US disappointed over India's stand

on TFAWashington: Without di-rectly naming India, the US today expressed deep disappointment over the stand taken by the Narendra Modi govern-ment that it will not rat-ify the Trade Facilitation Agreement (TFA) at the WTO unless its concerns on food security are ad-dressed."Today, we are extreme-ly discouraged that a small handful of mem-bers in this Organisa-tion are ready to walk away from their commit-ments at Bali, to kill the Bali agreement, to kill the power of that good faith and goodwill we all shared, to flip the lights in this building back to dark," Deputy US Trade Representative Michael Punke said referring to India's stand on TFA.US Deputy Trade Rep-resentative and US Am-bassador and Permanent Representative to the World Trade Organiza-tion (WTO) Michael Pun-ke. AFPUS Deputy Trade Representative and US Ambassador and Perma-nent Representative to the World Trade Orga-nization (WTO) Michael Punke. AFPIn a strong message to the World Trade Orga-nization (WTO), India today said it will not rat-ify the trade facilitation pact until a permanent solution is found on food security and other issues of poor nations impacting livelihood of millions."To jeopardise the food security of millions at the altar of a mere anomaly in the rules is unacceptable," India said.Punke, in his remarks in Geneva where the two-day General Council meeting of WTO conclud-ed today, said it is no use to sugar coat the conse-quences of such action or to pretend.Amendment to WTO norms regarding stock-pile of foodgrains is criti-cal for India to implement of its food security plan."Today a small number of WTO members are indi-cating that they may no longer stand by their com-mitments to implement the TFA. Or that they

will honour their com-mitments only if they can now renegotiate the terms and receive new tradeoffs - additional to the ones they negotiated in Bali," Punke said."It is profoundly disap-pointing that we have arrived at this moment... I do want to speak very directly about the issue of public stockholding for food security, because it has been a focal point of attention," he added. The current WTO norms limit the value of food sub-sidies at 10 percent of the total value of food grain production. The sup-port is calculated at over two-decade old prices.India is asking for a change in base year (1986) for calculating food subsi-dies. The US gives about $120 billion as farm subsi-dy compared to India's $12 billion."Many members, includ-ing developing country members, have noted that, if the Bali package fails, there can be no post-Bali. It's with regret that we agree with them," Pun-ke said. While Punke did not name any country, but it was addressed towards India, which has taken a strong stand on TFA, till its concerns on food secu-rity issues are taken care of."We have heard repeated misstatements about ac-tivities in the past seven months, and so it is im-portant to examine the facts in some detail," he said."At Bali, we also all agreed by consensus to work with fellow WTO members to quote 'pre-pare within the next 12 months a clearly defined work programme on the remaining Doha Develop-ment Agenda issues," he noted. Many members, includ-ing the US, he argued have followed through on this commitment scrupulously, meeting in a broad spectrum of formal and informal con-figurations, all with the goal of meeting our col-lective commitment to a work programme by the end of 2014.

Gaza crisis: Toll of operations in Gaza

The number of civilians caught up in Israel's Operation Protective Edge offensive has raised interna-tional concern and condemnation.

During the three weeks since air strikes against Hamas in Gaza began, more than 800 people have been killed on both sides. The UN says the vast majority of Palestin-ian deaths are civilian. But figures from previous operations in the densely populated Gaza Strip over the last six years show it is not the first time civilians have paid a heavy price.Operation Protective EdgeTanks approach GazaThe overwhelming majority of those killed are Palestinians - at least 798 have died since 8 July, including about 185 children and 93 women, Gaza's health ministry says. The UN says around 73% of the Palestinian dead are civilians.

The Israel Defense Forces (IDF) say they have killed more than 200 "terrorists" during their assault on Gaza.Israel has also suffered casualties in the operation - 34 members of the Israel Defense Forces have died, as well as three civilians killed by Hamas rockets fired from Gaza.Israel launched Operation Protec-tive Edge on 8 July, with air strikes

targeting militants, weaponry and militant facilities. Days of inten-sive rocket fire and air strikes between the two sides continued and on 18 July, Israel launched a ground offensive, sending troops and tanks into Gaza.Israel has called up 65,000 reserv-ists to support the operation and warned Gaza residents to evacuate areas in which the army was oper-ating. Hamas has continued to fire rockets at Israel, targeting towns and major population centres, in-cluding Tel Aviv, Jerusalem and Haifa.Timeline of rocket attacks by Hamas and Israeli strikesThe IDF says Hamas has fired more than 2,078 rockets into Israel, while its own forces have hit at least 2,883 targets in Gaza. A number of UN buildings have also been hit, while people were sheltering inside.UNRWA Commissioner-General Pierre Krahenbuhl said civilians "were paying the highest price of the current military escalation. I condemn this callous shelling and the extensive loss of life".Israel accuses Hamas of firing rockets at Israeli civilians while hiding behind Palestinian civil-ians. It said its forces had "gone to unprecedented lengths to keep Palestinian civilians out of harm's way, including by dropping leaf-

lets, making phone calls and sending text messages", as well as aborting strikes.Operation Pillar of DefenseMembers of Hamas's Qassam Bri-gadesIsrael's last major offensive on Gaza was Operation Pillar of De-fense in November 2012.It began with an air strike that killed the commander of Hamas's military wing, Ahmed Jabari, whom it accused of responsibility for "all terrorist activities against Israel from Gaza" over the past de-cade.Prior to the operation, there had been spates of Palestinian militant groups, including Hamas's Qassam Brigades, firing hundreds of rock-ets into southern Israel and the Israeli military shelling Gaza and carrying out air strikes. An Israeli human rights group, B'Tselem, said 167 Palestinians were killed, including 87 civilians. Six Israelis - two soldiers and four civilians - were also killed.Deaths during Operation Pillar of DefenseContinue reading the main story*B'Tselem defines OTHERS as Palestinians killed taking part in hostilities, those killed in targeted killings, police officers and others where it was unclear whether they were involved in the fighting.

KATHMANDU: Look-ing at further expanding bilateral ties, external af-fairs minister Sushma Swaraj on Saturday held talks with her Nepalese counterpart Mahendra Bahadur Pandey here on a range of issues and resolved to push for more cooperation in areas such as trade, investment and secu-rity.

At the outset, Pan-dey warmly greeted Swaraj and hoped that her visit will help in further cementing ties between the two coun-tries.

In the meeting, both the leaders noted that there is lot of scope for expansion of cooperation between the two nations and agreed to work on in this direction. Foreign

secretary Sujatha Singh and a number of top offi-cials from the ministry of external affairs were also present in the meeting. The detailed discussion on specific issues will be tak-

en up at the Joint Commis-sion Meeting (JCM) which is taking place after a gap of 23 years.

The JCM, to be co-chaired by both Swaraj and Pandey, will have five clusters — political, secu-

rity and border issues; eco-nomic co-operation and infrastructure; TRADE and transit; power and wa-ter resources; and culture, education and media.

Soon after her ar-rival here yesterday, Swaraj had said Ne-pal stands high on the priority list of the new Indian government and the testimony to it is her visit here within two months of assuming office of Ex-ternal Affairs Minis-ter. “The meeting for which I have come, you will be surprised

to know, is taking place af-ter 23 years. It reflects that for the new government, Nepal stands high on pri-ority list. “I have come here with lot of hopes and expectations and I think through the visit.

AMETHI: The Gandhi bastion got an extra dose of drama on Fri-day when the local royal family — Rajya Sabha member Sanjay Sinh and three children from his first wife Garima — got engaged in a public battle over the clan’s palace, Bhupati Bhawan.

The day-long drama culmi-nated in an FIR being lodged by Singh’s son, Anant Vikram, against Ram Raj Singh — alleg-edly an aide of Sinh’s second wife Ameeta — and eight others for attacking the family and at-tempting to hold them hostage inside Bhupati Bhawan.

At present, a portion of the heritage ‘palace’ is occupied by Anant Vikram, his wife Shamb-havi and six-year-old son, his sis-ters Mahima and Shaivya, and their mother, the erstwhile ‘Rani’ of Amethi, Garima Singh.

According to Anant Vikram, the family returned to their

Amethi palace on Friday morn-ing to find their living quarters ransacked and devoid of all its belongings. “At 7.30 am, with no

rations in the house, we sent our driver Abhishek to fetch milk for the children in the house,” he said. “When he went out, he found the gates to the palace had been locked from the outside,

holding us captive within. When I asked why the gates were locked, a group of about 10 persons at-tacked the driver. Ultimately,

Rani Garima Singh had to step in to break up the fight.”

The family also alleged that attempts to call for police assistance yielded results only two hours later. “The women in the house are feeling particu-larly unsafe because we have only been given five women constables to keep guard outside the gates,” said Mahima Singh, Sinh’s older daughter.Sinh, who was not in Amethi on Fri-

day, said he was aware of what happened at Bhupathi Bhawan. Making a counter allegation, he said Anant Vikram had made a “forceful and unauthorized” en-try into “his property.”

CHENNAI: Here’s some good news for lawyers. The Bar Council of India has said that lawyers practising in subordinate courts need not wear the long black gown or coat while arguing their cases.

This relief, which would give lawyers respite from the sweltering heat, conveyed to the Tamil Nadu Fed-eration of Women Lawyers (TNFWL), in response to a representation seeking relaxation of dress code for ad-vocates during summer. The Bar Council of India let-ter dated July 16, however, said advocates practising in high courts and the Supreme Court cannot avail them-selves of the dress rule relaxation.

K Santhakumari, president of Tamil Nadu Federa-tion of Women’s Lawyers, wrote a letter to the BCI on June 2, seeking exemption for advocates from wearing gowns during the summer, keeping in mind the heat.

“On an average the temperature touches 40 degree Celcius from April to June. As such the lawyers in Tam-il Nadu are finding it extremely difficult to wear the coat and gown during summer.” Also, labour, criminal and family courts did not have summer vacation. Despite finding it difficult to wear coats and gown in the searing heat, the lawyers had to follow the dress code prescribed by the bar council, Santhakumari said.

She also referred to the exemption given to advocates in Delhi and Punjab from wearing gowns during sum-mer months (from April to June). A similar directive could be issued for Tamil Nadu as well.

AMETHI: In his most vocal attack yet on the Bharati-ya Janata Party and its leaders, Congress vice-president Rahul Gandhi said the saffron party had a “dangerous ideology” and resorted to the “politics of bullying.”

Expressing his views on Shiv Sena MPs force-feeding a fasting Muslim employee of the Maharashtra Sadan, he said, “It is the ideology of BJP and the Shiv Sena. Poli-tics of bullying people is what they do.

This is extremely damaging to the country and this is what we in the Congress party fight against everyday.”

The Amethi MP, on a day-long visit to his parlia-mentary constituency, also said the incident at the New Maharashtra Sadan reflected the dangerous ideology of the BJP and the Shiv Sena. Both are the two sides of the same coin. Last week, Shiv Sena MP Rajan Vichare was caught on video forcing a catering superviser fasting for Ramzan to eat a chapati.

On Friday, Rahul also accused prime minister Nar-endra Modi of failing to take a tough stand on spiraling prices as well as rampant corruption.

“The universal complaint is that vegetable pric-es are rising and the government is doing nothing,” Rahul said, while adding that the biggest promise that the government in Delhi had made was to con-trol price rise. “People are hiring because of rising prices. It is government’s responsibility to control them,” he said.

NEW DELHI: Prime Minis-ter Narendra Modi on Saturday launched a web platform - MyGov - which will allow common man and experts from different fields to reach out to the government with their ideas a nd suggestions.

The web platform - www.my-gov.nic.in- is devised in such a way that it allows the citizens to dis-cuss their ideas with experts with-in and outside the government and even earn “credit points” for the tasks which would eventually be approved for implementation by concerned departments\agencies.

The platform will allow flow of ideas\suggestions on various is-sues including Modi’s pet project of cleaning the river Ganga, educa-tion of girl child and job creation.

“ The objective of each group is to bring about a qualitative change in that sphere through people’s participation”, said Modi after launching this ambitious web in-terface of his government.

Stating that in the past, there

used to be a big gap between the people and the processes of gov-ernance, the Prime Minister said that in the past sixty days, the ex-perience of his government was that there were many people who wanted to contribute towards nation-building, and devote their time and energy.

“The only thing they required was an opportunity to shine and showcase their contribution. The MyGov platform is a technology-driven medium that would pro-vide this opportunity to contribute towards good governance””, he said.

I am delighted to invite you to join ‘MyGov’ & contribute towards taking India to greater heights of progress http://t.co/zojklP70KT note of the PMO explains that the web platform presents an oppor-tunity to the citizens to both ‘Dis-cuss’ and ‘Do’. There are multiple theme-based discussions on My-Gov where a wide range of people would share their thoughts and

ideas.Further, any idea shared by a

contributor will also be discussed on these discussion forums, al-lowing constructive feedback and interaction. For those who wish to

go beyond discussions and wish to contribute on the ground, the My-Gov offers several avenues to do so. Citizens can volunteer for vari-ous tasks and submit their entries.

“These tasks would then be re-

viewed by other members and ex-perts. Once approved, these tasks can be shared by those who com-plete the task and by other mem-bers on MyGov. Every approved task would earn credit points for completing the task”, said the PMO statement.

The National Informatics Centre (NIC), Department of Electronics and Information Technology (DeitY) would imple-ment and manage the platform “MyGov” which would facilitate Citizen Engagement in Good Governance.

Speaking on the occasion of the launch of MyGov, which also marked the completion of sixty days of the new government, the Prime Minister said, “The success of democracy is impossible with-out participation of the people”.

He expressed confidence that the people would welcome this ini-tiative and invited suggestions to strengthen and improve the plat-form.

Consider making some plans for a vacation or short getaway, Libra. Looking forward to something fun can make even the tough-est of days far easier to handle. You’ll be amazed how much you can manage when there’s an end in plain sight. Your entire attitude can lighten. So take the bull by the horns and create an incentive for yourself. Do something special to reward the hard work you do day after day.

Don’t judge someone if he or she has a different lifestyle than what you consider to be OK, Scorpio. You probably lean toward the traditional, yet not everyone feels this way about re-lationships, working, or lifestyle. While it may seem impossible to understand and even frighten you, try not to be too harsh on those you deem odd. You’d be better off using that energy to keep your own life on track.

Friends seeking advice or a shoulder to cry on could be plentiful today, Sagittarius. You’re one of best people to give them the support and care they need. Just be sure that you don’t give so much to others that you don’t have anything left for yourself. True friendship is about sharing and the exchange of problems and help. Running yourself down will leave you in a place where you aren’t going to be much help to anyone.

Getting through today shouldn’t pose too big a problem for you, Capricorn. You may feel a huge second wind that can give you the drive and determination to see your chores and projects through. Make some plans for this evening, such as getting to-gether with friends or taking in an event that really intrigues you. Until then, go about your tasks bit by bit. You’ll get things finished before you know it.

Working within boundaries and restrictions could really get to you today, Aquarius. Yours is an independent spirit and your best achievements are often born of doing things your own way. Yet like it or not, we all have to follow guidelines and rules. Do your best to follow suit and finish what needs to be done. Afterward, you may find more freedom to act independently without consequences. Exercise patience and diligence as needed today.

Chances are that you’ll feel upbeat and positive today, Pisces. Consider sharing this energy with those around you who are feel-ing less than content. Your attitude can have a profound effect on friends, partners, spouses, and children. Even neighbors and ex-tended family can pick up on your spirit without you even real-izing it. Share your optimism with everyone you can today. If you see someone hurt or angry.

Feeling the effects of today’s energies, Virgo? Take heart if this is the case, because the end of the tunnel isn’t as far away as it seems. Do your best to take things one step at a time and see about making some plans for a little fun this evening. Get together with friends or take in a movie. Help yourself feel better by staying busy and focused and follow up with some recreation. Before you know it, the aspect will pass and you’ll be back to normal.

Don’t discount your ability to be extremely resourceful if you need to be, Aries. If you don’t have everything you need or all of the required information, take time to think. Who can you ask? What places can you access? Who might know where you can find what you need? Rather than panic because the pieces aren’t all there, instead make a list of contacts and go for it. Trust in yourself.

Try not to let today’s blues get you down, Taurus. While it’s true that some days can seem to drag on, the busier you are the faster time will pass. Get down to finishing any work still before you and then make plans for tonight. If there’s a light at the end of the tunnel, not only will things seem to speed up but you’ll feel better knowing it’s coming.

Dare to be different, Gemini. It can be so easy to fall into a drill. Sleeping at the same time, eating at the same time, wearing the same style, and going about work the same way day after day. Be-fore you know it, you feel like you’re in a rut. The only way to get away from this is to make a decision to break free by doing some-thing unique. Try a new haircut. Wear colors that are unusual for you. If the need is there, consider a new career. Pursue expansion.

If your lifestyle is considerably different than that of others, re-sist feeling self-conscience about it today, Cancer. Try to remember that you chose the life you have for specific reasons. Even if you’ve come to a point where you’re considering a change, there’s no need to feel badly, ashamed, or embarrassed about where you are now. Everyone has to make his or her own way. If this conforms to the norm, that’s fine. If it doesn’t, that’s fine, too.

An enhanced feeling of determination could motivate you today, Leo. Finish the things that aren’t complete and make some plans for this evening. Don’t hesitate to take on something that feels compli-cated or big. Chances are you’ll be able to handle most anything and it will feel great when it’s finished. Enjoy your day by making the most of opportunity.

Cessation of hostilities

Cementing mutual relations

“To be trusted is a greater compliment than being loved.”

Quote of the day

George MacDonald

The stalement and un-certainty in Indo-Pak relations is proving very costly for the peo-ple of two countries

who want good and cordial re-lations between the two neigh-boring countries. Of late, the relations have passed through troubled waters due to intermit-tent firing on the borders which has claimed several precious lives and made the life the peo-ple miserable one. Though the leadership of both the countries have superficially been posing to make sincere efforts for nor-malization of relations but actu-ally nothing has been achieved since last two years. Earlier some Confidence Building Mea-sures initiated by two countries had taken the mutual ties many miles ahead as a hope of better cordial and friendly relations had emerged but gradually this hope is diminishing with every passing day due to hostilities at international borders and line of control. Perhaps the leaders of both the countries are aware that the continuing firing is not going to help the cause of the two neighbors and instead it is disturbing whatever relations had been established so far. It is beyond one’s understanding as to why the firing is continuing when every body knows that ex-cept a huge loss to life and prop-erty nothing will be achieved. Infact, it is the desire of the people of both the countries to have stable t relations between the two countries so that every citizen lives in peace and har-mony and the clouds of war and animosity are gone forever. It is unfortunate that some powers on the international level do not want that India and Pakistan should strengthen and cement their relations as it is against their petty interests which are served better when the two are at war path. If the defence bud-get is spent on the progress and welfare of Indian and Pakistani people, they will become pow-ers to reckon with within no time. It is this that is haunting some super powers who want to plunder and exploit the resourc-es of India and Pakistan by way of selling heavy weaponary and lethal arms. The leadership of India and Pakistan should un-derstand this conspiracy and should put an halt to all kind of hostilities particularly cross-border-firing.
