Youth =

Children

Young People

Young Adults

Provision

Protection

Participation

The UN Convention on the Rights of the Child sets out three types of rights:

Far too often session focus only on ‘Protection Rights’Friday, 17 September 2010

Provision

Protection

Participation

But these rights are not pick-and-mix. They support each other...

Protection needs the provision of alternatives as well as participation of children & young people in

Provision

Protection

Participation

But these rights are not pick-and-mix. They support each other...

Provision of services should promote access and education; provision should be safe (protection) but not

anodyne); and young people should participate in designing and governing the provision available.

Provision

Protection

Participation

But these rights are not pick-and-mix. They support each other...

Participation requires the provision of education, and requires safe spaces for young people to

explore their views and ideas.

Every issue we address at the IGF should take account of all three sets of rights.

To many session focus on only one.

Of the sessions you were in: did they give equal attention to solutions that involved

protection, provision, and participation?

The internet creates:

Changed possibilities

&

Changed expectations

We need to work together on:

Culture change

Removing barriers

Solving tough problems

(e.g. In the move to e-services also ensuring e-enabled ‘cost saving’ doesn’t create increased

inclusion)
