Report of the Final Consultation Workshop
Background
The United Nations Economic and Social Commission for Asia and the Pacific (UNESCAP) has
been engaged in providing financial and technical support for solid waste management sector
initiatives in Sri Lanka since 2007. It has supported the implementation of a city level solid
waste management program called IRRC (Integrated Resource Recovery Centre) in Matale and
Ratnapura Municipal Council areas during 2011 – 2014. The UNESCAP has had a close
relationship with the Ministry of Maheweli Development and Environment, Central Environment
Authority (CEA), Ministry of Provincial Councils and Local Governments and the Solid Waste
Management Authority of Western Province in obtaining their support and promoting the IRRC
concept specially to address the solid waste management issue in small and medium sized towns
in Sri Lanka. It has also provided training opportunities for the council members and relevant
officials of Matale and Ratnapura Municipal Councils in solid waste management through
exchange visits and workshops in the countries of Asia Pacific Region. The UNESCAP has
engaged the SEVANATHA Urban Resource Centre, a national NGO who has had experience in
community based solid waste management activities in implementing the IRRC program in
Matale & Ratnapura Municipal Council areas. As part of the support to national level solid waste
management initiatives, the UNESCAP initiated a National Consultation process by engaging the
Central Environment Authority and other relevant stakeholders for linking the solid waste
management sector with Nationally Appropriate Mitigation Actions (NAMAs) in Sri Lanka. The
focus of this initiative was to assess the PILISARU National Solid Waste Management Program
implemented by CEA since 2009 to date and to identify the opportunities available for linking it
with NAMAs in Sri Lanka. An initial workshop for this purpose with relevant stakeholders was
held in March 2015 in Colombo and agreed to undertake a comprehensive assessment of the
PILISARU program and to conduct a final workshop on the same theme.
Introduction to the Final Consultation Workshop
In this background, the UNESCAP requested SEVANATHA and CEA to organize the final
consultation workshop on the theme “NAMAs for the Waste Management Sector in Sri Lanka:
Opportunities for Linking the PILISARU Program with International Climate Financing”.
Accordingly this workshop was held on 30th
August 2016 at Waters Edge Conference Centre,
Colombo Sri Lanka.
Objectives of the Workshop
The overarching goal of the workshop is to present the findings of the study prepared by ESCAP
on the opportunities for linking the PILISARU program with the NAMA framework. More
specifically, the workshop will:
Take stock of recent developments in the solid waste and climate change sectors of Sri
Lanka, including on policy and institutional matters
Discuss the potential for synergies between PILISARU, NAMAs and the initiatives
currently under development in Sri Lanka’s solid waste and climate change sectors
Discuss follow-up actions, including the processes of getting a NAMA program formally
approved, the set-up of an institutional architecture, opportunities for piloting a NAMA,
the scope for requesting international assistance in implementing a NAMA program, etc.

The workshop was attended around 50 participants representing the relevant Government
Ministries, Institutions, Universities, NGOs and Local Authority representatives
including Ministry of Mahaweli Development & Environment, CEA, Climate Change
Secretariat, Ministry of Local Government and Provincial Councils, Sri Lanka Climate
Fund, Western Province Waste Management Authority, National Solid Waste
Management Support Centre, Institute of Fundamental Studies, University of Moratuwa,
University of Kelaniya, UNDP, Janathakshan Regional Office, Municipal Councils of
Kaduwela, Dehiwala Mount Lavinia and Sri Jayawardanepura Kotte. Two representatives
from UNESCAP and five participants from SEVANATHA Urban Resource Centre also
attended the workshop.

The workshop was held as per the above agenda and technical presentations were made by the
relevant professionals invited, focusing on recent developments and ongoing solid waste
management sector projects and identifying the opportunities for linking them with NAMAs in
Sri Lanka.
Key points highlighted in the address by the Secretary to the Ministry of Mahaweli
Development & Environment includes; the strong commitment of the Government of Sri
Lanka to strengthen the Climate Change Secretariat and other green initiatives by different
agencies in order to show the genuine efforts to reduce the GHGs in all sectors of Sri Lanka.
Being the focal point for NAMAs Sri Lanka, the Ministry provides assistance to all the
stakeholders and maintains relationships with international agencies which support these
initiatives.
Key points highlighted by Mr. Joao Aleluia – Project Coordinator, Environment and
Development Division, UNESCAP
Presented the barriers which hinder continuation of PILISARU Waste Management
program under three themes such as Operational & Managerial, Financial & Economic
and Institutional, Policy and Regulatory Environment.
Proposed the number of measures to improve the PILISARU program and to link up with
NAMA framework of Sri Lanka
The measures presented as three main building blocks representing incremental tier,
structural tier and transformational tier.
Proposed an institutional arrangement for the waste sector NAMA to be incorporated
with national framework.
Highlighted about the sustainable development benefits which often designated as core
benefits of waste NAMA initiatives of Sri Lanka.
Emphasized that Solid Waste Management Sector can represent a major sector in the
National NAMA framework.
Key points highlighted in the Technical Presentations
Mr. Ajith Weerasundara, Director (WMU) – CEA presented the details of PILISARU
Solid Waste Management Program during its first phase from 2009 – 2014 and in its
second phase from 2015 – 2019. The details included No. of local authorities that were
supported by PILISARU program, types of projects, the nature of technical support and
the volume of waste managed under the program etc.
Ms. Hasula Wickramasinghe - Program Assistant of Climate Change Secretariat – My. of
Mahaweli Development and Environment explained the current institutional structure of
the CC Secretariat and the procedure for sending proposals for NAMA program. Further
to that she explained about current initiatives in energy and transport sector NAMAs in
Sri Lanka. Also she emphasized that the CC Secretariat is ready to extend its support to
any institution interested in submitting proposals for NAMAs in relevant sectors.
Mr. Uchitha de Zoysa – Sustainable Development Advisor of Ministry of Sustainable
Development & Wildlife presented the commitment of the Government of Sri Lanka in
achieving the Sustainable Development Goals and explained the complexity of
institutional structures and interventions in different development sectors in Sri Lanka by
using a recent institutional mapping study carried out by him. He highlighted the
importance of better understanding of the institutional systems and interventions in
implementing NAMA program in Sri Lanka.
Mr. Mahesh Chamara of Sri Lanka Climate Fund explained about the role of Sri Lanka
Climate Fund in providing technical support and issuing green certificates for different
institutions and projects who have proved low carbon foot print.
Eng. Gamini Senanayake – Key Expert of UNDP explained about steps and processes of
the currently implemented energy sector NAMA project by UNDP and further
highlighted how this could be a lesson for a waste sector NAMA.
Key points highlighted in the Discussion
Currently the solid waste management is done by number of institutions and many
stakeholders have direct interventions in the process. Therefore evaluating and auditing
of the waste management process which is required for NAMA has become a
complicated task.
A question was raised on how to undertake gas recoveries from land fill sites and include
it in NAMA.
It was highlighted that many stakeholders who are engaged in solid waste management in
Sri Lanka are not aware about the process of inclusion of waste management activity in
NAMA program.
It was emphasized that there is a necessity to raise awareness on the process improvement
and data collection / auditing of waste management cycle in order to encourage the waste
sector NAMA proposals to be generated by stakeholders.
A question was also raised whether the waste sector in Sri Lanka is ready for applying for
NAMA facility.
The need to rethink about the institutional framework for initiating waste sector NAMA
proposals in Sri Lanka was suggested.
Another question raised on whether Sri Lanka has a sound base line data on SWM/master
mapping of waste generated in different sectors such as agriculture, fishing, plantation,
mining and urban sector etc.
It was also pointed out that PILISARU program of CEA is not a complete solution for
SWM issue in local authority areas of Sri Lanka
It was suggested that the technical support from UNESCAP is vital to the CEA and the
Ministry to address the current issues pertaining to the waste sector NAMA initiatives in
Sri Lanka
As the concluding remarks, the session chair Mr. Lorenzo Santucci of UNESCAP and Mr.
J.M.U. Indrarathna, Deputy Director General of CEA thanked the participants for their active
participation in the discussion and contribution made and emphasized on the need for further
collaboration and action to perceive on waste sector NAMA proposal. Mr. Lorenzo Santucci
further commented that the UNESCAP would look for opportunities to support this initiative in
Sri Lanka.
