“Sierra ASSETS” thanks you for your participation and support! These follow notes are from the breakout sessions with the sub-groups at our Sept 11, AB86 Summit. They are a “work-in-progress” and do not fully represent any final thoughts, plans, or policies, etc. Also know that each group is planning follow-up sessions to keep the dialogue on-going and relevant. We also anticipate more partners joining in the conversation that will build a brighter outlook as we strive for more support in serving adults in our regions through the joint efforts of the consortium; therefore our continuing set of notes will evolve.

AB 86 – Sierra Joint ConsortiumSummit Meeting—CTE Breakout Session

Auburn, CA Holiday Inn Thursday, September 11, 2014

Agency Needs:John Muir – needs help getting the word out. Construction, salvage or repurposing, retail, landscape and property management are the short term CTE programs they currently offer. PC Sherriff’s Office –needs help identifying the needs of our students.Nevada County Jail – We’re only providing wrap around service to 10% of our inmates, we’re working on getting those services to the rest of the population. Wrap-around means that they are connecting their inmates with services so when they get out they are already connected. PUHSD – needs to know how they can continue their services to transition students to Sierra College One Stop Career Center/Cal WORKS – They are looking for local short term CTE programs and training opportunities for their clients. 49er ROP – they could use assistance in expanding their internship program. They have large waiting lists of adults and they need help serving them with more resources. Nevada Union School District/Adult School – They need this collaboration within the communities. They need the financial piece to get cleared up at the state level so they can move forward with their adult education program at the local level. Community Recovery Resources – they need to continue to collaborate with other agencies. Placer County Employment Services – they need to send students to short-term career training opportunities.Professional Educational Programs – we need money in order to keep the tuition low for the students or offer scholarships. They offer great programs but no matter how low the tuition students are still saying that they don’t have the funds to sign up. Sierra College – they have a great internship program and can offer those services to other programs in the room that may need internship placements. They need help learning how to integrate their services within the community and local agencies. They need to learn more about apprenticeships. They need to learn how to help people with special needs.

Goal: to see a flow chart of where all these agencies fit and are placed in the journey of a client/student

What does alignment mean to you?

Page 2: sierraassets.orgsierraassets.org/docs/CTE - AB86 Summit subgroup...  · Web view– needs help getting the word out. ... them and their needs to outsource employment since the employment

o Aligning to the needs of specific industries and post-secondary schools as well. This means that the business community is aware of the programs and is pro-

internships.o Creating pathways (longer term training, degree and certificate programs)o Create business partnerships within communities

Idea: Meeting twice a year with businesses within the communityo Begin looking at other states and aligning with them and their needs to outsource

employment since the employment in California isn’t that greato Transitional housing and day care o Soft skills training (What is soft skills?) integrated in our programs.o Advisory boards alignmento Transportation coordination to take the students to the serviceso Streamlined referrals to other programs. o Open training siteo Align with unions like plumbers, construction, etc.

How and by whom is curriculum (including student learning outcomes) developed?o Industry recognized certification trainingo Start with the state model (CDE) and then an advisory board, the community college and

the UC Office of the President, vet and review their programso Student-driven programso Common Core standards and alignment with the state standardso Employer feedbacko Teacher/Instructor Driveno Kahn academy/Skills Tutoro The federal governmento KUDRT

When and how are programs reviewed?o WASC – 1, 3, 6 yearso CARF – 3 yearso State Department of Educationo Advisory Boardso Federal governmento CCCChancellor’s Officeo Boards and Trusteeso ACCJC

Where do current programs and services lead?o Self sufficiencyo Productive citizen/tax payerso Confidenceo Employment/Worko Right of Passageo Collegeo Independent Living Programo Role Modelo Life-long sustainable employmento Future leaders

Page 3: sierraassets.orgsierraassets.org/docs/CTE - AB86 Summit subgroup...  · Web view– needs help getting the word out. ... them and their needs to outsource employment since the employment

How does the system of referrals currently work?o Patch – work at besto High school counselors but if they don’t have the proper information then they are no

help to their studentso Community based programs refer to ROPo Dial 211 – web presence that has all the local services (800 non-profits are listed)o Not enough this is a weaknesso There is no network for a two-sided referral (bridged referrals)o Follow –up is lacking

Are there missing partners?o 2 and 1o Partners in English Language Learningo Partner Family Resource Centers o Foster youth services

Former Foster Youtho TANFo Boys and Girls Clubo iFostero Sierra Forever Familieso Bayside Church – TECo Head Starto California Conservation Corpso Assistance Leagueo Kids First (parenting classes)

What does “seamless transition” mean in this context?o Love to be able to pick up the phone and call an agency and ask if they can take care of

their client. Personal touch not just a paper trail Building agency relationships Taking staff on a “field trip” to different agencies to see what they are doing and

what they offer or in-house. Perform this every two years due the changing financial landscape

o We’re going to do the best for our students if there is a hi-touch model in referrals. Place a “face to a name”

o The jail needs a liaison for those that are in transition from being released and going into the community.

o Agencies are following up with those clients who were referred outo Agency – to – Agency follow up. Let those agencies know how their students are doing

in their program. Early Alert.o Timeless response to intervention, Core Member at Risk

Weekly notifications to the leadership team and then interventiono System of Care similar to Dial 2-1-1

What kinds of articulation and matriculation agreements are in place?o They need to be streamlined. o There are some out there but they are patched together
