PROGRAMME

BACKGROUND

A Workshop on Intensive Use of Groundwater: Challenges and Opportunities (WINEX) took place in December 2001, in Madrid. It was a c10sed meeting aimed at preparing and discussing a list of topics related to technical, economic and social issues of groundwater intensive use. As an outcome of the Workshop, a book is being printed. This book will be the background of the SIN EX.

SINEX is convened eleven years after the IAH Symposium on Groundwater Overexploitation, held at Puerto de la Cruz, Tenerife (Spain).

OBJECTIVES

To convene and gather a world-wide forum of scientists, stakeholders, sociologists, and decision makers with experience on groundwater intensive use issues. These experts will study, discuss, and evaluate the challenges and opportunities of intensive use of groundwater from a wide-scope point of view in order to show the real benefits and costs, and to fight down myths that prevent the sustainable use of such an essential resource.

MAIN EXPECTED RESULTS

• Conveying ideas regarding chaltenges and opportunities of intensive use of groundwater to local water authorities.

• Generating discussion among participants on the real costs and benefits of groundwater exploitation.

• Producing a position paper containing a declaration, including recommendations, to be later distributed world-wide.

• Preparing a special publication with selected contributions.

5 Case studies on groundwater intensive use in the world: scientific, te<:hnical, e<:onomic, social and political issues.

6 Groundwater intensive use in the wortd: regional and continental issues, transboundary problems and shared aquifer issues, significance for mankind.

7 Ethical issues of aquifer intensive use: present versus future generations, use of non renewable reserves, sustainable use, loss of water quality, desertification, alleviation of poverty, social stress.

FORMAT

Aetivities for eaeh topic will caver half a day. They start with a plenary session with an invited canference followed by two key note speeches and a discussion session. This is followed by the oral contributions in three parallel sessions. Parallel sessions will end with a round table or a spe<:ial session on specific topies.

Special sessions and round tables will be convened by the organizing comminee, but they can also be convened byanybody who has got intere5t in a particular issue. If this is the case, please send a lener to the organizers justifying \he intere5t to canvene a particular session. DOCUMENTATlON TO BE OISTRIBUTED

AtI full-paying attendants will receive the WINEX book. a book 01 abstracts, and a CO with the fuI! text of the contributions.

POST·SYMPOSIUM PUBLlCATlON

The scientific committee will select a number of papers from those presented in the Symposium. Authors from the papers selected will be invited to write a final version of their papers. The final papers will be peer-reviewed. Some of the reviewed papers will be published by IAH in the Selected Papers series.

The publication will be edited by J. Capilla. l. Martinez Cortina, X. Silnchez Vila and A. Sahuquillo. who also aro as coordinator of the edition. The publication will appear around one year after the Symposium. Authors Irom accepted papers not published in the AIH Selected Papers Series will be invited to submit their contributions to differents journals such as Environmental Geology, Boletin Geológico y Minero and Ingeniería del Agua.

Abstract (max 200 words) can be e-mailed to: gerenciaOfcihs.org not later than 30 June. 2002.

After acceptance of the abstracto the full paper should be send to the same address not later than end October 2002. The paper should be written in the following form:

• Full title in capitalletters. • Name 01 the authors (first name in lower case, surname

in capitals). • Author affiliation with ful! address in lower case. • The body of the text (including figures, tables and references

if needed). • The maximum length tor the papers is 10 pages, figures and

tables included.

Please use Microsoft Word for the papero Tables and figures can be in Excel or any picture format (e.g. *.jpg or *.gif). PDf-files are not acceptable.

Please do not insert frames and text boxes in your files. Please use only black and white. Extra con of color printing will be charged to the authors.

LANGUAGE

The officiallanguage of the 5ymposium will be English. English-5panish translation will be provided for plenary sessions. Parallel sessions can be in either language, but it will be managed such that there will always be a session in 5panish, and other in English concurrently. No translation will be provided in parallel sessions. The language for round tables will depend of the topie.

Note: in June 2002 the exchange rate is 1 Euro = 0,94 U5$ Any refunding after 31/10/2002 will be penalized by 20% of the payment. The organizing committee will arrange for a number of travel aid5 to contributors that meet the following requirements:

• being from developing countries • providing an interesting contribution • being private consultors or from small local firms in their

own country

The travel aids are possible due to the contributions of some of the co-organizer institutions. The number of these travel aids is not yet decided, but it will be around 15.

The Symposium will offer a number of aetivities ineluding plenary and parallel sessions. Parallel sessions inelude Paper sessions (for oral eontributions), round tables, and in some cases special sessions.

Plenary sessions will inelude an invited eonferenee and two key note speeehes for each topie.

Paper sessions will provide for oral presentation of accepted papers. The number of oral presentations for eaeh topic will depend of the papers received and admitted for oral presentation. Some papers may be admitted for publication but not for oral presentation.

Round Tables and speeial sessions will be organized and ehaired by persons attending the Symposium. Eaeh round table will have a moderator and two or three panelists seleeted by the moderator. Those willing to organize or propose one of these round tables should submit a proposal indieating the topie of the session, the moderator and the potential panelists, following the seheme shown in the web: http://www.fcihs.org/SINEX.HTM
