Zagreb Forum calls for development and application of the city management model that will provide answers to all current and future challenges concerning the development of the City of Zagreb, especially when it comes to improving the quality of life. In order for this to happen, the citizens as equal partners of the city administration, academia, business sector and the civil society, have to be included in the initiatives which will create added value and new employment opportunities.

Introduction

This year marks the sixth anniversary of Zagreb Forum, which only proves that its concept, as well as the quality standards applied from the very beginning, are solid and based on a long-term vision.

The topics we introduced at the very first Zagreb Forum and onwards sounded futuristic and abstract at times, I might even say utopian. However, if we take a look today at a retrospective of our work, it is clear that we had identified excellent challenges, which have since become part of development strategies for cities and society as a whole. Some of the recommendations voiced at the Forum have already come to life via various national and international projects. We have used the network of partners and participants in the Forums to date to develop and implement ideas voiced at Zagreb Forum in international projects funded through EU programmes, such as Interreg Europe, Horizon 2020, URBACT, and Europe for Citizens.

We receive support from everyone who embraces societal challenges, ready to make an active contribution to the development of a more creative, innovative and productive environment. From the very first day, Zagreb Forum has been gaining international significance and recognisability and it has considerably surpassed the limits of the City and the national borders.

It is an honour to be part of this community, which thinks about the future and how to prepare for it in the best possible way. This is the quality of a society of knowledge and awareness that assumes responsibility and thinks about the ecological and economic sustainability of society, so that, one day, we might pass it on to the future generations to keep up the good work and introduce improvements.

As ever, we emphasise the importance of encouraging creativity and of being creative. We continue to promote societal megatrends, so this year we place the emphasis on keeping the talent. They can use their knowledge to create added value through innovative products and solutions.

One of the main activities of Zagreb Forum is to promote national innovative solutions in the field of smart cities, so we have introduced the Zagreb Forum Best Smart City Solution Award.

I would like to personally extend my thanks to all participants for their active contribution to the development of contents and topics to date. They have helped us become one of the more prominent events of this type in Croatia and in the EU.

We invite all participants of the Forum to take part in the dialogue and help us raise awareness of the challenges ahead of us. Together, we can create new solutions for continued and sustainable development of society.

Concept and ObjectivesCities are essential complements to digital transformation. According to the EU Strategic Policy Forum on Digital Entrepreneurship report, the changes brought about by the digital age mean that geographic boundaries are no longer costly barriers to trade, communication and social interaction. European cities provide up to 85% of the region's GDP, which provides a high density of interactions among citizens. It creates digitally supported opportunities for education, creativity – mission of Zagreb Forum, and shared services. All together, they increase productivity, efficiency and development of a good quality of life.

Successful digital transformation of cities requires recognition of their digital transformation challenges as well as taking city context into consideration. Similar to successful implementation of quadra-helix model, urban digital transformation requires strong engagement of national/local government, academia, industry, citizens and civil society in recognition of the digital transformation challenges as well as fostering digital transformation of cities.

Diverse stakeholders across the city ecosystem build partnership, identify and develop local talent, attract skills, create new form of science-industry linkages, employ data and support the investment in infrastructure that enables digital transformation. Start-ups, SMEs, retailers, artists, craftspeople, teachers and civil servants have started to adopt digital technologies in order to bring about a smooth transition into prosperous digital future.

Critical attributes for a successful digital transformation process are grouped around four thematic areas. First – Leadership and collaboration for a smart governance of the local digital ecosystem; Second – Digital skills and entrepreneurs for acceleration of the digital transformation process; Third – Access to data and technologies for applied solutions to local challenges and Fourth – Key infrastructure and investments for digital launch pads.

It is well recognized that various political-economic-sociological megatrends influence urban development throughout the world. For large cities in Central Eastern & South Eastern European countries the most important megatrends include increased importance of data economies on a city level, development of infrastructure that is relevant to the use of technology in the near future, future of jobs and citizen participation. On one hand, these megatrends influence the increase of citizen inequality as well as social insecurity mainly as a result of emergence of contract jobs. On the other hand, however, new challenges create opportunities for a new type of innovative entrepreneurship as well as new types of cooperation among stakeholders in urban areas.

New urban strategies require emergence of new forms of collaboration among various stakeholders: local governments, research institutes, universities, citizens and businesses as well as fostering viable innovation ecosystems based on citizen involvement and co-creating various applications and services. It is very important that new urban strategies are synchronized with EU Urban agenda objectives since this opens up the space for financial instruments needed for their implementation to enter. Zagreb Forum 2017 is a call for action for practicing multi-stakeholder inclusion with an aim of promoting innovation ecosystem within an urban area. This approach may facilitate development of city projects that include various stakeholders and realization of financing opportunities.

What are the challenges for cities & entrepreneurship?

Entrepreneurship in various aspects such as digital, implementing new economic paradigms and involving city administration in modernisation process is another challenge. Smart Specialisation strategy and Urban Agglomeration strategy can be considered as appropriate policy process for the Urban Development only if these strategies recognise their challenges in terms of their implementation.

For the Urban Development it seems that the main challenge is how to involve interested stakeholders such as civil society, financial intermediators, universities and business sector in future socio economic development.

Understanding of social constraints and practising multistakeholders inclusion with shared risk provides promotion of alternative development models, development of creative city projects and realisation of financing opportunities.

Key messages

Within this year's Zagreb Forum topic "Urban Futures - Challenges for Cities & Entrepreneurship" we are attempting to answer the question of optimum institutional arrangement that can be applied in the wider area of the City of Zagreb and that will enable smooth planning and implementation of various development programs and activities. The arrangement that we are talking

about has to be based on an intensive use of knowledge and technologies.

Being an active part of the European Union has to be a unique opportunity to enhance cooperation between cities. Sharing knowledge and good practices cases of city development enables new prosperity for cities. The EU 2020 Agenda provides a framework for creation of concrete projects with inclusion of citizens and city stakeholders.

The forum debate will be an opportunity to exchange experience in managing cities in the light of EU 2020 Agenda with the emphasis on inclusion principle of good governance and citizens participation. Zagreb Forum will connect and enable co-operation between key stakeholders and present financial and business models for Smart City developments.

Zagreb Forum participants will share their views on future of Europe and the role of cities with emphasis on participation and inclusion.
