A Memorandum of Understanding (MoU) between the Ministry of Primary and Mass Education (MoPME) and the Independent Verification Agency (IVA) was signed on September 16, 2018 fulfilling the effectiveness condition for the Program. Accordingly, the program became effective on September 20, 2018. 02. In the JCM of February 4, 2019, the Bank and the DPC concluded that two of the four Year 0 DLI targets have been met (DLI 1.1: Action Plan for Curriculum and DLI 5.1: Approval of Infrastructure Guideline), and the remaining two Year 0 DLI targets are on track to be achieved by the end this fiscal year (DLI 2.1: Diploma in Primary Education (DPEd) Training Plan and DLI 3.1: Teacher Recruitment Plan). As reported in the JCM, out of the six Year 1 DLIs, DPE updated the consortium that 4 DLIs are on track to be met by June 2019 and the remaining 2 are on track to be achieved by the first quarter of FY 2020. Implementation Status and Key Decisions 01. A Memorandum of Understanding (MoU) between the Ministry of Primary and Mass Education (MoPME) and the Independent Verification Agency (IVA) was signed on September 16, 2018 fulfilling the effectiveness condition for the Program. Accordingly, the program became effective on September 20, 2018. 02.
