How to go there?

These are the questions that have always been raised by policy makers. But today everything is different. There is a need of new thinking methodologies and tools to solve these questions. This is the goal of Competitive Territorial Intelligence.

The world in 2020

Less power of the central states Only the most impiotant tasks are taken in charge by the central government (security, foreign policy, part of the education, protection of the national key industry, large national program (infrastructure)… The rich no longer want to pay for the poor The richest regions do not want to pay for the poorest. Example funds redistributed by the European Community, ressources allocations to the large metropolis, empty economical areas, etc. Fragmentation of countries, possible conflicts, maffia, corruption Many Provinces seek for independence or larger aytonomy. (Scotland, Corsica, Catalogna, Britany, … Tensions rising in the civil society In many parts of Provinves tensions are rising, first fromabove, second by untrusting policy makers. These tensions may be very harmful for the social Cohesion and for the political power in place.

This calls for a new role of the university. The Provincial Competitive Intelligence Center will facilitate this move.

The new role of the University

In the twenty first century, the role of the university changes.

The university must teach and develop research.

BUT

Part of the competencies and knowledge created by the university must be transfered as rapidly as possible to the Provincial Enterprises and most of the time to SMEs which genertae most of the jobs. There is a need to create a place (competitive Intelligence Center) where Industialists, policy makers and academics may discuss and elaborate common projects.

The main roles of the Competitive Intelligence Center

The Center must access to most of the information linked to the vision of the Province development. At the Provincial, National and Interrnational levels.

The Center develop a network of correspondants

In the Center local specialists gather and analyzed the strategic information and manage various groups of experts. They analyze the information, discuss, complement if necessary.

Out of these discussions and analysis, recommendations are done to the regional policy makers or more information is required if necessary.

Management of territories in tension

Why do I speak of this question ? The Région of Provence Alpes Côtes d’Azur is directed by an Emected Assembly whit a President (lected by the Assembly Members)

The Region is Provence Alpes Côte d’Azur is divides in Department, which for each of them a Departmental Assembly and a President elected by the members.

Besides this two political bobies, there is a third one which represents in the region the Civil Sociaty, this the CESER Social Economy and Environmental Council of the Region.

We examined various subjects such as the circular economy and actualy the Territorial Intelligence. Out of this came various questions, and the management of the tensions are one of the most impirtant concern.

Being a member of the CESER I think that part of our work may be beneficial for Kota Manado.

Marseille Metropolis Nice Sophia-Antipolis

The Var is situated between Marseille Metropoleis and Nice Sophia-Antipolis. Most of the money from the State or the Region Provence Alpes Côte d’Azur go to these two metroplis. The Var is then frustated and in tension.

It is the ability of decision-makers and actors in the same territory to capitalize on its DNA to develop its dynamism and to build a project for the future (anticipation) that is both original (inventive) and collaborative. It is a synergy (interaction) and in perspective of local projects (multi projects, shared horizons) in a sustainable development and well-being.

The Var cannot choose the same type of de delopement that its two neighbours.

To rich this goal the Var was spitted in 8 Sub-Territories

The choice of territories 8 territories in the Var The identification of these 8 territories was made on the basis of surveys, studies, INSEE data and a broad consultation with all the municipalities concerned. The 153 mayors (Bupatis) of the Var have adhered to this approach and have been without exception, beyond the political cleavages, the co-signatories of contracts that elaborated from this framework.

Mediterranean sea

The people of each territories has common objective. The size limit is of the territory is 20 minutes by car. The territories are homogenous.

Political goal

Allowing for each territory a budget according a project presented by the territory. One project by terrotory only.

Projects are evalutated and if accepted financed with a contract of three years.

A culture of results through the management dialogue of projects and the contract with the financial bodyensure the folow up.

Integration in project of the prospective dimension of the territories.

Create a synergy between all local actors to develop new projects (PPP)

The Houses Territory Development (HTD)

Administrations often fail because their actions are segmented, sectoralized and approached in an exclusively technical and centralized way, whereas they should focus on the impact and human dimension of their missions. The HDT provide also a way for various groups of citizens or associations, to present various projects and discuss their whereabouts with the Directorate of the Community.

The missions of the Houses of Territory Development Territorial Observatory. Pre-examination of projects before forwarded to the provincial central directorates. Local development, participation in the animation of the local economic enterprises. Strengthening the services to the population. Answers tailored to the needs of the public. Communication.

The Provincial Competitive Intelligence center, will analyze, maps and follows all

the projects. It will create a network of active people to promote innovation to bring to decision makers new ideas coming from the bottom to the top.

Main types of projects for the territories - Local actions (services, facilities and activities), - Structuring actions (meshing and interconnection with neighboring territories), Ex: broadband, mobility ... - Flagship projects to reinforce the reputation, image and valorisation of the territory. - involve the public sector and the private sector whenever possible (PPP). Ex: gastronomy or hiking itinerary, new concept of areas of activity (how to conceive the Activity Zone of tomorrow? Co-working? New forms of managemen), labeling a product from the territory ... Moreover, in addition to these ideas, calls for projects could be launched.

General Recap

The Country develops a national policy of Competitive Intelligence.

The Country focuses its activities on Strategic Information and Defense of the country strategic activities.

The Competitive Intelligence shift at the Provincial level.

Province develops a Center of Competitive Intelligence It takes care of the industrial and economic development of the Province this is necessary but this takes some time.

People untrust the policy and decision makers, inegality increases and the Province become in tension.

The Province is divided in smaller territories – Consensual projects emerge.

The selected projets are financed by contract (there is one budget per territory)

The projects go on. People see the results. The tensions decrease.
