4.1 DEVELOPMENT OF RECOMMENDATIONS FOR CG XVII ON EFFECTIVE INTERACTION MECHANISM OF THE IBCS AND OTHER GFCS PARTNER ORGANIZATIONS (AGENDA ITEM 4.1)

4.1.1 The Management Committee (Committee) was informed of the development of the institutional context as well as the progress on the GFCS Implementation Plan, particularly with respect to the involvement of partner organizations in on-going and future GFCS-related projects and activities.

4.1.2 The Committee noted that the European Organization for the Exploitation of Meteorological Satellites (EUMETSAT), the Food and Agriculture Organization of the United Nations (FAO), the International Union of Geodesy and Geophysics (IUGG), the United Nations Environment Programme (UNEP), the World Business Council for Sustainable Development (WBCSD), the World Food Programme (WFP), the World Meteorological Organization (WMO) and the International Federation of Red Cross and Red Crescent Societies (IFRC) [list to be completed] had replied to the call by the Secretary-General to become GFCS Partners and PAC members. There is a general agreement that partner organizations could mostly contribute to the GFCS implementation in the following ways:

Active participation in the design, establishment and functioning of the User Interface Platforms, at regional and national level;

Active participation in the design and implementation of GFCS related activities and projects, including where appropriate, joint resource mobilization for projects and activities;

Nominations of experts to take part in IBCS substructures; Provision of their experts to work within other partner organizations

bodies and substructures, as may be feasible with each organization regulations, rules and agreed practices;

4.1.3 The Committee recognized that to ensure proper interaction between the IBCS and the GFCS partner organization, initially this could be realized through:

A full involvement of GFCS partner organizations in the development of regional and national User Interface Platforms. In this regard the IBCS may wish to recommend to the Secretary-General that the GFCS Office should inform partner organizations of all regional and national consultations aiming at establishing new or strengthening existing fora to serve as User Interface Platforms; The establishment of a Technical Advisory Committee to assist the IBCS

in managing the GFCS Implementation Plan in its technical and scientific components, with a broad membership to reflect the need for wide scope of competencies to embrace all dimensions of the GFCS, in particular with respect to the four initial priority areas of the GFCS. In this respect, the MG recommended that a revised version of the IBCS-1/Doc 4.2.1-draft 1 - Subsidiary bodies of the Intergovernmental Board on Climate Services (Annex to this paragraph) be presented to the IBCS-2, and contain in particular he following changes:

o [To be completed] A recommendation to the World Meteorological Congress to allow

effective participation of experts of partner organizations in the work of the WMO Technical Commissions.

4.1.34 The Committee welcomed the involvement of partner organization in several GFCS on-going and future projects. Of particular relevance are the GFCS Adaption Project in Africa (involving, WHO, WFP, IFRC, CGIAR Research Programme on Climate Change Agriculture and Food Security – CCAFS, Centre for International Climate and Environmental Research – Oslo, Chr. Michelsen Institute) with focus on Malawi and Tanzania intended to provide climate services to support health, nutrition food security and disaster risk reduction; and the regional and national consultations to facilitate the formulation of action plans to roll out climate services at regional and national levels in support of decision making in the four priority areas of the GFCS (as described in IBCS MC/Doc. 3.1).

4.1.45 The Committee also noted that to enable effective involvement of the partner agencies in the implementation of GFCS activities, it is critical that each partner provides details of its contributions to the 2-, 6-, and 10 year deliverables envisaged under the Implementation Plan. A clear identification of activities would enable effective monitoring and evaluation of the implementation of the GFCS. In this respect, the Committee noted the preparations for the organization of a meeting to map the contributions of various actors including WMO constituent bodies, partners agencies and key stakeholders who are willing to contribute to the implementation of the GFCS.4.1.5 The Committee recognized the benefit of a full involvement of GFCS partner organizations in the development of regional and national User Interface Platforms to ensure proper interaction between the IBCS and the GFCS partner organizations. In this regard the IBCS may wish to recommend to the Secretary-General that the GFCS Office should inform partner organizations of all regional and national consultations aimed at establishing new or strengthening existing fora to serve as User Interface Platforms.4.1.6 The Committee recognized that there is a need to ensure that the technical expertise of all GFCS partners and stakeholders be captured appropriately for the success of the GFCS Implementation Plan. In this regards, the Committee reflected on the former proposal made to the IBCS-1 for the establishment of a Technical Advisory Committee (TAC) (Reference: IBCS-1/Doc 4.2.1 [https://docs.google.com/a/wmo.int/file/d/0B8DhC1GSWSmxX0xvOXppNjBDWW8/edit]) and recommended decided to request that the GFCS OfficeSecretary-General should to develop a structured proposal, to be discussed at IBCS 2, encompassing the following elements:

involvement of partner organizations in the User Interface Platform at both national and regional levels;

participation of partner agencies in the substructures of the IBCS with options for modalities of their involvement;, including the following:

o participation through a Technical Advisory Committee with revised Terms of Reference, clarifying in particular its functions to avoid overlap with other IBCS governance mechanisms and its membership;

o participation in the Partner Advisory Committee with revised Terms of Reference to accommodate technical advisory matters;

o participation in technical committees established for that specific purpose to address a specific technical question as might be required, as per practice of WMO Technical Commissions.

4.1.7 Furthermore the proposal by the Secretary- General should provide an analysis of WMO Technical Commissions (TCs) and ways and means through which GFCS Partners and Stakeholders with technical capability could play a decision-making role on the relevant WMO Technical Commissions GFCS related discussions and decisions;

4.1.8 Some Members of the Committee also expressed doubt on the need for establishment of a TAC at this stage and wished to see this option addressed in the proposal from the Secretary- General.

(agenda item 4)4.2 Establishment of bodies reporting to the Intergovernmental Board on

Climate Services (agenda item 4.2)4.2.1 Subsidiary bodies of the Intergovernmental Board on Climate Services

(agenda item 4.2.1)4.2.1.1 Pursuant to Resolutions 1 and 2 (Cg-Ext.(2012)), the Intergovernmental

Board on Climate Services (IBCS) considered requirements for subsidiary bodies to address the implementation of the Global Framework for Climate Services (GFCS),

and discussed their composition as well as their terms of reference.4.2.1.2 Having recognized the added value that support from specialized bodies would provide in its decision-making process, and in particular having noted the

benefit of having focussed expert groups building on the work of existing bodies of the WMO and other partner organizations, including the UN partner organizations,

the IBCS adopted Resolution 4.2.1/1 (IBCS-I) - Establishment and Terms of Reference of the Subsidiary Bodies of the Intergovernmental Board on Climate

Services and its Annex.[Comment: Depending on the content of the deliberation, the IBCS might decide to

Intergovernmental Board on Climate ServicesTHE INTERGOVERNMENAL BOARD ON CLIMATE SERVICES,

Noting Resolution 1 (Cg-Ext.(2012)) - Implementation Plan of the Global Framework for Climate Services and Resolution 2 (Cg-Ext.(2012)) - Establishment of the

Intergovernmental Board on Climate Services,Recalling Resolution 47 (Cg-XVI) – Response to the report of the High-Level

Taskforce on the Global Framework for Climate Services and Resolution 48 (Cg-XVI) – Implementation of the Global Framework for Climate Services,

Recognizing that the GFCS implementation requires the involvement of all WMO Members through the active participation of their designated experts in accordance

with the purposes and principles of the GFCS Governance,Recognizing also that the terms of reference of WMO Programmes, co-sponsored

Programmes and partner Programmes, the WMO Technical Commissions and Joint Technical Commissions as well as other technical bodies of partner organizations,

in particular of UN agencies leading the UN system action in the priority areas of the GFCS as well as in capacity development, will require these groups to play leading

roles in the implementation of the GFCS,Decides to establish the Technical Advisory Committee with the Terms of Reference

as set out in the Annex to this resolution; Invites the partner organizations to participate in this Technical Advisory

Committee and to the implementation of GFCS-agreed activities, projects and programmes as appropriate;

Requests the Secretary-General to inform GFCS stakeholders of this resolution, and facilitate follow-up action.

TERMS OF REFERENCE OF THE TECHNICAL ADVISORY COMMITTEEThese terms of reference specify functions and responsibilities, membership, mode

of operation and financing of the Technical Advisory Committee of the Intergovernmental Board on Climate Services (hereunder referred as the “IBCS”).

I. Functions of the Technical Advisory Committee1. The Technical Advisory Committee shall operate under the guidance of,

and be accountable to, the IBCS. The Technical Advisory Committee has the mandate to discuss specific issues relating to the implementation of the GFCS

according to its specific terms of reference. In particular, the Technical Advisory Committee is asked to provide expert advice and recommendations on technical,

scientific, and financial/resource issues related to the implementation of the GFCS to the IBCS. The Technical Advisory Committee shall discharge its mandate through

the following specific functions:(a) To facilitate, as appropriate, relevant decisions and recommendations

with respect to the implementation of the GFCS, by providing a forum for the examination of GFCS-relevant issues by designated experts of WMO Members and other invited experts, as well as by contributing to the organization of appropriate

seminars, workshops, video-conferences as may be deemed necessary to advance the implementation of the GFCS in close coordination with the GFCS Office;

(b) To contribute to monitoring and evaluating the implementation of the GFCS with a view to determining the level of success, identifying gaps and

priorities and accordingly making proposals on possible updates to the Implementation Plan of the GFCS;

(c) To contribute to the further development and integration, implementation the GFCS pillars and the capacity development activities required by WMO

Members as well as by GFCS stakeholders to capture the full benefit of the GFCS; (d) To report to the IBCS session as required and to offer its advice to the

Management Committee during the IBCS intersessional period as necessary.2. The Technical Advisory Committee may establish working groups and

task teams and define their Terms of Reference and membership with due consideration of regional balance, gender balance and required expertise as well as

cost implications. II. Membership

3. The number of experts and the composition of the membership of the Technical Advisory Committee will be decided at regular sessions of the IBCS with

due consideration of regional balance, gender balance and required expertise.4. The composition of the Technical Advisory Committee will be agreed by

consensus. The Subcommittee on Substructures of the IBCS, if it has been established, may be entrusted to come to the plenary with a proposal on the

composition of the Technical Advisory Committee.5. The Chair of the Technical Advisory Committee may invite other experts

from WMO Members and partner organizations to participate in the work and activities of the Technical Advisory Committee at their own cost.

III. Chair and Vice-chair6. The IBCS shall designate the Technical Advisory Committee Chair and

Vice-chair from amongst its members by consensus. The term of office of the Chair and Vice-chair of the Technical Advisory Committee shall ordinarily be one

intersessional period of the IBCS, but may be extended by the Technical Advisory Committee up to a maximum of 4 consecutive years.

7. The duties of the Chair of the Technical Advisory Committee shall be:(a) To preside over sessions of the Technical Advisory Committee;(b) To guide and coordinate the activities of the Technical Advisory

Committee and its working groups and task teams which support its activities between sessions of the Technical Advisory Committee;

(c) To carry out such specific duties as prescribed by decisions of the IBCS;(d) To ensure that the activities, advices and decisions of the Technical

Advisory Committee are in accordance with the Terms of Reference of the Technical Advisory Committee as established by the IBCS;

(e) To report to the IBCS and to the Management Committee on the activities of the Technical Advisory Committee;

(f) To present the views of the Technical Advisory Committee at sessions of the IBCS and to other IBCS subsidiary bodies as may be requested by the IBCS.

8. Should the Chair or Vice-chair of the Technical Advisory Committee cease to be a designated expert by a WMO Member, he or she shall cease to hold such office. If the Chair of the Technical Advisory Committee is not able or eligible to

carry out the functions of that office, the Vice-chair shall serve as Acting Chair for the remainder of the term of office of the Chair. The Acting Chair shall be eligible for

selection as Chair for one successive term. The Acting Chair shall have the same powers and duties as the Chair.

9. If there is no Vice-chair in the Technical Advisory Committee or if the Vice-chair of the Technical Advisory Committee is not able to carry out the

functions of that office, the Technical Advisory Committee should propose one new acting Chair or Vice-chair respectively from amongst the remaining members to the Chair of the IBCS. The Chair of the IBCS may consult the Management Committee and/or IBCS Members for a period of 30 days prior to approving the nomination. In

the case of objections, which have to be justified, the Chair of the IBCS will assume responsibility for the Technical Advisory Committee until the next session of the

IBCS.IV. Sessions

10. The sessions of the Technical Advisory Committee shall be held at least once a year. A majority of its members should have indicated in writing to its Chair

their willingness to attend for a session to be organized.11. The date and place of each session of the Technical Advisory Committee

shall be determined by its Chair in consultation with the Secretary-General. 12. Technical Advisory Committee s’ sessions will be open to other IBCS members at their own cost. Session documentation and reports of its meetings

shall be made available by the Secretary-General and distributed to IBCS principal delegates and the partner organization members’ representatives.

V. Funding of sessions13. The cost of administrative arrangements, including those for conference services for the sessions of the Technical Advisory Committee shall be financed from the GFCS Trust Fund in accordance with norms and tariffs applied by WMO

and consistent with UN system practice.14. The cost of participation of invited WMO Members and partner

organization experts in the sessions of the Technical Advisory Committee and of its working groups and task teams shall be ordinarily borne by them.

Congress, in adopting Resolution 2 (Cg-Ext.(2012)) - Establishment of the Intergovernmental Board on Climate Services, including its Terms of Reference,

decided that “The Board shall establish its subsidiary bodies to address, in particular capacity building, and define their terms of reference, designate chairs

and select membership for the subsidiary bodies from amongst experts nominated by WMO Members with due regard to the principle of equitable geographical

representation and special attention to gender balance.”

Congress, in adopting Resolution 1 (Cg-Ext.(2012)) - Implementation Plan of the Global Framework for Climate Services, “Requests the Intergovernmental Board on Climate Services (1) to consider the Annexes of the Implementation Plan as guides

for the further development of its substructures”.

The Implementation Plan adopted at the extraordinary session of the World Meteorological Congress in October 2012 contains the following Annexes:

(a) User Interface Platform;

(b) Climate Service Information System;

(c) Observation and Monitoring;

(d) Research, Modelling and Prediction;

(e) Capacity Development.

Congress, in adopting Resolution 2 (Cg-Ext.(2012)) - Implementation Plan of the Global Framework for Climate Services, “Requests the Board to establish at its first meeting a stakeholder engagement mechanism which is compliant with WMO legal framework and practices and in keeping with established UN norms and practices”.

In this regard, the IBCS may wish to be informed that the Secretary-General had established an Interagency Coordination Group (ICG) on the GFCS to contribute to

the development of effective forms of cooperation between organizations of the United Nations system engaged in the planning and implementation of the GFCS

across UN partner organizations. The ICG will broaden the base of the GFCS so that all UN partner organizations can better fulfil their functions according to their

respective mandates within the UN system. The ICG is a high level coordination structure involving the heads of the following agencies: Food and Agriculture

Organization of the United Nations (FAO), World Food Programme WFP), United Nations Educational, Scientific and Cultural Organization (UNESCO), United Nations Development Programme (UNDP), United Nations International Strategy for Disaster

Reduction (UNISDR), World Bank, World Health Organization (WHO) and WMO.

The IBCS may also wish to note that a Project Oversight Board for the GFCS involving partner UN and international agencies was established to facilitate the

planning and coordination for the completion of the Implementation Plan, its Annexes and Exemplars for the consideration of the IBCS-1 as well as to coordinate

efforts in the implementation of the GFCS. The Project Oversight Board is

comprised of the International Federation of Red Cross/Red Crescent Societies (IFRC), the Food and Agriculture Organization of the United Nations (FAO), the

World Food Programme (WFP), United Nations Educational, Scientific and Cultural Organization (UNESCO), United Nations Development Programme (UNDP), United Nations International Strategy for Disaster Reduction (UNISDR), the World Bank (WB), World Health Organization (WHO) and WMO and is chaired by the WHO.

Furthermore, and with a view to provide ex-ante a forum for the GFCS stakeholders, and following the successful Dialogue for Climate Services Users and Providers held before the extraordinary session of the World Meteorological Congress, the IBCS-I will be preceded by another GFCS Dialogue. The Dialogue will provide an opportunity to share experiences, lessons and good practices on the production

and application of climate services worldwide.The IBCS members’ attention is drawn to IBCS-1/INF. 5 - Contribution of partner

agencies and their substructures to the GFCS, including that of WMO, which should assist the IBCS to avoid duplication of existing roles, responsibilities and tasks

when deciding on its substructures.The IBCS is invited to establish its substructures with membership and Terms of

Reference as proposed in Appendix B in order to operationalize the GFCS.The Sixteenth WMO Congress agreed that Option A of Recommendation (5) of the

governance structure of the GFCS as contained in Chapter 10 of the Taskforce Report should be amended to reflect the agreement that the Intergovernmental Board of the Framework, will be accountable to the WMO Congress and that the

management committee structures, that may be accountable to the Intergovernmental Board will be decided upon completion of the implementation

plan. Taking into account the approved implementation plan, a substructure consisting of one technical advisory committee is proposed. The proposal took into account: (i) costs for its implementation; (ii) need for integration of the pillars of the GFCS; and (iii) involvement of partners including funding entities, academia, NGOs,

etc.

Historical context, in chronologic orderThe World Climate Conference-3 (Geneva, 2009) unanimously decided to establish a Global Framework for Climate Services (GFCS), a UN-led initiative spearheaded by

WMO to guide the development and application of science-based climate information and services in support of decision-making. The GFCS has four initial

priority sectors: agriculture and food security, water, health and disaster risk reduction.

Following the decision of the World Climate Conference-3 to establish the GFCS a taskforce of high-level independent advisors (HLT) was appointed through an

intergovernmental process to prepare a report that was to include recommendations on the proposed elements of the GFCS and the next steps for its

implementation.The report of the HLT was endorsed by the Sixteenth Session of the World

Meteorological Congress (Geneva, 16 May to 3 June 2011), which entrusted the WMO with the responsibility of developing the Implementation Plan and draft Terms

of Reference and Rules of Procedure for the Intergovernmental Board on Climate Services (IBCS) and its substructures. An WMO Executive Council Task Team, was established to develop the GFCS Implementation Plan and draft Terms of Reference

and Rules of Procedure. In addition, consultations on the main components of the GFCS – the User Interface

Platform; Climate Services Information System; Observation and Monitoring;

Research, Modelling and Prediction; and Capacity Development – were conducted to facilitate discussion of key issues related to the production, availability, delivery

and application of climate services (see http://gfcs.wmo.int/consultations). The Extraordinary Session of the World Meteorological Congress (Geneva, October

2012, report):

Adopted the draft Implementation Plan of the GFCS for the subsequent consideration by the Intergovernmental Board on Climate Services;

Established the Intergovernmental Board on Climate Services as an additional body accountable to the World Meteorological Congress under article 8(h) of the

Convention of the WMO;And approved the Terms of Reference and Rules of Procedure of the

Intergovernmental Board on Climate Services.WMO established a Project Oversight Board for the GFCS to prepare for the first

session of the Intergovernmental Board on Climate Services (IBCS-1) and to ensure effective planning and coordination of activities with partners for the completion of

the documents for the consideration of the IBCS-1.The Project Oversight Board included representatives from the following

organizations:Food and Agriculture Organization of the United Nations (FAO),

World Food Programme (WFP),United Nations Educational, Scientific and Cultural Organization (UNESCO),

United Nations Development Programme (UNDP),United Nations International Strategy for Disaster Reduction (UNISDR),

World Health Organization (WHO),World Bank (WB),

World Meteorological Organization (WMO),International Federation of Red Cross/Red Crescent Societies (IFRC).

All of the above organizations, except UNESCO, documented their contribution, including of their substructures, to the GFCS in an INF document (INF 5 available on

the GFCS website at http://ibcs-1.wmo.int/).WMO also established an Interagency Coordination Group (ICG) on the GFCS to

contribute to the development of effective forms of cooperation between organizations of the UN system engaged in the planning and implementation of the GFCS. The high-level ICG is comprised of the heads of the organizations- or their

designated representatives - that form the Project Oversight Board with the exception of the IFRC which is not a UN-system organization.

The first session of the Intergovernmental Board on Climate Services (Geneva, 1- 5 July 2013):

Approved the Implementation Plan of the GFCS and a compendium of initial GFCS projects for immediate implementation;

Agreed on the definition of processes and substructures supporting its advancement and;

Elected the Chair, two Co-Vice-Chairs and selected the Members forming the Management Committee of the Board;

Following IBCS-1, WMO established a GFCS Office within the WMO Secretariat in line with the decision of WMO Congress in order to ensure effective support for the

implementation of the GFCS.Some points of relevance with respect to the interaction mechanism between the

IBCS and other GFCS partner organizations.

Congress established the Intergovernmental Board on Climate Services (the Board) as an additional body accountable to the Congress under the Article 8 (h) of the Convention of the WMO. The IBCS has a universal WMO membership, and each Member of WMO is entitled to designate representative(s) to serve as member(s) of

the Board and to appoint a principal member, who will normally come from the National Meteorological and Hydrological Service, who shall be regarded as a main

focal point of a Member for the matters relating to the Board.As IBCS membership is limited to WMO Members, as per UN practice and WMO regulations. International organizations can attend, upon invitation by the IBCS Chair, sessions of the IBCS by being represented by designated persons in an

observer capacity.In order to facilitate and encourage effective interaction between the IBCS and

GFCS partner organizations, the IBCS established a Partner Advisory Committee (PAC) with the following functions:

Functions of the Partner Advisory Committee

The PAC shall operate under the guidance of the IBCS. The PAC has the mandate to discuss GFCS stakeholders’ issues relating to the implementation of the GFCS. In

particular, the PAC is asked to provide expert advice and recommendations on such issues to the IBCS, to raise awareness within the GFCS stakeholders and to prepare

and share information accordingly. The PAC shall discharge its mandate through the following specific functions:

To provide comments on draft decisions for the consideration of the IBCS before and during IBCS sessions;

To facilitate, as appropriate, relevant decisions and recommendations of GFCS Stakeholders participating in the GFCS, by providing a forum for the examination of

GFCS-relevant issues; To prepare a synthesis and consolidated report on the GFCS implementation within

the GFCS Stakeholders with a view to identify gaps and priorities in order to facilitate effective resource mobilization for GFCS implementation;

To contribute to the monitoring of the GFCS strategy, objectives and targets, and the Implementation Plan and present their views in collaboration with the

Management Committee thereon to the IBCS.The Committee noted that EUMETSAT, FAO, IUGG, UNEP, WBCSD, WFP, WMO and

IFRC [list to be completed] had replied to the call by the Secretary-General to become GFCS Partner and PAC members. As expanded in the INF document

mentioned in 7. above there is a general agreement that partner organizations could mostly contribute to the GFCS implementation in the following ways:

Active participation in the design, establishment and functioning of the User Interface Platforms, at regional and national level;

Active participation in the design and implementation of GFCS related activities and projects, including where appropriate, joint resource mobilization for projects and

activities;Nominations of experts to take part in IBCS substructures;

Provision of their experts to work within other partner organizations bodies and substructures, as may be feasible with each organization regulations, rules and

agreed practices;The Committee may wish to consider that to ensure proper interaction between the

IBCS and the GFCS partner organization, initially this could be realized through:

A full involvement of GFCS partner organizations in the development of regional and national User Interface Platforms; in this regard the IBCS may wish to

recommend to the Secretary-General that the GFCS Office should inform partner organizations of all regional and national consultations aiming at establishing new

or strengthening existing forum to serve as User Interface Platforms.The establishment of a Technical Advisory Committee to assist the IBCS in

managing the GFCS Implementation Plan in its technical and scientific components, with a broad membership to reflect the need for wide scope of competencies to embrace all dimensions of the GFCS, in particular with respect to the four initial

priority areas of the GFCS. In this regards, the MG is invited to revisit the IBCS-1/Doc 4.2.1-draft1 provided as an annex paragraph 4.1.3 to the document and in particular the Annex to draft Resolution 4.2.1/1 (IBCS-1) in order to highlight the

changes that would have to be introduced to facilitate a fruitful and conclusive discussion at the IBCS-2.

A recommendation to the World Meteorological Congress to allow effective participation of experts of partner organizations in the work of the WMO Technical

Commissions.The Committee may also note the involvement of partner organization in the several GFCS on-going and future projects. Of particular relevance are the GFCS Adaption Project in Africa (involving, WHO, WFP, IFRC, CGIAR Research Program on Climate Change Agriculture and Food Security – CCAFS), Centre for International Climate

and Environmental Research – Oslo, (Chr. Michelsen Institute) with focus on Malawi and Tanzania intended to provide climate services to support health, nutrition and

disaster risk reduction; and the regional and national consultations to facilitate the formulation of action plans to roll out climate services at regional and national

levels in support of decision making in the four priority areas of the GFCS. The Committee may also note that to enable effective involvement of the partner agencies in the implementation of GFCS activities, it is critical that each partner

provides details of its contributions to the 2-, 6-, and 10 year deliverables envisaged under the Implementation Plan. A clear identification of activities would enable effective monitoring and evaluation of the implementation of the GFCS. To this

effect a meeting with all partners and key stakeholders who would contribute to the implementation of the GFCS was held and identified these specific contributions. Those can be found at (Annex? Link to report?). The Committee will be invited to

reflect on them. ___________
