PARKING BY-LAW 86/2016Relating to the Regulation of Truck
Parking on City Streets2(1) In this by-law: “large vehicle” means ... a vehicle that, alone or together with any trailer connected to it, is longer than 6.7 m (22 ft). “special purpose vehicle” means (a) a special mobile machine as defined in the Highway Traffic Act; and (b) any other vehicle that is not required to be registered under The Drivers and Vehicles Act or a similar law of another jurisdiction. “trailer” means a vehicle designed for carrying goods or persons and for being towed by a motor vehicle. LARGE VEHICLE PARKING LIMITED TO ONE HOUR
One-hour limit for large vehicles, trailers and special purpose vehicles13(1) none of the following vehicles may be parked on a street for more than one hour: (a) a large vehicle; (b) a trailer; (c) a special purpose vehicle. EXCEPTIONS TO LARGE VEHICLE PARKING LIMITATION
13(2) Subsection (1) does not apply to (a) a vehicle shown to be in active use by a tradesperson working on premises in the immediate area; or (b) a bus parked in a space designated by a traffic control device for bus parking.
EXCERPTS FROMTHE CITY OF WINNIPEG
TRAFFIC BY-LAW No. 1573/77Relating to the Regulation of Truck Traffic
on City Streets2.(1) Unless otherwise expressly provided or unless the context otherwise
requires, words and expressions in this by-law have the same meaning as the same words and expressions in The Highway Traffic Act of the Province of Manitoba and in Manitoba Regulation 575/88, being the Vehicle Weights and Dimensions on Classes of Highways Regulation passed pursuant thereto.
2.(2) In this By-law:
"Director" means the Director of Public Works or such person as may be authorized by the said Director to exercise some or all the powers vested in him/her by this by-law.
"driver" means a person who drives or is in actual physical control of a vehicle and includes any body corporate in respect of vehicles driven by its officers, employees, or agents in the course of their employment, and the expressions "drive" and "driving" have a corresponding meaning.
"driver transfer point" means a point of transfer within the City such as a trucking terminal and as so identified and authorized by the Director as may be required from time to time, to enable a change of truck drivers for a trip originating from outside the City and destined to a point within the City other than the point of transfer.
"Regional Street" means a street designated as such by Council on May 2, 1973, and as may be amended from time to time.
"RTAC truck" means a truck, a truck and pony trailer combination, a truck and full trailer combination, a truck and semi- trailer combination, an A, B, or C-Train, which conforms to the criteria set out in Sections 9, 13, 14, 15, 16, 18, 19, 20, 21, 23, 25, 28, and 30 of Manitoba Regulation 575/88.
"truck" means a motor vehicle or semi-trailer truck, that is constructed or adapted to carry goods, wares and merchandise, freight or commodities, but not passengers or baggage, and that has more than four tires.
"truck tractor" means a motor vehicle designed and used primarily for towing other vehicles, and not so constructed as to carry a load other than the driver thereof and part of the weight of any vehicle so towed including the load thereon, and that has more than four tires.
SPRING WEIGHT RESTRICTIONS
17.(3) ...Director shall place and maintain or cause to be placed and maintained traffic control devices to limit the weights of vehicles operated upon streets that do not have concrete pavements. The weight limitation referred to herein shall be imposed during the period March 23 to May 31, both inclusive, of each year, unless the Director declares otherwise.
ROUTE OF TRUCK TRAVEL
39. All trucks, truck tractors or combinations of either one of them with a trailer or trailers within The City of Winnipeg shall be operated only over and along the streets or sections of streets set forth as Truck Routes in Schedules 1 and 2 hereto, but any truck or truck tractor or combination of either one of them with a trailer or trailers may operate upon any street where necessary to the conduct of business at a destination point, provided that Truck Routes are used until reaching the intersection nearest the destination point. Upon leaving the destination point, a truck or truck tractor or combination of either one of them with a trailer or trailers shall return by the shortest routing to a Truck Route.
39.1 Notwithstanding Section 39, to minimize truck travel on non-truck routes when a truck or truck tractor or combination of either one of them with a trailer or trailers has multiple deliveries in an area bounded by Truck Routes, it may proceed to conduct such business without returning to the nearest Truck Route and only after the completion of all business return by the shortest routing to a Truck Route.
40. All streets and sections of streets set forth as Truck Routes in Schedule 1 hereto shall be further identified as Truck Routes by appropriate Truck Route signs except where Sections 42 and 43 apply, and shall remain open as Truck Routes, Monday to Sunday, both days inclusive, at all times.
41. All streets and sections of streets set forth as Truck Routes in Schedule 2 hereto shall be further identified as Truck Routes by appropriate Truck Route signs and shall remain open as Truck Routes, Monday to Saturday, both days inclusive, between the hours of 7:00 a.m. and 7:00 p.m.
42. Where "Route" Signs are installed and maintained on a street or section of street, the street or section of street shall be deemed to be a Truck Route within the terms of this by-law.
43. Where Provincial Trunk Highway signs or Provincial Road signs of The Province of Manitoba are installed and maintained on a street or section of street, the street or section of street shall be deemed to be a Truck Route within the terms of this by-law.
44. The Director shall keep and maintain a current map setting out the streets and sections of streets set forth as Truck Routes in Schedules 1 and 2 hereto, and shall make available to the public, copies of the map at no charge.
VEHICLE WEIGHT AND LENGTH LIMITS (see summary Table 1 on this side)
45. No person may drive or move, or permit to be driven or moved, on any street within the City of Winnipeg (a) a non-RTAC vehicle which contravenes the requirements set out in sections 26, 27 and 29 of The Vehicle Weights and Dimensions on Classes of Highways Regulation, Manitoba Regulation 575/88 with respect to a highway classed as A1;
(b) an RTAC vehicle which contravenes the requirements set out in sections 28 and 30 of The Vehicle Weights and Dimensions on Classes of Highways Regulation, Manitoba Regulation 575/88 with respect to a highway classed as an RTAC Route.
WEIGHT RESTRICTIONS OR ALLOWANCES ON SPECIFIC STREETS, WATERWAY CROSSINGS AND OVERPASSES
47. Notwithstanding the provisions respecting routes of truck and truck tractor travel within The City of Winnipeg contained in this By-law, the specific provisions of Schedules 6 and 7 hereto shall govern the use of streets or portions of streets and the waterway crossings and overpasses set forth therein.
EMERGENCY VEHICLES
48. Notwithstanding the provisions respecting routes of truck and truck tractor travel within The City of Winnipeg contained in this by-law, an emergency vehicle in excess of the limits set out in this by-law may be operated upon all streets, waterway crossings and overpasses save and except for those waterway crossings and overpasses listed in Schedule 7 hereto.
SPECIAL PERMITS FOR OVERSIZED OR OVERWEIGHT VEHICLES
48.1 (1) Notwithstanding sections 45, 47 and 48, the Director may issue a special permit permitting the operation of an oversized or overweight vehicle on streets within the City of Winnipeg where the Director is satisfied that the operation of the vehicle will not
(a) damage the streets over which it passes; (b) disrupt traffic or pose a threat to vehicular traffic or pedestrians; (c) damage properties adjacent to the right of way.
(2) A special permit issued under subsection (1) may be issued subject to conditions and limitations imposed by the Director to eliminate or minimize
(a) damage to the streets over which the vehicle will pass; (b) disruption of traffic or the threat to vehicular traffic or pedestrians; (c) damage to properties adjacent to the right of way.
(3) A special permit referred to in subsection (1) may not be issued prior to the payment of a fee established by Council.

1. No person shall operate a truck or truck tractor, or any vehicle in excess of 9,100 kilograms gross vehicle weight, along or over Arlington Street between Logan Avenue and Dufferin Avenue (The Arlington Street Bridge).
2. No person shall operate a truck or truck tractor, which has more than six tires, along Jubilee Avenue, unless the vehicle is conducting business on Jubilee Avenue or on streets in the vicinity of Jubilee Avenue where Jubilee Avenue is the shortest routing to or from a Truck Route.
