Steps forproject preparation
1. Under Excel prepare 2 templates in which you will keep NodeB, Cells(in one workbook) and Neighbours relations (in separate workbook).You will use one Exel file per RNC to keep track for your networkobjects.
2. Under PlanEditordefine CSV mapping. This mapping is set of rulesapplied during importing to data taken from your excel sheet, in orderto put it into PlanEditor.
3. Under PlanEditorverify if your project default settings for NodeB, Cellsand Neighbours are the same as default PlanEditor templates. If not,under PlanEditorupdate the default template values.

4. Under Excel type in data for new elements to be created in RNC. Savethe excelsheet.
5. Under Excel save the data as CSV file. One file for NodeBs and Cells,The second file for adjacencies.
6. Under Radio Access Configurators Planning Interface upload andsave current parameters of RNC to which you are going to add newnetwork element.
7. Under PlanEditorimport the plan downoaded in step 6. Whenimporting choose option import actual data....
8. Under PlanEditorcheck that objects like CoCo, HOPS and FMCS doexist in the RNC. If not create them.

11. Under PlanEditor import second CSV file with ADJS objects. This filehas been also prepared in step 5.
12. Under PlanEditorvalidate parameters of newly created objects.
13. Under PlanEditorexport the plan to XML RAML 1.0 file.
14. Under Radio Access Configurator Planning Interface download theplan to RNC.

15. Under Radio Access Configurator Planning Interface upload the planfrom RNC (in the same way as in step 6)
16. Under Plan Editor import the uploaded actual RNC data on top ofcurrent plan. Switch on logfile during the import.
17. Under Plan Editoranalyse the logfile to check differences betweenyour plan and the one implemented. Take actions if needed.
18. Under Plan Editoranalyse export bufferwith exclude option to checkparameters which are missing in network although they wererequested in your plan. Take actions if needed.

How to prepare excel templates for RANobjects creation 1/5
Excel templates are just predefined files which will include RF data that isparameters of RAN objects like WBTS, WCEL and ADJS
These templates will be used not only to store the data, but also to transfer yourdata to the network to make it running
You need one set of templates per one RNC
The format of each template can be very flexible, and project dependent,
however you have to follow certain rules like:
1. Keep WBTS and WCEL data in one workbook and ADJS in separateworkbook or file
2. Keep minum required parameters for each objects like Ids, Names,Scrambling code, etc. Common parameters will be taken from templates.
3. Keep information about WBTS and ADJS objects in rows it means eachrow of excelsheet represents one WBTS (or ADJS) while each columnrepresents parameter for the object
4. Keep information about WCELs in one row which refers to their parentWBTS

Example of WCEL workbook consists of 32 columns A-AE. They includeparameters which are obligatory for WBTS and WCEL creation under RNC
Column A includes data reference to parent RNC. Columns B-D include data of WBTS object.
Please note that column D template name, if empty, refers to PlanEditor default template forWBTS. If not empty then it refers to template with given name. Setting of remaining (notmentioned in columns B-D) WBTS parameters is done during import to PlanEditor basing onthese template values.
Columns E-M as N-V and W-AE include data of WCEL objects. As in this example template there are 3 WCELs per WBTS. Each of mentioned column groups
includes parameters for single WCEL. So in one row parameters for 3 WCELs are provided Similarly to WBTS also each of 3 WCEL objects has template name column avaliable.

Example of ADJS workbook consists of 22 columns A-V. They includeparameters which are obligatory for ADJS creation under RNC
Columns A and B includes data reference to parent RNC and WBTS Columns C-V include data of ADJS objects.
Please note that columns E template name and F template set if empty, refer to PlanEditordefault template and template set for ADJS. If not empty then they refer to templates with givennames. Setting of remaining ADJS parameters is done during import to PlanEditor basing onthese templates values.
Columns V includes AdjCPICHTxPwr parameter, please note that itsvalue is not user interface value but RAC db value.
It means that istead of providing for example 33dBm here one should provide value multipliedby 10 in this example 330.

How to define CSV mapping under PE 1/12
CSV (comma separated values) mapping is part of import interface ofPlanEditor .
It enables easy way to grab the parameters from excelsheet templates intoPlanEditor: 1) Excelsheet is saved as CSV file 2) CSV file is imported to PE3) PE import module interpretes CSV data with defined CSV mapping.
Columns of our excel templates standing for parameters are mapped toparameter structure valid for PE. That is why proper construction of exceltemplates (keep parameters in columns) is so important.
Definition of CSV mapping is one-time process. You set it once per PEdatabase that is mdb file. If you will decide to use several mdb files (oneper RNC for example) you have to remember to set CSV mapping for eachof them. Also you need to update the mapping when you decide to changethe structure of excel template (in order to add new parameter for example).
This definition can be done manually, but it might be more convinient to
prepare a special file with mapping this file can be used many times fordifferent mdb files for example.

How to define CSV mapping under PE 5/12 For object number 1, which is RNC,
parameters are given in columns 1-4 (A-D) ofexcel sheet. These parameters are RncId,RNCName, template_name and nms_id
The first row of excel file includes headerwith parameters names. This is notnecessary that these names are exactly thesame as Parameter value in CSV mapping.The header row might be also missing fromthis file. It is only needed for plannerconvinience.
Following rows of excel file include networkelement data. In this example we have RNC205, WBTS 3307 and WCEL 13307 definedin row 2 of excel sheet and RNC 207, WBTS2272 and WCEL 12272 defined in row 3

First you need to prepare 3 files as attached examples:
c_import_table_mapping.cf the file which includes mappingdata for WBTS and ADJS objects basing on input data definedin excel template
c_import_profile.cf the file includes new names of profiles
which will be displayed under import profiles. The description ofprofiles is placed in c_import_table_mapping.cf. In thisexample two profiles are created: WBTS Creation and ADJSCreation
makefile.cf the file defines what changes should be addedto the existing PE database. It refers to both files described
above.

How to update default template under PE?1/6
If for some reason Nokia default values from PlanEditor do not match yourdefaults (for example Pekka J. Ranta has issued new parameters
adjustments, or after optimisation you decided to change some values to fitbetter your environment) and you are sure you want to keep your values,then you should update PE default profiles. Those profiles are used duringdata import from your excel sheet to PlanEditor. As you remember excelsheet includes only minimal set of parameters rest of them is takenautomatically from PE templates. That is why it is important to keep this
templates uptodate. Updating templates might be done manually or automatically
Manual changes are done straight under Templates window, as it is shownon slide 25
If there is bigger amout of parameters that should be updated, then
automatic update is reccomended. This uses PE database updatemechanism introduced on slides 20-21. Please see next slide for details

For RNC parameters management at least 3 applications might be used:
NEMU used maninly by RNC engineers for live changes of networkelements under specified RNC. This aplication is not directly used inLACE process, but might be helpful. Ask RNC eng. for assistance.
Planning Interface to Radio Access Configurator- Internet Explorerbased aplication which makes consistency checking and provides
your RNW plan to/from Radio Access. You can run this aplication if youhave CITRIX connection to RAC defined. If you have problems with itask OSS eng. for assistance.
RAN Plan Management OSS aplication, part of NetAct Radio AccessConfigurator also avaliable via CITRIX connection. It helps with
preparation, aproving, downloading/uploading and activation of RNWplan to/from proper RNC. OSS engineer should be able to help you incase of problems.

Upload is done with two applications: RAN Plan Management andPlanner Interface. Those should be avaliable via CITRIX connection.

How to import a plan as actual under PE 1/2
The current- so called actual data which was downloaded from RNC will be reference data on top of whichwell make our own plan like adding new network element. The whole process is done with PE. That is whywe need to import current RNC data to PE.

In theory - the logical hierarchy structure of network elements under RNC looks like this:

In practice - before integrating new NodeB to network you must be sure that CoCoobject for the new WBTS is already created and FMCS and HOPS objects do existin this RNC. Usually CoCo Id is the same as WBTS Id (this must be agreed with
person who create CoCo transmission or RNC eng.)

If you realize that CoCo object is missing for any of new sites you can: ask RNC engineerto create them manually with Object Browser under NEMU, or ask TRS plannerto create them under PE as part of your plan, or
create them by yourselfif you have knowledge of VPI/VCI definitions

PE 1/3 Under PlanEditor all users operations like network element creation and deletion or
parameters modyfication are recorded uder so called plan.
You can imagine a plan as a container for mentioned operations. When all actions are done and ready for implementation in RNC you move data
from your container to xml file which keeps instructions and parameters for RNC.
Each time you want to add new network elements to network you should create newplan under PlanEditor

After import logfile is created. Check this logfile with notepad.
In the logfile you will find the info what parameters or object were created/deleted/modifiedoutside your plan. You should ask other planners or RNC engineer in order to clarify why these
changes were done. In the example below it looks like there was WBTS object created outside your plan (your plan
does not include creation of this WBTS but it exists in RNC), ADJS was removed andPtxPrimaryCPICH for WCEL with LCRID 3 of WBTS 2183 was changed, as well as MHAparameter for WCEL 2 of WBTS 2201
