I-Development Process National Report on MDGs:

The Moroccan government asked the High Commission of Planning to coordinate the development of periodic national MDG Reports:

- Four national reports were produced: 2003, 2005, 2007 and 2009.- In 2010, Morocco was selected from a sample of countries with MDG progress report was presented to the work of the UN General Assembly by the Secretary General.- Elaboration of the report in close consultation with UN agencies, government partners and civil society;- Workshops for dialogue at national and regional levels;- Develop a communication plan for widespread distribution at the territorial level.

- Establishment of structures for the preparation of the report:

Creation of a steering committee preparing the report on the MDGs, in charge of programming and coordinating the various stages of preparation of this report.

  This Committee is composed of representatives of ministerial departments, NGOs and UN agencies.

Each ministry is responsible for preparing a report on the progress of the MDGs within its jurisdiction. 

The approach of preparing the national report on the MDGs is realized by implementing the following process: 4

Definition and validation of the plan of the report;

Establishment of structures for the preparation of the report;

Preparation of the report (thematic workshops);

Validation, editing and dissemination of the report.

The allocation in 2009 to 55% of the state budget to social sectors against 42% in 1992.

Social Development, Family and Solidarity (Promotion of women's rights, of gender and equal opportunities, coordination of social development programs and social mobilization);

Action Plan for Children (PANE); Green Plan (Agriculture).

2-1-Indicators for Monitoring the MDGs:Two sources of measurement indicators:

Source1: censuses and surveys carried out by two departments:

HCP: provided data to estimate poverty indicators, school enrollment, literacy, employment, access to safe water, sanitation and housing;

The Ministry of Health: Data Goals 4 and 5 related to the health of the mother and child.

Source 2: Statistics Administrative produced by:  MS: to measure indicators related to Goal 6 HIV / AIDS, tuberculosis and palaudisme;

The National Education produced the statistical coverage of the Objective 2 and Objective 3;

The Department of Environment provides the data of Goal 7;

The Departments of Economic and Finance and Foreign Affairs produce data on Goal 8 on global partnership. 9

2-2 - Capacities of the NSIS for the MDGs:Statistical operations carried out since 1990 are:

National survey on household living standards from 1990 to 1991.

National Survey on Consumer and household expenditure 2000-2001.

Health Survey of Population 1992, 1997 and 2003-2004.

National Demographic Survey in repeated passages (2009-2010).

Survey of living standards of households 2006-2007;

Survey of employment at the national level since 1999.

Two Censuses of Population and Housing 1994 and 2004.

Local map of poverty in 2007.

New technologies used in the operation files (censuses and surveys):

Automatic reading of documents used in the census of 2004;

Collection system computer-assisted (CAPI), used in surveys of employment;

Geographic Information System. The establishment of an information system

adapted to the MDGs, accompanied by a strengthening of institutional cooperation, consultation meetings and the signing of agreement for data exchange.

This process was characterized by supporting regional capacity:

Analysis of the results of RGPH by region; Establishment of regional databases; DEVINFO training; 11

The 2009 report includes 78 indicators that

synthesize the various dimensions of development

in Morocco, broken down by gender and area of

residence.

HCP has implemented in partnership with UNDP, a

program "evaluation of development strategies to

achieve the MDGs”:

This program aims to evaluate and recommend

policy options to achieve the objectives in a timely

manner.

It is implemented in five Arab countries: Egypt,

Jordan, Tunisia, Yemen and Morocco.

Empriques research concerned the assessment of

costs and needs related to the MDGs have used a

Computable General Equilibrium (CGE) as a method

of anchoring (Model MAMS: Maquette for MDG

Simulation).

Preparation of monitoring reports on the MDGs has a national dimension to meet the commitments vis-à-vis the United Nations;

The national reports for 2007 and 2009 have expanded the dialogue and debate by presenting their results at regional level.

Several regional workshops were organized (Marrakech, Tangier, Fez, Meknes, Casablanca and Rabat) participated in the local development partners (deconcentrated departments, University, civil society, media, ...).

HCP conducted in 2009 to launch the process of regional reports to highlight the evolution of the MDGs at the territorial level;

Currently, major efforts are being made at the territorial level to strengthen the information system by implementing, among others:

The DevInfo; The software on the MDGs has been

adapted to the regions; And the revival of the local planning

process through its support statistical, analytical and organizational.

IV -Recommendations: At the end of the Moroccan experience in the

MDGs, some recommendations were made; Capitalize on the Moroccan experience in the

MDGs and the achievements in the social and economic;

Broadening the experience of the MDGs across the region through the development of regional reports;

Generalize the system of registration of civil status in order to measure demographic indicators at the territorial level;

Develop the national system of statistical information at national level and across the region;

Genderisation indicators of the MDGs; Incorporate other indicators of governance,

economic activity, quality of education and health; Beyond 2015, we must think in terms of territorial

equity of access to basic social services and the fight against poverty and inequality.
