Since the mid- to late-1990s, the East Asia region has experienced a period of rapid development, with impetuses from various aspects. In the coming decade, the East Asian order is likely to undergo a dramatic change. The order's construction must be the product of collaborative action by all members in East Asia. Given that the concepts of each member state will certainly affect policy formation, the construction of a regional order will certainly be a function of their interaction and conception of the “region.” Apart from China, what are the views on the regional order of ASEAN, South Korea and Japan in East Asia? What policies related have they adopted? How will these policies affect the formation and change of the future regional order in East Asia?

To explore these questions, the Sub-forum on “Creating a New Regional Order in East Asia” held a roundtable discussion, systematically addressing the concept of regional order from the point of view of ASEAN, South Korea, Japan and other members in this region, comprehensively analyzing their policies.

The deteriorating ecology of China, Asia and the whole world not being effectively controlled, and new environmental damage and pollution is continuously emerging. It seems to be a problem of nature and technology, but actually it is a social issue. In the past, we mainly focused on industrial and urban pollution and ignored issues related to agricultural production and food safety. With the process of industrialization, urbanization and modernization, China’s agricultural pollution has been getting tougher and tougher, becoming critical restricting factors of China’s economic development, social harmony and ecological safety. To prevent such problems as compound pollution in agriculture, the Sub-forum “East Asian Ecological Construction Strategies for 2011-2020” has invited scholars in sociology, history, economics, management, politics, laws, environmental science, life science and policy research to gather together and discuss “China’s Agricultural Pollution During the Next Decade.” Scholars will have a heated discussion on the status, trend, causes and countermeasures of agricultural pollution in Shanghai and China and make various suggestions from different perspectives, deserving of consideration by policy makers.

During the post-crisis era, the international energy market changed dramatically. The euro zone became deeply mired in the debt crisis, real economy and trade have shown little signs of rebound, and the international monetary system urgently needs reform. Facing such a complex international economic and financial situation, how can we judge its development? Will the world's economic landscape change dramatically? Or, will it remain based on the US-dominated international monetary and economic systems? Where will China's economy go in such an international environment? What about China's international competitiveness? How do we achieve the national strategies of internationalizing the RMB and building Shanghai into an international financial center? To discuss the problems above, three sub-forums of Shanghai Forum 2012, “New Mission for International Monetary Governance: A Win-win Situation”, “International Trade, Investment and Governance with the Intensifying Economic Crisis” and “Low Carbonization, Security and Ever-increasing Demand: Restructuring of Asian Energy System”, jointly organized this roundtable forum, inviting well-known economists and policy-making experts to explore major issues the world and China face in the post-crisis era.

Main Topics:• The crisis and the change of the world’s economic landscape• The change of the international energy market: crisis, turning point and opportunity• The evaluation of international competitiveness and China's international competitiveness• Trade relations in the worsening economic crisis and the "dilemma" of the euro zone• When and under what circumstances will China's economy collapse?• RMB Internationalization and Shanghai International Financial Center Construction• Seize the favorable opportunity and deepen the reform of RMB exchange rate mechanism• Significance and challenges of the financial cooperation between Taiwan and the mainland• Are financial reform and financial globalization of the same target?

The successful modernization and transformation of China, Japan and South Korea, has progressively improved the political and economic status of the whole East Asia region. In the 21st century, East Asia has the potential to become a new economic center. Until now, the integration of East Asia has mainly been on the economic level. Although a wide range of economic and trade cooperation has been achieved, there still exists considerable political differences and a potential sense of strategic competition.

How precisely do we grasp the function and the limit of economy in the construction of a new regional order, and how do we maximize its role? What roles do safety, institutional arrangements and regional identity play in the process? In order to play a critical role, what should China do? What are the expectations of other members for China? What restricting factors will China encounter? To address the problems above, the Sub-forum “Create a New Regional Order in East Asia” held this roundtable discussion.

Free Trade Area in the Global Economic Pattern RestructuringMain Session

Since the Doha Round of trade negotiations among the WTO membership started in 2001, which is at a deadlock, regional free trade agreements have expanded both in size and in number. This situation is getting more and more obvious in the Asia-Pacific region. As the world economy undergoes a rapid structural adjustment today, what will the burst of FTAs do on the trade and production of the countries involved? What kind of trade strategies will they adopt under the new economic circumstances? This is an important background of this forum.

Formally implemented this year, the free trade agreement between South Korea and the United States will have a considerable impact on trade and production of South Korea-Japan, China-South Korea, and China-Japan, as well as on FTA negotiations between these three countries. This is another important background of this forum.

The United States has added a lot of new content in its FTA with South Korea. In the Trans-Pacific Partnership (TPP) negotiations it makes efforts to promote, the United States places much emphasis on the so-called trade and investment of the next generation, which

also has an important impact on the Asia-Pacific region free trade negotiations. This is the third important background of this forum.

With all the backgrounds above, scholars invited by the forum, will analyze not only the trade strategies in the new global economic environment, but also the prospects and influences of free trade negotiations in the Asia-Pacific region, including TPP. The forum will mostly focus on the establishment of a free trade area in Northeast Asia, especially between China and South Korea. Therefore, scholars will not only simply make analyses on the process and prospect of China-South Korea free trade area negotiations, but also on the influences of the FTA from various aspects, including the impact on different industries, on trade, and on industrial restructuring and government functions. Although these analyses are focused on China-South Korea free trade area, they will also help us to understand the possible future changes of foreign trade strategies and industrial policies in the two countries.

Renewable Energy: Enlightening the Asian Green Development RoadmapMain Session

Faced with the combined pressures of resource safety, the transition to low carbon technologies and general expansion of the economy, Asia’s current system for the supply and demand of our nations’ energy awaits a sea-change – and the development of renewable resources is set to play a key role in this transformation. Asian economies continue to exhibit a high level of reliance upon fossil fuels, especially coal, and when compared with North American and European reliance on clean energy (natural gas, nuclear power) and renewable resources (hydroelectric, solar and wind power), despite showing impressive increases in recent years, still stand at a disadvantage to the Western nations. Lowering our reliance on fossil fuels, combating the threat of climate change, breaking through the restraints to economic growth placed by our non-renewable resources – all this depends on our ability to develop new resources and low-carbon technologies.

Still, there is no doubt about the fact that the development and usage of new technologies for our resources both lie in a state of great uncertainty, and the attitude of governments and city councils has determined a similar level of uncertainty in the ultimate status and development of low-carbon technologies. That said, there is a great and untold potential for the research and development of new resources in Asia, and it is of primary importance

that we search out and catalyse the creation of a win-win situation for the development of non-renewable resources. The transformation of the supply and demand of our resources ought to follow a technological line that can be accepted and utilized by a number of economies, and to add impetus to the creation of public policies, markets for resources and movements for associations for relevant themes and problems. Recently, the primary economies of Asia have already started a great degree of experimentation in the development of new resources, transformation of existing systems and nurturing of market conditions through political, academic and business level discussions and investigations – it is now possible to deepen the level of understanding on the part of Asian and other nations in regard the win-win situation of renewable resources, and for us to deepen our understanding and reach common agreement from an international and regional perspective.

The aim of our conference is to look at a potential point of breakthrough in the resource developments of East Asia – the development of new resource technologies in the automobile industry. There will be a round-table discussion focussing on the technological choices available, the possibilities for market development and the support offered by our respective governments, to which topics we hope to give a multi-perspective explanation and deeper analysis.
