It is with great pleasure that I report the achievements of the SC Power Team for 2016. It has been my pleasure to lead this organization for the past two years. Since our inception, many dedicated board members and team members have worked to establish a strong presence in our state. We deeply appreciate these individuals for their time commitment and playing a critical role in helping our organization reach new heights. Our legacy of supporting community growth through economic development,
collaboration and partnership remains constant.
SC Power Team’s system exceeded metrics for capital investment and new jobs for the third consecutive year. Our system closed 2016 with 44 announcements totaling $833.142 million in capital investment and 5,106 new jobs. Eighty percent of our electric cooperatives added industrial expansions and/or new locating businesses to the system. Our ability to compete and offer community preparedness initiatives have made deals possible in all areas of S.C.
Foreign Direct Investment continues to be a keystone in our economic development efforts. Our system saw $479.9 million in FDI for 2016, making up more than half of our announced capital investment. Foreign companies are investing millions in capital to the areas we serve, in places like Laurens, Abbeville, and other rural areas—bringing more than 1,600 jobs to South Carolinians. These achievements change lives for the good in the most rural areas of our state.
SC Power Team, our partners Central Electric Power Cooperative, Inc., the 20 electric cooperatives, and Santee Cooper, have all played significant roles in economic development for nearly three decades. We would like to thank our partners for their leadership and unprecedented commitment of resources for job creation and new capital investment in our service territory. Over the past three years, the South Carolina Power Team has been steadily implementing our five-year strategic blueprint, which was unanimously adopted by the Boards of Santee Cooper and Central Electric Power Cooperative, Inc., in 2014. Together, our partners have committed the necessary resources to execute the strategy, fund new initiatives, hire new staff, and adopt new incentive rates for power. All of which have played a role in the partnership’s unprecedented achiements.
To date, we have exceeded set goals for both capital investment and job creation in three short years of our five-year plan. We have achieved over 60 percent of our new electric load capacity, as well, and it continues to grow. Our results are proving this strategic blueprint is working for the betterment of those we serve. Our system is engaged with local economic development activities across this great state and have been a part of many successes this past year.
Our Board would like to thank each of our partners and allies, as well as, the Power Team Staff. The implementation of our blueprint has run at such a rapid pace. We appreciate everyone’s willingness to use new approaches and use forward thinking. It has created great momentum and enabled wins across our service territory.
Finally, I want to extend our gratitude to our partners at Santee Cooper, the electric cooperatives of South Carolina, the South Carolina Department of Commerce, the regional alliances and all the local economic development organizations. SC Power Team is a full-service, non-profit economic development organization representing Santee Cooper, South Carolina’s state-owned electric and water utility, and the state’s 20 consumer-owned electric cooperatives. SC Power Team serves two-thirds of the area of the state and about half of its population.
The mission of SC Power Team is to facilitate the growth of jobs, investment and electric load through the attraction of new industrial and commercial activity, as well as, the expansion and retention of existing businesses and facilities in the service areas of the electric cooperatives and Santee Cooper throughout South Carolina.

The SC Power Team system had a strong year with close to a billion in new investment. Our system closed with 44 announcements totaling $833.142 million in capital investment and over 5,000 jobs, with 80 percent of our electric cooperatives adding either industrial expansions and/or new locating businesses to the system.

Two key decisions were made in our Five-year Strategic Blueprint. One was to offer competitive power rates to attract large industry and assist current customers with expansions. The new rates were adopted in May 2014. The second decision was to increase our investment levels. These two strategic decisions have promoted unprecedented results in a short time frame and have allowed our system to compete with large utilities across the Southeast.

SC Power Sites, now featured at SCPowerTeam.com, are
easily accessible for economic developers, site selectors and
brokers. The recent website update included SC Power Sites,
plus Featured Sites of properties throughout the electric
cooperative service territory. These market-ready sites, powered
by our highly reliable and affordable electricity, make ideal
business and industry locations. The website offers custom
Geographic Information System (GIS) applications which
include comprehensive inventory of sites, parks, and buildings
across South Carolina, as well as, world-class data from
Chmura’s JobsEQ and ESRI’s Business Analyst Online. Targeted
socioeconomic, demographic, industry and occupation reports
are easily accessible for each community to assist in site
selection decisions.
One primary goal of our strategic blueprint is to become a data centric organization. We want SCPowerTeam.com to be a central resource for our partners, economic development alliances, local economic developers, commercial brokers, site selection consultants, and others in related industries. We launched a recent website update to include featured properties called SC Power Sites, which are sites with heavy investment from our Site Readiness Fund. The SC Power Sites pages of the website are easy to navigate, provide extensive property details, and downloadable brochures. Our Board of Trustees has placed great resources into supporting the Site Readiness Fund and the new website update gives credence to the importance SC Power Team places on data, research, and technology in driving economic development.

Announcements like MM Technics, a metal stamping company serving auto manufacturers, to Mid-Carolina Commerce Park in Newberry County, is an excellent example of community matching dollars that yield significant impact. The $625,000 grant, with a $625,000 local match, will yield a return of $12.6 million in investment and 65 new jobs.

ECONOMIC DEVELOPMENT REVIEW (EDR)Each year, SC Power Team hosts more than 200 select stakeholders, partners, and allies in the economic development community for a two-and-a-half day conference, covering key topics in the industry, success stories from existing or new industry announcements and education on preparedness.

companies that meet certain capital investment, or job creation requirements and have a minimum load of 2 megawatts.
HELICOPTER SITE TOURSSC Power Team offers assistance with taking prospective business or industry executives on tours of sites under consideration via helicopter services. This service allows a prospect to view a site and look at the site’s access and infrastructure.

Rusty Reed has served the SC Power Team system for more than 30 years. He began working at Central Electric Power Cooperative, Inc. in 1985. Rusty has been a long serving, dedicated employee. He has supported the organization with his historical knowledge and understanding, especially during the past several years as the strategic blueprint has been implemented. Officially, Rusty retired January 31, 2017. He will be greatly missed by his colleagues at the Power Team.
