Opening Business SessionThe Music Moment led by Worship Director Marlyce Roberson McCants, began at 3:40 p.m. with the singing of “Lord You Are Good” and “How Great is Our God.”

Plenary Session IPresident, Dr. Shirley Cason-Reed asked that all attendees be seated and the meeting was officially called to order at 3:56 p.m.

Greetings were given by Rev. Dr. Cecelia Williams Bryant, Host Supervisor. She asked Districts 14-20 to stand and be welcomed by Districts 1-13. The 4th District is giving the delegates from the 14-20 Districts $25 gift cards for Target. Members from the 4th District will provide transportation for the members from Districts 14-20 to Target and allow shopping time to purchase items. Sis. Supervisor Bryant invited everyone to attend the 4th District Event featuring the only orchestra founded by an African-American Woman.

Bishop Vashti Murphy McKenzie, Chair Global Witness & Ministry gave greetings, challenged the convention and reiterated that we still “have miles to go.” Additional greetings were brought by Dr. George Flowers, Executive Director of Global Witness and Ministry. He commended Dr. Reed on her work around the world and the Women’s Missionary Society for their commitment to mission.

Sis. Gloria Rodgers, Affiliates and Ecumenical Partners Commissioner presented the Ecumenical Guests. Greetings were brought by Dr. Sandra L. Gaston, President of the Women’s Home & Overseas Missionary Society of the African Methodist Episcopal Zion Church; Sis. Gwainevere Catchings-Hess, President of the Black Women’s Agenda; Bread for the World: Rev. Nancy Neal, Deputy Relations Director; Rev. Dr. Angelique Walker-Smith, Senior Associate for African-American and African Church Engagement; and Rev. David Beckman, President, Bread for the World. It was noted that President Reed is a Board Member of Bread for the World.

Greetings were also brought by Rev. Earl Trent, Jr., Chairman of the Board of Church World Services. He is the first African American to be elected as the Chairman. Sis. Acacia Salatty, Director of U. S. Department of Health and Human Services in Washington, DC, brought greetings on behalf of the White House. She challenged the delegation to encourage our communities to enroll in Affordable Health Care and to also encourage the enrollees to use their coverage. Greetings were also brought by Rev. Deolinda Teca, the first woman Secretary General of the Christian Churches in Angola, Africa.

Sis. Rodgers explained the purpose of the Ecumenical Services and asked that we continue to support our affiliates. She asked everyone to visit the NGO Ecumenical Café setup at this convention.

The Service of Remembrance Tanner Turner Memorial was led by Sis. Kathy Reid, Tanner Turner Memorial Commissioner. She recognized the spirit of Bishop Sarah Frances Davis. The memorial service began with the signing of “When We All Get to Heaven,” prayer was offered by Sis. Kathy Wilson and Sis. Valerie Bates read the Scripture from I Thessalonians 4:13. A moment of Silence was offered for the Emanuel 9, and each of their names were called by Sis. Janet Baker. The Indiana Conference provided a liturgical dance to “We Shall Behold Him”. We celebrated the lives of the Bishop Vinton Randolph Anderson; Supervisors Vida Mae Bright, Portia Bailey Beal and Mamie Blumenburg Grossley; WMS Connectional Officer Dr. Bella Gilchrist Parker and eighty-four (84) Life Members who transitioned in the last four years via Power Point Presentation. Closing benediction song: “Let the Church say Amen.”

The Official Seating of the Delegation: Supervisor Stan McKenzie of the 10th Episcopal District thanked Mr. Bobby Rankin and his team for their assistance in getting the room set up for the seating of the delegation. Delegates were seated by Episcopal Districts and their locations on the convention floor were designated by flags.

The Quadrennial Committee Reports:

Registration Report: Sis. Dona Lacy, Chairperson, reported that as of July 17, 2015 we have 2612 registered.

Credentials Report: Ms. D. Faye Conley, Chairperson, prefaced the report with the following statement: “If a delegate has to leave permanently, an alternate can become a delegate. Sis. D. Faye Conley made the motion to accept the report of the Credentials Committee. There was an un-readiness from the 14th Episcopal District by Supervisor, Alexia Fugh. The un-readiness was a correction in the numbers of their delegation. Sis. Conley took verbal

corrections and informed the Districts that a certified list, signed by the District representative had to be given to her committee before final corrections could be made.

There was also an un-readiness from the 20th, 15th, 6th, 10th, 7th, and 4th Episcopal Districts regarding the reported delegate information. Sis. Conley stated that the districts must supply the Committee with a certified delegate list before the changes stated in the un-readiness could be made. President Reid reiterated that the certified lists must be provided to the credentials committee and signed by the appointed person.

The motion to receive report with the appropriate changes was adopted.

Rules Committee: Sis. LaDonna Liggins, Chairperson and members of the Rules Committee presented the proposed standing rules for the 18th Quadrennial Convention. The rules are printed in the Delegates’ Workbook. The motion to accept the report was made by Sis. LaDonna Liggins and seconded by Sis. Erica Austin. The motion carried.

Nominating Committee: Sis. Katherine M. Fisher, Chairperson presented candidates for slate of officers that have submitted credentials and have been certified by the Committee. They were as follows:

Young People and Children’s Division: Dr. Sherell Vicks Crawford and Mr. Jon Ingraham reported that over 400 young people dedicated their lives to Christ at this Quadrennial Convention. The outgoing President, Mr. Jon Ingraham, presented the incoming President, Mr. Chinelo Tyler. President Tyler addressed the delegation and thanked them for their support,

promising to continue to do the work that God had laid before us. The YPD Presentation was presented via PowerPoint, highlighting the IMPACT that the YPD has had around the world including a donation of over $20,000 to the Salvation Army. President Jon Ingraham moved that the report of the YPD be adopted. The motion was seconded by President-Elect Chinelo Tyler. The motion carried. President Reed extended a note of “thank-you” to the outgoing YPD Director, Dr. Crawford and outgoing YPD President, Mr. Ingraham.

Announcements were provided by Corresponding Secretary, Yvonne Stovall.

The plenary adjourned at 6:10 p.m. and is in recess until 9:45 a.m. – Saturday July 18, 2015

Saturday, July 18, 2015 Day TwoThe Praise and Worship Experience, led by Sis. Lydia Lacey, 8th District Worship Leader, started at 9:33 AM. The opening song, “Breathe on Me”, was rendered by Sis. Kristapher Roberson, Sis. Imani Roberson- McCants and Sis. Marlyce Roberson- McCants, Connectional Worship Director. The prayer and Scripture reading, taken from Romans 12:1-2, followed and the morning meditation moment ended with the benediction.

Plenary Session IIThe session was called to order at 9:42 am with 1st Vice President Deborah Taylor King, presiding.

3rd Vice President: Sis. Deborah Membe presented the Commission on Membership and Recruitment’s goals and accomplishments for this Quadrennial. President Reed thanked Sis. Membe for the wonderful work she’s done in this position.

Young Adult Missionaries: 3rd Vice President Sis. Erica Austin presented the report that targeted the recruitment of young women. The theme of the report was “We Did That.” Young Women joining her on stage gave testimony to the “Fresh Fire – Heels in High Places” project that yielded participation of young women in 16 Episcopal Districts by the end of four years and also 1000 members on their Facebook page. President Reed gave high commendation to Sis. Austin and the convention gave her a standing ovation.

2nd Vice President: Sis. Lesa Halfacre, coordinator of the Commission on Mission Education and Interpretation presented the accomplishments of the Commission for this Quadrennial. She then presented Sis. Loretta Howard Lillard, Handy-Simmons Scholarship Commissioner. Sis. Lillard announced the establishment of a Legacy Scholarship in honor of Sis. Roxie Millen Butler, a Life Member in the 6th District, and a donation of $1000 was given to establish this scholarship. This is the third Legacy Scholarship since the inception of this program in 2014; the other two are the Loretta & Aaron Lillard Legacy Scholarship and the 4th District scholarship established for Rev. Dr. Cecelia Bryant. A plaque listing the names of the scholarship honorees will be housed in the Connectional WMS office. A pictorial plaque will be given to the person or district sponsoring the scholarship.

1st Vice President: Sis. Deborah Taylor King gave the report for the Commission on Christian Social Action highlighting the accomplishments of this quadrennial focusing on Eradicating Hunger and other Social Action events. It was moved by Sis. Judith Redd from the 10th to accept the report with high commendations. It was seconded by Sis. Romella Jones from the 10th and motion carried.

Promotion and Missionary Education: Sis. Corinne W. Thomas presented the report highlighting the curriculum developed and the resource manual to be distributed in 2016. Sales of PME material exceeded $1.6 MM for this quadrennial. Commendations were given to Sis. Corrine Thomas by 2nd Vice President Lesa Halfacre for her eight year tenure. It was moved by Sis. D. Faye Conley, 2nd District, to accept the report with high commendations and seconded by Sis. Candy Carmicheal, 2nd District. The motion carried.

Historiographer/Statistician: Sis. Frances Cofield reported that 91% of the history is complete. She is requesting that the Episcopal Districts provide the historical information for each of their Episcopal Districts. Data collection is to be completed by January 2016. It was moved by Sis. Adrienne Morris of the 3rd district to accept the report and seconded by Sis. Wanda Griffin of the 5th district. The motion carried.

Missionary Magazine: Sis. Ida Tyree Hyche, Esq. and Sis. Potlako “PJ” Molomo presented the report highlighting the upgrades to the magazine including viewing online, and paying online through PayPal, e- mag for Districts 14-20, language diversity and the 10,900 subscribers, which is a 55% increase in subscribers this quadrennial. “Promises Made, Promises Kept,” was the theme of their report. It was moved by Sis. Ann Clemons of the 9th District to accept the report with high commendations and seconded by Sis. Joyce O’Neal of the 9th District. The motion carried.

NGO Presentation: Sis. Carolyn Scavella and Sis. Lorraine Dickerson highlighted the NGO focus on global issues for the past three years. The report was done in memory of Sis. Flora Eastman, the first NGO WMS representative, who passed on the previous day, Friday, July 17, 2015. The delegation was asked to stop by the NGO Café in the convention center to speak with groups they can partner with for mission activities around the world. They also asked that the delegation save the date for October 14-16, 2015 for the NGO Conference. The conference theme is “Global Sustainable Goals – An Imperative Mission.” It was moved by Sis. Jewel McAshan, President of the 1st District to accept the report and seconded by Sis. Margaret P. Davis from the 1st District. The motion carried.

WMS Foundation Board: President Reed shared that Colgate-Palmolive, one of the quadrennial corporate sponsors, gave gift kits for persons participating in the Foundation Walk. Sis. Judi Redd reported that the walk has thus far raised $71,000. The goal is $100,000. Forty teams are registered for the walk on Monday at 6:00 a.m. She reiterated that there is still time for teams and individuals to register. Sis. Romella Jones from the 10th district moved the acceptance of the report and Sis. Tina Wallace from the 10th District seconded. The motion carried.

Treasurer’s Report: Dr. Janette Harris shared the auditors’ financial report showing a liability and net asset of $1,197,976. After expenses the liability and net asset more than doubled. Highlights also consisted of the connectional support of Wilberforce University, SADA, Disaster

Relief of the 16th, 17th, and 18th Districts and Ebola relief in the 14th District were given. It was moved by Sis. Sharon Banks from the 3rd District to accept the auditor’s report given by the treasurer and seconded by Sis. Marsha J. Washington also of the 3rd District. The motion carried.

Districts Reports: (All reports were given via PowerPoint presentation)

10th District: Supervisor Stan McKenzie presented the highlights of the “BIG” work completed by the 10th District. It was moved by Supervisor Claytie Davis to accept the report with highest commendations and seconded by Sis. Judith Redd. The motion carried.

7th District: President Sandra Anderson presented highlights of the outstanding work completed by the 7th District on behalf of herself and Supervisor Mary Ann Norris. The partnership with Allen University designated to helping to increase enrollment and monetary support. For this Quadrennial the WMS & YPD gave Allen University$650,000. It was moved by Retired Supervisor Carrie R. Grady, 7th District, to accept the fabulous report and seconded by Dr. Ila McFadden also from the 7th. The motion carried.

12th District: Supervisor Phyllis Green presented the highlights of the gracious work completed by the 12th District. Highlights included clothing drives, food drives, Relay for Life and YWI activities. It was moved by Sis. Charolett Martin to receive the report with high commendations and seconded by Sis. Brenda Fields also from the 12th District. The motion carried.

1st District: Supervisor Jessica Ingram presented the highlights of the work completed by the 1st District. Highlights included over $400,000 donated to the district office, the development of their own district magazine, Queens’ contest and learning sessions. It was moved by Sis. Jewel McAshan from the 1st District to accept the report with high commendations and seconded by Sis. Man Rochester, 1st District. The motion carried.

14th District: Supervisor Alexia Fugh presented the highlights of the auspicious work completed by the 14th District. Highlights included the healthcare projects, partnerships with Tuskegee University, works with AME University and hunger and clothing projects. It was moved by Sis. Souhia Kilby, 14th district, to accept the report with highest commendations and seconded by Sis. Victoria K. Brown, 14th district. The motion carried.

President Reed gave directions for proceeding to the President’s Luncheon.The meeting was adjourned for recess at 11:45 am.

Plenary Session IIIAt 3:00 p.m. the Musical Moment began with the Connectional Theme Song, “Lord You are Good.”

The Handy Simmons Scholarship Committee presented Rev. Dr. Cecelia Bryant and the 4th District with a pictorial plaque for the Legacy Scholarship they established in her honor.

11th District: Supervisor Dr. Connie S. Richardson presented the highlights of the electrifying work completed by the 11th District. Highlights included the feeding projects, donating food and clothes to local organizations, after school community projects, gender equality and promotion of women and literacy projects. It was moved by Sis. Sanjena V. Clay, 11th districtDistrict, to accept the report with highest commendations and seconded by Sis. Lucy H. Pride, 11th districtDistrict. The motion carried.

18th District: Supervisor Penny H. White presented the highlights of the mission work completed by the 18th District. Highlights included the projects targeting the eradication of hunger, HIV/ AIDS and universal primary education. It was moved by Sis. Hthabiseng Janki to accept the report with highest commendations and seconded by Sis. Setsabile Hhophe, both of the 18th. The motion carried.

17th District: Supervisor Carol I. Messiah presented the highlights of the work completed by the 14th District. Highlights included projects to combat of HIV/AIDS, ending poverty and hunger, improving education, promotion of healthy lifestyles, and the prevention of malaria. Also in the report, the 17th District proposed to build a Women’s Facility. It was moved by Sis. Marjorie Banda, 17th district, to accept the report with highest commendations and seconded by Sis. Bupe Chama, 17th district. The motion carried.

20th District: Supervisor Christy D. Jackson and Episcopal President Hilda Matshoba presented the highlights of the work completed by the 14th District. Highlights included healthcare projects, such as the eradicating of HIV/AIDS and waterborne illnesses, hunger and clothing projects. The district’s theme is “Last in number, first in spirit & service.” It was moved by Sis. Precious Ncube, 20th, to accept the report with highest commendations and seconded by Sis. Safira Eulue, 20th. The motion carried.

15th District: Supervisor Irene Daniels presented the highlights of mission work. Some highlights given were of projects to eradicate extreme poverty, promote gender equality and empower women. It was moved by Sis. Phyllis Kabi, 15th, to accept the report with the highest commendations and seconded by Sis. Dellarees Messiah, 15th. The motion carried.

8th District: Supervisor Joan M. McAllister presented highlights of district projects that promoted gender equality and empowered women gave to the homeless. It was moved by Sis. Ethel Morrison, 8th, to accept the “wonderful” report and seconded by Sis. Della R. Archie, 8th. The motion carried.

5th District: Supervisor Mary L. Kirkland shared with the convention that this month marked one year of her recovery from cancer. She presented highlights that included the providing of assistance to those who lost their homes, teaching and mentoring of students, the donation of food to different food based organizations, funded programs on various subjects dealing with health. It was moved by Sis. Vivian Anderson, former Supervisor, to accept the report with the highest commendations and seconded by Sis. Earnestine Henning, former Supervisor. Both from the 5th District. The motion carried.

6th District: Supervisor Dr. Wilma W. D. Williams presented the Episcopal President, Barbara Hudson, to give highlights of the 6th Districts projects. Some projects were donated to food

banks, donated clothes to homeless shelters, started a homeless men’s shelter, taught on the prevention of HIV/AIDS, provided after school tutoring programs, and gave scholarships to high school graduates. It was moved by Sis. Lucinda Crawford Belin, former Supervisor, to accept the report with the highest commendations and was seconded by Dr. Dolly D. Adams, former Supervisor. Both of the 6th District. The motion carried.

3rd District: Supervisor Dorothy J. Young presented the highlights for the 3rd District. Some project highlights were community care day, ARC house, providing meals to local nursing homes, storytelling to young children, shoes for shelters, YWI contributions to the Ronald McDonald House, petitions for gun safety. It was moved by Dr. Jeanette Harris, 3rd district, to accept the report with the highest commendations and seconded by Sis. Kathy Reid, 3rd district. The motion carried.

A musical interlude was called for by President Reed to give a short break before continuing with the business session.

Constitution and Bylaws 2 nd Reading: The report was given by Sis. Rita Belin, Esq., Chair. This is the second reading. A copy of the proposed amendments was sent to each delegate, which constituted the first reading.

Dr. Sylvia Talbot, retired supervisor, questioned chair about the necessity of the 2nd reading without discussion. The chair then said the 3rd reading would give delegates time to discuss the proposed amendments.

The Committee grouped multiple proposals relating to the same topic to be discussed and voted on at the same time. If the first proposal in a grouping failed, the other proposals in the same related proposal would all fail. All proposals that were Scrivener’s changes were grouped and the body was asked to allow the committee to make these changes without the body voting on each change.

The Committee then read the proposals by grouping and gave their recommendation and rationale as to whether the body should accept the proposal.

Sis. Paulette Cryer from the 7th urged the body to reconsider the way that the body is reviewing the proposed amendments. It was moved by Sis. Paulette Cryer, and seconded by Dr. Rosa Baxter, 6th District, that the body discuss each amendment as it is discussed, the motion failed..

It was then proposed by Sis. Passion Musa, 17th District, that the body keep going through the amendments as it was currently doing. The Chair agreed. The Committee kept going through the amendments giving their recommendations.

It was moved by Sis. Patricia Johnson, 11th District, that the Committee be allowed to make the Scrivener changes. It was seconded by Sis. Norma Cook, 5th District. The motion carried.

Bishop Vashti McKenzie gave remarks for the day. Sis. Yvonne Stovall read announcements. Business session recessed at 6:12 pm.

Plenary Session IV The business session convened at 10:42 am with 2nd Vice President, Lesa Halfacre, presiding.

The first order of business was the continuation of the 2nd reading of the proposed amendments by the Constitution & Bylaws committee. Sis. Margaret Davis, 1st District, asked at what point the body would be able to offer proposed amendments to the amendments. President Reed stated that after the 2nd reading is completed, the floor would be opened for discussion and amendments.

Sis. Catherine Gordon, from the 11th District, raised the concern that the body have the opportunity to discuss the amendments, and propose additions, corrections, and rationale, and to not allow the Committee to give their recommendations. Dr. Reed informed the body that they had already voted on the way the reading of the amendments would be done. The Committee continued with the 2nd reading.

Constitution and Bylaws 2 nd Reading: (continued)The Committee continued reading the proposals by grouping and gave their recommendation and rationale for bylaws that pertained to the WMS and the bylaws that pertained to the YPD.

This concluded the 2nd reading of the proposed amendments.

Discussion of ProposalsThe floor was opened for discussions of the proposals.

Discussion regarding Name Change Proposed AmendmentsSis. Margret Davis, 1st District: Article 1 page 5 section 1, wants to strike out “African Methodist Women.” So that it reads the name of this organization shall.

Dr. Dolly Adams 6th District: Point of personal privilege: against changing the name.

Dr. Dorothy Young, 3rd District: Wants to accept the proposal of the Committee.

Sis. Anetra Franscio 11th District: Change will cause redundancy and defeats the purpose of the organization.

Sis. Deloris K. Williams 4th District: Questioned the procedure in which we accept changes to the recommendations.

Discussion regarding YPD Age Change Proposed AmendmentsConnectional YPD Director Dr. Sherrell Crawford, 6th District: Informed the body that the YPD were united in the fact that they were against the proposed age change.

Immediate Past Connectional YPD Director Sis. Paulette Cryer, 7th District: Gave an inspirational speech against the proposed age change of the YPD, giving examples of YPD’ers that have gone on to accomplish great things after their time in YPD.

The following went on record as opposing the age change: Supervisor Mary Kirkland, 5th District; Supervisor Connie Richardson, 11th District; Sis. Supervisors Dorothy Jackson Young, 3rd District and Rev. Dr. Cecelia Bryant, 4th District went on record as supporting the age change. Dr. Young feels that the AME church has other connectional groups that would greatly benefit the ages 22-26. Rev. Bryant raised the fact that adults interacting with children must have a background check. This would involve YPD’ers age 18-26.

Discussions on Proposed Amendment #5 under Life Membership on page 14 of proposed amendment handbook.

Sis. Selenya Moore- asked that the word “application” be added before roll in the 2nd line.

The following persons gave reasons for disagreeing with this proposal: Sisters Margaret Davis, 1st District; Dr. Delores K. Williams, 4th District; Sis. Sandra Anderson, 7th District.

Young Women InitiativeAttorney Rita Belin addressed a question from the floor on why any legislation for the creation of an YWI coordinator was not being discussed. It was the ruling of the Committee that the responsibilities and duties requested for the coordinator were already being performed by the 3rd Vice President and the Member-At-Large.

YPD Robbing Ceremony of Districts 14-20 Sis. Christina Mosala 19th District- remove scripture. Supervisor Carol Messiah, 17th - change white to black top or dress. Sis. Yvette Smart Paul, 16th District –urge the body to reconsider the recommendations

of the attire of the robbing ceremony. Sis. Teboho Lekalakala 18th District – it’s the YPD robing ceremony, not WMS, so top

should remain as white.

YPD Officers Election Procedure, Article VIII, Section 5d (pg. 49 of handbook)Sr. Nouthand Diniso, 15th District - concerned that the language doesn’t address a boy that may have a child.

Second Vice President, Sis. Lesa Halfacre, called for the order of the day and presented Dr. Shirley Cason-Reed, International WMS President to give the Report of the President. The report was presented via PowerPoint and hand outs were presented to each District. Outstanding highlights were 6,101 new members, with 1,402 as young women age 18-40 and 184 Associate Members; increased attendance at NGO conference; WMS Disaster Teams now serve 16 of our Episcopal Districts; the Robbing of President Reed in Cape Town, South Africa, 15th Episcopal District under the leadership of Bishop David Daniels and Supervisor Irene Daniels. In addition to the report, the President unveiled her plans to build a clinic for women that have no place to receive medical attention, in Port-au-Prince, Haiti. This building will be named Bishop Sarah F. Davis Outpatient Health Center. The proposed cost for building the structure is $30,000.

President Reed accompanied by Mr. Robert Nicholas, Executive Director for SADA made the plea for donations for the Haiti project. The following pledges were made by and on behalf of the Presiding Bishops and their respective Episcopal Districts and other partners in ministry:

Bishop McKinley Young, chair of the Board of AME SADA, expressed profound appreciation to President Reed for the support the WMS has given AME SADA. Bishop Young presented President Reed $5000 for the Haiti Project.

The Haiti offering was blessed by Bishop Young.

Sis. Yvonne Stovall gave announcements and the session recessed at 1:28 pm.

Plenary Session V The Music Moment led by Worship Director Sis. Marlyce Roberson McCants, began at 3:30 p.m. with the singing of “We Are Often Tossed and Driven” A.M.E. Hymn #770, followed by prayer #770 from the AME Hymnal; Prayer Response: “Lead Me Guide Me,” AME Hymnal #378 - Scripture: Romans 12:1-2; Inspirational Reading: Sis. Carla Blalock, 11th Episcopal District; Selection, Sis. Brenda Hurst, 8th Episcopal District.

President Shirley Cason-Reed asked if the delegation would like to entertain the recommendations to the Bylaws and Constitution or receive the district reports. The body moved by common consent to discuss the changes to the Constitution and Bylaws recommendations.

Article VIII-Was explained. It was recommended by Supervisor Christie Jackson, 20th, to change the fee for Districts 1-13 to $500 and for 14-20 to be $200. It was seconded by Supervisor Dorothy Young, 3rd District.

Supervisor Penny White, 16th and 18th, asked if we needed to continue or if we could move to the 3rd reading.

It was moved by Sis. Margaret P. Davis of the 1st District to move to the 3rd reading and seconded by Former Supervisor Lucinda Crawford Belin of the 6th District. Motion Carried.

Continuation of Episcopal District Reports (All reports given via PowerPoint)

4th Episcopal District: Supervisor Rev. Dr. Cecelia Williams Bryant presented the highlights of the mission work of the District. Some highlights were a mission trip to Grand Bassa, Mississippi and Liberia, Trinidad, Scholarships provided, World Women Convocation, History book of over 500 pages, medical missions and AME-SADA donation. They also provided District impact awards to persons in the 10th District, Rwanda and Liberia. The 4th District also asked that the YWI take a stand against Social Injustice. It was moved by Sis. RaeSharon Davis of the 4th District, to accept the report with the highest commendations and seconded by Sis. Samantha (last name?????last name not obtained) 4th District AME India. The motion carried.

16th Episcopal District: Supervisor Penny White introduced the District President who presented the report on behalf of Bishop Sarah F. and Supervisor Claytie Davis. Some highlights were food packages/hampers, donations of clothing, creation of Facebook and twitter accounts and Mission

on the Move activities. Supervisor Penny White thanked Supervisor Claytie Daivs for standing with the District and for his continued support. It was moved by Former Supervisor Sylvia Talbot 16th Episcopal District, to accept the report with the highest commendations and seconded by Former Supervisor Claytie Davis of the 10th Episcopal District. The motion carried.

19th Episcopal District: Bishop Kawimbe presented the District President who gave highlights of the mission work. Some highlights were the presentation of donations to Fistula & Ebola projects, toys and clothes donated to the schools and other needy communities, interaction with inter-denominational churches, nurses, women empowerment seminars, awareness campaign on Social Action. It was moved by Sis. Violet Lodi, 19th to accept the report with the highest commendations and seconded by Sis. Christina Mosala, 19th. The motion carried.

13th Episcopal District: Supervisor Susan J. Leath presented the District President, Sis. Gwen Dillihunt, to highlight the district mission work. Some project highlights included bringing awareness to gender equality and women empowerment and achieving universal education by donating clothes to the needy, feeding and donation of food to the needy, visiting nursing homes and the giving of $1,000 to different organization for domestic violence and the donation of sanitation kits for the patients of West Africa for the prevention of Ebola. Happy Birthday wishes were given to Bishop Leath. It was moved by Sis. Lesa Halfacre, to accept the report with the highest commendations and seconded by Sis. Andriette Bryant, both of the 13th. The motion carried.

9th District: Supervisor Arelis B. Davis presented the mission work of the 9th Episcopal District. Some highlights were the Angel Tree Prison Ministry in which 16,000 children were served by the Episcopal District with the donation of food and clothes, A.M.E India support, ministering to the YPD, Love-Lady center for women, donations to the 14th, 16th and 19th Districts. It was moved by YWI Sis. Tamara Giles of the 9th district, to accept the report with the highest commendations and seconded by YWI Dr. Monica Dillihunt also of the 9th District. The motion carried.

2nd Episcopal District: Supervisor Pam DeVeaux presented some highlights of mission work, which included induction of new members, international outreach trips to Haiti and Trinidad, Domestic Violence outreach, Angel tree, Souper Bowl of Caring, clothes closet for Veterans. Bishop & Supervisor DeVeaux invited the Connectional WMS to hold its January 2016 Executive Board meeting in the 2nd District, Greensboro, NC. It was moved by Former Supervisor Rowena Webster, to accept the district’s report with the highest commendations. The motion was seconded by Former Supervisor Yvonne Henning Parks. The motion carried.

This completed the District Reports.

Second Credentials Committee Report President Reed called for the 2nd Credential Committee Report. The report was presented by Sis. D. Faye Conley as follows: As of July 19, 2015 at 1:00 p.m. the number of voting delegates is 1219. Certified forms were still needed from the 14th through 19th.Districts.

Supervisor Claytie Davis, 10th Episcopal District asked if the number for Supervisors is correct, given that Supervisor Penny White is the Supervisor for two Districts. Further clarification was also asked by Former Supervisor Dolly Adams who was counted in the Supervisors for the 6th. The need for further clarification was indicated by Supervisor Stan McKenzie.

Acceptance of the report was moved by a delegate of the 4th District (name not given officially) and seconded by Sis. Marilyn Motze, 5th District. The motion carried.

Election Committee: Sis. Carolyn Scavella, Chairperson, discussed the machines that would be used by the voting delegation. She explained that the machine would only record one vote no matter how many times the number is hit. The machines would be used to vote on the Constitution and Bylaws and the election of officers. Sis. Adrienne Marshall-Myles, 8th Episcopal District, shared her concern that the chairperson of the election committee is a member of the 1st District, which has a candidate aspiring for the office of Connectional YPD Director. In order to avoid the appearance of any bias in the election process, the 8th Episcopal District recommends a change in the chair-ship of this committee. President Reed said, in accordance with parliamentary procedure, the President has the prerogative to appoint committee chairs, and she was very pleased with the appointment of Sis. Carolyn Scavella as Chair of the Election Committee. To address this concern, President Reed named Sis. Harriet Brown Birk, Esq. of the 11th as co-chair of the Election Committee. Sis. Sanjena Clay of the 11th Episcopal District stated that she and the 11th District had no problem with Sis. Scavella being the Chairperson of the Election Committee.

Sis. Scavella continued with instructions on using the hand-held voting devices. If a device is lost the replacement cost is $300 and the District is responsible.

Supervisor Kirkland, 5th Episcopal District, asked if the body could hear the resolution of the YPD before we vote.

As the voting devices were distributed to the voting delegation in the Episcopal Districts, the AME SADA gave their presentation..

AME SADA, Presentation of The Life of Our Haitians Sisters – Dr. Yoline Remy, Port-Au- Prince, Haiti and Robert Nicolas, interpreter.

The presentation highlighted the founding of AME-SADA and the work of former Supervisor Talbot. Today over 4,000 children will receive vaccinations. There are currently seven outpatient clinics and one treatment center. There are specialized health programs and organized parent and Mother Clubs. However, the need for more clinics and treatment centers is great.

After the Haiti presentation, Rev. Dr. Angelique Walker Smith of Bread for the World gave greetings. She is the replacement for Rev. Don Williams who formerly held this position.

The machines were tested and found to be malfunctioning. Machines were then collected and given to technicians to determine the problem.

The 6th Episcopal District presented a check for $10,000 to the Haiti Clinic Project.

The acceptance of the report was moved by Sis. D. Faye Conley and seconded by Sis. Elvira Douglass, 16th. The motion passed.

The Election Committee was then called, led by Sis. Carolyn Scavella. Sis. Scavella reported that voting machines were being affected by personal electronic devices. Everyone in the convention center was asked to turn off all personal electronic devices such as cellphones, iPads, etc. The voting apparatus were then distributed to the districts.

During the distribution of the machines, President Reed called for the Missionary on the Move Report. RevSis. Lynette Lenette Williams Williams-King, committee chairperson, gave a partial report.

Adoption of Proposed Constitution & Bylaws AmendmentsThe voting process began with the testing of the voting machines with a sample question. Machines worked properly. Based on the credential report, 804 votes or 2/3 majority of votes cast, are needed for a proposal to be declared accepted.

The Constitution and Bylaws Committee read the motions for the vote to be taken. The results of the voting are as follows

The question was raised by Sis. Stephanie Burks from the 8th District, as to why one of the amendments dealing with Young Women’s Initiative, was passed over. Chairperson Sis. Rita Belin, Esq. explained that since the proposed amendment to create the YWI Coordinator failed, all proposals related to this position failed based on initial convention ruling.

At 12:10 pm, the chair, Bishop Vashti Murphy McKenzie, stood to solicit prayer for solidarity for/and with the family of Sis. Sandra Bland, a member of DuPage AME, in the 4th District. The voting came to a stop and prayer was offered by Supervisor Bryant from the 4th District.

At 12:25 pm voting on the proposed amendments continued.

It was moved by Supervisor Messiah 17th District, and seconded by Supervisor Jackson, 20th District, to amend the proposal to add Young People and Children’s Division Robing Ceremony, and take out Missionary Society, take out specified scripture to allow Districts to choose scripture, and remove reference to the date 1898 made in Speaker #1 address. Supervisor Penny White asked the body to amend the amendment to include Optional Dress allowed for 16th District. The motion carried.

The results of the vote for the amended proposal was 893 (93%) Yes; 64 (7%) No; 957 Total Votes; Proposed amendment passed.

Dr. Deloris K. Williams, 4th District moved that the results of the voting be accepted and the approved proposals be sent to the General Conference for ratification; the Constitution and Bylaws Committee and Chairperson be given high commendations. The Motion was seconded by Sis. Sarah Malthare, 18th District and Supervisor Jessica Ingram, 1st District. Supervisor Ingram commended the chairs of the Constitution & Bylaws Committee and the Election Committee. The motion carried.

The meeting was recessed at 1:23 pm to resume at 3:30 pm.

The Election Committee distributed voting apparatus’ to the Districts. A simple majority is needed to be elected or total of 606 is needed to elect an officer.

Supervisor Stan McKenzie, 10th District, moved that a voice vote be used to accept the un-opposed positions; it was seconded by Supervisor Messiah, 17th District. Motion carried.

A voice vote was called for each un-opposed position and each position was accepted. The Chair declared these candidates elected..

It was moved by the 10th District to give special commendations to Bishop McKenzie for the excellent way that she conducted the meeting. It was seconded by 1st Vice President Sis. Deborah Taylor King, 10th District. Motion passed.

President Reed thanked Bishop McKenzie for being the best Commission Chairperson and thanked Dr. George Flowers for his cooperation and support. She also thanked her prayer team who prayed at 7 am every Monday during the months leading up to the convention and also prayed and anointed the chairs in the convention area. She thanked her commissioners, office staff, office manager and volunteers. She commended Sisters Donna Lacey and Camilla Jones for handling housing and registration.

Resolutions1st Vice President, Sis. Deborah Taylor King called for the Resolutions. The Resolutions were presented by the committee chairperson, Dr. Pam DeVeaux.

Resolutions 1-13 were presented. Resolution 1-10, 12 and 13 and were adopted. Motions carried by voice votes. Resolution 11 was voted on and not adopted. The YPD Resolution was also allowed to be read by the YPD President Chinelo Tyler. Also adopted.

The session was called to order by President Reed at 8:55 am. The President called for all 3rd Vice Presidents to meet her on the stage for the pinning ceremony. Meanwhile President Reed called for the Missionary on the Move Report Update.

Missionary on the Move – Sis. Lenette Williams-King, Commissioner made the following report.

President Reed announced that there are over 1,000 male associate members of the WSIS. A special pin has been designed for them and they will be called The Mighty Men of Mission. The male associate members who were present were invited to the stage for their pinning ceremony. President Reed invited the Senior Bishop John Bryant, Rev. Dr. George Flowers and Bishops to help pin the men. Male Supervisors Stan McKenzie and Claytie Davis were also pinned. President Reed invited the Supervisors to join her on stage to welcome the Male Associate Members.

President Reed allowed the Districts to take the remaining Mighty Men of Mission pins and distribute them in their Districts.

THANK YOU- President Reed thanked all the participants of the 18th Quadrennial Convention. She gave a special thanks to Rev. Cee, Bishop John and the entire 4th Episcopal District for their hospitality. She presented a $10,000.00 check to the 4th Episcopal. The business of the WMS concluded at 9:50 a.m. Bishop Vashti Murphy McKenzie preached the sending forth sermon. Taking her scripture from Acts 4:1-22, the sermon title was “WE ARE ARMED AND DANGEROUS.”

The Convention concluded at 10:15 am
