The Chamber just wrapped up its 46th year of serving the Westerville business community. local and state levels of government and provides valuable opportunities for members to learn more about the issues that impact their businesses. Through research from the Chamber’s Government Relations Committee and support from the Board of Trust-ees, the Chamber supported the 2014 Westerville Parks and Recreation Levy, and Is-sue 1 (State Capital Improvement Program). Additionally, the committee met with legislators in support of Senate Bill 5. In 2010, 2012 and 2013, the Ohio Chamber of Commerce selected the Westerville Area Chamber Government Relations Committee to be the recipient of the Leadership in Grassroots Advocacy Award for the “most active Chamber.” The committee was also a runner-up in 2011.

The events and programs coordinated on behalf of and in partnership with Chamber membersstrengthentheChamberand,inturn,benefittheWestervillecommunityandthe local economy. It is the active and participating Chamber members who realize the moretheygivetothecommunity,themoretheybenefit.

The charitable arm 501(c)(3) of the Chamber, the Westerville Scholarship Founda-tion, works to build and develop leaders for the future of Westerville through schol-arshipsandprograms.TheFoundationbenefits the thrivingWestervillecommunitythrough the selection and recognition of the annual scholarships: Jim Near High School, Otterbein Masters Programs, Leadership Westerville and Lifelong Learning. The Chamber was also instrumental in the creation of the Leadership Westerville Pro-gram, which just graduated its 13th class.

Zoning ApprovalBefore a new building in the City of

Westerville can be occupied or used, or before a new business can occupy or use anexistingbuilding,aZoningCertificateverifying compliance with the develop-ment standards and use requirements of the Planning & Zoning Code must be is-sued. In most cases, the zoning review can be done in conjunction with a Building Permit or Change of Occupancy Permit. Call 901-6650.

Building, Electrical, Mechanical and Plumbing Permits

Building Permits are required for the construction, enlargement, alteration, re-moval or demolition, or change of occu-pancy of a building or structure. Prior to commencing with any work of this type, an owner or his authorized agent must submit construction plans detailing the proposed work and an application to the Planning & Development Department. Other permits are required to install, alter, remove, con-vert or replace any electrical, gas, mechani-cal, plumbing system or any other building service equipment or piping system.

Additionally, permits are required for signs, swimming pools, standby gen-erators, tents for special assembly events, fences, decks, storage structures and vari-ous other improvements. Call 901-6650 for questions or assistance with your building projects.

City Information

Income TaxWesterville’smandatorytaxfilingpolicy

requires that residents age 18 and older andbusinessesfileCityofWestervillein-come tax returns, regardless of whether or not they owe tax. This policy allows the city to assure compliance with the city tax code. The City of Westerville tax office is located at 64 E. Walnut St.

Westerville levies an income tax of two percent (2.00%) on income earned with-in the city. For residents with income earned outside the city, credit is actual income taxes paid to other municipali-ties, limited to 2.00%. Call 901-6420 for information.

Property TaxFranklin and Delaware counties collect

property taxes on behalf of all taxing dis-tricts within their borders. For informa-tion, call the Franklin County Auditor at 462-3221, or the Delaware County Audi-tor at (740) 368-1790.

Voter Information (Franklin County)

Voter registration is available locally for Franklin County residents at the Wester-ville Public Library, 126 S. State St.; at the Clerk of Council’s office at the Municipal Building, 21 S. State St.; and the Deputy Registrar, 17 Cherri Park Square.

Voter Information (Delaware County)

Delaware County residents may register to vote at the Westerville Clerk of Coun-cil’s office in the Municipal Building, 21 S. State St. For more information, call the Franklin County Board of Elections at 462-3100, or the Delaware County Board of Elections at (740) 368-1780.

Establishing or Relocating a Business

Any business that wishes to locate or relocate into an existing “as-is” building orspacemustfileaChangeofOccupancy

Garage SalesNo permit is required to hold a garage

sale within the city limits. However, garage sales may last no longer than two days in one six month period. Signs may not be placed in the city right-of-way or on poles. Call 901-6410.

Home OccupationEstablishing a home occupation in a res-

idential district in Westerville may require a conditional use permit. Call 901-6650.

SignsSigns may not be placed in the city

right-of-way or on poles. Tree Planting/RemovalThe Westerville Shade Tree Commis-

sion controls the planting and removal of trees within the tree-lawn (the area be-tween the sidewalk and street). Permits can be obtained at the Westerville Parks and Recreation Department, 350 N. Cleveland Ave. Call 901-6500.

It’s all at the Westerville Public Library – in anupscale facilitywith a tech-savvystaff, and conveniently located in the Up-town area.

Recognizedasoneofthenation’sfinest,our community’s library holds the coveted 5-star rating from Library Journal maga-zine and consistently ranks in the top 1% among all public libraries in the United States with a district population of 85,000. In 2014, the library was named as one of the Best Employers in Ohio by the Ohio SHRM State Council and Best Companies Group.

Heavily used by residents, in 2014 the library circulated over 2.1 million items, making Westerville the fourth busiest public library fa-cility in Ohio.

More than one-half million visi-tors stopped by the library in 2014. They received help with their e-reader or iPad, took advantage of the free Wi-Fi, used one of 100+ com-puters and laptops, or simply found a cozy place to read while waiting for their class or program to begin. From a Harry Potter reading club to a how-to session for résumé writing, the library offers an average of 175 programs each month, for all ages and interests.

The library’s newly designed website at westervillelibrary.org features a global searchforfindingeverythingyouneedonone page – resembling an amazon.comexperience. Website users also are brows-ing the library’s calendar of events, look-ing for ways to donate to the library and catching up on library news and services. Online customers are following the library on Twitter and Facebook.

Historic Uptown Westerville Business District

Uptown is an original town center with buildings dating back to the mid-1800s. Its rich history and heritage is evident in the pride Westerville takes in the preservation of its historic buildings.

Housed within this area are the Westerville Public Library, Anti-Saloon League Museum, Temperance Row Historic District, Hanby House and Otterbein Univer-sity. Located in the heart of Uptown is City Hall and the Westerville Police Depart-ment, with a courtyard and benches for resting. Within a mile radius are 40-plus retail shops, 10 food establishments and numerous business and personal service companies totaling more than 100 Uptown Westerville businesses for your enjoyment.

Uptown Merchants host in-store events such as Sip and Sketch, pet adoptions and ladies’ nights, as well as beer brewing classes, furniture painting and art classes, and dance and music lessons. The list goes on and on.

Every Friday from May until October, the businesses stay open until at least 8 p.m. Themed evenings are celebrated: First Friday, “Cruise in Uptown,” a time to show off your classic wheels; second Friday, “Arts in Uptown,” businesses celebrating the arts; and third Friday, “Rock the ‘Ville,” featuring musicians and singers. Otterbein is committed to standing as a college of opportunity. This commit-ment started with its founding in 1847 as oneofthenation’sfirstuniversitiestowel-come women and persons of color to its model community of teachers and learn-ers. Named for Philip William Otterbein, a founder of the Church of the United Brethren in Christ, Otterbein maintains its close relationship with the United Meth-odist Church, and the church’s values still guide the University.

Uptown Parking

One of the largest public parking lots in the historic Westerville Uptown District is currently

under construction. The City Hall Park-ing Lot Improvement Project will en-tail two phases of construction, with an expected completion date in the month ofOctober.Whenfinished, the projectwill have added parking spaces, created a parallel alley system to improve vehicular circulation and enhanced the area with new sidewalks and safety features.

Crews started work on Phase I on Monday, Feb. 9. This phase of construc-tion includes the southern portion of the parking lot, and is expected to be com-plete in mid-June. Phase II, the north-ern portion of the parking lot, begins immediately thereafter and extends the projects into early fall and the expected October completion date.

In addition to the reconstruction and expansion of the northern and southern lots, theprojectspecificallyincludes:• InstallationofabrickalleyfromWestParkStreettoWestCollegeAvenue• ReconstructionandrealignmentofThomasAlley• Installationofanundergroundstormwatermanagementsystem• Relocationofoverheadutilitylinestoundergroundfacilities• Lighting,sidewalks,entryfeaturesandsignage,andlandscaping

City Hall staff are temporarily parking at Home Street and walking to and from the building. Throughout the project, limited parking will be available in the lot. City Hall and Uptown visitors are also encouraged to utilize street parking and other “Park & Walk” locations in the District.

Near the end of last year, the City of Westerville intro-duced Westar Place as the rebranded tract of land for-merly known as Altair Business Park. The City acquired the 62 acres of land for commercial and mixed use de-velopment to expand Westar, the growing regional epi-

center of commerce located east of Interstate 71 along Polaris Park-way. Centerpiece to the announcement is an agreement with Concord Hospitality to build a full-service Marriott Renaissance hotel and con-ference center at Westar Place. Continental Realty/Continental Real Estate was also announced as the City’s development consultant and brokerage team for Westar Place.

The City worked closely with planners, developers and economic advisors to plan for office and retail development expansion, as well as hotel and conference space along underdeveloped portions of the We-star area. Situated between Cleveland Avenue and Africa Road south of Polaris Parkway, the area is a desirable location for commercial and office development, and home to corporate headquarters and business-esintechnologyandfinancialservicessectors.Dubbedthe“MedicalMile,” it’s already home to one of the most prominent areas for health care and medical services in the region.

Westar Place is a major economic devel-opment initiative in Westerville, expected to attract more than 3,000 jobs to the com-munity. These announcements formalized plans for this premier commercial space to add up to one million square feet of addi-tional Class A office space in Westerville, meeting space demands for business at-traction and retention efforts.

Thefirstmajorconstructionproject,Re-naissance hotel and conference center, ex-pects to begin construction in early 2015, according to Concord Hospitality, the company selected to develop and operate the hotel.

convention space to meet the needs of the business community that is envisioned as part of the development. The full-service hotel also will offer the latest in in-room dining options, as well as a three-meal restaurant. Like all Concord hotels, it will be designed to meet LEED standards.

Continental Realty/Continental Real Estate will coordinate development for We-star Place, leading the site’s marketing and sales efforts for mixed-use development.

WestarPlaceisamongthemostsignifi-cant projects planned in the district that involved the annexation of 941 acres of land for expansion along the City’s north-ern commercial corridor. Development of the Westar area was funded by an approx-imately $30 million public infrastructure investment in the late 1990s, extending Cleveland Avenue, Polaris Parkway and County Line Road, along with the as-sociated utilities. Since then, the area has steadily grown, generating more than 7,000 jobs and returns exceeding that ini-tial investment.

“This is all part of the tradition in Westervilleofestablishingourvision,find-ing the right partners and marshalling the needed resources to undertake bold economic development initiatives,” said Westerville City Manager David Collin-sworth. “Westar Place is going to be the ideal complement to the Medical Mile and we are very excited about the oppor-tunities presented to the community with Concord’s Renaissance project.”
