WelcomeYou’re A Valued Staff Member!As a Frandsen Scout Reservation staff member you are now a valued member of an elite team whose job it is to provide the best service to our campers. In providing this service, your abilities will be challenged, your patience tested, your self-confidence increased, and your leadership skills further developed. This year over 1200 boys and 400 leaders will experience Scofield Scout Camp. You will touch the life and influence the memories of each boy who attends camp.

We are all on the same team and we expect each staff member to contribute to the success of the whole. Each staff member will have specific duties relating to their assignment in their area, but will also be expected to help out wherever there is a need. It is our philosophy that if help is needed you should always be ready to pitch in and get the job done. You may be asked to help in another program area or to help with trash or maintenance duties. You should be willing to make the program go wherever and whenever called upon. Please do not expect this to be a “9am to 5pm” job—it is not. We are a big family that lives together, eats together, works together, and plays together. Best of all, we get to have fun together while delivering the program of the Boy Scouts of America.

Staff Expected Levels of ExcellenceArea OperationEach staff member is part of a program area team supervised by a Director. Each Director is responsible for the supervision and conduct of his or her staff. The 'Chain of Command' through the staff infrastructure is an important means of communication and we must try to use it as much as possible. Please study the Camp organization chart later in this staff handbook to better understand how the staff is organized and how you fit in.

Your Camp DirectorThe Camp Director is responsible for everyone and everything at Scofield Scout Camp. He is held accountable for everything, whether or not he has delegated that responsibility to someone else. He is also your mentor to whom you may turn to at any time to talk or ask for guidance. He is also responsible for all the finances in camp (including payroll). If you have any serious questions or problems, feel free to ask your camp director.

Your Program DirectorThe Program Director is responsible for all the program areas in camp. He is third in command to the Camp Director. Scouts come to camp for a fun and challenging program and it is the Program Director's job to deliver it. Most staff members work in the many program areas throughout camp and report to the Program Director.

Staff WeekAll staff members will be taking part in the opening staff week. During this week, campsite and program area equipment will be set-up and formal staff training will take place. It is during this first week that the physical and mental tools necessary for the camp to operate will be put in place. We work very hard, but we also play hard. During staff week you will start to build the bonds with your fellow staff members that we hope will last beyond your time at Scofield Scout Camp.

GOOOOD Morning Staffers!!!Every morning starts with staff meeting. The time and place will be determined by the Program Director and everybody is expected to be at staff prayer. You are not considered having arrived at staff prayer unless you are wearing your full uniform. It is important for you to be there because it is the only daily meeting where we can discuss things with all staff without Scouts and Adult Leaders.

Sunday Staff MeetingsStaff meetings are also held every Sunday at 8:00pm at the Training Center and at other times as needed. You are expected to be at staff meetings on time and ready to go.

MealsThree well balanced, well prepared meals will be served daily. All staff members will be present, ON TIME, for all meals. Meals are served at 8:00am, 12:00pm, and 6:00pm.

Dining Hall ProgramOur Dining Hall program for Breakfast consists of Grace and the Scout Oath. Lunch consists of Grace and a song. Dinner consists of Grace, the Scout Law and a song. All staff members are expected to sing and participate in all Dining Hall programs. Singing at meals is a Scouting tradition and is actually a lot of fun.

Time OffEvery staff member will be provided with one 32 hour period as time off each week (Saturday 11:00am-Sunday 8:00pm). During this time, the staff member is not under the direction, control, or responsibility of the Utah National Parks Council or the Boy Scouts of America. No meals will be available during any time off period. Camp Staff members under the age of 18 must provide written permission from a parent to be permitted to leave camp, at any time, with anyone other than that parent/guardian. Please see the rules about leaving camp on the permission form. All staff members must personally sign out when leaving camp and sign in upon returning to camp at the Camp Headquarters.

Personal PropertyScofield Scout Camp, Utah National Parks Council, and/or the Boy Scouts of America are not responsible for personal property brought to Scofield Scout Camp. We recommend you bring a lockable footlocker for your personal things. Do not bring valuables to camp. There is no place in Scout Camp for electronic games, music players or other handheld electronic devises.

Medical and Health NeedsA camp Health Officer will be on hand at all times. All staff members are required to present a current Annual Health and Medical Record (parts A, B, and C—including a physical examination by a doctor), upon arrival at camp. Medications that you must take at camp should be discussed with the Health Officer and stored in the Health Office. All illnesses and/or accidents must be reported to the Health Officer, and logged in the camp First Aid Log. If you are sick or injured, you should notify your area director, and proceed to the Health Office. We cannot help you if we do not know what is bothering you. If further medical care is required, staff members will be seen by the on-call physician or taken to the hospital.

Camp Staff EvaluationAt least twice during the season, all staff will be evaluated by their immediate supervisor and/or camp director. This evaluation will be a measurement of your growth experience as a staff member. Your immediate supervisor will discuss your performance with you and help you set goals to improve as a staff member. CITs are evaluated weekly by their Area Director.

Personal EffectsThere are several guidelines that must be followed to protect you, your fellow staff members, the camp properties and the camp program.1. Put your name on all clothing and valuables.2. Do not discuss how much or where you keep your cash with anyone.3. Always keep your vehicle locked.4. You are responsible for your own equipment.5. Do not bring anything to camp that cannot be replaced.6. For security reasons, please leave valuable items or collectibles at home.7. Lock up your money and personal property.8. Respect everyone else's property. Do not take or borrow from others without permission.

Declaration of Religious PrincipleThe Boy Scouts of America maintains that no member can grow into the best kind of citizen without recognizing an obligation to God.

In the first part of the Scout Oath or Promise the member declares, ‘‘On my honor I will do my best to do my duty to God and my country and to obey the Scout Law.’’ The recognition of God as the ruling and leading power in the universe and the grateful acknowledgment of His favors and blessings are necessary to the best type of citizenship and are wholesome precepts in the education of the growing members.

No matter what the religious faith of the members may be, this fundamental need of good citizenship should be kept before them. The Boy Scouts of America, therefore, recognizes the religious element in the training of the member, but it is absolutely nonsectarian in its attitude toward that religious training. Its policy is that the home and the organization or group with which the member is connected shall give definite attention to religious life.

Specific Staff ResponsibilitiesCamp Wide EventsWe will provide a camp wide event sometimes daily. The specific activities and/or events held during this time will be determined by the Program Director. Staff members are required and expected to participate in all camp wide events.

Special On-Site EventsThe camp will offer several special events to help meet the needs of various units. Such items include a Cub Scout Day Camp, a Varsity Scout Rendezvous, a Wood Badge course, Akela’s Council, and the Order of the Arrow “Teepee Week”; select staff may be asked to assist in these activities.

Adult Cracker BarrelDuring camp there will be a cracker barrel [an informal get together] in the dining hall approximately 30 minutes after the Monday night campfire. All adults in camp are invited to stop in and meet the staff and other leaders who are in camp for the week. All staff should attend briefly but only Area Directors have to stay for the question and answer period.

Rainy Day ProgramThe regularly scheduled camp program continues, rain or shine. The waterfront and field sports program may need to be adjusted in the case of an electrical storm but everything else operates as normal. You may be asked to support some replacement program in the event of inclement weather; your area director will give you additional details regarding your responsibilities during this time.

Colors and RetreatAll persons in camp are expected to attend morning colors and evening retreat promptly and in proper uniform. Unless otherwise mandated by the Camp Director, the full Field Uniform is the proper uniform for flag ceremonies. Some staff may be excused due to individual assignments. During the ceremonies, we will conduct ourselves in the most dignified and reverent manner possible, in the words of Edward F. Hale, "It is your duty to your country to love it, to obey its laws, to respect its flag, and to defend it against all enemies."

UniformsThe two acceptable forms of dress are:

The Field UniformUniforms are to be configured in accordance with the current BSA Insignia Guide (#33066D). “Official uniform shirt” will be defined as the current uniform shirt for the member's primary registered program as defined in the insignia guide. It will be worn all of Monday, and for Tuesday through Friday, mornings until after flag ceremony, evenings from dinner until lights out, and other times designated by the camp administration.

• Scout tan or green shirt with: Council Strip, shoulder loops of registered program, any earned square knots, OA flap [if dues are paid], NCS patch, etc.

• Scout pants or shorts• Official Scout web or leather belt• Official Scout socks• Appropriate footwear

• Timberline NYLT or Wood Badge beads Staff hat (provided)The Activity UniformThis uniform may be worn after morning flag ceremony and until dinner. It will be:• Staff t-shirt or polo shirt – unaltered

(provided)• Scout pants or shorts• Official Scout web or leather belt• Official Scout socks• Appropriate footwear

Aquatics and kitchen staff will have a modified version of the uniform to wear when they are working in their program areas.

Lifeguard UniformLifeguards, while on waterfront duty, will be in lifeguard uniform for safety and identification purposes. Red swim trunks for males or 1-piece swimsuit for females, along with official ‘lifeguard’ t-shirt.

Food Service UniformThe dining hall staff will wear clothing appropriate for their duties (as agreed to with the camp director). Dining hall staff also will wear the staff ID wristband. The dining hall staff member who serves as dining hall stewards are in charge of prayers and leading songs. Kitchen staff uniforms or an activity shirt is proper attire. For any meals, camp staff and participants must wear a shirt and shoes to receive food.

Specialty UniformsDon’t let the “specialty” uniforms scare you. The best places to start looking for things are your own basement, attic, local garage sales, Savers, Deseret Industries, and Salvation Army. Most can be made for

“Cheap as Free” prices. No cross-dressing. “Specialty” uniforms are used during the following activities and days:Man-hunt: Most staff members prefer to wear camouflage fatigues. Some choose to wear bright colors. However, you are allowed to wear anything you want as long as you are participating in the man-hunt.

Western Wednesday and Frontier Friday: As such, we expect everybody to dress up as something frontier-esque. Canvas pants (Dickies) and slacks look great. Boots can be found cheaply and complete the outfit. There are many frontier themes to choose from; Train Conductor, Miner, Housewife, Cavalry, Mountain Man, American Indian, etc. If you don’t know what you should look like, rent a good ol’ Western movie.

Miscellaneous• Staff will wear an ID wristband at all times.• On Field Uniforms, Eagle Scouts can wear the Eagle Knot if over 18 and the Eagle Rank Cloth Badge if under 18.• Closed-toes shoes or hiking boots are the proper footwear for camp; Bare feet, open-toed shoes or flip flops are appropriate only at the waterfront or shower house areas. DO NOT WEAR THEM ON THE TRAIL enroute to these areas.• Uniform shirts will be buttoned and tucked in at all times.• Order of the Arrow Sash may be worn by dues-paying OA members of their respective honor on OA recognition day with the Field Uniform.• OA members may wear OA Lodge Flaps if they are current on dues.• No staff member will wear any badge or rank or honor he has not earned.

Getting PaidOne of the most important pieces of information that Utah National Parks Council requires in order to pay you is your social security number and it is your responsibility to insure that we have your correct information. Your Camp Director must have this information prior to the first cutoff period for payroll during the camp season. If you have not supplied this information to your Camp Director by that time you will not receive a paycheck until such time as you do supply that information.

Utah National Parks Council, for whom you will be working, pays twice a month on the 15th and last day of the month. The pay period ends and must be reported on the 10th and the 25th of the month. Therefore, the paycheck that you receive will most likely not contain pay for a number of days that you have already worked due to the cutoff. These days that you have worked will show up in the next paycheck.

Additionally, staff week at Camp Scofield is not considered a paid period of employment but rather training for the job. Therefore, you will not see the time that you spend during staff week reflected in your first paycheck. However, if you work the complete season at Scofield, we will pay you a bonus equivalent to the number of days that you were engaged in training in the last paycheck that you receive for the season. Any time off during the season must have been pre-determined and pre-approved by the Camp Director in order to not lose the right to receive that bonus.

Please note that even though you identify yourself as being exempt from taxes, certain deductions will and must be made from your paycheck. These deductions, such as social security, are required by federal law and cannot be waived by Utah National Parks Council. In addition, be advised that you are responsible for paying any taxes on income that exceeds the minimum and should you have claimed “exempt”, you will then be required to pay those state and federal taxes to the government.

The Camp Director determines salaries (based on the salary scheduled established by the Utah National Parks Council). Any questions relating to salary should be addressed only to him. The amount of your salary is confidential and based on many different factors (years of camp staff experience, additional trainings and certificates, responsibilities, etc.). Please keep your salary to yourself.

Camp Uniform ReimbursementUtah National Parks Council will provide you with a ball cap, t-shirts, and a jacket for use during the camp season when you arrive at camp during your first week. The cost of these uniform items will be paid for by you. And reimbursed by the Council assuming that you will work a full season.

Self-TerminationTwenty-four hours’ notice is required prior to your resignation. The greater the responsibilities of your job, the more time should be given for us to find a replacement. Resignations must be in writing and must state the reason for your action.

Living QuartersAdequate living quarters are provided for each staff member. It is expected that they will be kept in a clean, livable condition. Staff members will be responsible for damage to or defacement of living quarters. The Camp Management will make periodic checks of your living quarters with or without your permission.

The following applies to all Staff: Hours for lights-out must be observed. Taps should be observed at 10:00pm, and noise

should be kept to a minimum. Staff should be in their own quarters after 11:00pm.

Staff members will need to provide their own cot and bedding.

Inform Camp Director of guests prior to their arrival or visit if possible.

No one-to-one male and female visitation is allowed in living areas. Always stay in threes—two females/1 male or 1 female/2males.

VehiclesAll staff member's vehicles will remain parked in the main parking lot. Staff members may not drive around camp unless the Camp Director grants specific permission. We must set the example for other leaders in Camp.

Only the Camp Ranger and staff members designated by the Camp Director who hold a validUtah driver’s license may drive camp vehicles. Camp staff members riding in camp vehicles must be in the cab of the vehicle. Seat belts must be worn at all times. If you are under 18, you may not drive in camp unless you are leaving camp for time off or returning from time off.

Personal AppearanceStaff members must set the example for all by living up to the eleventh point of the Scout Law:A Scout is clean. Hair must be neat and clean. A beard or mustache is permissible if you arrive in camp with one, and you keep it neatly trimmed. Remember that you represent the Boy Scouts of America and your appearance should reflect the spirit of the Scout Oath and Law.

Weekly Religious ServicesReligious and vespers service participation is encouraged. You are asked to respect the rights and beliefs of others while on camp staff duty. A Scout is Reverent.

KitchenDue to state health and safety laws, only kitchen staff and camp administration are allowed in the kitchen, and its restroom. Please observe this rule carefully.

PunctualityAs a staff member you are expected to be in attendance and on time to all activities in which the Camp Staff is involved. In case of illness, you will be expected to inform your immediate supervisor and report to the Health Officer.

Manners and LanguageStaff members should be courteous to Scouts, Scouters, visitors, and other staff members.Derogative, rude, or profane language and/or behavior are inappropriate at camp. Videos, CD's, magazines, or other materials that do not represent the values of Scouting do not belong at camp. We expect the BEST! Set the example in this category.

DiningIf a staff member fails to eat properly, he/she will be unable to perform his/her responsibilities to a high degree of efficiency. For this reason, among others, staff members are expected to be at all meals on time and properly dressed. Staff members will eat as guests of the troops at troop tables if possible—there should be no more than two staff members at any table; and do not sit at the same table twice in a week. Always display good table manners and set the example. Each staff member is encouraged to eat with different troops throughout the week. You are expected to eat with our guests.

Trading Post OperationThe trading post is operated on a cash basis for everyone in camp—no personal accounts or “tabs” will be established. Every item for sale in the trading post is sold at retail price. Access and entry behind the counter is restricted to the Camp Director, Business Manager, Trading Post Staff, and others, as the Camp Director shall personally designate.

Troop FriendsEach unit that comes to Scofield will have a “troop friend” assigned. Troop friends will be assigned based upon campsite. The unit in that campsite will be your assigned unit for the entire week. It will be your responsibility to visit this troop each evening and share KP or Latrine clean-up duties with this unit. You will be expected to provide support to this unit as needed. If your troop is on the dining plan, we encourage you to sit with your troop at each meal to discuss the day’s events.

Troop VisitsEach day you are required to visit with your troop. If you do not have a troop, find a troop to visit or just talk to the Program Director. He/she visits different troops every night and will let you come along. These visits are a great time to sit around the propane fire and talk with Scouts about stuff. Be sure to ask the Senior Patrol Leader how things are going. Ask the troop if they have any needs or problems you can help them with. Forward all concerns to the Commissioners. We encourage you to play games with your troop. However, if it’s nearing lights out—10:30 pm, be sure to keep it quiet. You are a role-model to Scouts.

Emergency ProceduresIn the event of an emergency, each staff member will be expected to follow the procedures implicitly and immediately, unless otherwise directed by the Camp Director.

Emergency Mobilization—our first priority is the physical well-being of the Scouts. Sometimes camp can be a dangerous place so we have established plans for many dangerous situations. In the event of an emergency, the entire camp can be mobilized. A drill must be conducted within the first 24 hours of camp commencing, which will be conducted every Monday evening. Upon the siren sounding every single Scout and adult leader must proceed immediately to the Fort (or shower house after taps) or be accounted for, absolutely no exceptions—including during drills. All staff members will be assigned a place to be and a job to do during mobilizations. Activation of the siren will be done at the judgment of the Camp Director or highest ranking staffer member in Camp. It is imperative that the Camp Director be the one in charge and all information must flow to him. More information and training will be given during Staff Week. The following are situation specific procedures.

Fire—Camp is in the midst of a desert and a fire is an extremely dangerous reality. Camp has been spared many close calls. If you locate a fire, first sound the alarm. If it is of a manageable size, attempt to put it out once the alarm has been sounded. IF YOU CANNOT PUT IT OUT, GET OUT! You are not professional fire-fighters. So, don’t try being one! If it is a grease or liquid fire do not use water, use baking powder, dirt or an ABC extinguisher. For brushfires: use shovels or an ABC extinguisher. For tents: drop the tent and smother it with dirt or fold the fabric. For structures: use an extinguisher. The Helper fire department is closest with a response time of twenty-five minutes. Cars in the parking lot are required to be backed in for a quick exit. No amount of camp property is worth your life!

Lost Bather Drill (LBD)—The Aquatics staff is certified and trained for this incident. They will handle the rescue. However, they may require a head count, in which case, Camp will be mobilized.

Severe Thunderstorm—for less severe lightning storms, Aquatics and Shooting Sports will close. We have been spared this disaster for many years. However, the Scouts camp on the top of a hill and it is a danger at any time. If a thunderhead is fierce and threatens to strike any area in camp, a mobilization may become necessary. If you are caught in a thunderstorm, stay low and seek appropriate shelter. Tepees are not appropriate. The school house, dining hall, garage, trading post, and rifle range are appropriate, so long as nobody touches any metallic objects such as plumbing. Hail is an indicator of large volumes of electricity. So, thunderstorm procedures should be followed. Direct Scouts to remove ice from tarps and tents at earliest convenience.

Lost Scout—if a lost Scout is reported to you, inform the Camp Director immediately. He will implement a plan to help find the boy.

Intruders—Be conscientious of those around you. If something doesn’t feel right ask yourself, “Does this person belong here?” Ask questions but avoid confrontation. What Troop? What Campsite? What is your name? NEVER approach alone; ALWAYS use senior staff. ALL Scouts and adult Leaders must have a wristband. Immediately report information, such as names, descriptions, vehicles, or activities, to the Camp Director.

Injuries—Whenever possible, the camper's leader should provide simple first aid medical care, and then reported to the Health Officer. First Aid Supplies are provided in each program area, along with the Health Officer’s office. Staff should not dispense drugs, including aspirin and other over-the-counter drugs. Emergency situations should be immediately referred to the medic. For other incidents, radio or get the Health Officer to come to your location; do not move the individual. Stay on the scene until the Health Officer arrives.

Major Accident or Fatality—Reports will be made. All information must flow to the Camp Director. To protect all individuals involved, do not speak about the incident with anyone except the Camp Director or assigned investigator.

Abuse—You will be trained in Youth Protection procedures. Abuse extends beyond the sexual kind, and can also be physical, verbal, or other. If abuse is suspected you are legally obligated to report it. Stay with the Scout until the matter has been resolved. As with serious Injuries, report the incident to the Camp Director. Reports will be made. The Camp Director may investigate or assign someone to investigate the incident. All information must flow to the Camp Director. To protect all individuals involved, do not speak about the incident with anyone except the Camp Director or assigned investigator.

WeekendsFor whatever reason, you may want to spend the weekend at camp. All weekend stays must be cleared with the Camp Director. If the Camp Director approves, the following applies. Junior staff members (those under the age of 18) must have the consent of their parents.

Youth Protection guidelines will be followed. Find out what you can and can’t eat from the kitchen staff—usually there’s leftovers. Respect all camp property. This means, do not use any area’s equipment without

permission from the Area Director. You must continue to follow all rules and regulations of the BSA and Camp. LDS religious services are at 10:00 am in Scofield. Additional churches are available in Price. Expect to earn your food and lodging during the weekend. If you decide to stay, you will be

assigned certain responsibilities while you are there.

Leaving CampAnyone leaving camp must sign out when leaving and sign in when returning. Please help our scheduling by requesting all planned absences prior to the start of staff week. These will be placed on a master calendar and be used to ensure the proper level of staffing in camp at all times.

Discipline Co-ed StaffWe live in a new world of Scouting. We will have a coed Staff. It is important that you understand that there are some guidelines that must be observed regarding your conduct with the opposite gender. There will be no members of the opposite gender inside living quarters, ever. This barrier also extends between Junior and Senior Staff. Junior Staff are under the guardianship of the Camp Director, and, as such, there will be no relationships between senior and junior staff members.

You have the right to develop relationships with whomever you please, however this is your business and nobody else’s. There will be no public displays of affection. Should you wish to pursue a relationship with another staff member, it must be kept a private matter.

Everybody has taken an oath to be morally straight. You must live up to that oath. We are an interesting organization of people. Because we live together, we are more like a family than a bureaucracy. This has many advantages but also opens us up to many problems. Any relationship has the potential to make waves of hate at camp. You may not think it but the odds are extremely great against successful relationships at camp and most couples break up while at camp. In the past this has led to some serious behavior problems.

Actions That May Have Severe ConsequencesThe following offenses can result in immediate termination of the offending staff member[s]:1. No one to one interaction between staff members; always group as 1-male:2-females or 2-

males:1-female—never 1:12. Sexual misconduct or sexual harassment3. Violation of the Youth Protection Guidelines of the BSA and the Utah National Parks Council4. Mis-use of camp internet5. Possession or use of alcoholic beverages on camp property, possession or use of illegal

drugs while employed, or detonating illegal fireworks6. Theft, destruction, or intentional damage to camp property, or the property of others7. Breaking of camp, local, state, or federal laws while employed8. Physical or emotional violence towards a staff member, youth, unit leader, or camp visitor9. Possession of unauthorized camp keys or the use of unauthorized keys10. Insubordination11. Failure to meet these conditions of employment:

a. Become a registered member of the Boy Scouts of Americab. Subscribe to the Scout Oath or Promise, Scout Law, Declaration or Religious Principlec. Complete Youth Protection Training and Heather Hazards Training prior to campd. Submit an Annual Health & Medical Record and along with current vaccinations

The above list is not intended to be all-inclusive; staff employment may be terminated for any other reason at the discretion of the Camp Director in accordance with your employment agreement. The items listed above clearly contradict the image and reputation of the camp, the Utah National Parks Council, and the Scouting movement and simply will not be tolerated.

The Scout Law As It Pertains To Camp StaffIt is hoped that you will make new friends, enjoy the summer and above all, contribute in some measure to the growth and welfare of the Scouts whom you will be serving. Each staff member has specific duties and responsibilities, but all staff personnel share in the duties of others whenever necessary.

The principles set forth in the Scout Oath and the Scout Law are the principles that guide every endeavor and action in camp. We become the prime motivators in exemplifying this way of life to each Scout in camp.

A Scout Is …Trustworthy—Through your life as a staff member you will find that trust and success go hand in hand. The camp has specific requirement outlines for its personnel. Your Camp Director will entrust to you duties and responsibilities related to your assignment. Your very attitude in taking on an assignment is directly reflected on the Scouts with whom you deal.

Loyal—Loyalty to the camp and your associates is essential to being an excellent staff member. You should constantly be observant and concerned about matters affecting the total harmony of the camp and bring such matters to the attention of the Camp Director.

Helpful—It begins with an attitude of helpfulness to the newly arrived Scout and his family. Apart from the service rendered, that first impression of helpfulness means so much.

Friendly—As you pass a Scout or leader on the trail, even if you've never met, say "Hello!" A friendly word costs nothing yet gives so much good will. Be a friend to all, not just a clique of buddies. Be a brother to every other Scout in the fullest sense.

Courteous—You represent the Boy Scouts of America as you deal with the boys, leaders, parents, or the public. In your visits to nearby towns, you represent the camp, and this implies a certain code of personal conduct that will reflect credit upon you, the camp, the Council, and the BSA. Courtesy may be interpreted as respect for the time of others. Be on time always. Above all, it means a reputation for reliability and promptness.

Kind—Kindness is often interpreted in its relationship to animal life. Show boys how to be thoughtful to the animals in your camp. Kindness and consideration for others, however, is of even greater importance.

Obedient—A staff member carries out his responsibilities to perfection and responds to direction of supervisors and the Camp Director. This does not call for unquestioning obedience, but it does call for personal trustworthiness and loyalty to the camp and the Camp Director, if something is bothering you, ask for an appointment to talk to the right person - your director or Camp Director.

Cheerful—A happy camp, a spirited camp, is a successful camp. Happiness is contagious, particularly in a Scout Camp. There is no one in a better position to promote and stimulate this attitude than you. Each staff member, regardless of position, should take it upon him or herself to motivate and give an outlook of cheerfulness and happiness in the minds of all.

Thrifty—Each staff member should consider his responsibilities in protecting and conserving the equipment, physical property, and the resources of the camp. You are in a position to save thousands of dollars that might have to be used to repair or replace damaged property.

Brave—This summer you represent the largest organization for boys in the world, and you are an employee of one of the finest Scout camps in the world. You represent Scouting in all aspects. You believe in the Scout Oath and Scout Law; otherwise you wouldn't or shouldn't be here. Bravery is to do the right thing even if it is unpopular or difficult.

Clean—Your personal living quarters are to be an example of cleanliness and orderliness. It is obvious that if your living quarters are disorderly or dirty, campers can hardly be expected to do better. Those who have to shave will be expected to do so prior to breakfast. Get a haircut when needed, and shower regularly.

Reverent—Being faithful in religious duties is of great importance to each of us as camp staff members because of the force that our example has on Scouts.

Program ObjectivesThe three objectives of the program of the Boy Scouts of America are:1. CITIZENSHIP2. CHARACTER DEVELOPMENT3. MENTAL and PHYSICAL FITNESSCharacter is defined by who you are when no one else knows.

Patrols—Baden Powell believed that the best way to train man and boys is in small groups. That is why we have patrols. All Staff members will be in a patrol. Your patrols are responsible for performing songs, skits, run-ons, patrol yells, flag ceremonies, Kitchen Patrol Duty (KP), and a plethora of other assignments. Patrol members are normally selected by Patrol Leaders, grouping people based on similar interests. However, at camp we are taking a group of complete strangers and making you close friends and we only have a week to do so. Thus you will be assigned a Patrol. You will elect a Patrol Leader, and come up with a name, song, skit, run-on, and Patrol yells. Enjoy your Patrol you will be with them a lot!

Outdoors—Camp is outdoors. We are over thirty minutes from anything resembling a city. That is part of why Scouts come to us. We must set a good example for them and show respect for nature. Pick up litter, reward and compliment Scouts and adult leaders you see doing the same. Our environment is a powerful tool for teaching the Scouts. Every year our world is becoming increasingly indoors. Every year more and more Scouts come to us knowing less and less about the environment and how to treat it. But we can overcome this by setting a good example. Scouting is not school! Our classroom is the wilderness and our greatest teacher is nature. Use this most powerful resource and teaching tool God has given us.

Advancement—Most Scouts love to advance. However, before a Scout may advance they must EARN all requirements exactly as laid out. Often many Scouts—and sometimes leaders—will want shortcut requirements. DO NOT DO IT. It goes without saying what a gross violation of integrity, honesty, trust, and honor, this is. We owe it to the Scouts to teach them as effectively as possible. If a Scout sat through an entire class but still cannot recite, or demonstrate, or complete a requirement exactly as it says, do not mark them off. Rather spend extra time with the Scout to help them succeed and overcome. A merit badge is not a thing Scouts have to get; it is a goal to set and achieved, something difficult to learn and earn. If you are getting continued pressure by a boy or adult to sell out, simply refer them to the Program Director.

Nobody at camp, including the Camp Director, has the authority to change merit badge requirements in any way shape or form.

Those of you under 18 are expected to advance while at camp. However, get permission from you area director before working on your own advancement. Only Area Directors are allowed to mark off Staff members for merit badge requirements.

Personal Growth—Scouts come to us for more than just merit badges. To them we are cool. They look at us more closely than we realize, they are always watching us. We are in business to change their lives for the better. There are infinite ways in which we can do this. The easiest way is by just being a good example.

It has often been said that if each staffer simply takes the time to change one Scout’s life, our job will be worth it. When things are rough, sometimes its best to just take a deep breath, stop thinking like a busy person and just see the Scout you are working with in his full potential. For many Scouts, just going the extra mile, making him feel like he is worth your time, is enough to change his life. It may surprise you to see how much a Scout can grow in just one week at camp. We encourage you to find out often.

Adult Associations—Most of you are not adults yet. But all Staffers play the role of an adult to Scouts. You are an authority figure. To some this means you are someone to rebel against.

Don’t take it personally but rather get to know them. We have a real chance to get to know Scouts, and really give them a good role model. Many Scouts still think highly of staffers they worked with long after they got to know them at camp. Also remember our first priority is the Scout’s physical well-being. So, follow Youth Protection guidelines.Leadership Development—Most Scout troops that come to camp will have no troop leadership system to speak of. This is a great chance for us to show them how it’s done, courteously. At camp we have a system of leaders. When you listen to your leaders and obey it sets a good example for Scouts. You’d probably be surprised how much they pick up from us.

You will be a leader this summer. There is no escaping it. Don’t panic! Just do your best to be a good leader and set a good example for Scouts.

Uniform—Uniform is the last method of Scouting. The uniform shows everybody who we are and what we uphold. The uniform is part of what makes us a group. It is a great equalizer that helps everybody feel part of the team. We are not trying to destroy your individuality; we are trying to make us into one team.

As a general rule the only thing you are allowed to advertise is Scouting. If what you are wearing has any logo, text, or graphic, that is not Scouting, do not wear it. This is to help everybody feel that we are united in a common purpose.

Youth Protection GuidelinesThe BSA, to provide security for the youth in our program, has adopted the following policies. In addition they serve to protect adult leadership from situations in which they are vulnerable to allegations of abuse.

Two-Deep LeadershipTwo registered adult leaders or one registered adult and a parent of a participant, one of whom must be 21 years of age or older, are required on all trips and outings. One-on-one contact between adults and youth members is not permitted. In situations that require a personal conference, the meeting is to be conducted in view of other adults and youth.

Respect for PrivacyAdult leaders must respect the privacy of youth members in situations such as changing into swimming suits or taking showers at camp; separate accommodations are required.

Proper Preparation for ActivitiesActivities with elements of risk should not be undertaken without proper preparation, supervision, and safety measures. Proper clothing for activities is required. Skinny-dipping is not appropriate as part of scouting.

No Secret OrganizationsThere are NO secret organizations recognized by the Boy Scouts of America. All aspects of scouting are open to observation by parents and leaders.

Constructive DisciplineDiscipline used in scouting should be constructive and reflect scouting values. Corporal punishment is never permitted.

Hazing and InitiationsThese do not belong in a scout camp. Under BSA policy, these situations may be regarded as child abuse, and will be dealt with as such. Scout leaders will see to it that all new campers are properly oriented and assisted to get the most out of their camp experience.

Junior Leader Training and SupervisionAdult leadership must monitor and guide the leadership techniques used by junior leaders and see that BSA policies are followed.

ReportingIf child abuse of any type is witnessed or even suspected, the Camp Director or his acting designee must be notified immediately. This information should not be shared with anyone else.
