Pacific Highway upgrade. As part of the process of moving from concept to construction, we
are seeking community feedback about proposed design refinements in various locations.

Project background The 155 kilometre upgrade between Woolgoolga and Ballina is Australia’s largest regional infrastructure project and the last highway link between Hexham and the Queensland border to be upgraded to four lanes.
The Woolgoolga to Ballina project will duplicate about 155 kilometres to four-lane divided road from about six kilometres north of Woolgoolga (north of Coffs Harbour) to about six kilometres south of Ballina. The project does not include the completed Devils Pulpit and Glenugie upgrades.
Roads and Maritime Services Pacific Highway Office, together with our delivery partner Pacific Complete are seeking public comment about the proposed design refinements and urban design aspects being considered in advance of construction before major work starts.

Firstly, we provide you with information about the progress of the detailed design, and seek your comment on proposed design refinements for the project.
Secondly, we are seeking feedback on the draft Urban Design and Landscape Plan.

From concept to detailed design – evolution of the design process The detailed design process is an opportunity for the project to incorporate innovation, and wherever possible, reduce impact. As a project moves from concept to detailed design additional studies are carried out to ensure all constraints and opportunities are considered before finalising design. Part of this process involves considering opportunities to refine the project footprint for safety, engineering and functional reasons.
The design of the Woolgoolga to Ballina upgrade has proposed refinements that have been developed to respond to updated information; resolve unforeseen challenges; and integrate concepts, criteria and assumptions developed during the planning phase.
Once proposed key refinements are consulted upon, the project team can finalise detailed design, produce revised engineering drawings, define construction costs, expected operational costs as well as detailed timing about the staging of work.
What refinements are being proposed? The list of the proposed design refinements can be identified by location on the map provided.
Each of the proposed design refinements may have different benefits or reasons for inclusion due to various factors, which may include:
• Environment
• Pedestrian/cyclist access
• Flooding
• Road access
• Design improvement/change.
A brief description of the proposed refinement and the reason for its proposal is included at each location on the map for your consideration.
Road classifications and standards – what’s the difference? Arterial road standard (referred to as Class A) comprises two lanes in each direction (generally with a median wide enough to accommodate future upgrading to three lanes in each direction), generally at least a 100km/h posted speed, limited direct access to the roadway, grade-separated interchanges and some at-grade intersections.
Motorway standard (referred to as Class M) comprises two lanes in each direction (generally with a median wide enough to accommodate future upgrading to three lanes in each direction), 110km/h with controlled access to the roadway at grade-separated interchanges only.

Key areas of interest in proposed design refinements
What is the project team doing to address flooding?We are working directly with our project focus groups and making contact with individuals in specific areas where flooding may be of concern.
One of the key design refinements being proposed to achieve these objectives is replacing culverts with bridges. The benefits of this design refinement include:
• Providing additional and larger flood openings in the road to optimise flow
• Allowing strategic placement of openings to suit localised flood water flows
• Providing structures which are less susceptible to weather damage
• Enabling a reduced recovery period after weather events
• Providing better access and reducing maintenance required
• Providing better value for public money due to the elimination of hard foundation treatments
• Offering increased certainty of design performance and design life.
Another key design refinement is changing the flood immunity on the Class A motorway southbound lanes from north of Watts Lane to south of Carrols Lane. The benefits of this design include:
• Maintaining flow of traffic along the Pacific Highway during 1:20 ARI events via contra flow on the northbound lanes. At present the Pacific Highway is closed to traffic during a 1:5 ARI flood event
• Keeping the southbound lanes allows connections to local roads to be maintained during 1:5 ARI flood events and fits within the Class A design criteria
• Improving local access road intersection immunity through increasing the flood immunity to 1:5 ARI flood event on local road connections
Flood compliance (The proposed design refinement across Yamba, Harwood and Iluka)
• Mapping shows 1:20 ARI flood event on south and north bound and demonstrates traffic flows in both directions would maintained by contra-flow
• These maps also demonstrate how local access would be improved during 1:5 ARI flood events
• Overall benefit to the Pacific Highway through improving flood immunity to 1:5 ARI flood event along the alignment
• Creating cost efficiencies and providing better public value through reusing existing infrastructure.
In addition to the highway construction, the project will deliver a flood monitoring system which will allow for earlier notification of potential flood events and will provide location based data to assist with future planning.
What is being planned for local bus pullover areas?The proposed location of bus stops and pullover areas is being redesigned in consultation with bus companies. The project team are working to align stops with the new highway and service roads, ensuring locations are safe and meet all standards.
We will keep you informed once bus stops and pullover areas are confirmed.
What is happening with the Broadwater rest area and the Ballina Service Centre?Due to the imminent construction of the Ballina Service Centre at Teven Road, the design and construction of northbound and southbound rest areas at Broadwater has been deferred.
We will keep you informed about the re-commencement of this planning once the Ballina Service Centre’s construction is under way.
A future development site near Maclean is also being progressed.

What proposed refinements link to the Ballina Koala Plan? As part of the development of the Ballina Koala Plan, a series of workshops have been carried out with koala experts and government agencies. These meetings reviewed progress of the Population Viability Analysis (PVA) and also discussed potential design refinements. Options included modified grade-line as well as the inclusion of additional crossing structures. As a result of these discussions it was proposed that fauna connectivity structures be increased - from six in the SPIR to 26 structures as part of this design.
It was agreed in principle that the provision of plank bridges and additional culverts in key koala hot spots provided better connectivity than the originally proposed land-bridges.
Key benefits that plank bridges offer compared to land-bridges include:
• Ability to provide multiple connectivity locations
• A short construction period
• Minimal construction impact
• Retention of more existing habitat next to the bridge
• Immediate koala connectivity upon completion.
These proposed changes, together with strategies such as fauna fencing, revegetation, monitoring system development and management plan implementation contribute to the project’s environmental management activities for the new highway.

The bigger picture – Draft Urban Design and Landscape Plan
What is an Urban Design and Landscape Plan?Urban Design and Landscape Plans have been drafted for the Woolgoolga to Ballina upgrade. These plans outline the proposed visual identity for the project including information on the urban design and landscaping for bridge design, road furniture, lighting and vegetation types along the alignment. Four plans have been developed incorporating:
• Glenugie to Maclean
• Maclean to Devils Pulpit
• Devils Pulpit to Richmond River
• Richmond River to Pimlico.
What does this mean for the project?These draft plans propose implementing a visual similarity across some major design elements in this project, linking the Woolgoolga to Ballina upgrade to the rest of the Pacific Highway.
Overall, the full length of the Pacific Highway’s urban design brief aims to deliver a sweeping, green highway providing panoramic views to the Great Dividing Range and the forests, farmlands and coastline of the Pacific Ocean; sensitively designed to fit into the landscape and be unobtrusive; and characterised by simple and refined road infrastructure.

The next step is for the project team to consider any further feedback received from the community, and implement these proposed refinements to the design.
In terms of the Urban Design and Landscape Plan, the project team will consider community feedback and then prepare the plan’s submission to the NSW Department of Planning and Environment.

Interim northbound access road included at Whytes Lane and the alternate u-turn facility near Pimlico Road will be removed. This access will be removed once Smiths Drive bridge is constructed.
