon alllllll the time?!

I would like the committee to take this off the STR agenda and put pressure on UDOT to

actually enforce this.

5. Most STR’s are hosting out of state visitors who rent cars. They almost always rent 4WD.

6. STR’s can advise/ suggest this on the rental sites. We currently already do this.

7. Bad tires cause numerous problems for the renters, canyon traffic and nearby residents

8. Great change to keep traffic flow going in snow storms

9. So many people get told by the rental car company that any car is fine and it’s not. They take

whatever vehicle is given to them.

10. This is not an STR host problem. This is a canyon/ UDOT/ UPD problem. If the responsible

parties at the mouth of the canyon are not enforcing this then the problem will not be

stopped. I always see improper cars (most commonlyWith Utah plates) being allowed in the

canyon and cannot understand why this isn’t strictly enforced by UDOT. I constantly drive

behind improperly equipped vehicles and the traffic they create. This is a safety risk to all.

12. I feel the towns efforts should be focused on a canyon wide enforcement of this instead of

thinking that it’s an STR problem.

13. I do educate my renters but they are not the ones creating this problem. They have money for

a ski vacation and also money for a 4x4 suv. I feel you guys are putting far to much effort

into micromanaging STRs instead of addressing larger issues of canyon use/ abuse.

such as the use of certain vehicle snow tires, M/S or M+S tires, chains, UDOT roadway

is subject to udot requirements. maybe even delete this.

2. I strongly encourage the town council and community to focus on getting ALL STR’s into

compliance and get business licenses. After that we can then address more granular issues

such as trash cans, number of occupants, etc.

4. I think the only efforts the town should be worried about right now are getting every STR in

the canyon into current compliance. They all need to obtain their conditional use and obtain

a business license. This subcommittee is so caught up with all these little changes that they

are missing then big picture of first getting everyone into the current compliance and make

sure the town is getting the revenue that STRs contribute and people are following the

current county code. Then and only then (like in a few years). Should we be addressing all

these small and some controversial changes. Since you want to change the conditional use

you are delaying so many people from getting into compliance and you may never be

successful in your desired change. You need to start at the beginning and work forward. You

are going about this wrong.

14.Recommendation: A business license is required to operate a short term rental in the Town of

Brighton unless the rental is under management of Solitude Resort. It is unlawful to

conduct or operate a short-term rental without having obtained a license therefor.

suggest a change. Needs more definition.

1. Please clarify that the responsible party the owner can designate may be themself if they can

respond within a reasonable time frame.

2. I am available to respond to a clogged toilet with the same urgency as a noise complaint. I

keep my place in tip top shape and expect my guests to be respectful of my property and

also of noise levels.

3. Also, as a STR owner I absolutely do not want people partying in my cabin, being loud,

damaging my place, etc. regardless of them being a nuisance to neighbors. I will kick them

out personally and not have them back!

4. Requiring STR’s to use a service such as Cottonwood Lodging is much like supporting a

business monopoly.

5. This will provide better monitoring

6. Time limit and beyond business hours is unnecessary .

7. And have notification of 24/7 contact if a car gets stuck in the neighborhood- unless this is

8. I would also make the licensee personally liable. That will help promote cooperation with the

10. However a 24 hour in-canyon host could create a monopoly for STR to be forced to use the

in-canton option.

11. 20 minute response time is difficult to meet. But it must be clear that the responsible party is

local enough to be able to come to the property in a reasonable time.

12. NOTE: The requirement for Property Management to respond to guest inquiries within 20

minutes or 1 hour is unreasonable. PM should be available 24/7 and respond to owner/guest

inquires within a reasonable length of time via. phone, text and email within a maximum of 4

hours.

responsible party that can answer a phone call within 1 hour and be able to address issues,

complaints or emergencies.The phone number of that responsible party will be included on the

posted guidelines (See #8).

1. Yes!!!! Please focus on getting the 80% of STR’s into compliance with a business license and

tax ID before you focus on smaller issues.

2. Of course it’s necessary to pay proper taxes. We support this as any responsible business

owner should.

3. VRBO and Air BnB pay the taxes now. Having a short term rental Tax ID doesn't work for

everyone because you never need to file if you only use Air BnB and VRBO. I think it should

be optional.

STR’s actually refuse to be in compliance. This needs to be assessed before we need to start

trying to penalize those STR’s who are doing their best to follow the rules.

4. NOTE: A list of Violations and Fines should be provided.

19. Recommendation: The fine for operating a short term rental without a license will be an amount

double the cost of obtaining the license (this includes the MSD review process fee and the business

license fee). For every day the property is in violation $100 will be added to the fine.

2. Please get all STR’s into compliance so those of us who are paying taxes, feel we are taxed

fairly compared to those who have higher profits because they skirt the enforcement and

licensing.

3. STR’s bring a significant monetary value to the town through 2/3rds higher property taxes, as

well as sales, lodging and transient room taxes.
