Contents

This Draft Technical Regulation specifies the requirements stated in the Gulf standard GSO "General Requirements for the materials and articles intended to come into contact with food" as mandatory requirements. The draft applies to materials and articles, including active and intelligent food contact materials and articles, which in their finished state:

(a) are intended to be brought into contact with food or; (b) are already in contact with food and were intended for that purpose or; (c) can reasonably be expected to be brought into contact with food or to transfer their constituents to food under normal or foreseeable conditions of use.

The draft does not apply to:

(a) materials and articles which are supplied as antiques; (b) covering or coating materials, such as the materials covering cheese rinds, prepared meat products or fruits, which form part of the food and may be consumed together with this food;

(c) fixed public or private water supply equipment.

The draft also includes general requirements, labelling and traceability.

Contents

The On-Road Vehicle and Engine Emission Regulations, notified under G/TBT/N/CAN/32, came into effect on 1 January 2004. The purpose of these regulations was to establish standards to reduce air pollutants that contribute to smog-forming emissions.

The proposed Amendments to the On-Road Vehicle and Engine Emission Regulations are designed to align with the U.S. federal on-board diagnostic (OBD) requirements for heavy-duty engines.

On 24 February 2009, the United States Environmental Protection Agency (U.S. EPA) published a final rule to extend the OBD systems to heavy-duty engines used or intended to be used in heavy-duty vehicles that have a gross vehicle weight rating (GVWR) of more than 6,350 kg, which include minibuses, school buses, road tractors and dump trucks.

While the majority of heavy-duty vehicles and engines sold in Canada would likely already comply with U.S. EPA standards, it is important to recognize that some of these vehicles or engines sold in Canada may not. The proposed Amendments add the requirement that the heavy-duty engines of the 2013 and later model years used or intended to be used in heavy-duty vehicles that have a GVWR of more than 6,350 kg be equipped with an on-board diagnostic system that conforms to the standards applicable to engines of that model year set out in section 18 of subpart A of the Code of Federal Regulations (CFR) of the United States. This approach seeks to ensure that the specified standards remain identical in both countries. Therefore, the proposed Amendments would create a level playing field for companies supplying the North American market with heavy-duty vehicles and engines. At the domestic level, the proposed Amendments would ensure that all manufacturers,

importers and operating distributors comply with the same standards.

The proposed Amendments also make administrative changes to the Regulations that are intended to ensure consistency between the English and French versions of the Regulations and to provide greater clarity to existing provisions.

Article 7 of Commission Regulation (EC) No 641/2009 foresees that: ''The Commission shall review the methodology for calculating the energy efficiency index set out in Annex II, point 2 to this Regulation, for glandless circulators integrated in products before 1 January 2012.''

For these purposes, the European Commission issued a Mandate M469.

In conjunction with the development of the efficiency calculation and measurement method for circulators integrated in products, the Commission observed that, beyond the revision foreseen in Article 7 of the Regulation, it is necessary to both review the calculation method for circulators and to amend the Regulation:

(1) to avoid the allowance of non-complying circulators without pump housing on the market;

(2) to up-date some definitions, partly on the basis of the standardisation work;

(3) to move the product information requirement on circulators integrated in products from Article 1 to Annex I;

(4) to avoid that circulators in primary circuits of thermal solar systems and in heat pumps would be unintentionally phased out of the market, or manufacturers of these products would have to use over-sized circulators, which would lead to increased energy consumption and purchase price of these appliances.

The amendment will allow avoiding a loss of expected savings, which would follow without an amendment of the implementing Regulation.

Each cosmetic industry, cosmetic importer, individual business/firm which has production contracts with licensed cosmetic industry, who imports cosmetics into Indonesia Territory without the approval may be subject to administrative sanctions.

Therefore, it was agreed that the existing safety management systems of KATS and KCC are divided by testing sectors, Safety and EMC. Starting January 1, 2012, MKE-KATS is only in charge of electrical safety certification, and EMC certification is in KCC's charge for both electrical appliances and broadcasting and communications equipment.

The SNUR would require persons to file a significant new use notice (SNUN) with EPA prior to manufacturing, importing, or processing any of these chemical substances for use in a consumer product or for any use, or combination of uses, that is reasonably likely to expose 1,000 or more workers at a single corporate entity. The required notification would provide EPA with the opportunity to evaluate the intended use and, if necessary, to prohibit or limit that activity before it occurs.
