WELCOME Dear Families,

I want to extend a warm welcome to you from Friends Child Care Center on behalf of myself, administrative staff and teachers! We consider it a privilege to provide your family with a high quality early learning experience that will nurture growth throughout all developmental dimensions while your child learns through play and social interactions. Classroom centers are designed to foster active learning through independent exploration of developmentally appropriate materials that meet your child’s interests and abilities. Teachers see themselves as facilitators of that play and continually look for ways to enhance learning. Activities are developed from the knowledge teachers gain through daily observation of children’s skills and interests during play, circle and story times.

Whether your child is starting school for the very first time and/or is transitioning from another school or classroom, this can be a very exciting yet worrisome time for both children and families. No need to worry! We understand that change can be upsetting for our little people, and we want to assist families in any way we can with creating a smooth transition into our school or into a new classroom. Please provide staff with information about your child’s preferred soothing techniques or activities that may grab their interests. We encourage your input as your insights are valuable.

At FCCC, community is valued greatly and there are many ways in which families can be actively engaged. Social gatherings including potlucks and picnic lunches and classroom and center wide trips, are planned throughout the year. We encourage and welcome volunteers to chaperone, plan/organize and assist with set up and clean up.

In addition, there are a few important fundraising events for which 100% participation from families is needed in giving and volunteering services/goods. FCCC is thoughtful about how we fundraise and is conscientious about not overtaxing anyone financially and laboriously. However, fundraising dollars are essential in helping us to maintain a balanced budget while providing such wonderful cultural arts programming and maintaining qualified staffing through above average pay rates, health benefits and paid time off. The fundraising committee of the board of directors welcomes those with interest in fundraising as non-board committee members. If you have an interest, please email the office at [email protected] and your interest will be forwarded accordingly.

Finally, I encourage you to tell a friend, relative, co-worker or neighbor about our school. It’s the greatest compliment we could ever receive and we appreciate the referral.

About UsPhilosophy

The program at Friends Child Care Center is based on active learning, developmentally appropriate activities that facilitate and enhance social, emotional cognitive and large and small muscle development, by age and individual readiness in an environment that provides loving support and intellectual stimulation. The primary emphasis is on social development and learning through active play. Friends Child Care Center supports parenting by enabling children to grow and learn in a safe, stimulating, loving environment.

Mission

FCCC provides an enriching environment of love, security and community to children between the ages of 3 months and Kindergarten. Through age appropriate experiences, its children learn respect for others, self-confidence and social skills. They develop curiosity about the world and learn to appreciate people who are different from them. The children grow emotionally, physically, socially and cognitively. They build a foundation of competence and confidence that prepares them for everyday situations and, ultimately, for school.

Our Mission states:

Friends Child Care Center is guided by the Quaker belief that there is that of God in every person. This belief inspires and informs everyday life at the Center while it affirms the individual value of each child, teacher and parent. The approach to learning is broad but simple: children learn to get along with other people as they experience the rewards of learning what they want to know.

Friends Child Care Center provides quality child care for young children whose parents are Friends Center employees or live/work in the Philadelphia area. We strive to reflect the cultural and economic diversity of our urban community. We encourage young children in their ability to be caring, curious, responsible beings.

Definition of FamilyIn this handbook we refer to family as a parent, legal guardian, sponsor or anyone else who provides for the well-being, best-interest and responsibility of the child in our care.

Admission & EnrollmentAll admission and enrollment forms must be completed and escrow deposit paid prior to your child’s first day of attendance.

An escrow deposit of ½ of one month’s tuition is due with the submission of the signed Enrollment Agreement. The deposit will be returned after all outstanding tuition is paid, providing the parents give FCCC 30 days written notice as to the child’s last day. Based on the availability and openings, our facility admits children from 3 months to 5 years of age.

Families are encouraged to schedule a classroom visit 1 week prior to the start. Classroom contact information will be provided at the time of enrollment acceptance. Families should plan to stay for the minimum of 1 hour to give time for your child to become familiarized with the classroom environment, peers and teachers. Suggested times for visits are between the hours of 9-12pm.

If your child has an identified special need:

Please provide us with a copy of your child’s recent IEP and any other documents that may help us to better plan for your child’s needs while they are in school.

Inclusion Friends Child Care Center believes that children of all ability levels are entitled to the same opportunities for participation, acceptance and belonging in child care. We will make every reasonable accommodation to encourage full and active participation of all children in our program based on his/her individual capabilities and needs.

Philadelphia Infant Toddler Early Intervention:Infant Toddler Early Intervention

In Philadelphia, Infant Toddler Early Intervention is a variety of agencies working together with families to provide early intervention services for children. Early intervention services help young children grow and develop and support their families in caring for them. Children from birth to three years of age who are eligible will receive early intervention supports and services from Birth to Three Programs across the county. In Pennsylvania the Office of Child Development, part of the Department of Public Welfare oversees each County's Infant/Toddler Early Intervention Program.

To promote the importance of families in guiding the services of their children, the Philadelphia/Pennsylvania Office of Child Development believes in family centered services and supports that respect your family's concerns, interests, values and priorities.

United Way of Southeastern PA:

The goal is to improve and sustain the quality of early learning experiences in child care centers by providing technical assistance, financial support and professional development opportunities. Provide better nurturing techniques in the home by supporting on-going, formalized parenting education programs. Increase the professional skills of those working with young children and their families by providing professional development training to early childhood educators. Advocate for increased public support for high-quality early childhood education.

Any arrangement between families and our caregivers outside the programs and services we offer is a private matter, not connected or sanctioned by Friends Child Care Center.

Communication & Family PartnershipDaily Communications. Daily notes from center staff will keep you informed about your child’s activities and experiences at the center and/or notes will be emailed to the email address provided on your contact information form or given in children’s mail slots.

Bulletin Boards. Located throughout the center, bulletin boards provide center news, upcoming events, faculty changes, holiday closing dates, announcements, etc.

Newsletters. Monthly newsletters provide center news, events, announcements, etc. These newsletters are available on our website by the 5th of every month.

Email. We encourage you to provide an email address that you use regularly so that we may send you announcements, event invitations, newsletters and general updates.

Classroom Directories are distributed periodically which include family email contact information and are not to be used for solicitation or airing grievances.

Family Visits. Family participation is encouraged. Visit our classrooms, volunteer, come along on a field trip, or eat a meal with your child.

Conferences. Family & teacher conferences occur twice a year. During these conferences, we will discuss your child’s strengths, likes and dislikes, and styles of learning. We will work together to set goals for your child’s growth and development. You may request additional conferences regarding your child’s progress at any time. We encourage you to communicate any concerns. Additionally, anecdotal notes will be shared through Teaching Strategies Gold online periodically throughout the month. Parents will receive an invite via email from the classroom teacher. Parents must accept the invitation to view the materials.

Website. Upcoming Events are listed in the parent section.

Issues or Concerns. If there are any concerns that arise regarding classroom procedures, please direct your inquiries to the Lead Teacher of your child’s classroom. Concerns regarding school policy or personnel should be addressed to the Director by calling 215-241-7108 or emailing [email protected].

Publicity Unless the family indicates that they want their child to participate, we will not use pictures and names of children for publicity.

Curricula & LearningLearning EnvironmentWe provide a rich learning environment with curricula that are developmentally appropriate to the specific ages in each classroom. We have a flexible day routine that allows children to advance at his/her own pace. We strongly believe that learning happens through play. Learning and exploring are hands-on and are facilitated through interest areas. Our program is designed to enhance children’s development in the following areas: creativity, self-expression, decision-making, problem-solving, responsibility, independence, and reasoning. We encourage openness to that which is different from us, and the ability to work and play with others.

Copies of daily schedules are posted in each classroom.

Outings & Field TripsWeather permitting; we conduct supervised walking trips around the neighborhood. Children are accounted for at all times. A permission statement for participation in walking trips is included in the enrollment package.

From time to time, there will be supervised field trips, and we encourage you to join your child on the trip. Permission Slips for each trip must be signed by the child’s family.

For field trips, please dress your child appropriately for the season. Walking shoes are a must. Sandals and flip-flops are not appropriate for walking and make it difficult for your child.

The safety of children and staff will be guarded in all activities of child care programs. Proper restraint systems (seat belts) and the correct use of them are critically important during travel to/from the child care program as well as during field trips.

Supervision PolicyChildren will be supervised by FCCC staff at all times by sight and hearing, while sleeping, eating, playing (indoors and out) and on field trips.

Method of SupervisionTeachers will count children on a scheduled basis (every 15 minutes minimally) whenever leaving one area and arriving at another to confirm the safe whereabouts of every child. Group Supervisors will ensure that every child is assigned to a staff member for tracking throughout the day on and off site.

Off-Site Excursion PolicyChildren who are taken off-site on field trips must wear a Friends Child Care Center t-shirt which is available for purchase in the child care office. It is strongly suggested that parents purchase the shirt at the time of enrollment. Children who come to school without the shirt may be required to stay back and not be allowed to attend the trip depending on the venue. (This decision will be made at the discretion of the Director and/or classroom teacher.) The method of supervision as detailed above will be strictly followed.

TransitionYour child’s transition in child care should be a positive and exciting learning adventure. We will work with you and your child to ensure the smoothest possible transition occurs as new routines and new people are introduced.

Transition from home to center. Prior to your child’s first day, you will have an opportunity to tour the center, meet with your child’s peers and teachers, and communicate any anticipated concerns. At this time please share the best communication methods that the teacher may use to reach you.

Transition between learning programs. Children are transitioned to the next program based on age, developmental readiness, state licensing requirements, and space availability. Before the transition, parents will receive written notification from the Director informing them that their child has been recommended by their teachers to advance into the next age group and an invitation will be extended to get family feedback. During the transition, current and future teachers are available to meet with you to propose a plan to introduce your child into the new program. Families of children not moving up will be notified in writing about the anticipated changes and how their children will be supported throughout the process.

Transition to elementary school. Transition activities such as a field trip to a local elementary school, creating a mural of special friends and special times at our center will be part of your child’s education at our center. We will provide you with information on local schools, what to expect, and ideas on how to talk to your child about going to elementary school.

Television TimeOur normal daily routine does not include television watching, but from time-to-time, we may record a television show or show a DVD without advertisements as a teaching aid and discussion stimulator. Television consumption will not be longer than one hour and the program will be screened prior to showing. Programs will consist of non-violent and high-quality educational material. Our focus is to provide your child a positive experience with increased understanding of the world.

Electronic MediaElectronic Media use is not part of our program. We ask that children do not bring handheld electronic games, cell phones or laptop computers to school.

Throughout the year, FCCC's children celebrate different holidays and special days. These shared celebrations help the children develop respect and appreciation for diversity among each other. BirthdaysThere are many different types of birthday celebrations at FCCC, reflecting the differences among the children. Birthday activities should be planned in advance with your child's teacher and kept simple.

Some things a birthday party might include: wholesome food, music or games your child likes, a trip to a favorite place. We do ask that if you would like to include presents in the birthday party (although this is by no means required); a gift can be given to the classroom in your child’s name. A book, game, etc. is often a welcome addition. This strengthens the center's emphasis on community. Birthdays may be stressful for the birthday child, although this stress can be lessened by involving your child in the planning. (Some children even elect not to celebrate their birthdays at the center).

Rest TimeInfants sleep according to their own schedule and are put to sleep on their backs.

After lunch, all children participate in a quiet rest time. Children are not required to sleep and may be given quiet activities.

Every child is assigned a pack and play, mat or cot for rest periods. Parents need to bring in a clean, crib sized sheet and blanket weekly. Pillows are discouraged.

Toilet TrainingThe most important factor in making the toilet learning experience successful and as low-stress as possible is a family/teacher partnership that supports the child. Research indicates that children cannot successfully learn how to use the toilet until they are physically, psychologically, and emotionally ready. Many pediatricians say that most children under 24 months of age are not physically capable of regulating bladder and bowel muscles. Most positive toilet training occurs only after children show signs of physical control or awareness of their bodily functions and when they demonstrate an interest or curiosity in the process. We are committed to working with you to make sure that toilet learning is carried out in a manner that is consistent with your child’s physical and emotional abilities and your family’s concerns.

No child will be forced to participate in potty training.

Guidance General ProcedureThoughtful direction and planning ahead are used to prevent problems and encourage appropriate behavior. Communicating consistent, clear rules and involving children in problem solving help children develop their ability to become self-disciplined. We encourage children to be fair, to be respectful of other people, of property, and to learn to understand the results of their actions.

Challenging BehaviorChildren are guided to treat each other and adults with self-control and kindness. When a child becomes physically aggressive, we intervene immediately to protect all of the children. FCCC 2017 Family Handbook

Our usual approach to helping children with challenging behaviors is to show them how to solve problems using appropriate interactions. When discipline is necessary, it is clear, consistent and understandable to the child.

Physical RestraintPhysical restraint is not used or permitted for discipline. There are rare instances when we need to ensure a child’s safety or that of others and we may restrain a child by gently holding her or him only for as long as is necessary for control of the situation.

Notification of Behavioral Issues to FamiliesIf a child’s behavior/circumstance is of concern, communication will begin with the parents as the first step to understanding the child’s individual needs and challenges. We will work together to evaluate these needs in the context of our program.

On rare occasions, a child’s behavior may warrant the need to find a more suitable setting for care. Examples of such instances include:

A child appears to be a danger to others. Continued care could be harmful to, or not in the best interest of the child as determined

by a medical, psychological, or social service personnel. Undue burden on our resources and finances for the child’s accommodations for

success and participation.

Tuition and Fees PaymentTuition is always due in advance with no deduction for any absences, holidays, or closures due to inclement weather, power outages, or other situations beyond our control. Payment is due as outlined in the Enrollment Agreement.

Your tuition is due on the first business day of each month, and may be left in the mail box on the Teacher Lounge/Resource Room door in the B space or in the Office door lock box on the 2nd floor of the C space. We are happy to provide receipts for tuition but they will only be printed upon request. Please email Susan Charleston, [email protected] if you need a receipt or have a billing question. Susan works Tuesday and Thursday afternoons.

Late Payment ChargesIf payment is not received by the 5th of any given month, a late fee of $50.00 will be assessed. If your account has not been paid in full within 15 business days, your child may be discharged from the program. It will be necessary for you to communicate with Susan regarding any financial situation that requires attention and respond to any notices you may receive.

Escrow DepositAn escrow deposit is required when we receive your signed contract. This must be a SEPARATE CHECK. It is deposited into a separate bank account and held during your child’s FCCC 2017 Family Handbook

tenure at FCCC. When your child leaves FCCC, your escrow deposit will be refunded to you, (assuming your account is paid in full). This escrow deposit is NOT to be used towards any payment for a tuition invoice.

Please note that if a child is withdrawn from the program without a 4 week written notice of withdrawal, the escrow on the account will be forfeited.

Reenrollment DepositThere is a required $200 re-enrollment deposit due in the spring to secure spaces for the upcoming school year. If the deposit is not made, your child’s space may not be available for the next year. The $200 deposit will be credited toward September’s tuition.

Late Pick-up FeesInfants: Late fees of $5 per minute will be assessed beginning at 6:01 PM.

Toddlers/Pre-schoolers: Late fees of $5 a minute will be assessed beginning at 6:01 pm.

These fees will be billed to you by separate invoice, and payment is due upon receipt.

Special Activity FeesFrom time-to-time there will be additional fees associated with special activities or field trips. These fees are due prior to the event, activity or trip. These payments may NOT be included with monthly tuition checks.

Returned Checks/Rejected Transaction ChargesAll returned checks will be charged a fee up to the maximum amount allowed by law. Two or more returned checks or rejected transactions will result in your account being placed on “cash only” status.

Credits & No Credits No Credit will be given for Absences Credit will not be given for Sick Days – there are no credits for sick days. Sick days

are considered in determining tuition and are not refundable. Credit will not be given for Inclement Weather - if we do not open due to inclement

weather on a day that your child is scheduled to attend, your account will not be credited for that day.

Vacation No credit will be given for vacation days.

WithdrawalsA written notice, 4 weeks in advance, is required by the center when a child is being withdrawn. Failure to notify will result in forfeiture of the escrow deposit.

Scheduled Attendance:Your child’s schedule is determined when the contract is signed and that schedule must be adhered to. There is no switching, substituting, or “making up” of days. To further clarify, if your child is scheduled to attend on Monday and NOT Tuesday, but can’t make it on Monday, you cannot simply substitute the schedule by having your child attend on Tuesday. If this remains unclear, please call our office at any time for further explanation.

Transfer of RecordsWhether transitioning to the next program setting or to a new classroom, your child’s records will be transferred internally.

If your child is transitioning to a new school, a written request from you with instructions to where the records should be sent is required.

Closing Due to Extreme Weather or Emergency

In the event that FCCC is closing for snow or any other emergency, our school number is 3005 and will be announced on KYW News radio 1060 AM, as well as KYW 1060 website, at cbsphilly.com/schools. You can also call the KYW school closing line at (215) 925-1060. FCCC will close for the day if Friends Center (215) 241-7000 closes.

The Director and Office Manager will call the Lead Teachers who will divide the list amongst the Assistant Teachers and all families will be called.

If the public schools close, FCCC will automatically open at 9:00am to permit staff time to arrive to work safely. You will not receive a phone call for this procedural closing. If, due to inclement weather, FCCC needs to close, you will be notified by email and telephone. You may call the main office number to check on the school’s status.

Please Note: Make-up days or reimbursement of tuition is not available due to Emergency Closings.

We close at 6:00 PM. Please allow enough time to arrive, sign your child out, and leave by closing time.

Procedures for Arrival and Drop Off:

ParkingLaminated Parking Placards have been provided with this Enrollment Packet (new families) or are available upon request in the FCCC Office (returning families). FCCC has parking privileges on 15th Street between Race and Cherry Streets, on Race Street between 15th & 16th Streets, on 1500 Cherry Street to Mole Street and on the 1400 Block of West Cherry Street for drop off and pick up. DO NOT PARK IN HANDICAP PARKING SPACES. You must place the Parking Placard (designated parking locations highlighted in green on the back of the placard) in your car window, put your hazards on, and you will be allowed 20 minutes to drop off or pick up your child(ren). Please do not park for extended periods of time and allow room for others to use the space. Infant Room (Care Bear Families) may use the Friends Center loading dock (1st driveway on the right at the end of the wrought iron fencing) for drop off and pick up. Please pull your car to the far right or left, allowing others to use the space. You must sign in the loading dock log (located at the front desk) providing your plate # and contact telephone number so that you may be easily located if necessary.

If you feel you have been unfairly ticketed, please submit a copy of it immediately to the FCCC Office (please indicate your name and your child’s name). Retain the original ticket for your information. FCCC will submit the ticket to the Philadelphia Parking Authority to be nullified, if possible. Tickets given by the Philadelphia Police Department cannot be overridden by the Parking Authority officials. If you feel you have been unfairly ticketed, please call 215-683-9775 immediately to speak to a supervisor.

Key FOBUpon entering Friends Center, parents are required to show their Key FOB to the front desk attendant before advancing to the child care. Key FOBs are used to enter all of the child care doors in the 1520 Race St building. If you are unable to present the Key FOB, you will be asked to sign in and out following visitor procedures and be announced via telephone to your child’s classroom.

Stroller StorageFor families that walk to FCCC, there is a stroller storage bin in the basement of the C Space. Please fold down and park your strollers neatly in the storage bin. Strollers may not be left outside of the storage bin or in hallways as it is a fire and safety hazard. Strollers may not be stored in the Courtyard or Play yard areas.

ArrivalIt is strongly recommended that your child arrives by 9:00 a.m. Children thrive on routine. It is disruptive to your child’s routine and also other children when he/she arrives later than this time. We understand there are times you must arrive late due to appointments and other circumstances. Please notify your child’s teacher if this will be the case.

Please sign your child in on classroom attendance sheets upon arrival. To minimize the spread of germs, FCCC requires all children and adults to wash their hands with soap and running water upon entrance to a space.

Bags/CoatsYour child’s outerwear is kept on your child’s hook under his/her cubby. Please label your child’s bag and all clothing & supplies.

MessagesMost information can simply be told directly to the teachers. Special instructions, however, should be written on the sign in sheet or on a separate piece of paper and addressed to the classroom teachers.

Daily information about eating and sleeping can be found on the daily message sheet. Your child’s artwork and other written information will be in his/her mail slot. Please check this daily to keep abreast of ongoing events.

Lesson plans and other news about your child's class can be found in specially marked areas. These will give you an idea of what your child's group is doing at school, including the themes and details of small group activities, walks, etc.

Foods Please bring a feeding schedule when your Infant begins attending FCCC, to help us figure out when she/he might be hungry. Infants are fed on a demand schedule, when they are hungry, with food supplied by you. Please label your bottles. Frozen breast milk and dry cereals or

formulas may be left at the Center as well. Mothers who are breast-feeding may come to the Center to feed their children.

Some rooms may be NUT FREE for children or adults who are highly allergic. NUT FREE SIGNAGE WILL BE POSTED IN KITCHEN AREAS AND ENTRANCE DOORS OF CLASSROOMS. Please avoid excessive snack selections. Do not send candy to school. We encourage healthful eating and ask for your cooperation. This policy is also followed when your child brings breakfast, bagels, cereal, fruit, yogurt, etc., are a good choice, avoid sugary breakfast treats to promote a good start on the day.

Lunch BoxPlease help your child put his/her lunch box on the shelf or in the refrigerator. Soft lunch boxes, like cloth or paper bags are much more manageable in our limited space than hard plastic lunch boxes. We discourage lunch boxes that promote Superheroes or violent action depicted as decoration. This also extends to clothing selections. Again, label lunch boxes and lunch containers.

GoodbyesYou are welcome to stay with your child to help him/her get settled in. When you are ready to leave, we will be available to help you and your child say good-bye. Teachers watch for cues but please do not hesitate to ask for assistance.

Departure

Bags/ClothesYour child’s bag will be on their hook. Any soiled clothing will be inside in a plastic bag. On Fridays, your child’s sheet and blanket will be sent home for washing, and will also be in his/her bag.

FoodLeftover food, bottles and containers will be kept in his/her basket in the refrigerator or in their lunch box/bottle bag on your child’s hook.

Lunch BoxLunch boxes will be in the refrigerator. Most uneaten food will be returned to your child's lunch box to give you an idea of what appeals to him/her these days.

Signing OutPlease sign your child out on classroom daily attendance sheets. Generally, it is best to retrieve your stroller before picking up your child. If you need to wait for a spouse or transportation from school after FCCC’s 6:00pm closing, seating is available in the front lobby or Cherry Street Room.

Authorized & Unauthorized Pick-up Your child will only be released to you or those persons you have listed as Emergency and Release Contacts. If you want a person who is not identified as an Emergency and Release Contact to pick-up your child, you must notify us in advance, in writing. Your child will not be released without prior written authorization. The person picking up your child will be required to show a picture ID as verification. Please notify your pick-up person of our policy.

If a child has not been picked up after closing and we have not heard from you, attempts will be made to contact you, and the contacts listed as Emergency and Release Contacts. Provisions will be made for someone to stay with your child as long as possible, but if after 2 hours we have not been able to reach you or a person listed as an Emergency and Release Contact, we will call the local child protective services agency.

Right to Refuse Child ReleaseWe may refuse to release children if we have reasonable cause to suspect that any person picking up a child is under the influence of drugs or alcohol, or is physically or emotionally impaired in any way that may endanger the child. To protect your child, we may request that another adult listed as an Emergency and Release Contact pick-up the child or we may call the police to prevent potential harm to your child. Reoccurring situations may result in the release of your child from the program.

Preschoolers: at least two change of clothes, socks and shoes. All children must bring a clean, crib-sized sheet and blanket for napping.

Please label all items brought from home with your child’s name (i.e., clothes, bottles, diapers, pacifiers, crib sheet, blanket, etc.) to prevent items from becoming misplaced or lost. We are not responsible for lost or damaged items.

CubbiesUpon enrollment each child will be assigned a “cubby.” Cubbies are labeled with your child’s name and photo. Please check your child’s cubby on a daily basis for items that need to be taken home.

Lost & FoundYou can look for lost items and bring found items to the Lost-and-found Box located at the Office. Please note that we are not responsible for lost personal property.

Toys from HomeWe request that you do not allow your child to bring toys from home into the center unless they are part of a show-and-tell activity.

Electronics (handheld video games) are not permitted at school.

Nutrition Policy FCCC will provide children with two nutritionally balanced snacks per day, using a variety of whole grains, fruits, vegetables, breads and dairy. Children over two years of age will be served no fat/low fat milk, yogurt and cheeses as recommended by the Academy of Pediatrics, Child & Adult Care Food Program (CACFP) and the USDA. Routine snacks will be a combination of carbohydrates, proteins and fats for energy, serving sizes will be age appropriate with the child’s physical activity level in mind. Meal plans will be developed by classroom staff that are trained to follow recommended guidelines for child nutrition. Parents will be informed about foods offered by menus posted in classrooms in kitchen areas or notes included in emailed daily communications for children in young toddler to preschool classrooms. We understand the direct correlations between nutrition and health & nutrition and development.

Staff is trained to read labels and exclude foods that pose a potential threat to children with food allergies. Families are asked to provide a list of “safe foods” that can be offered at school. Only foods approved by families will be introduced and offered while at school.

Parents are expected to provide a bagged lunch daily. Foods brought in from home should be of good nutritional value and in keeping with FCCC’s food nutrition policies. Foods and snacks high in saturated fats, sodium and sugars should be limited or excluded altogether.

To promote healthy eating habits, foods are available only during scheduled mealtimes for our young toddlers through preschool children. Infants are fed “on demand” but no less than every 3 to 4 hours. Classroom schedules for toddlers through preschool children offer food every three to four hours. Water/milk is offered as requested. No child will go longer than 3 to 4 hours without being offered food and liquids.

Special occasion treats are permitted. These events include birthday and holiday celebrations, planned cooking activities in lesson plans and center wide events. Well intentioned, spontaneous treats like freeze pops in warmer weather months are not permitted. Healthy treat options are preferred. A list of healthy treat suggestions can be acquired from classroom staff and Office Administration.

Food AllergiesIf your child has a food allergy, you must notify us in writing so that we can make appropriate substitutions. The written notification should list appropriate food substitutions and must be updated at least annually.

Food allergies can be life threatening and each child with a food allergy should have an action plan for emergency care completed by the family physician.

Families are expected to follow food restrictions posted in classrooms.

Meal TimeChildren sit in small groups at tables. Good table manners are modeled and encouraged.

A caregiver who is trained in first-aid for choking is present at all meals.

Infant FeedingsInfant feedings follow these procedures:

Bottle-fed infants are fed while being held or sitting up. Infants are fed “on demand” to the extent possible (at least every 4 hours and usually not

more than hourly). Breastfeeding is supported by providing a place for nursing mothers to feed their babies.

Expressed breast milk may be brought from home if frozen or kept cold during transit. Fresh breast milk must be used within 48 hours. Previously frozen, thawed breast milk must be used within 24 hours. Bottles must be clearly labeled with the child’s name and the date the milk was expressed. Frozen breast milk must be dated and may be kept in the freezer for up to 3 months.

Formula must be brought to the premises in a factory-sealed container in a ready-to-feed strength or powder or concentrate. Formula will be diluted at the child care site according to the instructions provided by the manufacturer or from the child’s health

provider, using water from a source approved by the local health department. Formula brought from home must be labeled with the child’s name.

Solid foods will only be introduced after a consultation with the child’s family.

Toddler Feedings Children are encouraged to self-feed to the extent that they have the skills. Children are

encouraged, but not forced to eat a variety of foods. Round, firm foods that pose a choking hazard for children less than 4 years of age are

not permitted. These foods include: hot dogs, whole grapes, peanuts, popcorn, thickly spread peanut butter and hard candy.

Health ImmunizationsImmunizations are required according to the current schedule recommended by the U.S. Public Health Services and the American Academy of Pediatrics, www.aap.org. Every January, we check with the public health department or the American Academy of Pediatrics for updates of the recommended immunization schedule. Our state regulations regarding attendance of children who are not immunized due to religious or medical reasons are followed. Unimmunized children are excluded during outbreaks of vaccine preventable illness as directed by the state health department.

Physicals Routine physicals are required according to the current recommendations of the American Academy of Pediatrics, www.aap.org. A copy of your child’s physical should be received before but must be received no later than 6 weeks after your child begins the program. Families are responsible for assuring that their child’s physicals are kept up-to-date and that a copy of the results of the child’s health assessment is given to the program.

Illness We understand that it is difficult for a family member to leave or miss work, but to protect other children; you may not bring a sick child to the center. The center has the right to refuse a child who appears ill. You will be called and asked to retrieve your child if your child exhibits any of the following symptoms. This is not an all-inclusive list. We will try to keep your child comfortable but he/she will be excluded from all activities until you arrive.

Illness that prevents your child from participating in activities. Illness that results in greater need for care than we can provide. Fever (above 100°F under the arm, above 101°F in the mouth, above 102°F in the ear)

accompanied by other symptoms. Diarrhea – stools with blood or mucus, and/or uncontrolled, unformed stools that cannot

be contained in a diaper/underwear or toilet. Vomiting – green or bloody, and/or 2 or more times during the previous 24 hours. Mouth sores caused by drooling. Rash with fever, unless a physician has determined it is not a communicable disease. Pink or red conjunctiva with white or yellow eye discharge, until on antibiotics for 24

hours. Impetigo, until 24 hours after treatment. Strep throat, until 24 hours after treatment.

Head lice, until treatment and all nits are removed. Scabies, until 24 hours after treatment. Chickenpox, until all lesions have dried and crusted. Pertussis (Whooping Cough), until 5 days of antibiotics. Hepatitis A virus, until one week after immune globulin has been administered.

Children who have been ill may return when: They are free of fever, vomiting and diarrhea for 24 hours. They have been treated with an antibiotic for 24 hours. They are able to participate comfortably in all usual activities. They are free of open, oozing skin conditions and drooling (not related to teething)

unless:o The child’s physician signs a note stating that the child’s condition is not

contagious, and; o The involved areas can be covered by a bandage without seepage or drainage

through the bandage. If a child had a reportable communicable disease, a physician’s note stating that the

child is no longer contagious and may return to our care is required. If a child has been absent due to illness for more than 2 consecutive days, a doctor’s

note is required (stating that a child is well enough to return to child care) presented upon drop-off.

Allergy PreventionFamilies are expected to notify us regarding children’s food and environmental allergies. Families of children with diagnosed allergies are required to provide us a letter detailing the child’s symptoms, reactions, treatments and care. A list of the children’s allergies will be posted in the main area and kitchen. We are trained to familiarize ourselves and consult the list to avoid the potential of exposing children to substances to which they have known allergies.

MedicationsAll medications should be handed to a staff member with specific instructions for administration. Medications should never be left in the child’s cubby or with the child to administer on their own. Our staff will ensure that the medication is recorded along with the directions and proceed to dispense the medication as directed.

Prescription medications require a note signed by the family and a written order from the child’s physician. The label on the medication meets this requirement. The medication must include your child’s name, dosage, current date, frequency, and the name and phone number of the physician. All medications must be in the original container (you may request pharmacies to fill your prescription in two labeled bottles). Please specify the dosage and time(s) to be administered for each medication.Families are responsible to fill in the medication log located on the refrigerator of every classroom, with administration instructions as prescribed by the doctor and a signature of consent from the parent or legal guardian.

Non-prescription medications require a note signed by the physician. Non-prescription medication should not be administered for more than a 3-day period unless a written order by the physician is received.

Non-prescription topical ointments (e.g., diaper cream) require a note signed by the family and/or physician, specifying frequency and dosage to be administered.

Sunscreen will be applied during the warmer weather months at least once daily and as recommended. Families are asked to apply the initial application before coming to school and/or upon arrival. Each child must have sunscreen selected by the parents and labeled with their name to be kept in a locked storage area as with all products labeled “Keep Out of Reach of Children.”

Insect repellents must be provided by the parent and accompanied by a script from the doctor.

Communicable DiseasesWhen an enrolled child or an employee of the center has a (suspected) reportable disease, it is our legal responsibility to notify the local Board of Health or Department of Public Health. We will take care to notify families about exposure so children can receive preventive treatments. Included among the reportable illnesses are the following:

Bacterial Meningitis Botulism Chicken Pox Diphtheria Heamophilus Influenza (invasive) Measles (including suspect) Meningococcal Infection (invasive) Poliomyelitis (including suspect) Rabies (human only) Rubella Congenital and Non-congenital (including suspect) Tetanus (including suspect) H1N1 Virus Any cluster/outbreak of illness

SafetySecurity ProceduresSecurity begins upon entering Friends Center. The front desk staff is required to ask to see your Key FOB. Please show your Key FOB or sign in the guest book to proceed to your child’s classroom. If you do not have your Key FOB, the front desk will call your child’s classroom to notify staff of your arrival. FCCC staff will then open the door into the child care spaces.

Upon arrival in your child’s classroom, you must sign your child in each day (include full signature – no initials, please) along with the time of arrival. When picking up, children will not be released to anyone other than those listed on the Emergency Contact form. Please call in the event of an emergency or email consent when persons other than the parents will be picking up your child. Photo ID is required and will be kept on file.

When Friends Center hosts large events that will impact normal child care operations, FCCC will email advanced notification of the event to the families with event details and potential changes to your child’s daily schedule (outdoor play, use of the courtyard, traffic pattern changes for egress and ingress, etc.).

ClothingPlease dress your child in practical clothing that allows for freedom of movement and is appropriate for the weather. Your child will be involved in a variety of activities including: painting, outdoor play, sand, water, and other sensory activities. Our playground is used as an extension of the center, and daily programs are conducted outside whenever weather permits.

One particular aspect of concern is the risk associated with children’s clothing that may become entangled with climbing or sliding equipment that could lead to choking or other serious harm. All drawstrings from children’s clothes should be removed as a precaution.

Sandals and flip-flops are not appropriate for center play and make it difficult for your child to participate in some activities.

Extreme Weather and Outdoor PlayChildren will be taken outdoors to play, in the morning and afternoon, if the temperatures are between 25-90 degrees, there is no precipitation and there is good air quality.

Communal Water-PlayCommunal, unsupervised water play is prohibited. Supervised children are permitted to engage in water-play. Precautions {infants and toddlers wear swimmers} are taken to ensure that communal water-play does not spread communicable infectious disease.

InjuriesSafety is a major concern in child care and so daily safety inspections are completed inside and outside the center area in order to prevent injuries. First aid will be administered by a trained caregiver in the event that your child sustains a minor injury (e.g., scraped knee). You will receive an incident report outlining the incident and course of action taken. If the injury produces any type of swelling or needs medical attention, you will be contacted immediately. Each classroom is equipped with a first aid kit meeting the state regulations.

In the event of a serious medical emergency, the child will be taken to the hospital immediately by ambulance, while we will try to contact you or an emergency contact.

Biting Biting is a normal stage of development that is common among infants and toddlers – and sometimes even among preschoolers. It is something that most young children will try at least once.

When biting happens, our response will be to care for and help the child who was bitten and to help the biter learn a more appropriate behavior. Our focus will not be on punishment for biting, but on effective behaviors that address the specific reason for biting.

Notes will be written to the family of the child who was bitten and the biter’s family. We will work together with the families of each to keep them informed and to develop strategies for change.

Respectful BehaviorAll children and families will be treated with respect and dignity. In return, we expect the same from all of our families. We will not tolerate hostile or aggressive behavior. If this occurs, we reserve the right to ask you to control your behavior or to remove your children from our care.

Smoking The poisons in secondhand smoke are especially harmful to infants and young children’s developing bodies, therefore the indoor and outdoor center environment used by the center are non-smoking areas at all times. The use of tobacco in any form is prohibited on the center’s premises.

Prohibited SubstancesThe use of alcohol or illegal drugs is prohibited on the center’s premises. Possession of illegal substances or unauthorized potentially toxic substances is prohibited.

Any adult who appears to be inebriated, intoxicated, or otherwise under the influence of mind-altering or polluting substances is required to leave the premises immediately.

Dangerous WeaponsA dangerous weapon is a gun, knife, razor, or any other object, which by the manner it is used or intended to be used, is capable of inflicting bodily harm. Families, children, staff or guests (other than law enforcement officers) possessing a dangerous weapon will not be permitted onto the premises.

In cases that clearly involve a gun, or any other weapon on our premises, the police will be called and the individual(s) involved will be immediately removed from the premises. This policy applies to visible or concealed weapons.

Child Custody Without a court document, both parents/guardians have equal rights to custody. We are legally bound to respect the wishes of the parent/guardian with legal custody based on a certified copy of the most recent court order, active restraining order, or court-ordered visitation schedule. We will not accept the responsibility of deciding which parent/guardian has legal custody where there is no court documentation.

Suspected Child AbuseWe are required by law to report all observations of child abuse or neglect cases to the appropriate state authorities if we have reasonable cause to believe or suspect a child is suffering from abuse or neglect or is in danger of abuse or neglect, no matter where the abuse might have occurred. The child protective service agency will determine appropriate action and may conduct an investigation. It then becomes the role of the agency to determine if the report is substantiated and to work with the family to ensure the child’s needs are met. Our center will cooperate fully with any investigation and will maintain confidentiality concerning any report of child abuse or neglect.

EmergenciesLost or Missing ChildIn the unlikely event that a child becomes lost or separated from a group, all available staff will search for the child. If the child is not located within 10 minutes, the family and the police will be notified.

Fire SafetyOur center is fully equipped with Approved smoke detection devices, fire extinguishers and emergency lighting.

Our fire evacuation plan is reviewed with the children and staff on a monthly basis. Fire drills are conducted monthly and are unannounced.

Emergency Transportation In the event your child needs to be transported due to a medical emergency, if no other authorized person can be contacted and the need for transportation is essential, an ambulance will be called for transportation. A proper escort will accompany and remain with the child until a family member or emergency contact arrives.
