W HAT I S CR I M E STO PPE R S? Cr ime Stoppers is a communit y, media and pol ice co - operative program designed to involve the publ ic in the f ight against cr ime. Cr ime Stoppers provides ci t izens with methods to anonymously supply the pol ice with information ab out a cr ime or potential cr ime. A reward of up to $20 0 0 is of fered to anyone providing information, which leads to an arrest , or the recover y of s to len prop er t y, or the seizure of i l legal drugs . The success of Cr ime Stoppers is a lso dep endant on the supp or t provided by local media . Unsolved cr imes are re - enac ted and shown on te lev ision, publ ic ized in pr int , or a ired on local radio stat ions .

H OW D I D CR I M E STO PPE R S B EG I N?Crime Stoppers was s tar ted in Albuquerque, New Mexico when Canadian - b orn Albuquerque Pol ice Depar tment Detec tive Greg Mac Aleese reached a dead - end in a homicide invest igation. He enl is ted a local te lev ision stat ion’s co - operation in producing a re -enac tment of the cr ime and within 72 hours the pol ice received a

t ip that help ed solve the murder. This was the beginning of Cr ime Stopp ers .

There are over 1, 20 0 Cr ime Stopp ers programs worldwide. Since 1976, Cr ime Stoppers has help ed solve over 1, 383,0 0 0 cases and recovered over $10. 5 bi l l ion dol lars in drugs and sto len prop er t y.

The f i rs t Cr ime Stoppers Program in Canada was formed in Calgar y in 1982. Since i t s inception, Calgar y Cr ime Stoppers has help ed to clear over 12, 20 0 cr iminal cases , recover over $14.6 mil l ion in s to len prop er t y and seize more than $278 mil l ion in i l legal drugs .

When you aren’t sure that what you saw or heard is real ly a cr ime, cal l any way. Let law enforcement decide i f i t ’s wor th invest igating. I t may be a piece of a c lue to a big cr ime.

W h at i f t h e c a l l e r i s t h e v i c t i m?I f the cal ler is a v ic t im, they must repor t the cr ime to the pol ice or a “ V ic t im Ser v ices” program. A v ic t im cannot repor t a cr ime to Cr ime Stoppers because they would be identi f ied by the information and therefore lose their anonymit y.

The pol ice wi l l inform Cr ime Stoppers on how the case is progressing so i t is impor tant for the T IPSTER to cal l back for an up date on the case dur ing regular business hours (a numb er wi l l be provided for you to cal l back).

W h at h a p p e n s t o my i n f o rm at i o n a f t e r I p r ov i d e i t?Af ter you give us your information, we create a repor t that br ings together a l l the information you provided. Our trained information takers wi l l check to make sure that the repor t contains no information that might identi f y you.


The repor t is sent to the re levant author it y who wil l deal with the information. This could be the pol ice or i t could be an agenc y such as the Canada Border Ser v ices Agenc y, etc . They have the legal resp onsibi l i t y to invest igate the information pr ior to ac t ing on i t to ensure the information is correc t and not given to us mal ic iously in order to set someone up.

The pol ice cannot obtain a search warrant or make an arrest based sole ly on a t ip; there must be other inte l l igence to supp or t the Cr ime Stopp ers information.

Once the information has been researched, the pol ice wi l l a l locate i t to the appropriate of f icer or team to deal with . This could mean more research or i t could mean ac t ion wi l l be taken.

H ow co m e n o t h i n g h a p p e n e d a f t e r I c a l l e d Cri m e St o p p e r s?I t may take some t ime before the pol ice ac t on the information you have given. There could be many reasons for that ; the information may be par t of a larger invest igation and v is ib le ac t ion might be delayed for some t ime or the information may remain on f i le to be used at a later t ime. Even i f your information appears not to have been used or i f you don’t see a quick resolution, don’t think your information was not useful .

We do not record any cal ls and we do not have access to your IP address . Anonymit y is one of the cornerstones of the Cr ime Stoppers program. Subscr ibing to any of these aids would jeopardize anonymit y and compromise our integr it y. Cr ime Stopp ers ensures your anonymit y, no mat ter what method you choose to contac t them with information.

I s Cri m e St o p p e r s ru n by t h e p o l i ce?Crime Stoppers is not run by the pol ice. We are separate and apar t f rom any L aw Enforcement Agenc y. Cr ime Stopp ers is a non - prof i t , char itable program run by volunteers f rom the communit y. The indiv iduals who have given their t ime to s i t on local commit tees or the Board of Direc tors cannot be employed by any law enforcement agenc y. Al l the money raised for Cr ime Stoppers comes through donations or fund ra is ing. Pol ice agencies provide no f inancial supp or t to Cr ime Stoppers , a l though they do designate a memb er of their ser v ice to ac t as a coordinator.

H ow c a n yo u e n s u r e a n o ny m i t y?Crime Stoppers can of fer anonymit y to i t s cal lers because of a legal rule of ev idence, which says pol ice do not have to reveal information which might identi f y a person who suppl ies

them with information concerning cr iminal ac t iv it y. In Februar y of 1997 the Supreme Cour t of Canada unanimously decided that cal lers to Cr ime Stoppers programs were entit led to the protec tion of this pr iv i lege. In a t ypical case which star ted f rom a Cr ime Stoppers t ip, the identit y of the informer is unk nown to both the Cr ime Stoppers Coordinator who took the cal l or on l ine t ip and the case invest igator. The Supreme Cour t went on to conf irm that the pr iv i lege is so broad in scop e i t prevents disclosure not only of the name of the informer (even i f i t were i t to be k nown) but a lso of any information which might implici t ly reveal his or her identit y. This is the premise behind the cla im that “Cr ime Stoppers ensures the t ipsters anonymit y.”

H ow d o I co l l e c t my r ewar d?I f the information is good and law enforcement uses the information to help solve a cr ime, you may be e l igible for a reward of up to $2,0 0 0.0 0. A reward must b e recommended and approved by the Board of Direc tors of Cr ime Stoppers . Once the reward is approved, arrangements are made for the cal ler to pick up their cash reward in a way that is secure.

With growing demands f rom developing nations , labor disputes at copp er mines and a decl ining US dol lar, the world market pr ice for copp er has soared over 4 0 0 percent in the past 5 years . As a result of these condit ions , copp er metal thef ts have impac ted the cit y of Calgar y and the province of Alber ta at an astonishing rate, def ining copp er thef ts aside of s traight for ward thef ts , or break and enter prop er t y of fences .

With an apparent perceived low r isk for high reward, cr iminals are init iat ing their at tack s on cr i t ical inf rastruc ture locat ions , te lecommunicat ions cable, e lec tr ical substat ions and l ight rai l t ransit l ines .

Recent at tack s have caused signif icant publ ic safet y issues by creating e lec trocution haz ards , and a mult i tude of disruptions to landl ine phone ser v ices , loss of access to the 911 s ystem, f i r s t resp onders , publ ic t ransp or tat ion and uti l i t ies .


Annual costs associated with the thef t of copp er in Alber ta , are in the mil l ions of dol lars . Most at tack s go beyond the simple costs of repair and replacement for s to len mater ia l .

Although copp er is the most valuable non -ferrous metal , other metals being sto len include - s tainless s teel , brass , bronze, a luminum, rhodium and plat inum (mainly f rom cataly t ic conver ters)

CO PPE R CR I M E TR E N DSIn 2011, Calgar y Pol ice Ser v ice received 139 complaints involv ing copp er metal thef t . Those same f igures to Oc tober 2012 have increased over 26 percent .

Based on intel l igence, exper ience and numerous examples , Calgar y Pol ice Ser v ice copp er thef t s trategy, sp earheaded by the Stolen Prop er t y Unit , est imates that only hal f of a l l copp er thef t of fences are repor ted to pol ice. Several examples of companies exper iencing nightly, or in one instance mult ip le nightly incident s , have been repor ted to pol ice. The rat ionale f rom v ic t ims not formally repor t ing their incident s to pol ice is due to insuf f ic ient prop er t y damage and low sto len commodit y values . Yet in another example, an of fender admit ted to commit t ing 29 copp er thef t incident s , with only10 incident s being repor ted to pol ice by those v ic t ims .


Co p p e r T h e f t V i c t i m sConstruc tion companies , Calgar y Transit , energy sec tors , ut i l i t y ser v ices and communications providers are among the top v ic t ims of copp er thef t . O ver one -third of a l l rep or ted incident s in 2011 were f rom construc tion companies; fo l lowed by 14 percent sourced f rom LR T l ines; 12 percent re lated to energy; 10 p ercent were thef t s f rom

telecommunications providers; 5 percent were of fences against e lec tr ical companies; and 2 . 2 percent targeted the oi l & gas industr y.

Fi n a n c i a l a n d Pu b l i c S a f e t y I m p ac tCopp er thef t s at cr i t ical inf rastruc ture locat ions have caused disruptions and placed the publ ic , emergenc y resp onders and repair crews at great r isk of ser ious injur y or death . In the US, FBI and Homeland Secur it y s tated that copp er thef ts at cr i t ical inf rastruc ture locat ions , present a r isk to publ ic safet y and nat ional securit y. The loss of any landl ine phone ser v ice, including cal ls to 911, have af fec ted thousands of customers in residential communit ies , businesses , schools and hospitals . A s ingle cut to a te lecommunications cable could cost up to $50,0 0 0 to repair. Over t went y incident s



of copp er bonding cable thef ts occurred on the LR T track s in Calgar y dur ing 2011. Incident s such as this , could cause trains to lose power, leaving the publ ic s tranded, and e lec tr ical grounding of the track s to become unstable. Approximately $80,0 0 0 in repair costs and secur it y enhancements were required.

D a n g e r sIn Canada and the US, thef ts at e lec tr ical substat ions and power l ines have resulted in s igni f icant prop er t y damage, ser ious injur ies and deaths . Cr iminals target the copp er grounding cables a long the fence and on the high voltage transformers . Substat ions have b een targeted rep eatedly al l across Alber ta in spite of continued ef for t s by energy providers to enhance secur it y and e l iminate the salvage value of the copp er cables . At an ex treme level , houses in b oth Canada and the US have exploded as a result of thef t re lated at tack s on copp er gas l ines .

There is considerable environmental impac t occurr ing


dai ly at rural s i tes where of fenders burn and str ip copp er wire. I t is unlaw ful under the Alber ta Environmental Protec t ion and Enhancement Ac t to burn copp er wire in Alber ta without a permit and without fol lowing str ingent environmental regulat ions . Environmental c leanup at some of these locat ions could p otential ly b e ver y cost ly.

CO PPE R TH I E F 101The major it y of identi f ied copp er thieves have previous cr iminal his tor ies . Their previous industr y exper iences has provided k nowledge of metal commodit ies and their values , as wel l as a famil iar i t y with an access to work s i tes , company vehicles , tools , and storage faci l i t ies . Although semi - organized cr iminal groups have been l inked to copp er thef t , exper ience has not shown any connec tion to tradit ional organized cr ime.



E c o n o m i c a n d Ad d i c t i o n Fac t o r sO f fenders are motivated by substance abuse, addic t ions and oppor tunit ies for high cash payout rewards . CPS invest igative exper ience indicates repeat of fending is ver y common, as of fenders perceive personal r isk to be minimal with suppl ies remaining re lat ive ly constant .

Co m m i t t i n g Co p p e r T h e f t sVarious culpr i t s trategies have been uti l ized by prol i f ic copp er thef t of fenders . In some incident s of fenders have l i t comp ounds with work l ight s and entered s i tes wear ing work st y le clothing to create the p erception of legit imate occupanc y, inside and outside of regular business hours . Cr iminals commit t ing copp er thef t s wi l l use


stolen tools , vehicles , t ra i lers and l icense plates to faci l i tate their cr imes and the sale of s to len copp er.

D e at h a n d I nj u ri e sThere have been a large numb er of ser ious injur ies and deaths associated direc t ly to copp er thef ts . In May 20 08, an of fender received l i fe -threatening burns dur ing an at tempted copp er thef t at a substat ion in Edmonton. In June 20 08, an of fender was

k i l led dur ing an at tempted copp er thef t in an underground e lec tr ical ut i l i t ies vault in Calgar y. The r isk s p osed to the publ ic , repair crews and emergenc y f i r s t resp onders can dramatical ly increases the ser iousness of copp er thef t . Is copp er thef t wor th dying for?

Pr o f i t i n g f r o m Cri m eAf ter commit t ing the init ia l thef t or break and enter, of fenders at tempt to alter the appearance of the copp er mater ia l by burning or s tr ipping of f their coatings or casings , and chop the mater ia l into smaller lengths . There is a l imited increase in the payment an of fender wi l l receive by str ipping the copp er in an ef for t to raise the “rate of recover y ” with scrap metal dealers . As a requirement of the Business L icence By law



32M98, scrap metal dealers are required to send al l purchase information to Calgar y Pol ice Ser v ice. To avoid detec tion, of fenders have uti l ized sto len trai lers , vehicles and l icense p lates . They have also been k nown to use intermediar ies , by distr ibuting large volumes of a l tered copp er bet ween family memb ers , gir l f r iends or associates , in an ef for t to conduc t transac tions at var ious locations .

W HAT C AN BUS I N E SSE S D O?Businesses work ing with copp er wire or copp er pipe should take proac tive measures to reduce the possibi l i t y of of fenders locating and steal ing copp er mater ia l . There are also a numb er of advanced technological solutions that may be v iable to assis t with the identi f icat ion and recover y of s tolen copp er.

However over the past year, Calgar y Transit and other businesses have become v ic t ims of prop er t y cr ime, losing mil l ions of dol lars in copp er wire and other expensive metals to thef t .

Proac tive approaches through v ital par tnerships have init iated CPS to create a sp ecial ized unit to target copp er wire thef ts whi le providing a new perspec tive on each cr ime for the cour ts .

The op eration involved over 80 of f icers and civ i l ian memb ers f rom a var iet y of CPS unit s and distr ic t s , as wel l as ex ternal par tners . Supp or t ing agencies included Alber ta Sherr i f s , Alber ta L aw Enforcement Resp onse Team, RCMP, National Weap ons Enforcement Supp or t Team and Edmonton Pol ice Ser v ice Pawnshop Detai l .

Oc t . 2 , 2012 - CPS and RCMP executed a warrant at a prop er t y approx 5 k m nor theast of Calgar y. One man was taken into custody without incident .

Rocco AMORUSO, 56, Rock y V iew Count y was arrested on the prop er t y for outstandingwarrant and $10 0,0 0 0 in s to len prop er t y, copp er wire and f i rearms was seized.

Calgar y Pol ice Ser v ice is seek ing publ ic assis tance in locating a man wanted in connec tion with break , enter and thef t of metal .

On Thursday 20 September 2012 at 12:13 am susp ec t(s) entered the yard at 2206 Por t land St SE and were seen chopping up aluminum metal poles and placing the cut pieces into the rear of a white chev van. Calgar y Pol ice were cal led to invest igate the suspicious ac t iv it y. Up on

ar r ival , pol ice obser ved several dist inc t ly shap ed pieces of a luminum in the back of the van, however they did not appear to be sto len f rom the current location. Through pol ice invest igation, i t was determined that the dist inc t ly shap ed pieces of a luminum were f rom another break and enter at a fenced comp ound belonging to media resources located at unit 14, 1530 27 Av NE - some t ime bet ween 2012 /09/15 and 2012 /09/20 – and are the prop er t y of the v ic t im, Pat t ison Outdoor.

Rooke, 52 of no f ixed address , is wanted on a warrant issued 2012 /12/0 4 for numerous charges . ROOKE appears to be ac t ive ly evading contac t by CPS and is presently considered to be no threat to the publ ic .
