Newsletter 2014-39 September 26, 2014 WVU FACILITIES VICE PRESIDENT TO SPEAK AT OCTOBER 2 FALL MEETING IN MORGANTOWN Randy Hudak, associate vice president of facilities and services at West Virginia University, will be the guest speaker at the CAWV Fall Meeting dinner on Thursday, October 2, at the Waterfront Place Hotel in Morgantown. A reception will be held at 6:30 p.m. followed by dinner and the program. Mr. Hudak, who previously served as assistant vice president of facilities management and assistant director for WVU’s planning, design and construction unit, will talk on the hundreds of million dollars of construction at WVU and at the hospital. “I invite and encourage all members in and around Morgantown to join the CAWV Board of Directors and fellow members at the reception and dinner,” said CAWV President Dan Flesher. “It’s amazing the amount of construction in the Morgantown area, much of it by WVU. I think our members, especially those who haven’t been to Morgantown lately, will be very impressed,” he said. Members are also invited to attend the CAWV Board of Directors meeting which will be held Friday, October 3, at 9:00 a.m. at Waterfront Place Hotel. Members in the area have received a letter from President Flesher inviting them to the reception and dinner. For members who may be in Morgantown to attend WVU’s homecoming against Kansas on October 4, a registration form is included in this week’s Newsletter. YOUNG CONTRACTORS COMMITTEE TO HOST GOLF SCRAMBLE OCTOBER 31 The Young Contractors Committee will host the second annual Toys For Tots fall golf scramble on Friday, October 31, at 10:00 a.m. at Berry Hills Country Club, Charleston. YCC Chairman Josh Booth would like to invite all members to participate regardless of age (limit 72 total golfers). In addition to the registration fee of $85, box lunch and beverages included, members are asked to bring an unwrapped toy to benefit Toys For Tots. A registration form is attached to this week’s Newsletter. Sponsors are also needed for the event and a sponsorship form is also included in this week’s newsletter. WEST VIRGINIA CONSTRUCTION EMPLOYMENT LOSSES CONTINUE TO MOUNT Construction firms added jobs in 36 states from August 2013 to August 2014 and in 28 states between July and August, according to an analysis of U.S. Labor Department data by the Associated General Contractors of America. West Virginia has held the top spot for a number of months for shedding the most construction jobs during the past twelve months. In the figures released September 19, New Jersey experienced the largest percentage decrease in construction employment in a twelve-month period, ranking it 51 out of 50 states and the District of Columbia. West Virginia is again 49 by losing 1,800 jobs from August 2013 to August 2014, a 5.3 percent reduction. New Jersey saw an 8.1 percent reduction and Mississippi, number 50, had a 7.1 percent reduction. CAWV EDUCATION COMMITTEE MEETING TO MEET OCTOBER 8 CAWV Education Chairman Matthew Bourne, March-Westin Company, has scheduled a meeting of the CAWV Education Committee for 3:00 p.m. on Wednesday, October 8, at the CAWV headquarters. The committee will focus on developing future topics for the CAWV/ BrickStreet webinar series. Members will also discuss topics and speakers for seminars and educational opportunities at EXPO. YOUNG CONTRACTORS COMMITTEE MEETING – OCTOBER 8 It’s time once again to get together for the Young Contractors’ Committee annual planning session. FIRE PROTECTION AND BURN PERMITS The Fall fire season starts in October and runs through December 31st in West Virginia. Between 7:00 a.m. and 4:00 p.m., no outdoor burning is permitted throughout the Mountain State. Because of cooler temperatures, burning from 4:00 p.m. until 7:00 a.m. is encouraged. Jurisdictions require outdoor burning permits to limit air pollution. While laws vary, the following may apply: State and local regulations may prohibit fires in burn barrels, burning stumps to clear land and burning construction or demolition debris. • Regulations may prohibit open burning of materials including treated

lumber and timber, hazardous wastes, asbestos, wire insulation, rubber products, tires, styrofoam and other plastics, tar paper, wet garbage, oil, petroleum, or petroleum-treated products including painted wood and wood treated with creosote or pentachlorophenol, asphalt, industrial wastes, food wastes and any material that creates dense smoke or noxious odors.

• Regulations may prohibit burning in any areas of the state that exceed

federal or state ambient air quality standards for pollutants emitted by outdoor burning.

• It is the responsibility of the permit holder to become familiar with the

rules and regulations before doing any burning. Failure to follow established regulations will result in revocation of your permit, fines or possible jail time.

Make sure any fire is completely out before leaving the jobsite.

CHESAPEAKE BAY PROJECT INFORMATION -- REVISED West Virginia is a partner in the Chesapeake Bay Watershed Agreement which is a six-state agreement to clean rivers and streams that flow into the bay. The West Virginia Development Authority is issuing $76.3 million in bonds to pay for improvements, upgrades and new construction of wastewater treatment plants in West Virginia’s eight-county Eastern Panhandle region plus Greenbrier County. The improvements are needed to meet new, stringent pollution limits imposed by the U.S. EPA for the Chesapeake Bay Restoration program. The WV Infrastructure and Jobs Development Council, Water Development Authority, WV Department of Environmental Protection, Public Service Districts and engineers have been working the past two years to get the projects funded and designed. *Already Constructed* USDOT GRANTS MORE THAN $450K TOWARD WEST VIRGINIA PIPELINE SAFETY West Virginia's pipeline safety program will receive $452,809 from the U.S. Department of Transportation's Pipeline and Hazardous Materials Safety Administration, U.S. Rep. Nick Rahall, D-W.Va., announced Sept. 22. In 2012, a gas pipeline exploded in Sissonville, West Virginia. While no one was seriously injured, according to the news release, the incident highlighted the importance of pipeline safety initiatives. “For the safety of our citizens, it's critical that our nation's pipelines remain in a state of good repair,” said Rahall, the top Democrat on the House Transportation and Infrastructure Committee, which has jurisdiction over PHMSA.

“Thorough inspections are key to this goal, and it's why grants like these are so important to businesses and residents alike.” According to USDOT, PHMSA is awarding more than $47.6 million to 46 states, Washington, D.C. and Puerto Rico to continue its commitment to the federal-state partnership in pipeline safety and the agency's support for their local presence in protecting the public from pipeline incidents. PHMSA's State Base Grants program supports state pipeline safety programs by reimbursing them a portion of each state's total program expenses for a given calendar year based on their performance. STATE HAS HIGHEST HIGHWAY TRAVEL FATALITY RATE A report released last week ranks West Virginia 34th in the nation for highway performance and cost effectiveness. West Virginia slipped to 34th nationally in highway performance and cost effectiveness in the Reason Foundation’s Annual Highway Report, released Thursday. Most troubling, the study found that West Virginia has the highest highway travel fatality rate in the nation, with 1.76 traffic fatalities per 100 million vehicle miles traveled. The national average is 1.13 fatalities per 100 million miles, up from 1.10 in 2011. The report, based on 2012 data, found West Virginia continues to have the second-lowest expenditures per mile of roadway in the U.S., second only to South Carolina. However, since the last annual report, based on 2009 data, the amount has dropped from $40,436 per mile to $39,000.

Division of Highways spokesman Brent Walker said it is not surprising that West Virginia’s rankings have not improved, given that state funding for highways has been stagnant over the past three years. “It becomes a worn-out phrase, that we do the best we can with the resources we have,” he said. Because West Virginia is one of a handful of state that does not have a county road system, the state operates more rural and two-lane roads than many of its counterparts, contributing to some of the negative figures in the report, including the high fatality rate, he said.

“With the sixth largest [road] system in the country, with a state with the population of West Virginia…that’s a big deal,” Walker said. West Virginia operates a total of 34,596 miles of roadways. He noted that the Reason Foundation study continues to rank the state high in terms of efficiencies, including ranking 8th lowest in administrative costs per mile. “It shows we’re still being extremely efficient with the dollars we do have,” Walker said.

A final report and recommendations from the Governor’s Blue Ribbon Commission on Highways, which spent more than a year looking at ways to increase road funding in the state, is expected to be presented to the Legislature later this year. Nationally, states spent a total of $132 billion on roadways in 2012, up 6 percent from 2009, but the report found overall road conditions nationally have not improved noticeably. “Many of the easiest repairs and fixes to state highway and bridge systems have already been made and the rate of progress is slowing down,” said David T. Hartgen, lead author of the annual report.

The 21st annual edition ranked Wyoming 1st for overall performance and cost-effectiveness, while Hawaii ranked 50th. Among neighboring states, Kentucky ranked 10th; Ohio, 14th; Virginia, 25th; Maryland, 39th; and Pennsylvania, 41st.
