I INTRODUCTION

The Public Works Department, Uttar Pradesh, is carrying out the Uttar Pradesh StateRoads Project under World Bank Loan 4114-IN. The project preparation activitiesincluding the project planning and design is being carried out by the UPPWD throughProject Co-coordinating Consultants (PCC). The project envisages the majoraugmentation of capacity as well as structural upgradation of important highwaynetwork in the state of UP. As part of the project preparation activities, the PCC hascarried out the feasibility study for 18 corridors (slightly modified from 15 corridorsidentified by the SOS), based on various criteria including internal rates of return, environmental attributes of the area of influence, the likely social impacts of theproposed improvements, etc. The feasibility study identified 11 corridors (4 corridorscomprising 374 km in phase I and 7 corridors comprising 590.74 km excluding bypasslengths of roads in Phase II) for upgradation to SH standards and 22 corridors for majormaintenance works wherein 808 km of road is in Phase I and 1736 km in Phase 11

The UPPWD is the executing agency for this project and will be responsible for theoverall preparation, implementation and operation of the project. The routes taken upfor upgradation under the project are given in Table 1.1..

2 MAJOR FINDINGS OF THE EA

Before presenting major impacts on the environment of the study region, a briefdescription of the project corridor is presented below.

21 Project Corridor

The project corridor, from Moradabad (Sheesma Doraha) to Bazpur (UttaranchalBorder), has a route length of 36.355 km. The road traverses in north-east directionstarting from Sheesma Doraha and ending at Uttaranchal Border. Major urbansettlement along the corridor is Tanda. Other important settlements are Manpur andBazpur. There is no industrial estate/industry along the road. There are noarchaeological/historical monuments along the project road. The corridor mainlytraverses alluvial plains. The soil type vares from sandy clay and silt to heavy clay. Themosi commonly found tree species along the corridor are eucalyptus, jamun, babool, mango, pakari, peepal, chunta, khair, dhak, arjun, neem etc. The average tree densityalong the road is 190 per km. The road crosses Kosi river, Baholla river, Nachna river,Naiya river and Ghugha river. There are total 52 culverts (3 for city drains, 6 for irrigationchannels and 43 for natural drainages) and 8 bridges (1 for irrigation channel and 7 fornatural drainages). The south-west monsoon contributes major portion of rainfall in thisregion. The average annual rainfall in the area is 1000 mm, while the annual averagetemperature lies between 22.50C to 25DC. The general altitude of the area varies from200 m to 250 m. The project road lies in seismic zone IlIl and IV. The horzontal coefficients(c:) for these zones are 0.04 and 0.02 respectively, as against the highest value of 0.08and thus can be termed as moderate zone.

The project road once upgraded would provide better connectivity with neighbouringand newly created Uttaranchal State.

4 ENVIRONMENTAL MANAGEMENT MEASURES PROPOSED

A description of the various management measures during the various stages of theproject is provided in the following sections.

4.1 Pnre-construction Stage

During the pre-construction stage, the management measures required will include, clearance of the Col, tree plantation for compensating the lost trees and afforestationfor increasing tree cover, measures for protecting/replacing/restoring communityresources such as hand pumps and other utilities likely to be impacted before the startof construction activities.

4.2 Construction Stage

This will be the most crucial and active stage for the Environmental Management Plan.In addition to the monitoring of the construction activity itself for the pollution levels tobe within permissible limits, the enhancement of cultural properties, mitigation andenhancement measures fvr water bodies will go on simultaneously as the constructionprogresses. The applicable MoRTH clauses to be followed have been compiled and aregiven in Appendix 1. To facilitate implementation of the enhancement and mitigationmeasures suggested, working drawings of the some are provided in the Appendices. Inaddition, the need for a balanced evaluation and planning for risks associated withconstruction activities related to roads such as accidental spillages and consequentdamage to the surrounding environment in terms of loss of flora and fauna, agriculturolcrop or worse fertile land, continues to grow in importance. Other possible locationswhere a risk assessment' will be useful include the locations of Hot Mix plants (spillage offuel, bitumen etc) and labour-camp sites. The site selection procedure for constructionworkers camp has been given in Appendix 11.

4.3 Operation Stage

The operation stage will essentially entail monitoring activity along the corridor.Monitoring for pollutants specified in the Monitoring Plan will serve the two purposes. Inaddition to checking the efficacy of the protection/mitigation/enhancement measuresimplemented, this will help verify or refute the predictions made as a part of the impactassessment 2 . Thus, it will complete a very important feedback loop for the UPPWD.

While risk management here deals exclusively with the physical environment, the Resettlement Action Planaddresses equally reol risks on the socio-economic aspects. Contingency Planning may be adopted to set asideresources for the events for which there is no way of predicting severity and probobility of occurrence with anygreat degree of confidence. Normally fixed proportion of the emergency response resource allocotion is keptalways on stand-by to counter such a situation.

2 The inputs from this and other projects of similar nature will help improve the quality ot the environmentolmanagement plans in subsequent projects or modify any future activities along this highway too. Risk Managementduring the operation phase of the project almost exclusively deals with the accidents of vehicles carrying fuel orother hazardous materials. At this stage too, a dispassionate weighing up of the severity and probability is a must toensure thot neither too many nor too few resources such as personnel, vehicles or communication facilities areavailable to tackle the situation whenever it arises.

5 IMPLEMENTATION ARRANGEMENTS

The responsibility of implementing the mitigation measures lies with the UPPWD. Allconstruction activities being taken up by the contractor under the SupervisionConsultant (SC) will be scrutinised by the PIU. The responsibility of implementing themitigation measures lies with the UPPWD. All construction activities being taker up bythe contractor under the supervision consultant (SC) will be scrutinised by the PWD.Reporting system has been given in Appendix V. The UPPWD will appoint NGO for theimplementation of RAP. The same NGO will help the contactor and supervisionconsultants in getting the equitable agreement signed for borrow pit development /post use restoration between owner of the land and contractors. The NGO shall alsohelp PWD in supplementary plantation / compensatory plantation mainly to supervisesurvival rate and for involvement of farmers whose land is adjacent to RoW. NGO'sterms of reference will include these responsibilities in addition to RAP implementationresponsibilities. Specifications for environmental management works and given inAppendix Vl. Implementation schedule is worked for phase wise implementation of themitigation measures as discussed below. Assuming that the clearance for the project isreceived from all the concerned authorities by the end of November 2003, pre-qualified contractors will be finalised by November 2003 and tender document will beready by January 2004 for issue to pre-qualified contractors and actual constructioncan commence in October 2004. In the pre-construction phase of the project thesupervision consultants shall review the EMP and RAP to identify environmental andsocial issues and arrive at a suitable strategy for implementation. The activities to becarried out and the target dates are presented in the Table 5.1.

6 INSTITUTIONAL STRENGTHENING AND TRAINING

6.1 Institutional Strengthening

The current management status of UPPWD is found to be inadequate to scrutinizeimplementation of the mitigation measures. The present organizational setup ismodified with an objective of strengthening the current management capabilities forimplementing the environmental measures and to make environmental managementregular, efficient and sustainable in the long-term.

The environmental management plan envisages on-site monitoring of constructionactivities and analysis of the samples collected. For this purpose two chemisis would berequired. While they will be based in Lucknow, the collection of samples will involvetravelling to the sites where construction is in progress, as well as where specified in themonitoring programme. Other support staff will be procured from the UPPWD's ownmanpower as required.

Thus an induction of 4 more people is envisaged into the PIU. The engineers andchemists are available from the UPPWD staff itself. While the former are expected to befrom the filed staff, the latter will be deputed from the Research Laboratory of the PWD,which is a designated Test House, as notified in the Gazette. The above strengtheninghas been planned before start of phase I implementation. It is assumed that thisstrengthening will take place.

6.2 Training

The training before start of construction works is important as a part of UPSRP 11 trainingcomponent the contractors. Personnel will be recipients of two modules of training. These modules of training will focus on the following aspects

Module I

* Environmental Overview* Environmental Management Plan implementation* Environmental Impact Assessment* Environmental Regulations and Acts* Environmental pollution associated with road project* Environmentally sound construction management* Road projects and environmental issues

Module 2

* Environmental Management in construction* Safe handling of animals, wild life found by chance during construction.* Training to UPSRTC drivers on safety aspects and usage of bus stops.

In addition to above training the environmental specialist of supervision consultant and thatof contractor will also organise regular training of construction workers at construction side. The contractor and supervision consultant will depute their environmental engineer in variousseminars, training courses conducted by UP P'VWD orby other agencies.

7 ENVIRONMENTAL MONITORING

7.1 Introduction

The environmental monitoring programme provides such information on whichmanagement decision may be taken during construction and operational phases. Itprovides basis for evaluating the efficiency of mitigation and enhancement measuresand suggest further actions that need to be taken to achieve the desired effect.

The monitoring includes:

(i) Visual observations;(ii) Selection of environmental parameters at specific locations;(iii) Sampling and regular testing of these parameters.

7.2 Objectives

The objectives of the environmental monitoring programme are:

* Evaluation of the efficiency of mitigation and enhancement measures;* Updating of the actions and impacts of baseline data;* Adoption of additional mitigation measures if the present measures are insufficient;. Generating the data, which may be incorporated in environmental managementplan in future projects.

7.3 Methodology

Monitoring methodology covers the following key aspects:

* Components to be monitored;* Parameters for monitoring of the above components;* Monitoring frequency;* Monitoring standards;* Responsibilities for monitoring;* direct responsibility,* overall responsibility;• Monitoring costs.

Environmental monitoring of the parameters involved and the threshold limits specifiedare given in Appendix Ill

8 REPORTING SYSTEM

Reporting system provides the necessary feedback for project management to ensure

quality of the works and that the program is on schedule. The rationale for a reporting

system is based on accountability to ensure that the measures proposed as part of the

Environmental Management Plan get implemented in the project.

The reporting system will operate linearly with the contractor who is at the lowest rung

of the implementation system reporting to the Supervision Consultant, who in turn shall

report to the PWD. All reporting by the contractor and Supervision Consultant shall be

on a quarterly basis. The PWD shall be responsible for preparing targets for each of the

identified EMAP activities. All subsequent reporting by the contractor shall be monitored

as per these targets set by the PWD before the contractors move on to the site. The

reporting by the Contractor will be a monthly report like report of progress on

construction and wiUl form the basis for monitoring by the PWD, either by its own

Manager (Environment) or the Environmental Specialist hired by the Supervision

Consultant.

* Monitoring of facilities at construction camps* Monitoring of air, noise, soil and water parameters including silt load* Monitoring of survival rate of roadside plantation.* Monitoring of cleaning of drains and water bodies.

The designed monitoring process is indicated in the Table 8.1. The forms that need to be

utilized for the reporting are given in Appendix IV.

9 BILL OF QUANTITIES FOR TYPICAL ENHANCEMENT DESIGNS

The typical mitigation/enhancement designs were prepared using informationcollected during the field visit with a view to allow the local communities and the road-users to enjoy the benefit of a better corridor of movement while ensuring their safety. An additional aim was to try and mitigate the potential negative impacts of thedevelopment of a wider, high-speed corridor on the host communities. All the designscreated are attached with each Environmental Management Plan. Each corridor usesonly a portion of all the designs created. The environmental management plan hasreferred to the particular drawing to be used for each package for environmentalmitigation/enhancement. Other details of locations are available in the relevantappendices. The Table 9.1 below gives the quantities for the typical designs.

10 ENVIRONMENTAL MANAGEMENT - BUDGET

The environmental budget for the various environmental management measuresproposed in the EMP is detailed in T'able 10.1. There are several other environmentalissues that have been addressed as part of good engineering practices, the costs forwhich has been accounted for in the Engineering Costs. Moreover, since environmentalenhancements have not been finalized at this stage, except for the location of ponds. The budget reflects this and while retaining the types of enhancement suggested, allows the selection of the locations at the discretion of the Engineer.

PROCEDURE FOR SELECTION OF SITES FOR CONSTRUCTION CAMPSThe Contractor will identfy potential sites based on requirement of land area, accessibility, distance from stretch under construction, surface water sources, settlements, etc. Consultationfacilitated by local NGO will be held - srt-ie and the perceptions/aspirations of local villagers andother stakeholders will be recorded. The Contactor will then select one site based on anaggregation of all these factors and conditions imposed upon him by the EMP (including minimumdistance criteria) and forward the same for approval by the Supervision Consultant. TheContractor will confirm the registration of the land in the revenue records and provide evidence ofthe same to the SC for the selected site. The SC will approve the site after ascertaining that theContractor has considered the views of the local people as well as satisfied all conditions of theEMP. A conceptual layout for the Construction Camp has been prepared and attached to eachEMP. Further details regarding these camps are available from Chapter 17 of the RAP. As part ofthe EMP, monitoring of the construction camp sites has also been devised and formalised.
