130students,youngentrepreneurs,anddecisionmakerscametogethertodevelopthe

followingpolicyrecommendationsforthedraftNationalYouthPolicyofPakistanata

conferenceorganizedbytheCenterforInternationalPrivateEnterprise(CIPE),theIslamabad

ChamberofCommerceandIndustry(ICCI),andtheMinistryofYouthAffairs.TheYouth

Conference,whichfocusedonentrepreneurshipdevelopment,wasthefirsteveropportunity

foryouthinPakistantoprovidefeedbackdirectlytopolicymakers.Thesedraft

recommendations,oncefinalized,willbepresentedtotheMinistryofYouthAffairsand

SecretaryMr.AshfaqMahmood,whodemonstratedhisstrongcommitmenttoengagingyouth

inthereformprocessattheYouthConference.

DraftRecommendations

Thefollowingprogramsshouldbedevelopedinconsultationwithyouthandtheprivatesector.

Entrepreneurship Theconceptofentrepreneurshipmustbeexplainedinschoolsandpromotedasacareer

opportunityforyouth;counselingshouldbeavailabletoyouthinordertodevelopacultureof

entrepreneurship.

TheGovernmentshouldreassessitsownpolicies,inconsultationwithyouthrepresentatives,toidentifyandreformlawsandregulationsthatpresenthurdlestoyoungpeoplestartinga

business.

MorecompaniesshouldbeinvitedtoparticipateintheNationalInternshipProgramthroughaconcerted

outreach

effort

on

the

part

of

the

Ministry

of

Youth

Affairs.

TheGovernmentshouldlaunchanationalentrepreneurshipprogramwithincubationcentersaroundthecountry(similartotheNationalInternshipProgram).

Venturecapital(localandforeign)shouldbepromotedasapracticalwayforyoungentrepreneurstogainaccesstofinance.

TheremustbecooperationbetweentheIslamabadChamberofCommerceandIndustry,tradebodies,anduniversitiestoassistyoungentrepreneurs.

TheIslamabadChamberofCommerceandIndustryshouldlaunchaprogramtohelpyouthentrepreneursregisterwiththeFederalBoardofRevenueandGovernmentAssociation;a

separatedeskforyouthshouldbeestablishedintheFederalBoardofRevenue.

StronglinkagesshouldbebuiltbetweentheTradeDevelopmentAuthorityofPakistan(TDAP)andentrepreneurs.

The

Ministry

of

Youth

Affairs

should

hold

a

business

plan

development

competition

on

regional

andnationallevels.

Universitiesshouldinvitebusinesspeopletogivelecturesinclassorinaguestlectureseries. Governmentprogramsshouldreachouttolessereducatedyouthinruralareastheyshould

notbelimitedtoyouthstudyinginurbanuniversities.

AyouthcabinetshouldbeformedwiththeopportunityforregularconsultationwiththeMinistryofYouthAffairs.

BoththeMinistryofYouthAffairsandchambersofcommerceandindustryshouldoffercareercounselingservicesforyouth.

SkillDevelopment

TheMinistryofYouthAffairsmustregularlyconductneedsassessmentsurveysonwhattypeofpracticaltrainingyouthneedtoentertheprivatesector. TheFederalBureauofStatisticsneedstoreassessthetypesofstatisticsitcollectssothatthe

figurescanbeusedtodevelopprogramsthatraiseyouthemployment;theGovernmentand

privatesectormustdevelopanactionplantousethesestatisticsforcreatingmorejobsandnew

businesses.

Significantresearchanddevelopmentisneededtocreateanewcurriculumforvocationaltrainingcenters.

Educationalprogramsshouldshiftemphasisfromtheorytopracticalapplicationofknowledge. Skillsbuildingprograms/traininginstitutesshouldbedevelopedandemphasizedforcertain

sectors,including:

oHealth

management

and

first

aid

o Hotelmanagemento Fashiondesign(institutesareneeded)o Jewelrydesigno Furnituredesignandconstructiono Handicraftso Forestproductso Cosmetology

Theskillsdevelopmentinstitutesshouldreachouttothosewithfeweducationalopportunities,andservepeopleatthelocallevelandinruralareas.

Acareercounselingsystemshouldbeinstitutedforyouth;universitiesandothereducationalestablishmentsshouldhirecareercounselorstoassiststudents.

Chambersofcommerceshoulddevelopadatabaseforjobinformation. Practicalinteractionofeducational(polytechnicsandITinstitutes)andprivate/publicsector

organizationswiththeNationalVocationalandTechnicalEducationCommission(NAVTEC)is

needed.

Microfinance TheStateBankofPakistanshouldofferlowinterestratesforyoungentrepreneurswitha

sustainablebusinessplan.

TheNationalDatabaseandRegistrationAuthority(NADRA)shoulddevelopadatabaseonsourcesoffinanceforentrepreneurialventuresonprovincialandregionallevels,withsector

specificinformation.

Awarenessofmicrofinanceprogramsshouldberaisedthroughyouthworkshops,television,andFMradio.

Womeneconomicpartnershipsshouldbedeveloped. Incubationcentersorcareercentersinuniversitiesshouldoffertechnicalexpertstoguideyouth

infindingsourcesoffundingforbusinesses.

InternshipsandJobPlacement Businessdevelopmentcentersandcareercentersshouldbeestablishedinalluniversities;

studentsneedguidanceinfindingappropriateinternshipsandjobs.

TheGovernmentshouldinstituteauniformapplicationprocessforitsinternshipprogram. Anonlineportalforinternstointeractandsearchforemploymentshouldbedeveloped. Universities,theGovernment,andbusinessorganizationsmustincreasetheircooperationto

fullyserveyoungpeoplewhoneedpracticaleducationaltrainingandcareerguidance. This

tripartitepartnership(universitygovernmentbusinessorganizations)wouldworktogetherin

curriculumdevelopment,internshipprogramadministration,andprojectdevelopmenttobring

moreyoungpeopleintotheprivatesector.

Jobfairsshouldbeheldregularlythroughoutthecountry. Moreeffortshouldbemadetoencouragealumnicontactwithuniversities,leadingtogreater

communicationaboutjobopeningsinalumnisfirms.
