After the 2016 election, we wel- comed new members Salah Hadwan, Moorthada Obaid, and Showkat Chowdury. During this time, we have continued to work with Superintendent Tom Niczay and board consult- ant Dr. Len Rezmierski on refining and implement- ing our continuous im- provement process. This new set of proce- dures all revolves around district-wide goal setting and evaluation. Your board, in collaboration with parents, students, and staff, has adopted a set of short, medium, and long term goals in- tended to measure the ul- timate success of our district. 2017 was the first year with this process in place, and we look to bet- ter develop our feedback mechanisms from all stakeholders in 2018. The goals themselves were previously published in The Review, presented at district-wide events, and can be found on our website. Board members also undertook a self assess- ment program to identify our strengths and weak- nesses as a deliberative body, and prioritize areas for improvement. Our number one priority for 2018 will be improv- ing our data collection processes (think: stu- dent, staff, and parent feedback) and our ability to evaluate them. We are proud to report that the District has a healthy fund balance (surplus), and that again this year we received an “Unmodified Opinion” (the highest level of as- surance you can get) on our fiscal year 2016/2017 financial statements from the in- dependent auditing firm of Yeo & Yeo. Thank you to my dedi- cated staff Debbie Caminita (Payroll/Bene- fits Coordinator), Nickalesha Holliday (Ac- countant), Wendy Taylor (Accounts Payable), and Tiffany Sikula (Person- nel) for making sure that our books are complete and accurate, and that our financial reporting is done accurately and timely. You may be wondering what does that mean, and what does the Fi- nance Department do? Well here’s the short answer. The Finance Department manages the District’s money and assets. Simple enough right? No, not at all. Last year the District spent $37.1 million ed- ucating, providing nutri- tious meals, and maintaining safe build- ings and a nurturing en- vironment for our students, as well as run- District is financially strong By Shalika Robie The Special Services Department has been fo- cused on continuous im- provements, refining our programs and expanding our department’s offer- ings. With this as our focus, there has been a new program to one of our El- ementary Schools fo- cused on servicing students with autism. Thus far, the new pro- gram has been a suc- cess! Students are enjoying themselves and learning with social stories, sen- sory play and Brain Gym type activities (activities rooted in movement to promote concentration and focus)! Students are eager and excited about attending this class. On our mission for con- tinuous improvement and expansion of pro- grams we have partnered once again with Michigan Rehabilitation Services (MRS) to continue the Life Skills and Job Pre- paredness program which focuses on teach- ing students with mild to moderate disabilities about resume writing, in- terviewing tips and life skills for independent liv- ing beyond high school. This program is in its second year and has ex- panded to helping our students in 9th-12th grades during both the school year as well as the summer and assist- ing students with obtain- ing job placement during the summer. with colleagues fromacross the State onareas such as board ba-sics, equitable policy de-velopment, and effectivefamily engagement. In addition to strength-

ening our functioning at adistrict level, we have

fought for policies, princi-ples, and partnershipsthat extend beyond justour student body. We defended the princi-

ple of Democracy in Ham-tramck by closing out thelawsuit of a former boardmember who misrepre-

sented his residence atthe time of election andwas removed from theboard. The district recov-ered over $30,000 ofcourt costs from theplaintiff. We also passed resolu-

tions declaring our stu-dents’ immigrationstatuses safe from fed-eral immigration agentsand reaffirming our com-mitment to keeping allpublic school property asan enforceable gun freezone. Lastly, we wrapped up

the calendar year by hold-ing a joint city council andschool board meeting toexplore collaboration ona shared vision for allsouthside recreationspaces. This work will continue

in 2018 and has the po-tential to transform Veter-ans Park, KeyworthStadium, and PlayfairPark as a shared commu-nity asset. As always, monthly

board meetings are heldon the second Wednes-day of every month at6:30 p.m. at 3201 Roo-sevelt. We welcome yourpublic input about our pri-orities and overall direc-tion of the district.

year has seen a great in-crease in the student pop-ulation at Dickinson EastElementary school. We are currently at 840

students. Success haslaunched in many differ-ent forms at DickinsonEast Elementary: academ-ics, community involve-ment, and extracurricularactivities. Academically, the Dol-

phin students are workinghard while learning fromour new elementary ELACurriculum. Our continued academic

success can be attributedto the hard work of ouroutstanding group of stu-dents coupled with themost dedicated, and oneof the most experienced,staff of teachers that canbe found anywhere. Reading and literacy are

a strong focus and wecontinue as the highestperforming elementaryschool in the districtwhich can be attributed toour focus on small groupinstruction. Our students are mak-

ing strong gains towardproficiency on ourstatewide exams. Cur-

rently, we are all almost10 percentage pointshigher than the State ofMichigan average and 22percentage points higherthan schools with a simi-lar demographic.

In English LanguageArts, we are slightly belowthe state average but out-perform schools with sim-ilar demographics by 12percent. In math, we are cur-

rently at 31 percent profi-cient, while the stateaverage is 34 percentwith similar schools cur-rently scoring at 16 per-cent.

Our EL students are ex-celling at the Wida Examthat indicates which stu-dents are on track forbeing proficient in Englishin three years. The stateaverage is 45 percent andDickinson East is at 44percent. We are right inline with the state aver-age. We are very proud ofour continued growth.Dolphin students have

extracurricular opportuni-ties this school year thatenhance their school ex-perience. Beyond theirweekly studies in physicaleducation, music, art andvisits to the extensive li-

brary, students have edu-cational field trips toSchoolcraft College, BelleIsle Conservatory andAquarium, the Detroit In-stitute of Arts, and Cran-brook. In addition, we have had

performances from theDetroit Historical Society.Close to 100 students

also enjoy the HOPE pro-gram every day afterschool. This year, we havea new Community Clean-up Club that takes pridein cleaning up our schoolexterior. Students volunteer at

7:45 a.m. to pick up trash

and litter to keep ourschool looking great forour neighborhood. In the fall, we hosted a

ribbon cutting ceremonywith the Detroit Instituteof the Arts that high-lighted a long standingpartnership. The DIA in-stalled student createdmosaic tiles in four loca-tions around the exteriorof our building that cele-brates the diversity andcreativity of our students. We invite you to stop by

tional Design and Assess-ment (WIDA) ACCESS 2.0is a high-stakes assess-ment which means thatthis assessment will haveimportant consequencesfor the students, the pro-gram, and the district, af-fecting major educationaldecisions. In addition, many high

stakes assessments arecomputer-based movingaway from the traditionalpaper and pencil format. For many newcomers,

(English learners whohave been in the UnitedStates for less than 3years) this experiencecan be even more chal-lenging since the WIDAACCESS 2.0 is a com-puter-based assessment. While there are some

advantages to the com-puter-based assess-ments, like immediatescoring and feedback andmore authentic experi-ences through the imple-mentation of advancetechnology, the drawbackfor many ELs is that manylack basic computerskills. Research supportsthe integration of technol-ogy for all learners, includ-ing the ELs.The integration of tech-

nology into the curriculumis one the ELD Depart-ment Goals. The ELD teachers and

ELD specialists are re-ceiving continuous profes-sional development aswell as technology to sup-port the ELs. ManyChromebooks have beenpurchased for the new-comers to support themand provide them thecomputer skills that areneeded. In addition to incorpo-

rating technology for allELs, the other goal is tosupport secondary stu-dents improve their atti-tudes when it comes tothe high-stakes assess-ments and local assess-ments. After reviewing the

WIDA Access 2.0 andother assessments, itwas clear that secondarystudents seemed to showthe least progress. So why are secondary

students not showingprogress? This was the question

posed to secondary stu-dents in the EL YouthVoice and EngagementCommittee and to theELD Teachers and Spe-cialists. The students ex-pressed that the testing

second school year thatKosciuszko Middle Schoolhas participated in theWayne RESA (Regional Ed-ucational Service Agency)grant for PBIS (PositiveBehavior InterventionSupport). The first year of the

grant was devoted toplanning and preparation.The staff identifiedstrategies that would beused in the implementa-tion phase. A PBIS com-mittee, composed of staffand parents, was createdwith a mission of “estab-lishing and maintainingpositive behavior throughcommon procedures, ex-pectations and language.”During the planning

process the committeecreated a matrix whichoutlined the behavior ex-pectations for different lo-cations throughout thebuilding. The expectationsare based on the Districtcore belief statements of:

“Be Respectful”, “Be Re-sponsible,” “Be Safe”and “Be Scholarly.” The staff and students

were offered the opportu-nity to contribute ideas inestablishing expectationsthrough discussions andsurveys. The areas tar-geted were hall passing,bathrooms, cafeteria,classrooms, office, library,auditorium, labs (com-puter and science) andHOPE, the afterschoolprogram.This school year the

committee is focusing onteaching expectationsand implementing “univer-sal strategies” for all stu-dents. Faculty and staffare using universal strate-gies, four positive state-ments to everyonere-directing in their dailyinteraction with students. In addition, new reward

programs for “good be-havior” are being insti-tuted. Teachers havecreated “sensory sta-tions” in the classrooms

and they are making surethat students are givenmultiple opportunities torespond in class.The Student of the

Month program, betterknown as Cougar of theMonth, highlights stu-dents being respectful, re-sponsible, safe, andscholarly. Each month follows one

of the themes. Raffles areheld where students canearn tickets for a monthlytheme based on needsand discipline issues.Raffles include prizes of“goody bags” with schoolsupplies. Students whoare not raffle winners, butdo earn a ticket, receive a“homework pass,” whichexcuses them from onehomework assignment. Our goal for the third

year of the grant is to cre-ate individualized plansfor students who still ex-hibit behavior difficultiesand issues.

Students took their learn-ing to the next level thispast October when theyvisited the University ofMichigan campus in Annin Arbor. The day was filled with

walking the campus andseeing, first hand, what itis like to be a college stu-dent at a Big Ten School.Students toured U of M’sMuseum of Natural His-tory and the Kelsey Mu-seum of Archaeology. This visit was especially

memorable as our stu-dents were among thelast to tour the buildingwhere the Museum ofNatural History has beenhoused for over 50 years.The museum will reopenin 2019 in the new Biolog-ical Sciences Building justnext door. Students arelooking forward to visitingagain to see their favoriteexhibits in a new space! While observing ancient

artifacts at the KelseyMuseum of Archaeology,

students participated inthe activity, “AncientDemocracy!” Here, they learned

about the techniques sci-entists use to study earlycivilizations and how theyuse these different meth-ods to determine how lifeand politics were thou-sands of years ago.The visit to the Univer-

sity of Michigan was excit-ing and educational forstudents and teachers,alike. And just when youthought Horizon’s campuswas turning maize andblue.Students will be touring

the campus of MichiganState University in theSpring, when they visitAbrams Planetarium andthe Eli and Edythe BroadArt Museum. Stay tuned for more ex-

citing news as HorizonHigh School studentstake their learning “offcampus”! Not even the sky is the

limit for these Cosmos!

Teachers also ex-pressed that studentsdon’t care about testing.After collecting qualitativeand quantitative data, itwas apparent that the at-titudes of our secondarystudents must change. In the beginning, the ef-

forts went to empoweringstudents and giving themownership of their learn-

ing. All year long the Eng-lish Learners have beenworking hard learning thelanguage and literacyskills as well as the com-puter skills so it was vitalto take the time to cele-brate what they have ac-complished. The EL Award Celebra-

tion took place on January12, 2018. The objectivewas to have students takepride in themselves,share their success withtheir peers, teachers and

families so that they canrecognize the importanceof their role and their re-sponsibilities as stu-dents. The message to the stu-

dents was to always "Dotheir best and be theirbest." We want students'attitudes towards learningto be with deliberate ef-fort to attaining excel-lence. Students were recog-

nized in the following cat-egories: academicachievement, atten-dance, and citizenship. Many students received

certificates in all 3 cate-gories! We were verypleased to see so manystudents recognized andknow that it will carry onto their peers to keep themomentum so that theyall thrive. Their parents appreci-

ated the celebration andexpressed their love forthe school. Immediatelyafter the celebration,everyone felt the prideand joy of our students’success. The attitudes changed

and students felt worthyof their success. Some ofthe parents took a day offfrom work to be a part ofthis experience and ex-pressed their pride. In some cases there

were students who havenever been recognized foranything during their en-tire life who suddenly feltinspired to be the bestand to do their best. Many of our students

are from a collectivist cul-ture, so this celebrationhad an impact on them asa group to continue toexcel. As a newcomer, Sam

Aljihem, from Mrs. Maros’class, stated: “I promisemyself and promise all ofmy friends to help themas I could and I will giveall my efforts to help themand help myself in the wayof excellence and suc-cess.”There are plans to have

another celebration inMay and already we havestudents setting goals tobe present every day andto meet their academicgoals.

2017-2018 school year hasbeen off to a great start atHamtramck High School. The year started with

upper classmen "Link Lead-ers" serving as mentors bywelcoming incoming 9thgrade students to "CosmoCulture" with full day team-building activities that haveextended throughout thesemester. Link Crew has been an

exciting and engaging wayfor new students to the highschool to work with men-tors to help acclimatize totheir new setting.In both the classroom

and in their numerous extra-curricular activities, Cos-mos have shined bright.Hamtramck High Schoolstudents were well repre-sented in National HonorsSociety yet again this year,as 28 students participatedin the annual inaugurationceremony. While the drama club pre-

pares to perform theirspring play, other excellingclubs include: robotics,chess club, computing cluband LEAP recycling club. Meanwhile, students par-

ticipating in DECA set an

HHS school record. In De-cember, 62 Cosmos stu-dents competed at theDistrict competition atBaker College based onwritten examinations andpresentations. A total of 45 students re-

ceived recognition amount-ing to a record setting 107total medals. The Cosmoswill have 42 students repre-sented at the state compe-tition in March. Academically, 100% of

Cosmo students who en-rolled in the college coursesthis semester at Ham-tramck High School re-ceived A's -- a great start toa college career for our sen-iors! Meanwhile, the current

11th grade students areworking hard to improve onlast year's outstanding SATscores. Current 11th gradestudents have alreadytaken two practice SATtests with the Princeton Re-view and the average testscore is currently above lastyear's score, which werethe highest Hamtramck SATscores in decades. We are looking forward to

what we have to bring toyou for the second semes-ter!
