1 Executive Summary Hannah Reed and Associates have carried out an investigation into the Foul Water Drainage Management aspects of a potential housing development at Carterton, West Oxfordshire. The site is identified in West Oxfordshire District Council’s Draft Core Strategy 2011 as a possible option for development, and lies to the west of the town. This report was prepared on behalf of Crest Nicholson Strategic Projects in support of a site allocation application to be submitted to West Oxfordshire District Council (WODC). The study has examined the Local Development Plan documents, which have identified a potential need for up to 1300 new dwellings. A technical appraisal has been carried out to address potential foul water drainage issues and provide possible solution options for a proposed development on land west of Carterton. The study has identified that there are two potential options for the management of foul waste water generated by the proposed development:

i. Up-grade the existing public sewer system and treatment works, following consultation with Thames Water Utilities Ltd and connect to the public foul sewer taking into consideration the peak and daily foul waste water flows.

ii. Provide an on-site foul waste water treatment plant, taking into consideration the peak and daily foul waste water flows. The on-site treatment plant could either be connected to the existing public foul sewer following limited up-grading of the existing public sewer system or be discharged to land following tertiary treatment.

The site investigation found that the soil has a permeability rate of approximately 2.59 x 10-6 m/s, which indicates that infiltration techniques such as reed beds and infiltration basins would be feasible to manage the treated discharge water. Suitable planting of native trees such as Poplars and Willow around the treatment plant and constructed wetlands would provide screening of the treatment plant from the existing and proposed residential dwellings as well as creating a habitat for native wildlife. It is concluded that the site is in a sustainable location. Some positive benefits could accrue from developing the site, including possible upgrading of the existing public sewers and sewage treatment works and improvement of the local wildlife habitats through tree planting and wetland construction.

2 Introduction West Oxfordshire District Council published their Local Development Framework (LDF) Draft Core Strategy in January 2011. The proposed development consists of the construction of approximately 1300 dwellings with associated infrastructure. The proposals also include a potential new primary school, leisure facilities and the development of the Shill Brook Valley into an ecology park. A new access road will be constructed, which incorporates a road bridge and pedestrian and cycle bridge over the Shill Brook. This report addresses the potential impact of a proposed development on land to the west of Carterton and provides strategic options to mitigate the potential options and where possible provide betterment to the site and the surrounding area.

3 Foul Drainage Options 3.1 This study has been carried out to examine the foul waste water drainage issues

which relate to the potential development of the site to the west of Carterton. See site Location Plan in Appendix A. The work has included analysis of local planning documents, Building Regulations Approved Document H, existing public sewers and treatment plants in the vicinity and the existing site’s geological and hydrological conditions to provide appropriate foul waste water management options.

3.2 Government guidance contained within DETR Circular 03/99/ WO 10/99

‘Planning requirements in respect of the use of non-mains sewerage incorporating septic tanks in new development’ and Building Regulations Approved Document H provides a hierarchy of foul wastewater drainage options that must be considered and discounted in the following order:

a. Connection to the public sewer b. Package sewage treatment plant c. Septic Tank d. If none of the above are feasible a cesspool

3.3 The proposed development consists of the construction of approximately 1300

dwellings with associated infrastructure. The proposals also include a potential new primary school, leisure facilities and the development of the Shill Brook Valley into an ecology park. A new access road will be constructed, which incorporates a road bridge and pedestrian and cycle bridge over the Shill Brook. Therefore, to allow for a possible future increase in the potential housing need, the estimation of the foul waste water peak and daily flow rates has been calculated on the assumption of 1300 dwellings with an average of 3 bedrooms.

3.4 The Peak Flow rate has been estimated in accordance with BS EN 752-1:1996

“Drain and Sewer Systems Outside Buildings”, Annex C “Calculation of Wastewater Flows for Drain Systems”.

3.5 The following should be considered when assessing the use factors and

consequential peak flow rates in a wastewater drain:

The number and type of appliances to be connected and the possibility of coincidence of discharge from different appliances

The rate of discharge from each appliance The average duration of discharge from each appliance The likely use interval of each appliance

3.6 The Thames Water Asset Location Plans included in Appendix B show the

locations of public sewers within the vicinity of the proposed development site. The plans show that there is a gravity sewer to the east of the site running along Upavon Way. This sewer continues for a short distance westward along the B4477 to a pumping station that discharges via a rising main.

3.7 West Oxfordshire District Council’s Draft Core Strategy Sustainability Appraisal has identified that there is no capacity at the Brize Norton Sewage pumping station, which is overwhelmed during wet weather. It also identifies that the existing sewage treatment works would require up-grading to deal with additional wastewater from a significant new development.

3.8 Therefore, in accordance with the foul waste water drainage hierarchy the

proposed development should connect to the public sewer and include proposals for up-grading of the existing foul drainage system and sewage treatment plant following consultation with Thames Water Utilities Ltd.

3.9 The proposed site is of sufficient size to provide its own on-site waste water

treatment. Therefore, in accordance with the foul waste water drainage hierarchy, if following consultation with Thames Water Utilities it is not feasible to up-grade the existing sewer system and treatment works, an on-site treatment plant could be provided. See possible location of on-site treatment plant in Appendix D.

3.10 The size of the treatment plant should be based on the peak and daily flow

produced by the proposed 1300 dwelling development. The peak flow has been estimated in section 3.5. The daily flow has been estimated on the assumption that the proposed dwellings will have an average of 3 bedrooms.

3.11 The British Water Code of Practice, suggests that a daily foul flow volume of 180

litres per person per day should be used for the sizing of treatment systems for residential dwellings.

A 3 bedroom dwelling is estimated to house 5 people. Therefore, a 1300 dwelling estate would produce a daily foul waste water flow of: 180(1300x5) = 1,170,000 litres per day or 1170m3/day. This equates to an average foul waste water flow of 13.5 l/s. 3.12 It may be possible to discharge the treated effluent to the existing Thames Water

sewer system and treatment works following the up-grading of the existing public sewers’ and treatment plant’s capacities.

3.13 If following consultation it is not possible to discharge the treated effluent to the

public sewer it could be possible to discharge the effluent to land following tertiary treatment such as constructed wetlands or reed beds, which significantly reduce chemicals in the discharge and consequently also significantly reduce odours.

3.14 The British Geological Survey Map Sheet 236 for Witney, an extract of which is

included in Appendix C, indicates that the site is underlain by Cornbrash and Forest Marble, which is in turn underlain by White Limestone.

3.15 A ground investigation was carried out at the site to confirm the geology and the permeability of the soil, which would assist in determining if it would be appropriate to utilise infiltration techniques to mitigate the and manage the treated discharge water , e.g. soakaways, infiltration basins and reed beds.

3.16 The site investigation confirmed that the site has a capping of topsoil over Forest

Marble. Forest Marble consists of thin layers of clayey and sandy limestone brash and sandy clay resting upon weak to moderately strong thinly and thickly bedded limestone rock. The limestone rock layer resisted penetration by the excavation equipment used

3.17 Cornbrash and Forest Marble are moderately permeable and have typical

permeability rates of 1.0x10-5m/s and 3.5x10-6m/s respectively. As a result the geological conditions at the site are likely to be suitable for infiltration techniques, which would allow discharge to land.

3.18 The site investigation found that the soil has a permeability rate of approximately

2.59 x 10-6 m/s, which indicates that infiltration techniques such as reed beds and infiltration basins would be feasible to manage the treated discharge water.

4 Conclusions and Recommendations 4.1. The study has identified that there are two potential options for the management

PERMEABILITY TESTING - LAND WEST OF CARTERTON, OXFORDSHIRE

We have completed the soil infiltration tests in respect of the above and accordinglyenclose location plan, trial pit logs and permeability test results.

In summary, three trial pits were excavated to depths of between 1.40m and 1.80m.Each pit was then filled with potable water which was allowed to drain whilemeasurements of the falling head were recorded over a three day period.

The results of the excavation work reveal the geology to comprise a capping oftopsoil over Forest Marble, which consists of thin layers of clayey and sandylimestone brash and sandy clay resting upon weak to moderately strong thinly andthickly bedded limestone rock. This rock layer resisted penetration by theexcavation equipment in TP2 and TP3. TP2 and TP3 remained dry duringexcavation work while in TP1 perched groundwater was recorded entering the pit at0.60m depth.

The results of the permeability testing indicate the Forest Marble has a low tomedium permeability classification with calculated soil infiltration rates of 4.23 x10-7 m/sec and 2.59 x 10-6 m/sec. The infiltration rate in TP1 was not calculated duelack of robust data.

PERMEABILITY ASSESSMENT AND SOAKAWAY DESIGN

Surface water currently infiltrates the open soft landscaping either percolatingdirectly into the soil fabric or via surface runoff down gradient into channels andvalleys.

There were areas of surface flooding and pooling developed around localiseddepressions or in areas where the ground topography was either flat or level withconsequential slow vertical infiltration of surface water into the soil.

New development at the site is likely to increase the rate of surface runoff ifdrainage waters are discharged directed into localised soakage chambers withoutsome degree of attenuation. The implications of the development on surface waterrunoff will be evaluated via a Flood Risk Assessment (FRA) however that is likely toconclude that the drainage strategy for the site should be based on a preference forrainwater harvesting and infiltration drainage with attenuation to mitigate thepotential for increased run off.

In consideration of the drainage area (for example 50m2) and the permeability testresults, the following table provides indicative infiltration drainage design.

Of course, the indicative infiltration drainage design is for illustrative purposes only,a more specific design based on the actual land area available and various stormduration permutations should be considered. It should be noted these calculatedvalues have been based on a software programme produced from the official BREDigest 365 Soakaway Design.

It should be noted that the (f) values were extrapolated on the basis of a single setof results for TP3 and two sets of results for TP2 and not the standard three sets.Therefore the results do not necessarily reflect natural working conditions wherebythe soil has previously been saturated. The designer should therefore take this intoconsideration when designing the soakaway chambers.

The indicative infiltration drainage design shows that infiltration drainage couldform a component of the drainage strategy for the development of the site. Theunderlying rock layer, which was not penetrated should be further exploited withadditional testing to confirm its effectiveness as a drainage medium which weanticipate may yield higher permeability potential. We recommend addition testingis conducted over a more intensive area at greater depths and within a relatively dryperiod to avoid surface waters entering the test pits.

Permissions to drain into the ground should be sought from the EnvironmentAgency given the site overlies a Secondary (A) Aquifer. It is anticipated acceptancewill be granted for provision of discharge of all roof drainage without demurral buthardstanding drainage will require installation of interceptors. It is likely that adepth limit will be imposed on the level of the soakaway chambers.
