Project Identification and Conception

CASE STUdy

Site Selection Study for LNG Facility at Pipavav

We examined the technical feasibility and comparative costs of developing LNG import terminals at Pipavav in order to select the preferred location for the marine terminal.

This is a pioneering FSRU type LNG project in Gujarat. We considered a number of alternative sites and carried out in-depth SWOT analysis for each location in terms of key opportunities and constraints associated with them.

For each alternative site, a technically preferred configuration was developed to enable a review of comparative costs. The report presented a matrix of options enabling the client to select a location. Following successful completion of this study BMT was awarded further work on environmental impact assessment and engineering design.

Port Planning and Feasibility Studies

BMT can prepare long, medium and short term Master Plans for ports and marine terminals. We have prepared a number of high profile container, bulk and cruise port feasibility studies. We assist clients with selection of ideal project sites and can provide layouts and plans for both specific new developments and the reconfiguration of existing ports.

Trade Forecasting and Market Research

We undertake and review port traffic forecasts. The company uses a wide range of methods for forecasting, including economic modelling of hinterlands, cargo origin and destination surveys, and statistical trend analysis.

BMT can undertake surveys and provide advice on the structure and level of port tariffs. The advice and support can be in the form of policy advice to Government and competition authorities, competitive position advice to ports and terminals or decision support to cargo consignees and ship operators. BMT can identify strategic threats and opportunities.

Economic and Financial Analyses

BMT can undertake pre-feasibility, feasibility and financial feasibility studies. We are recognised in key international equity and debt markets as a leading international consultant in the field of port and terminal feasibility and financing. BMT is able to value any form of port or marine terminal and provide appropriate supporting reports.

Logistics Analyses

BMT can provide advice and support to operators seeking to optimise their logistics chains. To do this BMT can employ a wide range of simulation tools. We are able to assess changes in commodity structure, infrastructure developments and changes in relative costs of competing forms of transport. We assess their impact on overall logistics flows and specific ports and transportation links.

Business Plans and FinancingBMT can develop detailed business plans for existing ports and marine terminals and new developments. We identify appropriate business development strategies, develop associated action plans and assist with the implementation of strategies.

BMT can quantify the need for different forms of finance (debt, equity, mezzanine finance, etc.) and evaluate the most efficient structure and form of finance for specific projects and developments. The company can identify appropriate strategic and financial investors and support ports and terminals in negotiations leading to the acquisition or sale of equity. BMT can also assist financial and strategic investors in the acquisition of equity in ports and terminals. We offer advice on appropriate sources of debt finance and assist ports and terminals in the appointment of lead arrangers and financial managers.

We assisted All Cargo, a leading logistics company in identifying a location for an Inland Container Terminal (ICD) in the in the National Capital Region (NCR). We carried out traffic surveys at ICDs in Tuglakhabad, Dadri and Patparganj to review the traffic distribution in the region.

Project Execution: development of Gojiness Terminal, Gujarat

Universal Success Enterprises Limited (USEL) are setting up a coal-fired power plant and an associated multi-purpose port near Gojiness in Saurashtra. BMT Consultants India assisted USEL with initial site selection studies, pre-feasibility and detailed feasibility studies, mathematical modelling, metocean analysis, preparation of Detailed Project Report and EPC bid documents for the project.

Navigation SimulationBMT PC RembrandtBMT has many years’ experience in all aspects of ship manoeuvering from full scale trials, free running and captive model tests to mathematical prediction and simulation.

PC Rembrandt – A versatile tool

We use our navigation simulator to evaluate options for harbour layout at planning stage. PC Rembrandt is also regularly and effectively used by pilots, ship operators, naval architects and port authorities for:

• The assessment of safe operating limits in a particular port under varying environmental conditions, including under-keel clearance.

• Use of alternative methods of control, such as tugs and the optimisation of tug usage.

• Assessment of tug requirements for a given vessel in a particular port under defined environmental conditions.

• Evaluations and risk assessments for new or proposed berths, terminals, approaches and channel design.

• Port familiarisation, manoeuvre rehearsals and verification of passage plans. Familiarisation of officers and pilots with the handling characteristics of a new vessel.

• Training of junior and senior officers and pilots in ship-handling and the aspects particular to a wide range of ship types.

PC Rembrandt V4.0 is a real and fast time ship-handling and maneuvering simulator. It is PC based and designed using standard Windows user interfaces and structure to ensure user-friendliness. It is principally designed for the following applications:

• Manoeuvre rehearsal

• Ship performance and operational assessments

• Assessment of port arrangements (berths, channels, etc)

• Assessment of tug requirements

• Ship-handling training

• Incident investigations.

Navigation simulations methodology

PCR has a wide range of high fidelity ship models which can interact with varied environmental conditions and tugs to produce realistic vessel behaviour.

Electronic charts and visual models are developed using available layout. Results of the hydrodynamic modelling including weather data can then be collated along with other available information like bathymetry. The required vessel models can then be placed on the layout and simulations conducted by the pilot through a control console replicating actual ship control. The pilot can then issue appropriate tug orders which can be executed in real or fast time. During simulations, pilot has the ECDIS view as well as the out of bridge 360° 3D view and all necessary information available on the screen.

Each simulation can be saved and analysed at a later stage. After each simulation, various run reports can be generated which exhibit the vessel track, the engine power, tug forces and position, tension in anchors if used, under keel clearance in tabular as well as graphical form at any instance during the manoeuvre.

Natural forces of wind, waves and currents constantly shape our coastline, resulting in an ever-changing seascape – beaches are erod-ed and rebuilt, nearshore seabeds and river channels are remoulded, sediments are car-ried to the coast and significant proportions of the foreshore continues to recede. BMT a Lender’s Technical Adviser

BMT Consultants India provided Lender’s Engineer services to IDFC in connection with their loan to AP Moller / Maersk for the container terminal development at Pipavav. The service included a detailed cost estimate, on-site inspection of container cranes, assessment of the layout and port efficiency and advice on the business plan.

We are currently providing construction stage Lenders Engineer services to IDFC. The assignment involves a monthly visit to site, checking of contractor’s bills, checking progress on site, monitoring of progress vs programme and expenditure vs budget. In addition, we are also monitoring the developers progress against his business plan.

During our involvement with the project over 7 years we have provided immense value on many aspects of construction and project management.
