For the avoidance of doubt, Steel Reinforcement shall be deemed to include both steel reinforcement bars and steel welded mesh reinforcement. 72.1.2 Quantity To Be Covered  The Covered Steel Quantity (hereinafter referred to as "CSQ" for the purposes of this clause) of Steel Reinforcement to be covered for price fluctuations shall be that stipulated in P art B of the Annex D of the Form Of Tender. In the event that the source of any precast concrete components listed in Annex F of the Form of Tender is obtained from the Employer, or where the Contractor’s production of precast components are carried out in overseas precast plants, the quantity of steel reinforcement to be covered for price fluctuations shall be reduced according to the quantities indicated in the same Annex F and the Contractor shall be notified within one (1) month from the date of the Letter of Acceptance.  The CSQ shall be deemed to be consumed for the Works in 18 equal monthly parts during the Steel Covered Period of 18 months commencing from the month following the commencement date of the Time for Completion. Notwithstanding the aforesaid and in the event that the project comprises of at least one (1) building block of 35 storey and above, the CSQ shall be deemed to be consumed for the Works in 22 equal monthly parts during the Steel Covered P eriod of 22 months commencing from the month following the commencement date of the Time for Completion.

72.0 SUPPLEMENTARY SPECIFICATIONS FOR:

PART A: BUILDING WORKS AT WOODLANDS NEIGHBOURHOOD 7CONTRACT 34 (TOTAL : 194 DWELLING UNITS) 

72.1 STEEL PRICE FLUCTUATION

72.1.1 General Requirement

 The Contract Sum shall be adjusted by way of variation orders, addition

and/or omission, to reflect the fluctuations of the price of SteelReinforcement during the Steel Covered Period. For the avoidance of doubt, Steel Reinforcement shall be deemed to include both steelreinforcement bars and steel welded mesh reinforcement.

72.1.2 Quantity To Be Covered

 The Covered Steel Quantity (hereinafter referred to as "CSQ" for thepurposes of this clause) of Steel Reinforcement to be covered for pricefluctuations shall be that stipulated in Part B of the Annex D of the FormOf Tender.

In the event that the source of any precast concrete components listed inAnnex F of the Form of Tender is obtained from the Employer, or wherethe Contractor’s production of precast components are carried out inoverseas precast plants, the quantity of steel reinforcement to be coveredfor price fluctuations shall be reduced according to the quantities indicatedin the same Annex F and the Contractor shall be notified within one (1)month from the date of the Letter of Acceptance.

 The CSQ shall be deemed to be consumed for the Works in 18 equalmonthly parts during the Steel Covered Period of 18 months commencing

from the month following the commencement date of the Time forCompletion.

Notwithstanding the aforesaid and in the event that the project comprisesof at least one (1) building block of 35 storey and above, the CSQ shall bedeemed to be consumed for the Works in 22 equal monthly parts duringthe Steel Covered Period of 22 months commencing from the monthfollowing the commencement date of the Time for Completion.

72.1.2 Quantity To Be Covered (Cont’d)

 To illustrate:

If the Commencement date of the Time for Completion is 31 Mar2007, then,

 The Steel Covered Period shall be from Apr 2007 to Sep 2008(inclusive) for 18 months Steel Covered Period applicable to projectswith no building block of 35 storey and above.

72.1.3 Price Fluctuation Computation

 The determination of price fluctuations for Steel Reinforcement shall

strictly be based on the "Monthly Material Price Indices ForImplementation Of Fluctuation Clause" produced by the Building andConstruction Authority (BCA). The period when the Price Index equals100 was J une 2006 and the Unit Cost of Steel Reinforcement was$757.00 per tonne.

 The monthly adjustment for steel price fluctuation during the said SteelCovered Period shall be computed using the following formula:

[CSQ ÷SCP] x $757.00 x [(Current Index minus Base Index) ÷100]

Where:

CSQ = Covered Steel Quantity in tonnes

SCP = Steel Covered Period in months (Pleaserefer to sub-clause 72.1.2 above).

Current Index = BCA Monthly Material Price Index for SteelReinforcement for the relevant month of theSteel Covered Period.

Base Index = BCA Monthly Material Price Index for SteelReinforcement prevailing in the month of the latest date of Tender Closing. Toillustrate: if the latest date of TenderClosing is 1st Mar 2007, then the BaseIndex shall be based on the BCA MonthlyMaterial Price Index for SteelReinforcement for Mar 2007.

72.1.4 Other Considerations

(a) Where there is more than one commencement date for the Time for

Completion, the applicable date for determining the commencementof the Steel Covered Period shall be based on the earliestcommencement date of the various Time for Completion.

(b) Material price index for Steel Reinforcement shall be deemed toinclude both Steel Reinforcement and steel welded meshreinforcement.

(c) For each item of material which is subject to price fluctuation, onlyone Material Price Index shall be used regardless of the differentgrades or sizes of the material used.

(d) Only confirmed/final figures published by the BCA shall be used forcomputation of monthly adjustment for steel price fluctuation.

(e) The CSQ shall be fixed and no changes shall be effected for anychanges to the Works for whatever reason.

(f) The Steel Covered Period shall be fixed and no changes shall beeffected for any changes to the progress of work for whateverreason.

72.2 ASSESSMENT OF EXTENSION OF TIME DUE TO EXCEPTIONALLYINCLEMENT WEATHER

 This clause supersedes subclause 1.1.53 "Assessment Of Extension Of  Time Due To Exceptionally Inclement Weather" of the Standard

Specifications For Building works And Other Installations.

 The assessment of exceptionally inclement weather shall not take placeuntil the expiry of the Time for Completion or previously extended Time forCompletion. Such assessment shall be made on the following basis :

(a) There shall first be assessed the number of wet days and equivalentwet days (as specified in paragraph (f) below on which theContractor has been substantially delayed in the carrying out of theWorks by rain (hereinafter called "delay days").

(b) A wet day shall be one where the rainfall figure as calculated asdescribed in this paragraph exceeds 10.2 mm during the 24 hourperiod used by the Meteorological Service. The rainfall figure shallbe the average island-wide rainfall calculated by the Employer usingrainfall records received by the Employer monthly from the 5Standard Stations of the Meteorological Service.

(c) The expected number of wet days during the Time for Completion orextended Time for Completion as the case may be shall be derivedfrom the following table which is deemed to record the averagenumber of wet days for the respective months based on theMeteorological Service's records between 2003 and 2012(hereinafter referred to as "expected wet days") :

(d) For each month of the Time for Completion or extended Time forCompletion as the case may be there shall be assessed whether thenumber of delay days in that month is more than (positive) or equalto (zero) or less than (negative) the expected wet days in thatmonth.

(e) The positive, zero and negative monthly assessments made inaccordance with paragraph (d) above shall then be added togetherand a net total reached. If such total is a positive number then suchtotal shall constitute the extension of time due to exceptionallyinclement weather.

(f) The period commencing from excavation works to the completion of ground beams where the ground floor slab is not a critical activity or

the completion of ground floor slab where the ground floor slab is acritical activity is hereinafter called "sub-structure constructionperiod" and the works carried out during such period is hereinaftercalled "sub-structure works".

For the assessment of extension of time due to exceptionallyinclement weather during the sub-structure construction period, therespective monthly average number of wet days as specified inparagraph (b) above shall be multiplied by a factor of 2.0 if the wetdays are less than or equal to 5 or by a factor of 1.6 if the wet daysexceed 5. The product so derived shall be referred to as "equivalent

wet days" and are subject to a maximum of 30 days per month.

(g) If the sub-structure works do not commence on the first day of themonth, then the number of equivalent wet days for that month inwhich the sub-structure works commence shall be pro-rated inaccordance with the proportion of the number of calendar days forthe construction of sub-structure works in that month to the totalnumber of calendar days in the said month. Similarly, if the sub-structure works are not completed on the last calendar day of themonth, then the number of equivalent wet days for that month inwhich the sub-structure works are completed shall be pro-rated inaccordance with the proportion of the number of calendar days forthe construction of sub-structure works in that month to the totalnumber of calendar days in the said month. The assessment of extension of time due to exceptionally inclement weather during thesub-structure construction period shall be based on the actual sub-structure construction period of each building block, including multi-storey carpark/garage.

72.3 LIQUIDATED DAMAGES FOR DELAY IN COMPLETION

 This clause supercedes Clause 1.1.8 “Liquidated Damages for Delay inCompletion” of the Standard Specifications for Building Works and OtherInstallations.

In the event of re-arrangement of the completion of the Works intoseparate phases or sub-phases, the rate of liquidated damages in respectof each phase or sub-phase of the Works shall be re-computed accordingto the following rates and pro-rated against the original amount specifiedin the Appendix To Public Sector Standard Conditions of Contract ForConstruction Works.

For the purpose of this subclause, the internal floor area shall be definedas the total floor area in the commercial unit/child care centre includingthe floor area occupied by toilet, store, kitchen, staircase, etc within the

unit/centre. The internal floor area shall be measured as follows:

(a) Partition Wall/Column

For partition wall/column, to measure up to the centre line of partition wall (party wall) which separates 2 adjoining units.

(b) External Wall and Party Wall Along Corridor

For external wall and party wall along the corridor, to measureup to the external face of the wall surrounding the floor slab.

72.4 EMPLOYMENT OF CONTRACTOR’S SITE PERSONNEL

 This clause supercedes Clause 1.1.26 “Employment Of Contractor’s SitePersonnel” of the Standard Specifications for Building Works and OtherInstallations.

72.4.1 Requirements For Employment Of Site Personnel(For projects with 10 residential blocks or less)

72.4.2 Reserved

72.4.3 Qualifications/Experience/Responsibilities Of Site Personnel(a) Project Manager

 The Contractor's Project Manager shall be qualified, competent andpossess the skill, knowledge and ability to manage and co-ordinatethe project effectively. The Project Manager shall be the Contractor'sRepresentative as required under the Contract.

 The Project Manager shall possess the following minimum academicqualifications and experiences:

(i) For Contract Sum of $50 million and above, the candidate shallhave a Degree in Architecture, Civil / Structural / Electrical /Mechanical Engineering, Building Science or QuantitySurveying with 4 years of relevant post-graduate workingexperience in the building construction industry or 3 years of relevant post-graduate project management experience. Thedegree shall be recognized either by the respectiveProfessional Bodies, professional institutions or Building andConstruction Authority.

(ii) For Contract Sum less than $50 million, the candidate shallhave:

(a) A degree in Architecture, Civil / Structural / Electrical /Mechanical Engineering, Building Science or QuantitySurveying with 4 years of relevant post-graduate workingexperience in the building construction industry or 3 yearsof relevant post-graduate project managementexperience. The degree shall be recognized by therespective Professional Bodies professional institutions orBuilding and Construction Authority; or

(b) A diploma in Civil / Structural / Mechanical / ElectricalEngineering, Building Science, Building Management,Building Services Engineering and at least 10 years of relevant working experience in the building constructionindustry. The working experience should preferable beworking on past HDB projects and shall be recognised byHDB as relevant working experience.

(b) Workplace Safety & Health Co-ordinator/Workplace Safety & Health

Officer (WSHO)

 The Contractor's Workplace Safety & Health Co-ordinator shallpossess recognised and approved certification in construction safetyto take charge of all matters related to safety. The said WorkplaceSafety & Health Co-ordinator shall spend their time fully performingthe following:

(i) To supervise safety and promote safety conduct;(ii) To inspect and rectify any unsafe place of work;(iii) To correct any unsafe practice; and

(iv) To ensure that the provisions of the Workplace Safety & HealthAct and its Subsidiary Legislation made thereunder are compliedwith.

 The Contractor shall employ a full-time Workplace Safety & HealthOfficer to comply with the requirements under the Workplace Safety& Health Act, Workplace Safety & Health (Workplace Safety andHealth Officers) Regulations. The Workplace Safety & Health Officershall implement appropriate safety measures and ensure a safe workenvironment and safe work procedures in accordance with theWorkplace Safety & Health Act and Subsidiary Legislation includingthe provisions of the Workplace Safety & Health (Construction)Regulations 2007 and the requirements specified under the Contract.

72.4.3 Qualifications/Experience/Responsibilities Of Site Personnel (Cont’d)

(c) Site Supervisors

 The Contractor's Site Supervisors shall be qualified and competentand possess the relevant skills, knowledge and the ability tosupervise and co-ordinate the Works; and with the followingacademic qualifications and experience:

(i) Possess a National Certificate in Construction Supervision(NCCS) and at least 5 years of similar capacity relevantworking experience in the building construction industry; or

(ii) Possess a recognised Diploma in Civil/Structural/

Mechanical/Electrical Engineering, Building Science,Building Management, Building Services Engineering and atleast 3 years of relevant working experience in the buildingconstruction industry; or

(iii) Possess a Degree (foreign university) in Civil/Structural/Mechanical/Electrical Engineering and at least 2 years of relevant working experience in the local building constructionindustry.

Notwithstanding the requirements as specified in (i) to (iii)

(inclusive) above, where the Contractor is required to employ theSite Supervisor for mechanical/electrical Works, the Site Supervisormust be suitably qualified under the mechanical/electricalengineering academic qualifications and with the relevant workexperiences and also received adequate safety and health trainingto ensure that the work which he oversees or supervises can becarried out safely.

(d) Horticultural Supervisor

 The Horticultural Supervisor shall be competent and possesses the

skill, knowledge and ability to coordinate and supervise all treeplanting and landscaping works. The qualified HorticulturalSupervisor shall possess the minimum Certificate of OrnamentalHorticulture with a minimum of 2 years relevant experience. Theappointment of Horticultural Supervisor has to be submitted to SORep for approval prior to the commencement of any tree planting orlandscaping works. The date of appointment shall take effect fromthe date of SO Rep approval and shall be in full-time site-basedemployment by the building contractor when the physical treesplanting or/and landscaping work is progressing on site tillSubstantial Completion of the Works

72.4.3 Qualifications/Experience/Responsibilities Of Site Personnel (Cont’d)

(e) Environmental Control Officer (ECO)

 The Contractor shall employ Environmental Control Officer(hereinafter referred to as "ECO" for the purposes of this subclause)to comply with the Environmental Public Health Act – EnvironmentalPublic Health (Employment of Environmental Control Officers) Order1999. The ECO shall be employed on a full-time basis where theContract Sum is above $50 million or on a part-time basis where theContract Sum is between $10 million and $50 million. The ECO shallbe responsible for monitoring and advising the Contractor on thefollowing main areas:

(i) Control of disease-bearing vectors and rodents.(ii) Proper management and disposal of solid waste.(iii) Control of noise and dust pollution.(iv) Drainage and silt control.(v) Air and water pollution control.(vi) General housekeeping management of the project/Site.

 The ECO shall conduct regular site checks and take promptcorrective actions to ensure that the workers' quarters, canteens,toilets, site offices and other facilities and general surroundings of the Site are kept clean, tidy and hygienic at all times. In addition, theECO shall also ensure that the Site is kept mosquito-free at alltimes.

If the Works have been certified more than 95% completed, thecontractor may write to NEA’s Regional Office to seek approval toallow the ECO to perform on a part-time basis and copied to SO rep.

 There shall be no cost recovery from the contractor if NEA isagreeable to allow the ECO to perform on a part-time basis.

(f) Security Guards

(i) The Contractor shall employ Security Guards from a SecurityAgency licensed by the Singapore Police Force with aminimum Grade of “B”. The Contractor shall inform the SORep in writing on the security agency who supplied theSecurity Guards, within two weeks from the commencementdate of the Time for Completion.

(ii) All Security Guards shall at all times be in proper uniform of their security agency with their names and identification tagson. Essential security enforcement equipment such aswhistle, torchlight, walkie talkie etc shall be provided to them.

 They shall respond within five to ten minutes whenever theyare called either through telephone or walkie talkie. Theyshall also have the necessary access to the telephone at theContractor's site office during and after normal working hoursfor emergency reporting purpose. The Security Guards mustnot be armed with weapons that are disallowed by theSingapore Police Force.

(iii) A proper guard post with adequate security lighting andcommunication facilities shall be erected at every majorentrance to the Site. All temporary gates/openings along thefencing/hoarding shall be guarded by a Security Guardduring normal working hours and locked up after normalworking hours.

(iv) The Security Guards shall be responsible for the generalsecurity of the Site and shall ensure that unauthorizedpersonnel and vehicles do not enter the Site. They shall alsoresponsible for the security of the contractor and HDB's siteoffices during and after normal working hours.

(v) The Security Guards shall be employed to perform sitesecurity duties on a 24 hour basis. A minimum of one (1)Security Guard shall be on duty at any one shift includingSundays and public holidays throughout the Time forCompletion and any time period where liquidated damagesare imposed under the Contract. No Security Guard shallleave the Site until he is properly relieved by a replacement,even if his shift has ended.

(vi) A proper record of the Security Guards' attendance must bekept and made available to the SO Rep upon request.

(g) Site Clerk

 The Contractor shall employ a full-time Site Clerk at the site office toanswer all in-coming calls during office hours and to attend to theclerical works as and when directed by the SO Rep. The Site Clerkshall be proficient in basic software; and equipped with good publicrelations skills and able to handle phone enquiries competently.

 This requirement is not required if there are no occupied residentialbuildings, hospital, schools, institutions of higher learning, homesfor aged sick, etc within 150m from the construction site.

72.4.4 Replacement Of Site Personnel

 The SO Rep shall be empowered to instruct the Contractor for areplacement at the Contractor's own costs and expenses if any of the sitepersonnel is found not carrying his duties to the satisfaction of the SORep.

72.4.5 Compliance With Requirements And SubmissionOf Information Of Site Personnel

(a) The Contractor shall submit to the SO Rep within 21 days from thedate of the Letter of Acceptance, the name, identity card numbersand documentary evidence of the educational qualifications andexperience of all the site personnel employed by the Contractor.

 The employment of the site personnel shall be subject to theapproval of the SO Rep.

(b) In addition, the Contractor shall comply with the requirements andkeep records and submit these information to the SO Rep whererequired by him as specified below:

(i) Except for the security guards and safety supervisors, all the

site personnel employed shall be on the Contractor's monthlypayroll. The Contractor shall keep records indicating thenumber of days the site personnel are employed for eachmonth and the monthly contributions to CPF. Suchinformation may be proof of employment of the sitepersonnel.

(ii) A letter from every site personnel employed by theContractor to testify that he is employed full-time for this Siteonly;

(iii) Further to (ii) above, if any site personnel is found to beworking in more than one running site, the particular sitepersonnel will be barred from working in all the Employer'ssites for a period of two years from the date of the breach. Itshall be the Contractor's duty to bring to the attention of thesite personnel the contents of this clause.

72.4.6 Inclusion Of Cost And Failure To Employ The Site Personnel

(a) The Contractor shall be deemed to have included in the Contract

Sum for all costs and expenses to be incurred by him forcompliance with the requirements stipulated in this clause.

(b) In the event of the Contractor not employing the number of sitepersonnel, required by the Contract or not employing such sitepersonnel for the period or periods required by the Contract, withoutprejudice to the Employer's rights under the Contract, theContractor shall be indebted to the Employer at the rate or rates asspecified for each of the respective site personnel per month andsuch indebtedness shall be deducted by the Employer from anymonies due or becoming due to the Contractor or be recovered by

the Employer as a debt due from the Contractor. These rate orrates shall be deemed to have been fully agreed and accepted bythe Contractor and the Employer as the costs and expensesallowed by the Contractor for the employment of each of therespective site personnel for each month. For the purpose of thisclause, each of the site personnel shall be employed by theContractor for at least 20 days within a calendar month before hecan be considered as being employed for that particular monthunder the Contract, except where expressly specified otherwise. Inthe event that the first and/or the last calendar month of the Time forCompletion or any time period where liquidated damages are

imposed under the Contract, have less than 20 days, each of thesite personnel shall be employed for the full number of days in thesaid first and last calendar month of the Time for Completion or anytime period where liquidated damages are imposed under theContract.

(c) Notwithstanding other provisions in this clause, if the Contractorincurs additional costs and expenses over and above the agreedrates specified herein in complying with the requirements stipulatedin this clause, the Contractor alone shall bear such additional costsand expenses in full.

72.4.7 Application For Release Of Site Personnel

 The SO Rep may consider a request by the Contractor in writing to release

any of his site personnel from the obligations of this clause if the Workshas been certified more than 95% complete. It shall be up to the absolutediscretion of the SO Rep to decide whether the Contractor's site personnelcan be released and the number of site personnel to be released asprovided for under this clause. A written approval from the SO Rep shallbe obtained in this respect.

72.4.8 Superintending Officer's Decision

All differences and/or disputes arising under this clause including all

subclauses under it (including questions relating to interpretation) shall bedetermined by the Superintending Officer whose decision shall be final andbinding on and conclusive against the Contractor.

72.5 QUANTITY TO BE PROTECTED

 This clause supersedes subclause 1.2.12.3 "Quantity To Be Protected" of the Standard Specifications For Building Works And Other Installations.

 The quantity to be covered under the provision of this clause shall be asstipulated in the Maximum Protected Quantity (MPQ) or Protected Quantity(PQ) whichever applicable (hereinafter referred to as the "ProtectedQuantity"). The Contractor shall be invoiced for the Protected Quantity atthe Basic Price.

In the event that the source of any precast concrete components listed inAnnex E of the Form of Tender is obtained from the Employer or where theContractor’s production of precast components are carried out in overseasprecast plants, the Protected Quantity shall be reduced according to thequantities indicated in the same Annex E and the Contractor shall be

notified within one (1) month from the date of the Letter of Acceptance.

 The HDB posted prices of the Protected Materials at any time shall bedeemed to be those in the HDB's Monthly Price Lists which are alsoavailable for viewing at the Procurement Office, Basement 1 HDB Hub.

 The Contractor is deemed to have based his Tender on the posted pricefor the Protected Materials and Protected Quantity, at the date Fourteen(14) days before the closing date of the Tender (hereinafter referred to asthe "Basic Price"), for the Protected Materials. To illustrate: if a Tendercloses on the 14th day of a particular month, the Contractor is deemed tohave based his Tender on the posted price prevailing on the last day of thepreceding month.

In the event of the Contractor failing to obtain the Protected Quantity in fullthroughout the Time for Completion and any time during which liquidateddamages are imposed under the Contract, a shortfall recovery shall beeffected using the following formula:

Amount of Shortfall Recovery = PB x (QP - QA)where: PB = Basic Price;

QP = Protected Quantity (MPQ or PQ where applicable);QA = Actual quantity purchased under this clause;

In a situation where the Employer is not able to supply in full the Protected Quantityand the SO Rep has directed the Contractor to supplement his requirement fromother sources, such purchases shall not be covered by the provisions under thisclause. However, for the purpose of ascertaining for shortfall quantity, the quantitypurchased from the Contractor's own source shall be included in QA whendetermining whether the Contractor has obtained in full the Protected Quantity.

For this purpose, the Contractor shall be required to maintain proper documentaryevidence of the delivery of each of the materials and such evidence shall be duly

endorsed by the SO Rep.

72.6 COMPUTER HARDWARE

 This clause supersedes subclause 1.1.61.2 "Computer Hardware" of theStandard Specifications For Building Works And Other Installations.

Within one month from the commencement date of the Time forCompletion, the Contractor shall provide the Computer Hardware duringthe Time for Completion and any time period where liquidated damagesare imposed under the Contract and till closing of Building Service Centre(BSC).

Personal Computer

 The Contractor shall provide THREE Personal Computers (hereinafterreferred to as "PC") for the exclusive use of the SO Rep and TWO units of PC for Building Service Centre (BSC) operation. The PC shall comply with

the following minimum specifications:

(i) An Intel® Core™ i3 Processor with clock speed of 3.3GHzequivalent or faster processor;

(ii) 4 GB DDR3 1600MHz SDRAM Memory or more;

(iii) 500 GB or more SATA 3.0Gb/s Hard Drive [The hard disk musthave 2 partitions eg. C and D drive];

(iv) An Intel® HD Graphics 2000 or equivalent, able to display at least

64-bit true colour at minimum resolution of 1280 x 1024 pixels;

(v) One 18.5" or larger LCD monitor;

(vi) System BIOS updateable via software should be licensed flashBIOS of the latest version;

(vii) One keyboard;

(viii) One optical USB mouse or compatible;

(ix) One DVD writer;

(x) Wireless enabled;

(xi) Casing must be secure and comes with one good quality chassislock of unique combination. AIl keys to the lock shall be given to theSO Rep;

(xii) Must include all the necessary features and accessories required tosupport the type of broadband connection services specified in this

clause including all sub-clauses under it; and

(xiii) Loaded with the software as specified in this clause including all

subclauses under it.

 The PC shall be Microsoft certified.

 The Contractor shall at his own cost and expense provide and maintainBroadband Connection Services (with minimum connection speed of 10Mbps) via a major Broadband Service Provider (such as StarHub, M1,SingNet or equivalent to be approved by the SO Rep) for the PC duringthe Time for Completion and any time period where liquidated damagesare imposed under the Contract and till the closing of Building ServiceCentre (BSC) operation. The broadband cable or telephone line shall be

used solely for the PC.

Laser Printer

 The Contractor shall provide ONE LaserJ et printer complying with thefollowing specifications:

(i) At least 16 MB of RAM and upgradeable to at least 160 MB;(ii) Able to print at least 20 pages of A4 per minute and 11 pages of A3

per minute;(iii) Automatic Duplex Printing Unit;(iv) Print at 600 x 600 dpi resolution or more;(v) Support high speed bi-directional IEEE 1284-compliant parallel port

(C-type connector);(vi) Support PCL 5e, PCL 6 and Postscript Level 3 emulation;(vii) Must be able to support printing in the software specified in this

clause including all sub-clauses under it; and(viii) Bundled with drivers for the software specified in this clause

including all sub-clauses under it.

Uninterruptible Power Supply (UPS)

 The Contractor shall provide ONE Uninterruptible Power Supply (UPS)complying with the following specifications:

(i) Conform to industry standards as follows:IEEE 446, NEMA PE1, ANSI C62.41, IEEE587B, IEC 801-146;

(ii) Conform to the safety standards as follows:UL 1778, CSA C22.2 and VDE;

(iii) 10 minutes or more runtime at full load;(iv) Shall provide alert on AC power failure, power restore and

diagnostic tests through management software;

(v) Shall provide at least 3 output ports; and(vi) Must include all connecting cables joining the UPS output ports and

equipment.

to users at the preview screen(vi) Able to support all image formats including but not limited to,

(vii) Bundled with drivers for the software specified in this clauseincluding all sub-clauses under it.

72.7 COMPUTER SOFTWARE

 This clause supersedes subclause 1.1.61.3 "Computer Software" of theStandard Specifications For Building Works And Other Installations.

Within one month from the commencement date of the Time forCompletion, the Contractor shall provide the Computer Software during the

 Time for Completion and any time period where liquidated damages areimposed under the Contract. The Contractor shall provide the followinglicensed software packages (full packs with original licences,

documentation and media provided) for each PC provided under thisclause including all subclauses under it :

(i) Windows 7, with provision for upgrade to Windows 8 or later;(ii) Microsoft Project 2010 Standard Edition or later;(iii) Microsoft Office 2007 Professional Edition or later;(iv) The latest firewall & anti-virus package; and(v) Internet Explorer 8 and above.

Contractors should adopt the software listed above so as to ensurecompatibility with HDB’s IT environment and applications. Contractors may

propose alternative software subject to HDB’s approval and provided thatthe software does not pose any compatibility issues.

 The Contractor shall purchase maintenance license for the Virus Scansoftwares to cover the Time for Completion and any time period whereliquidated damages are imposed under the Contract. The PC must be setto automatically scan for virus at least once a day when the PC is switchedon.

72.8 BONUS SCHEME FOR CONSTRUCTION QUALITY (BSCQ)

72.8.1 The Scheme

 The Bonus Scheme for Construction Quality (hereinafter referred to as"BSCQ" for the purposes of this clause including all subclauses under it)is set up to promote the upgrading of quality of workmanship in theconstruction industry. It comprises bonus and discount elements appliedto the effective contract sum. The computation of bonus and discount fornew building projects shall be based on the BCA Construction QualityAssessment System (hereinafter referred to as "CONQUAS" for thepurposes of this clause including all subclauses under it) score achievedand the applicable bonus and discount threshold scores for the project.Other disincentives such as downgrading and price loading are alsoincluded.

 The bonus and discount elements under the BSCQ are in addition to allother provisions in the Contract, such as liquidated damages.

In the event of termination of the employment of the Contractor ornovation of this contract to another contractor, the bonus/discount elementshall cease to apply to this contract. However, the CONQUAS

Assessment for this project shall still be carried out by BCA in spite of thetermination or novation.

72.8.2 Reserved

72.8.3 Bonus And Discount For The Project

 The bonus threshold score for this project is 88.7 points.

 The discount threshold score for this project is 82.7 points.

 The bonus and discount shall apply to the effective contract sum which is100% of the Contract Sum stated in the Letter of Acceptance.

A bonus/discount of 0.2% of the effective contract sum will be given foreach point scored above/below the bonus/discount threshold score. The

bonus/discount shall be subjected to a maximum of 3% of the effectivecontract sum or S$2 million whichever is lower. GST is not applicable forthe payment of bonus and deduction of discount amount.

 The bonus shall be based on the CONQUAS score, and shall be payablein the Final Account and in accordance with the CONQUAS Certificate.

 The discount, if any, will be deducted from the Final Account accordingly.

(a) Example 1

If a new project with an effective contract sum of S$100 millionachieved a CONQUAS score of 77.7 against the bonus thresholdscore of 75.5, the Contractor shall be rewarded the bonus amountof :

S$100M x 0.2 x (77.7 - 75.5) ÷100 = S$440,000

(b) Example 2

A project had a total contract sum of S$50 million. Sixty percent of the contract sum was estimated for the construction of 5 new blocksof 4-storey buildings. The remaining forty percent was for additionand alteration works to 2 existing buildings. If the project achieved aCONQUAS score of 78.0 against the bonus threshold score of 75.6,the Contractor shall be rewarded the bonus amount of :

S$50M x 60% x 0.2 x (78.0 - 75.6) ÷100 = S$144,000

(c) Example 3

A new project of S$100 million achieved a CONQUAS score of 67.5against the discount threshold score of 69.5, the discount applicable

shall be :S$100M x 0.2 x (69.5 - 67.5) ÷100 = S$400,000

72.8.4 Other Disincentives

For poor CONQUAS score, the relevant default points shall be recorded

against the Contractor under the Guidelines on the Default Points Systemwhich is administered by the BCA Contractor's Registry.

(a)  Downgrading

 The Contractor may be recommended for downgrading of financialcategories by one financial grade for up to a 12-month period if itaccumulates more than 5 CONQUAS default points in the latest fivecontracts completed within the last three years. Downgrading bymore than one financial grade will be considered on a case-by-casebasis, depending on the severity of the situation.

72.8.4 Other Disincentives

(b) Price-Loading

BCA shall compile a list of contractors indicating the totalCONQUAS default points accumulated for the latest five contractscompleted within the last three years by each contractor. The listshall be given to the Employer on the first working day of eachmonth. This listing will be valid for every tender where the closingdate of the tender falls within that month.

A price-loading of 0.2% will be imposed for each CONQUAS defaultpoint. The applicable price-loading will be computed based on theproduct of the price-loading factor and the effective tender sum,subject to a maximum of S$2 million. The effective tender sum isthe portion of the tender which is subject to CONQUAS assessmentand is equal to the percentage indicated in the foregoing subclause"Bonus And Discount For The Project" for the application of thebonus and discount.

 The Employer shall evaluate the tender based on the effectivetender value which takes into consideration the effective  tendersum, price-loading as well as the portion of non-building work.Assuming all other things being equal, the contractor with the lowesteffective tender value will be awarded the project.

In the above example, based on the effective tender value, Firm Cwill be awarded the project at his tendered sum of $301.3 million,

even though Firm A and B has tendered lower actual prices of $301million and $300 million respectively.

For joint ventures, the price-loading used to compute the effectivetender value shall be based on the highest default point among thepartners.

 The price-loading is to be used for tender evaluation purposes only. The Contract Sum will be based on the actual tendered prices.

(c) Other Considerations For Disincentives

 The following conditions apply to the management of CONQUASdefault points for the downgrading and price-loading disincentivesas specified above :

(i) The determination of CONQUAS default/merit points isprovided for under the Default Points System;

(ii) The CONQUAS default points counting towards downgrading

should be accumulated from at least two different projects. The CONQUAS default points counting towards price-loadingcan be based on one project alone;

(iii) The CONQUAS merit points from one project may be used tooffset against the CONQUAS default points from anotherproject as long as both projects fall within the five latestprojects with CONQUAS scores undertaken by thecontractor;

(iv) Contractors who have fewer than five projects will have their

CONQUAS default/merit points calculated on the basis of available projects assessed; and

(v) Upon downgrading/debarment, the merit/default pointsaccumulated by the contractor shall be set to zero.

72.8.5 CONQUAS Assessment

 The Contractor shall submit to the Employer the application for CONQUASassessment within two weeks from the date of the Letter of Acceptance.

 The Contractor shall ensure that all the necessary project documents asspecified in the Application Form are duly completed prior to submitting itto the Employer.  The Contractor shall be deemed to have included in theContract Sum for all costs and expenses, except for the BCA fees forCONQUAS assessment, to be incurred by him for compliance with therequirements specified in this clause and all subclauses under it. TheEmployer shall pay the fees for the CONQUAS assessment directly to theBCA. The Contractor shall not include for such fees in the Contract Sum.

 The Contractor shall appoint a Co-ordinator to liaise with BCA for the

duration of the assessment :

(i) The Co-ordinator shall inform BCA of the progress at each stage of the construction;

(ii) The Co-ordinator shall arrange for regular assessments to becarried out on the Site.

(iii) The Co-ordinator shall notify BCA on the readiness of its site inconducting the internal wall tiles pull out test; and the completion of external fenestrations and external wall finishes including all

windows complete with glazing.

72.8.5 CONQUAS Assessment (Cont'd)

 The Contractor and his employees shall render their full cooperation to theBCA and its assessors in the execution of the assessment includingmeeting the requirements, procedures and requests of BCA.

 The Contractor shall at all times make available the Drawings andSpecifications for the Works to the assessors. The Contractor shall alsoarrange for his site supervisors to assist in setting out the instruments andmake available for inspection, records of all test results as required.

 The Contractor shall allow BCA and its assessors full access to the Site forthe purpose of the assessment and shall be responsible for the safety of the aforementioned while on the Site.

 The Contractor shall provide and maintain unhindered and safe accesses

to facilitate the inspection at the locations and levels selected for theassessment during construction and at completion, including but notlimited to the provision of special ladders, platforms, ramps or scaffoldingas required by the BCA assessors.

Scaffolding shall not be removed until the windows watertightness testsare conducted by the BCA assessors. The Contractor is to facilitate BCAin all ways to conduct the window watertightness test and until the watertest samples taken for testing are considered adequate for its assessmentpurpose

72.8.6 Deduction

Should the Contractor fail to submit the Application Form for CONQUASAssessment within 2 weeks from the date of the Letter of Acceptance, theEmployer shall be at liberty to activate BCA for the CONQUASassessment and this activation shall be deemed to be an application bythe Contractor under his contractual obligations specified herein. Uponsuch event, the Employer shall charge the Contractor an additionaladministrative fee of S$500.

72.9 PHASING OF WORKS AND COMMENCEMENT DATE FOR PHASESOF WORKS

 The grouping of the building blocks or phases of the Works shall be asindicated in the Letter of Acceptance.

 The commencement of the Time for Completion for all phases of theWorks shall be as indicated in the Letter of acceptance.

72.10 SAFETY MEASURES AT HANDING-OVER STAGEAND SITE WORK PHASE

Unless otherwise specified, the Contractor shall provide, erect andmaintain a continuous hoarding of minimum height of 1.8m to separate the

Works for any phase still under construction from other phases that areeither undergoing inspection prior to certification of completion or alreadycertified completed, as required by SO Rep.

Where overhead linkway are under construction, adequate safetymeasures such as scaffoldings with full plankings, toe boards, safety netsetc shall be proposed by the Contractor and approved by the SO Rep.Such safety measures shall be designed in accordance with the relevantstatutory requirements by a Professional Engineer employed by theContractor. The Professional Engineer's drawings, detailing andcalculations shall be submitted to the SO Rep at least two weeks before

the commencement of erection of the overhead safety measures.

Should the Contractor fail to comply with the aforementionedrequirements, the SO Rep reserves the right to impose any action deemednecessary and all costs and expenses incurred including charges shall berecovered from the Contractor.

72.11 WORKERS' QUARTERS

 The Contractor shall be allowed to erect workers’ quarters at the Site at hisown expense. These workers’ quarters shall comply with all the latestrequirements of Building Control (Temporary Buildings) Regulations, the

 Technical Guidelines for Fire Safety in Temporary Buildings inConstruction Work site issued by FSSD and the Code of Practice for

 Temporary Housing Quarters on Construction Sites. Where the SO Rep isof the opinion that the workers’ quarters may pose any possible concerns,the Contractor shall take the necessary measures, at their own expense,to address these concerns. Otherwise, the Employer reserves the right tohave the workers’ quarter removed from the Site at Contractor’s ownexpense.

 The Contractor shall submit PE certified structural plans, fire safety plans,design calculations and electrical wiring plans to the SO Rep for approvalbefore the construction can begin. The erection of the workers’ quartersshall be supervised by a PE and certified by him before it can be occupied.A copy of all the plans, design calculations and Certificate of Inspectionmust be made available for checking at the Site.

72.11 WORKERS' QUARTERS (CONT’D)

Sanitation and Hygiene standard shall comply with the EnvironmentalPublic Health Act and the latest Code of Practice on Environmental Health(COPEH). Contractor shall arrange for an inspection by an Environmental

Health Officer upon completion of construction of the temporary housingquarters, prior to occupation.

Contractors are allowed to house workers under the void decks and MSCPdecks of uncompleted permanent building(s). This shall comply with thefire safety requirements for temporary workers’ quarters in uncompletedpermanent building on construction sites. No workers shall be allowed tobe housed in dwelling units under construction.

 The temporary workers’ quarters shall only be used for housing of workersworking within the construction site. Perimeter hoarding shall be erected to

segregate the workers’ quarters from the construction zone.

In addition, the Contractor shall comply with the following generalrequirements:

1. No cooking shall be allowed by the workers.

2. Each room shall have a minimum living space of 3 square metres perworker. Proper facilities shall be provided for the storage of personalbelongings for the workers. These facilities should come with a lock.Single/double deck beds shall be provided.

3. The occupants shall maintain their own rooms and corridors of theworkers’ quarters clean at all times. The names and particulars of occupants shall be clearly displayed outside their rooms. Workersshall not be allowed to exchange rooms without prior approval fromthe Contractor. Instruction that can be understood by the workers tomaintain their own living premises in a clean and sanitary conditionthrough proper housekeeping shall be provided.

4. Electrical installations/wirings shall comply to the latest edition of 

Code of Practice for Temporary Electrical Installations. The installationshall be checked by a qualified electrician monthly and records of such inspections shall be properly documented on the Site. Noadditional wiring shall be allowed without prior approval by a qualifiedelectrician. Proper lightning conductors in accordance to latest editionof SS 555:2010 Lightning Protection shall be provided at the workers'quarters.

5. “No Smoking/No Littering” signboards shall be displayed atconspicuous locations. House rules in appropriate languages shall bedisplayed in the workers’ quarters.

6. Suitable provisions shall be provided for the washing of clothes and aseparate area shall be provided for hanging wet clothing.

7. Suitable first aid materials shall be provided.

8. The workers’ quarters shall not be used for storage or handling of 

toxic and other harmful and flammable substances. Any storage of such materials shall be located at least 5m away from the workers’quarters.

9. The workers’ quarters shall be inspected daily by the Contractor’ssupervisor.

10. Exposed bare surfaces on the internal and external areas of theworkers’ quarters shall be painted.

11. Organise training and awareness programmes for the occupants in

first aid, health and safety, fire fighting technique and evacuationprocedures.

12. If the temporary housing quarters are sited more than 100m awayfrom the public road, a private hydrant shall be provided to servicethese temporary housing quarters.

13. Each room shall be provided with natural lighting and ventilation bymeans of windows, doors, louvers or other similar openings and shallnot be less than 10 percent of the floor space for each room. ForWorkers Quarters in building under construction, mechanicalventilation shall be provided if the natural ventilation requirementcannot be achieved.

14. Contractor shall provide adequate measures to shield the workersaway from the view of Residents.

15. At least 2 numbers of portable fire extinguishers of 13A rating each,shall be provided next to every staircase on every floor of allaccommodation spaces.

16. A manual fire alarm shall be provided within the premises, such that itis within 30m from any part of the building. A hand-held gong or anyform of electric bell shall be deemed an acceptable sounding deviceand such sounding devices shall be located such that they are audiblefrom every part of the building.

17. The Contractor is required to provide recreational amenities within theworker’s quarter. The minimum GFA for the recreational amenitiesshall be as follow.

19. The Contractor shall employ an additional security guard to beresponsible for the general security of the workers quarters. Therequirements of this security guard shall follow those stipulated in theStandard Specifications for Building Works Section 1 : “Employment

of Contractor’s Site Personnel”. The additional security guard shall berequired to perform night duties on a 12 hour basis.

Not withstanding the above-mentioned requirements, the Contractor shallmaintain the workers’ quarters in a clean, tidy and hygienic condition andensure that fire safety requirements and provisions shall be observed at alltimes. The Contractor shall conduct one inspection per week to maintain ahigh standard of the workers quarters. The inspection report shall besubmitted to the Consultant PM.

 The Contractor shall also be responsible for all damages and shallindemnify the Employer against all liabilities in respect of the workers’quarter provision on the Site. As and when instructed by the SO Rep, theContractor shall remove all or part of the workers' quarters. For workers'quarters that are poorly maintained, the contractors will be penalized withdemerit points/admin charges. If there is no further improvement, theEmployer reserves the rights to have the workers' quarters removed fromtheir site.

72.13 NO PREPARATORY WORKS DURING THE NIGHT OR ON SUNDAY ORON PUBLIC HOLIDAY

No erection or dismantling of all types of formwork or execution of anyother noise generating activities shall be carried out during the night or onSunday or on Public Holiday without the written permission of the SO Rep.

 The Contractor shall be deemed to have included in the Contract Sum forall costs and expenses for not being able to erect or dismantle theformwork or execution of any other noise generating activities during thenight or on Sunday or on Public Holiday and shall not be entitled to and isdeemed to have waived any claim for loss, expense, costs or damagescaused by or arising from the requirements of this clause.

72.14 HACKING OF CONCRETE

No hacking of concrete shall be allowed during the night or on Sunday oron Public Holiday without the written permission of the SO Rep.

72.15 COMPLETION OF PART OF SITEWORKS TOGETHER WITH EACHBUILDING BLOCK 

72.15.1 Reserved

72.15.2 Each child care centre shall be considered by the SO Rep as ready forhanding over to the Employer only when the following additionalrequirements are complied with :

(a) The parent block and its surrounding apron, apron drains and brick-on-edge, if applicable, have been completed.

(b) Turfing of 5m width around the building edge or up to drain edge orroad kerb, whichever is the lesser, including all abutting footpaths andthe nearest children playground have been completed.

72.15.3 The Contractor shall comply with the preceding additional requirementsand procedures in full before the Superintending Officer issues a

Certificate of Substantial Completion.

72.15.4 The Contractor shall be deemed to have included in the Contract Sum, forall costs and expenses for complying with the requirements stipulated inthis clause.

72.16 Reserved

72.17 PROTECTIVE HOARDING

 The Contractor shall provide protective hoarding, ie. hoarding withoverhead shelter, at locations as shown in the Drawings. The protectivehoarding shall be designed in accordance with the relevant statutoryrequirements by a PE employed by the Contractor, subject to the approvalof the SO Rep. A typical detail of the protective hoarding is shown in theArchitectural Construction Details Manual for reference.

Weatherproof fluorescent luminaire complete with 1 X 36 watt lamp shallbe provided along the protective hoarding at a distance of about 8 to 10mapart. All wiring shall be in 20mm pvc conduit.

 The position of the site hoarding may be adjusted as instructed by the SORep, upon the commencement of the Works. The Contractor shall berequired to make some adjustment of the protective hoarding to suit thesite conditions.

 There shall be no adjustment to the Contract Sum, if the actual length of the protective hoarding provided does not vary from the length of thehoarding as shown in the Drawings by more than ±10%. Where in thecase the actual length of the protective hoarding exceed the variance as

specified in the foregoing requirements, such additional or shortfall lengthexceeding the ±10% variance shall be paid to or recovered from theContractor as a variation to the Contract.

72.18 SURVEY OF AS-BUILT BUILDING HEIGHT

 The Contractor shall engage a Registered Surveyor (hereinafter referredas "RS" for the purpose of this clause) to measure the actual as-builtheight for all the building blocks (excluding the Multi-storey carpark) in the

Works. The survey shall be taken at the mid-point of building height andthe highest point of the structural members (such as water tank roof top orlift motor room) and also the highest point of the fixtures on the roof top of building (such as aircraft warning lights, TV antennas). The RS is requiredto survey from at least 2 different stations to confirm the accuracy of thesurvey. The RS shall also submit a 1:1000 survey drawing indicating thereduced levels of the mid-point of building height and the highest point of the structural member and also the fixtures on the roof top.

 The survey drawing indicating the mid-point building height reduced levelsshall be submitted to SO Rep within 14 days after the casting of the

structural slab. The duly endorsed survey plan and report on themeasurement of the as-built building height, shall form part of thedocuments required for obtaining TOP (Temporary Occupation Permit).

 The Contractor shall be responsible for completing the measurement andsubmitting the plan and report to the SO Rep in time for the application of the TOP. The cost and expense of such surveys and reports shall bedeemed to be included in the Contract Sum.

72.19 PUBLIC RELATIONS FUNCTION (PRF) FOR CLUSTER PROJ ECTS 

 The contractor shall perform the Public Relation Function (PRF) byattending to and coordinating the public relation issues arising fromconstruction activities in the surrounding HDB work sites.

 The functions of the Public Relation are as follows:

(a) Attend to feedback from surrounding residents in the vicinity of acluster of neighbouring HDB construction projects.

(b) Build rapport with neighbouring institutions such as school, nursinghome, neighbourhood police and resident committee, etc

(c) Carry out investigation into the feedback and direct the feedback to

respective contractors / consultants in the vicinity.(d) Compile and co-ordinate draft replies to residents if the feedback isdirected on two or more sites in the vicinity

(e) Ensure feedback is properly resolved and the case is closed(f) Maintain a log of the feedback cases and the follow up actions(g) Submit a weekly report on feedbacks received and action taken(h) Coordinate notices to be put up at neighbouring projects notice

board

 The contractor shall provide a toll free line within one week from the LetterOf Acceptance. The toll free line shall be diverted to the Contractor Project

Manager’s mobile phone after office hours. The Contractor ProjectManager shall remain contactable through the mobile phone after officehours.

72.20 REMOVAL OF EXISTING HARD COURTS AND LIGHTINGS

 The contractor shall note that proposed building blocks are within existing

hard courts and lightings. The removal of these hard courts and lightingsincluding any services underground shall be included in the tender sum.

 The contractor shall liaise with the Town Council/HDB Branch Office andobtain their concurrence prior to the demolition of these hard courts andlightings. The contractor shall also liaise with the Town Council/HDBBranch Office if Town Council/HDB Branch Office would like to keep theseexisting lightings. The Contractor shall dispose these lightings in the event

 Town Council/HDB Branch Office do not want to keep these existinglightings. All related fees involved in the process (including labor,transportation, disposal fees etc.) shall be included in the tender sum.

 The Contractor shall deem to have taken into consideration the aboverequirement, including the works and time taken for site verification beforesubmitting their tender. Claims for extension of time and any costincurred resulting from all events related to the above will not beconsidered.

72.21 CONDITIONS/REQUIREMENTS TO BE IMPOSED BY THE REPUBLICOF SINGAPORE AIR FORCE / DSTA / CAAS

 The Contractor shall note that the use of construction equipments /machineries and temporary structure beyond the allowable height limitduring the Time from Commencement to Completion is subject to theconditions / requirements to be imposed by the Republic of Singapore AirForce (RSAF) / DSTA / CAAS. Such conditions/requirements may includebut not limited to the imposition of height constraint and deploymentperiod on the use of construction equipment and temporary structure andthe time limit in lowering the construction equipment upon receipt of instruction from RSAF / DSTA / CAAS.

 The Contractor shall at all times comply with the conditions/requirementsto be imposed by RSAF/DSTA/CAAS. The Contractor shall be deemed to

have taken the conditions/requirements to be imposed by RSAF / DSTA /CAAS into consideration in his construction process, including but notlimited to the use of suitable cranes, to ensure completion of the Workswithin the Time for Completion.

 The Contractor shall obtain RSAF/DSTA/CAAS written approval at least20 days before mobilizing and/or installing any constructionequipments/machineries and temporary structure on the site.

For the avoidance of doubt, the Contract Sum shall be deemed to haveincluded all costs and expenses arising from the compliance with the

conditions/requirements imposed by RSAF/DSTA/CAAS.

72.22 REMOVAL OF EXISTING POLE LIGHTINGS AT EXISTING DRIVEWAY

 The contractor shall remove existing pole lightings along the existingdriveway to Block 714, Block 714A and Block 717. The removal of thesepole lightings including site survey, tracing & proper termination of 

electrical source, services underground, any related fees involved in theprocess shall be included in the tender sum. The contractor shall liaisewith the Town Council/HDB Branch Office and obtain their concurrenceprior to the removal lightings. The contractor shall also liaise with the

 Town Council/HDB Branch Office if Town Council/HDB Branch Officewould like to keep the existing pole lightings. The Contractor shall disposethese lightings in the event Town Council/HDB Branch Office do not wantto keep these pole lightings. All related fees involved in the process(including labor, transportation, disposal fees etc.) shall be included in thetender sum.

 The Contractor shall deem to have taken into consideration the aboverequirement, including the works and time taken for site verification beforesubmitting their tender. Claims for extension of time and any cost incurredresulting from all events related to the above will not be considered.

72.23 PROVISION OF TEMPORARY LIGHTINGS AT EXISTING DRIVEWAY

 The contractor shall provide sufficient temporary lightings along theexisting driveway to Block 714, Block 714A and Block 717 for wholeconstruction period. These temporary lightings shall maintained averagelighting level of 12 lux along center-line of the existing driveway. Thesetemporary lightings shall be operate from 7:00pm to 7:00am. Thecontractor shall provide electrical supply for these temporary lightings andall related cost shall be included in the tender sum.

 The Contractor shall deem to have taken into consideration the aboverequirement, including the works and time taken for site verification beforesubmitting their tender. Claims for extension of time and any cost incurredresulting from all events related to the above will not be considered.
