Tender invitation for the procurement and installation of a Train Optical Character
Recognition (OCR) Portal
2019
As the number of containers transported by rail continues to grow, PCT is interested in
installing a Train Optical Character Recognition Portal (the “OCR Portal”) to meet its needs
for automated container inspection, identification and inventory (the “Project”) and is seeking
proposals from firms qualified and experienced in providing and implementing Train Optical
Character Recognition Portals.
Scope of the Project
The Project aims to provide PCT with the OCR Portal, which constitutes an automated
system for recording and identifying rail wagons and its containers, with the specifications
described in more detail herein.
The OCR Portal shall be able to execute advanced automation functions so as to read the rail
wagon number, the container number, container size / type and container position (F/M/R),
once the train arrives at the port.
Upon receipt of the container, images of the three (3) sides of the container (right, left and top
side) will be recorded in the system, in order to identify the state of the container, when it
enters the terminal. Same process applies to each container leaving the terminal via rail.
The data collected by the OCR Portal will be transmitted in real time through developing an
appropriate interface with the local TOS.
The OCR Portal must have at least the following functionalities:
Automatically recognize and record the Container number and ISO code.
Automatic recording of the containers status entering and leaving the terminal via rail.
Automatically detect and classify Dangerous goods labels.

Timetable
The Contractor is required to complete the Project in its entirety within five (05) months
upon signing the agreement to be entered into between PCT and the Contractor (“the
Agreement”).
The duration of the Project as stipulated, includes the Pilot Operation Period, namely the go-
live period within which the functionality of the system is examined and tested. The Pilot
Operation Period of the overall system is determined in fifteen (15) days.
It is clarified that the duration of the Project is absolutely essential to PCT and
therefore no amendment in relation to the timetable will be acceptable. Any Proposal
modifying the timetable will be inadmissible.
Training
During the Pilot Operation Period, on-the-job training will be carried out. PCT in co-
operation with the Contractor may modify the training program included in the Technical
Proposal (number of trainees, number of courses, duration of training, organization of teams,
etc.) as needed to fulfill better targets.
Critical success factors of the Project
The Contractor is obliged to fulfill the following requirements, which are absolutely essential
for the successful implementation of the Project:
The OCR Portal shall enhance the Port Operations and Services, meaning that the OCR
Portal shall assist PCT to provide higher quality services to PCT's clients and the public
authorities, and shall reduce the time required for loading and unloading of the containers.
The offered software shall be fully adaptable in PCT's business systems.
Any malfunctions or bugs, as well as any initial operating problems shall be successfully
resolved by the Contractor within the Pilot Operation Period, as stipulated hereinabove.
The Contractor shall guarantee its ability to provide lasting and good quality preventive
and reparative maintenance for a period of time at least one [1] year.
During the implementation of the Project the Contractor will be responsible for:
1. Timely procurement and installation of all the required hardware and software.
2. Implementation of settings and customizations required for the proper functioning of
the system, as defined by the specifications and the Contractor’s technical proposal.

Important Notes
(a) Any solution proposed must include any and all additional costs that would be
incurred in order to create a functional, secure and managed enterprise environment.
These additional considerations must include licensing, implementation of a
management platform, patch cords, possible cabling and appropriate devices for
connecting the OCR Portal to network switch, installation, deployment and training
services, client upgrades/replacements, device installation costs, lifting equipment etc.
PCT will evaluate only the proposals “Client owned total solution” (hardware,
software, services) that will provide to PCT a “turnkey” solution of a Rail OCR
Portal installation.
(b) The Contractor will be required to provide comprehensive services to complete the
entire process of the OCR Portal at the site specified. These services will include
planning, equipment acquisition, staging, scheduling, training, reporting,
documentation updates, communication and coordination with other parties involved
in the overall Project.
(c) The Contractor must be willing to work in a cooperative manner with PCT staff and
other parties working on behalf of PCT.
(d) The OCR Portal shall be able to perform its functionalities any time and under any
conditions (weather, lighting, day, night, etc.).

Chapter A. Description of the OCR Portal

The scope of the OCR Portal is to scan inbound and outbound trains automatically and
identify the rail-wagons and containers based on their unique ID.
The OCR Portal must be fitted besides and above of the train rails at a position in which the
best performance of the system will be achieved.
In the below picture a proposed position for the OCR Portal installation and the connection
point to the internal network of PCT are described.
The OCR Portal must be able to automatically detect and recognize the container number, the
rail-wagons and additionally detect the train speed, the train direction and train shunting.
The OCR Portal should be able to automatically detect and classify IMO labels.
The system must be able to work bi-directional and produce image of the inbound and
outbound trains.
As a result, the operator will be able to identify the state of the complete train.

General requirements
All equipment to be delivered to PCT and installed must be in brand new condition, in perfect
working order and shape, suitable for its intended use, free of any defects and free of any
damage, in its original packaging, coming from the manufacturer’s official site and
accompanied by the manufacturer's official warranty and support. For any software associated
with the above equipment, PCT will be the only authorized user.
The equipment to be provided and installed must be produced from reputable manufacturers
and the products must be at least CE certified. Any other certifications will be evaluated
accordingly. Additionally, the equipment to be proposed shall meet the technical requirements
mentioned herein. It is clarified that the compliance of the equipment with the requirements
described in this paragraph is absolutely essential.
In particular, the equipment to be proposed and installed, comprising cameras, triggering
devices, computer and communications equipment (line scan cameras, laser scanner, led
lights, servers, network switches, etc.), must be similar to the equipment already installed in
PCT. The Contractor shall justify in detail and comprehensibly the selection of the proposed
equipment and shall present the relevant calculations. For example, for the selection of the
UPS, it will be necessary to present the calculations of the load it will need to cover and the
backup time, for the selection of the active network equipment it will be necessary to present
the calculations of the data volume which will be exchanged within the systems, for the
selection of the storage capacity and the recording device, it will be necessary to present the
calculations of the data volume that will be stored in it, etc.
The equipment must be covered by a manufacturer's warranty for at least one (1) year.
The Contractor, prior to the final receipt of the Project by PCT and in order for the Project to
be considered concluded, will have to deliver to PCT a detailed documentation in printed
form, including all the installed equipment with its full installation data, maps showing the
installed equipment, cable routes, shafts, etc., as well as all technical brochures, software
licenses, etc. A copy of the detailed documentation file, not including the technical brochures
and software licenses, will be delivered in editable electronic format (MS OFFICE,
AUTOCAD, etc.).

In the event that one or all of the software offered follows the per-user licensing model, a
documented sufficient number of software licenses should be provided to allow it to be used
by different operators (different user names) in three eight hours shifts at all points of
installation (Operation Center, Gates, etc.). Also, an additional administrator / super user
license to be provided which can be linked to all software regardless of the number of users
already connected to them.
`Where reference is made to a “software supply”, it means the latest version of it.
The technology of line scanning must be used from the system which will perform the OCR.
The system must have intelligent OCR camera system to read automatically the
following items:
Number of the container
Rail Wagon Number
Position of the container on rail car
ISO code
Detection of the container size and configuration (i.e. 2X20’’ containers)
Container IMO label presence and class
Support single and double stacked trains
Support all possible container configurations such as single 20’,40’,45’ 2x20’ etc.

The system cameras must have three (3) line-scan cameras to make images of the three sides
of the container (left, right and top).
Long line scan camera
The system must have two (2) long sides line scan cameras to make images of two sides of
the rail-wagon (left & right).

Every train passing the Camera portal will generate a “line” in the operator software. The
operator can select a train by clicking on this line. Processed and validated trains do not
appear in the overview.
The Operator software has interfaces to use load lists or pre-booking information.
pre-booking must be able to load and merge with the OCR data, so the operator can start
working on the train processing and validation.
OCR threshold must be configurable and the operator must be guide (through a mark on
the data below threshold) from the system to check and change the date below the
threshold.
The system must have extensive zoom capabilities in the operator application makes this
job simple and easy.
The system must have a “Visit Retrieval” to allow the operator to search on a train based
or container number and wagon number.
The operator must be able to do post processing. He must be able to browse visually
through the complete train and correct the missing data.
Interface requirements
The Contractor must develop an interface between the PCT-TOS and OCR Portal that will
include as minimum the below characteristics.

Nevertheless, the vendor must be able to adapt the interface to the PCT operational needs.

In the exceptional case of an error of recognition or of a certainty of confidence, the operator
should automatically be informed, at a remote point, to intervene and correct the CNTR code
if it consults the corresponding boot images displayed on the screen automatically.

The necessary network equipment, servers and data storage will be available from PCT. The
Contractor should describe the servers and the data storage needed to meet the system needs.
The Contractor should consider the possibility of using the existing hardware, so as to certify
or not its compatibility.
The Contractor should pay particular attention to the system design which must be of
high reliability and constant functionality.
Infrastructure and Route Specifications
All infrastructure works will be carried out by the Contractor himself with his own means and
personnel and only upon the relevant approval of the works to be performed by PCT. It is
explicitly stated that PCT will not approve any works prior to the obtainment of all necessary
permits from the competent Public Authorities by the Contractor, according to the applicable
Laws.
For the connection of the new system to the existing installations of PCT, the necessary
excavations and installation works will be a natural continuation of the existing infrastructures
and routes.
The depth of all trenches will be 0.50m and the width is 0.20m depending on how it is placed
and the number of cable protection tubes.
Cable protection piping will be made of polyethylene (PE), structured outer wall and smooth
interior (CAVIDOTTO tubes) with integrated steel. The cross section of the piping will be at
least DN / OD 50mm (in the case of cables of larger cross sections than 5x35mm DN / OD
75mm can be fitted).
The filling of the trench will be made with concrete.
Work on routes also includes grid placement marking along the entire length of the pit.
It is also necessary to supply and install D400 (or E600) cast iron cast-iron covers when the
wells are in roads or heights of heavy goods vehicles), dimension 400x400mm for case of
crossing the area in areas crossing of vehicles and heavy machinery.
Manhole covers are placed at reasonable intervals from about 40m to about 50m.

The cables required for installation and operation of the system are divided into power and
signal / control cables. For their procurement, account should be taken of the particularities of
the Port Facility, environmental conditions, underground routes, power consumption, rodent
threat, etc. From each access point for installation and transit (wells, openings, etc.), the
necessary measures should be taken to ensure that they are closed and sealed.

a. Price per man day per specialist level (excl. travel and accommodation expenses) for any
additional services may be required in the future.

software and service type)
ii. Annual SLA cost for 24x7 support with 4 hours hardware and software replacement or
as required by the technical specifications when the solution is offered “as Service”
Financial Terms and conditions
All prices should be in Euro, excluding VAT
Prices should include the entire delivery to PCT premises and deployment as per Project
specifications
Suggested Payment Terms:
o 45% of the total Project price 20 days after the signing of the Agreement and upon
submission by the Contractor to PCT of an equal value letter of guarantee, issued by a
bank operating in EU.
o 20% of the total Project price 20 days after the completion of the OCR Portal installation.
o 25% of the total Project price 20 days after the system Go-Live
o 10% of the total Project price 20 days after the final acceptance for the entire delivery of
the solution and issuance of the Final Acceptance Certificate (FAC) by the Client.
FAC will be issued upon delivery of the entire Project and after continuous 30 days of
production operation without interruption
The Project proposal should be quoted on a “Fixed Price” base for all solution categories
Any delivery/shipping and insurance cost should be included in the Participant’s cost.
All prices quoted should be inclusive of any applicable withholding tax.
PCT may on its sole and absolute discretion choose to purchase only parts of the total
offered solution and the supplier is obliged to accept without change of the financial cost.

Chapter D. Terms and Conditions & General Prequalification Criteria
Participation Terms
(1) Experience
The Participants shall have concluded at least two (2) similar projects implemented on
terminals of equivalent capacities located in Greece or other EU countries.
“Similar projects” for the needs of the present tender are considered:
Design, configuration and installation of gateway management software (OCR portal).
Design, configuration and installation of a vehicle identification system, and number
of containers.
Upgrading and / or maintenance and / or technical support for the operation of an
information gateway management system.
The Participants shall submit a table listing the relevant projects to which they participated.
(2) Quality assurance
ISO9001:2015, ISO27001:2013, OHSAS18001:2007
1.1. Submission method
All documents and materials should be submitted in electronic format in CD or USB media
included in one (1) sealed envelope/package.
The sealed envelope/package should contain:
A separate sealed envelope/package including the Technical proposal with at least
the following media: two (2) CD or USB copies.

A separate sealed envelope/package including the General Prequalification Criteria
in hardcopy format and/or in electronic media as mentioned in Article 1.4 and

The files stored in the CD or USB media must be either in Microsoft “word .doc files” or
Adobe “.pdf” format files for both the Technical and Financial Proposal.
All envelop/packages and CD’s or USBs should be clearly marked with the indication
“TECHNICAL PROPOSAL” or “FINANCIAL PROPOSAL” or “General Prequalification
Criteria”, as appropriate (note: lack of proper identification may invalidate the Proposal).
The sealed Technical and Financial envelops/packages should be enclosed inside an outer
envelope (which must also be sealed) marked as follows:

All suppliers are required to submit their Proposals until September 23th 2019 at 12:00 at
PCT premises SEMPO Central Building, Neo Ikonio, 18863, Perama, Greece to the secretary
desk.

1.2. Validity
The Proposals, including the Financial Proposals of the Participants, shall be valid for a
period of four (4) months from the submission deadline date.
Participants are advised that they may be asked to extend the validity of their proposals for
two (2) additional months.
A Proposal shall only be deemed to be accepted when a notification of Acceptance is
communicated to the Participant by email or facsimile transmission (by fax). The date of
transmittal of the email or fax notifying acceptance shall be deemed to be the date of
acceptance of the Proposal. Acceptance of a Proposal submitted by the Participant shall create
an irrevocable obligation on the Participant, immediately after the acceptance date, to enter
into the Agreement with PCT.
It is at the PCTs sole discretion to consider all Proposals void and invalid. PCT reserves the
right to repeat, postpone, cancel, suspend or amend the tender process, at any time without it
being held liable in any way to the Participants and/or third parties. No person acquires, on
any ground or cause, any right or claim for compensation (not even for the cost of
submitting the Proposal) against PCT, its employees, officers or advisors, and agents in
general, arising from the participation in the tender process. Exclusion from the tender
process or failure in the tender process does not give rise to any right to claim compensation
from PCT and/or its employees, officers or advisors, and agents in general. Each Participant
bears responsibility for the costs and expenses incurred in preparing and submitting a
Proposal in response to the tender invitation.
1.3. True and Correct statements
Each Participant understands that the information contained in its Proposal will be relied upon
by the evaluators in making their decision with respect to the award of the Contract and such
information is expressly warranted by the Participant to be true and correct. Furthermore,
each Participant will furnish such supporting and confirming information, prior to the award
of the tender, as may be reasonably requested by PCT.
Any approvals and permissions (by the Greek or any other Authorities) that are necessary for
the execution of the Project shall be described by the Participants in the Proposal, along with

the activities required to achieve them (including duration and costs – Costs should be
included only in the Financial Offer).
Notwithstanding, unless required by relevant rule and regulation (the Participants are obliged
to mention explicitly such rule and/or regulation) that this is the obligation of PCT to fulfill
them, the Participant shall be responsible at their own cost to fulfill those approvals and
permissions.
All proposed solutions must have any possible required suitable license or certificate to
guarantee the usage of the hardware and software products in the European Union.
1.4. GDPR statement & Prequalification Criteria
The participants are required to fill in, print and sign the GDPR statement as attached in
Appendix A and include the hardcopy printed or scanned document in the General
Prequalification Criteria envelope.
Additionally, the participants are required to include in the General Prequalification Criteria
envelope the relevant documents as mentioned in Appendix A, “REQUESTED
PREQUALIFICATION DOCUMENTS”. These documents can be either hardcopy printed or
scanned documents.
2. ASSESSMENT OF PROPOSALS
2.1. Presentation and interviews
Following submission of their Proposals and in cases where the Tender Evaluation Team
members have questions on the Proposals, Participants may be required to present their
Technical Proposals to the Evaluation Committee.
A Proof of Concept of a scaled-down version of the offered solution will be required prior to
the selection of the Contractor.
All Participants’ costs associated with the Proof of Concept, the Presentation and any
interviews will be solely at the Participant’s expense.

2.2. Evaluation Process
A panel/ Evaluation Committee will be formed to review and evaluate the Proposals, as well
as any supplementary information it may obtain in the course of the evaluation process
through clarifications, presentations and interviews with Participants. The assessment will be
performed according to the compliance with the mandatory requirements set out in the
technical specifications. Technical proposals that do not meet the minimum criteria set will be
considered inadmissible. Technical proposals that are inadmissible will not be further taken
into consideration for financial evaluation, meaning that non-eligible technical offers will not
participate in the financial offers opening procedure.
Participants are required to submit their BEST AND FINAL OFFER.
Each offer will receive a grade on a scale of 0 – 100 based on requirements compliance.
A ratio will be calculated for each offered solution where the Technical parts carries a weight
of 80% and the Financial part 20%.
The solution that offers the highest Technical/Financial ratio will be selected.
PCT may on its sole and absolute discretion choose to purchase only parts of the total offered
solution and the supplier is obliged to accept without change of the financial cost.
The agreement to be entered into between PCT and the selected Participant (the “Agreement”
or the “Contract”) shall be governed by construed and enforced in accordance with the laws
of the Hellenic Republic. The parties will make every effort to settle amicably any dispute or
difference, which may arise concerning the interpretation or the execution of this Agreement.
Any dispute or difference, which may arise concerning the interpretation or the execution of
the Agreement and any claims arising there under, shall be subject to the exclusive
jurisdiction of the courts of Athens, Greece.
