The2-hourWaterSupplyDrill

•  ThetankershuSledrillwasheldonSeptember25thinKennebunkatanofficecomplex.

•  ThedrillaSemptedtoreplicatethe2-hourWaterSupplyDeliveryTestusedbyISOintheirevalua=onoffiredepartmentwatersupplycapabili=es.

•  WhileISOnolongerusesthephysicaldemonstra=onofwatersupplydelivery*,the2-hourtestiss=llareasonablestandardbywhichfiredepartmentscancomparetheirwatersupplyopera=ons.

•  ISOnowusescomputermodelingtopredicttankershuGleflowcapabiliIes.


The2-HourTest

•  The2-hourWaterSupplyDeliveryTesthasthreecri=cal=mesegments:– 0:00to5:00minutes– 5:01to15:00minutes– 15:01to120:00minutes

•  Adrillloca=onisselectedandtheunitsduetorespondonthefirst-alarmassignmentaredispatched.

•  Timestartswhenthefirstenginearrivesonthesceneandcomestoacompletestop.

•  Thereisnorequirementtoflowwaterduringthefirst5minutes,butthecrewmustbepreparedtoflowwateroncethe5-minutemarkisreached.


ISOTest5:01to15:00minutes

•  Atthe5-minutemark,aflowofatleast250gpmmustbestarted-anditmustbesustained.

•  Duringthenext10-minutes,crewscanworktofurtherdeveloptheirwatersupplyandincreasetheirflow,however…

•  Atthe15-minutemark(5+10),whateveramountofwaterisflowingatthat=memustbemaintainedfortheremainderofthe2-hourtest.


ISOTest15:01to120:00minutes

•  Oncethe15-minutemarkhasbeenreached,theremainderofthe2-hourtestisreallyjustaboutsustainingtheflow.

•  TheISOtestincludesthesimula=onofautoma=cmutualaidresponseandallowsaddi=onalwatersupplyunitstoarriveandassistinthedeliveryprocessaswouldhappenonarealincident.

•  TherealadvantageoftheISOtestisthatitgivesafiredepartmentthechancetoseewhereimprovementscanbemadeintheirwatersupplydeliveryprocess.

Itisonethingtosaythatyourfiredepartmentcandeliver500gpmfortwohours–itisanotherthingtoproveitinareal-lifedrillscenario!

•  TheparIcipantsforthedrillwerefromnumerousfiredepartmentsthroughoutYorkCounty–withafewfolksfromnearbyNewHampshire.Theseminarwaspartofthe43rdAnnualcounty-widefireschoolandthedrillprovidedtheopportunitytopracIcetheskillslearnedearlierintheweekend.

TheDrillBegins

WaterboroEngine3(1,250gpm)wasthefirst-arrivingunitandassumedtheroleastheaSackpumper.Thecrewdivideduptasksanddeployedasupplylinetoahosediffuser/flowdevice.Theyalsograbbeda2,100-galdumptankfromthefirst-arrivingtanker.Thestopwatchwasstartedwhentheenginedriverappliedtheairbrakes.

Thedecidedtogoimmediatelytoadumptankopera=oninlieuofanursetankeropera=on.Thus,theyhadtoworkfasttogetthatfirstdumptankset-upandreadyforwater.

Engine3didnothaveahigh-flowdischarge,thereforetheysetupdual2-1/2-inchlinestosupplyaclapperedsiamesewhichthenfedthe200-feetof5-inchhosetotheHoseMonsterflowdiffuser.

Thefirstdumptankwasset-upbeforewaterflowwasstarted.TheexternalbuSerflyvalveonthepumperallowedtheoperatortoflowwateratthe5-minutemarkwhilecrewss=llworkedtofinishthedralingsetup.Flowwasstartedat250gpmatthe5-minutemark.

AswaterflowwasbeingstartedusingEngine3’stankwater,KennebunkTank22movedintoposi=onanddumpeditsfirstloadofwater.Theopera=onwasthentransferredtoadralingopera=onandcon=nuedassuchfortheremainderofthedrill.

KennebunkportTank1arrivednextandbroughta3,500-gallondumptankwithit–whichwasdeployed.Thecrewsdecidedtochangetheloca=onoftheseconddumptankinordertokeeptheedgesofthetwotankseven.ThelargerdumptankwasplacedinfrontofEngine3inordertoaccommodatethatlayout.

Kennebunkport’s3,500-galvacuumtankerwasthesecondtankertodumpwater.Thevacuumtankerendeduphaulingthemostloadsofwaterduringthedrillbecausethedriverwasabletoself-loadthetankerwithouttheneedforafillsitepumper.

Bythe14:30minutemark,threedumptanksweredownandonewasinopera=onasaddi=onaltankerswerenowbeingdispatchedusingthe“tankertaskforce”concept.

Atthe19-minutemark,threedumptankswereinopera=onandflowwasnowat500gpm.

Flowwasmovedto750gpmatthe30-minutemark.Onetheofissuesthatarosewasdralingfromthesmallerdumptank–the2,100-galyellowtankshownabove.Thecrewdecidedtoswitchdralingopera=onstothe3,500-galdumptankinfrontofthepumper.ThecrewisshownheregeMngreadytomakethatswitchover.

Watertransferopera=onswerecri=caltothesuccessofthisdrillsincetheyellowtankwasbeingemp=edquitefast.Eventuallythiswasallcorrectedbyswitchingthedraltothe3,500-gallondumptankandre-arrangingthejetsiphons.

Atthe60-minutemark,flowwasmovedto900gpm.Engine3hadnotroublesuppor=ngthatflowbecauseoftheuseofthesiamese.Thepumperalsosupportedtwo,jetsiphons.A2-1/2-inchsuc=onwasaddedatthe60-minutemarktoallowmorewaterintothepump.

A400-gpmportablepumpwasusedtotakeovertheopera=onofonejetsiphon,thusallowingthepumpertofocusmoreonsuppor=ngthefireaSackopera=on.

AtmaximumthroSle,thepumphada90psidischargepressure.Thepumptooksuc=onfroma2,100-gallondumptankandsuppliedajetsiphonvia50-lof1-3/4-inchhose.Thatjetsiphonpushedwaterthrough30feetof6-inchsuc=onhose.Thisset-upworkedreallywell.

Thefinalset-up.This3,500dumptankbecametheprimarydumptankfromwhichthedumpsitepumperdraledandsupportedthe900gpmflow.Addi=onalflowcapabilityexistedatthedumpsite,howeverfillsitecapabilitydidnot.Thustheflowwasmaximizedat900gpm.

TheFillSites

•  Forthisdrill–twofillsiteswereused.Bothwerelocatedatthesameindustrialfacilityandprovideda2.6-mileroundtripfortheunitshaulingwater.

•  ThefirstfillsitesetupwaslocatedatamilldamontheMousamRiver.Theriverprovidedamplewatervolumetosupportthedrillandaccesswasnotaproblem.

•  Asingle,1,500gpmpumperwasusedatthedamtosupportthetankerfillsta=on.


TheFillSites

•  Thesecondfillsitewaslocatedatafirehydrantabout400feetfromthefirstfillsite.

•  Thefirehydrantprovidedamplewatervolumetosupportthedrillandaccesswasnotaproblem.

•  Asingle,1,250gpmpumperwasusedatthefirehydranttosupportthetankerfillsta=on.

Thedamhadplentyofwateraccessandavailabilitytosupportalargescaleloadingopera=on.GoodwinsMillsEngine83(1,500gpm)isshownhereseMngupthefirstfillsite.

Kennebunkport’svacuumtankerself-loadedanddidnotneedthesupportofafillsiteengineorcrew.Oncethetanker’ssuc=onhosewasdeployed,itwaslelinplaceforallfutureloadingopera=ons.Thevacuumtankerhauledthemostloadsofwaterduringthedrill.

LDHwasusedtoloadmanyofthetankerthatcametothedamfillsite.Whiletwotankerscouldbeconnectedatthesame=me,onlyonewasloadedata=me.

Sometankerswereloadedusing3-inchhose.AlfredTank1isshownherebeingloadedusingdual,3-inchlines.

RossCornerEngine2(1,250gpm)usedafirehydranttoloadtankers.ThefirehydrantsuppliedplentyofvolumetoEngine2inordertosupporttheloadingopera=on.Tankersloadingatthefirehydrantwereloadedusing3-inchhose.

TheResults

•  Thedrillwasstoppedatthe105-minutemarkdueto=meconstraints.

•  Waterflowwasinterruptedonlyonceduringtheen=redrill–atthe96-minutemarkwhennotankerswereavailableatthedumpsite.

•  Apeakflowof900gpmwassustainedduringthelast45minutesofthedrill.


TheLessonsLearned

•  Atthisdrill,crewschosetogoimmediatelytoadumptankopera=onwithoutusinganursetanker.TheydidagreatjobofgeMngthatfirstdumptankset-upandreadyforwaterbeforewaterflowwasstarted.

•  ThedumpsitepumperhadabuSerflyvalveontheofficersidesuc=oninletwhichallowedtheoperatortobeginwaterflowusingtheonboardtankwaterwhilecrewssetupfordraling.


TheLessonsLearned

•  Dumptankarrangementiscri=caltosuccessfuldumpsiteops.Atthisdrill,the2nddumptankwasrelocatedbeforewaterwasdumpedintoitsothatthetankswouldbealignedbeSerforthesidedumpingtankers.

•  Jetsiphonsconsumepumpcapacity.Sheddingthejetsiphonopera=ontotheportablepumpallowedtheflowtobeincreasedtotheaSackpumperifneeded.


TheLessonsLearned

•  Atankerfill-siteneedstorunlikeaNASCARpitstop.AnythingthatslowsdowntheloadingoftankersisgoingtoreducetheefficiencyofthetankershuSle.

•  Atthisdrill,thereweredifferenttankerfillconnec=onswhichrequiredadaptorsandthussloweddownsomeofthefillopera=ons.

•  Havingastandardizedfillconnec=onforalltankersincreasesfillefficiencyanddecreasesfill=me.


TheLessonsLearned

•  Jetsiphons,suc=onhose,anddumptanksareneededatmosteverydumptankopera=on–therefore,itiswisetocarrythoseitemsoneverytanker–aswellasadaptors.

•  The“bundling”ofwaterhaulingmutualaidresourceshasprovensuccessfulinmanydrills.Thetankertaskforceconceptagainprovedtobeaneffec=veprocessforreques=ngandusingaddi=onalruralwatersupplyresources.
