Following the contract award to Leighton Contractors for the design and construction of the facility, further sessions were held between 30 May and 5 June 2015 to provide the latest information to the community. What level of light is expected from the stabling facility?To address community concerns around glare or light spill, Queensland Rail and Leighton Contractors have investigated the suitability of directional LED commercial lighting solutions for the site. The Woombye stabling facility will feature modern, 100 per cent directional LED lighting.

This type of lighting differs significantly from high intensity discharge (HID) lamps, where the glass is angled to project light over a maximum area and the light source is clearly visible, such as pole mounted lights used at sports grounds.

Directional LED lights provide more uniform light on an area due to its greater directional control. Vertical luminance, without greater obtrusive glare or wasteful spill light, is created by aiming the LED lights towards targeted areas. Beams can be concentrated to highlight movement areas such as walkways while minimising lighting in areas which are used less frequently.

Facility footprint

Community grounds

Will the vegetation screen provide visual amenity?A vegetation screen, approximately 180 metres long by an average of 20 metres wide, and incorporating 2,000 selected native plants, was planted in May 2015. This will extend the vegetation buffer at the front of the site. Further landscape planting will be undertaken as part of the construction phase to provide additional screening. The exact location will be finalised as part of the detailed design process.

Will there be an increase in traffic movements during operation?During operation, vehicle movements will be minimal and sound like any normal residential traffic, such as a neighbour departing or returning home in a car. Private vehicle movement will be limited to a crew to clean the four trains, and train drivers and guards arriving or departing at the end of a shift.

What measures are in place to ensure noise does not impact the community?Additional noise modelling will be undertaken as part of detailed design to determine whether extra noise abatement measures are required. Queensland Rail is also working with the New Generation Rollingstock (NGR) design team to investigate options for reducing noise from stabled trains, including limiting train operation and air conditioning usage.

Where will the Woombye stabling facility be located?The Woombye stabling facility will be located alongside the existing rail corridor, just south of the Woombye station.

What considerations will be made to ensure safe fauna movement?Leighton Contractors is required to design and construct the Woombye stabling facility to manage possible fauna impacts. This will include infrastructure to facilitate safe fauna movements and passage, where necessary.

A Fauna Management Plan will be implemented to ensure effective management of any potential risks to fauna in close proximity to the site. It is expected that the plan will include design and construction solutions, together with monitoring controls to mitigate the risk of impact to fauna.

Will there be vegetation clearing at the stabling facility site?The Woombye stabling facility will be built on land that has previously been cleared and used for farming. Vegetation clearing will be predominantly limited to introduced vegetation types such as pasture grasses and camphor laurel trees, considered by many councils, including the Sunshine Coast Council, to be a weed species. Clearing is required for the stabling yard connection on the western side of the North Coast railway line.

Will lighting be dimmed when there is no activity at the stabling facility?Lighting is required to ensure security and the safety of employees at the stabling facility at night. In addition to the vegetation screening, measures to mitigate lighting impacts include dimming the intensity of operational lighting by 50 per cent following a period of no activity or movement at the facility.

The stabling facility lighting will be broken into zones, so that the whole facility is lit at an operational level only when required. On arrival of a train, or as movement is detected in designated areas, lighting will be activated in that zone. Lighting intensity will return to 50 per cent of operational level one hour after movement ceases.

once the stabling facility is built, will the land be officially designated and listed on the Contaminated Land Register or the Environmental management Register?There will be no activities conducted on site that will see the Woombye stabling facility registered on the Environmental Management Register (EMR) or the Contaminated Land Register (CLR). Queensland Rail does not own or manage land which is listed on the Contaminated Land Register and this site and its activities are expected to be no different.

Notifiable activities are listed in Schedule 3 of the Environmental Protection Act, and are activities which are known to have the potential to cause land contamination, such as the operation of railway yards (e.g. goods handling NOT stabling), service stations, cattle dips, wood treatment sites, landfills and fuel storage.

Contaminated land is land which is affected by a hazardous contaminant. When land is listed on the EMR for a notifiable activity, it is an indication that the land is likely to be contaminated but it does not mean it needs to be cleaned up or is not suitable for its current land use. Where land is listed on the EMR because it is contaminated, details about the hazardous contaminant affecting the land will be included on the EMR as well as information about what land uses the land is suitable for. Contaminated land is moved from the EMR to the CLR where it is necessary to take action to remediate the land to prevent serious environmental harm and protect human health or other aspects of the environment. Queensland Rail has no land on the CLR.

how will the construction of the facility impact local flooding?The feasibility reports completed for the Woombye site show that no issues exist at Woombye that cannot be appropriately mitigated. Leighton Contractors will be required to complete drainage and flood modelling of the site to demonstrate compliance with State and Local Government requirements. A thorough analysis will be undertaken, using standard industry software and techniques, to ensure there are no unacceptable impacts on flooding or environmental impacts on properties or infrastructure. This information will be made available as part of the detailed design process.

Will the proposed stabling yard footprint directly impact Paynter Creek?The proposed stabling yard footprint will not impact directly on Paynter Creek. The value of Paynter Creek is recognised and Queensland Rail requires Leighton Contractors to provide all appropriate measures to minimise impact from the stabling facility during both construction and operation.

What is the timing of the nine additional rail services announced for the Sunshine Coast line?The additional services announced for the Sunshine Coast line will improve off-peak service frequency from 90 minutes to approximately 60 minutes on weekdays. These nine services constitute both north and south-bound services (four south-bound and five north-bound). They cover both the inter-peak period and the period after the afternoon peak.

Implementation of the additional services is directly linked to the completion of the new Woombye stabling facility and the progressive delivery of New Generation Rollingstock.

Will the Woombye train station be revitalised?Woombye train station has undergone a complete industrial clean of platforms and footpaths. Station building and facilities were repainted, station furniture replaced and signage and timetable boards updated.

Queensland Rail is celebrating 150 years of rail in Queensland and has committed to supporting the rail communities that have contributed to rail since 1865.

To commemorate the long history between Queensland Rail and Woombye, a historic storyboard detailing the connection with rail and the local fruit industry has been created for the refreshed Woombye station. It will be installed in the coming weeks.
