3.Persons Misconducting themselves.No person shall commit any riotous or indecent act,

or make use of any indecent or improper language, orcommit any nuisance on the said Islands.

4.Remaining on the Islands.No person shall remain on the said Islands for a

longer period than his permit authorises.

5.--PostingNo person shall write or affix, or be concerned in

writing or affixing on the Islands, or to anythingthereon, anything written or printed, or any pictureplacard or advertisement, unless the consent in writingof the Board of Control or of an officer of the Boardauthorised in that behalf shall have been previouslyobtained.

6.Shooting, etc., on the Islands.No person shall have in his possession any firearm

on any portion of the Islands, unless the consent inwriting of the Board of Control, or an officer of theBoard authorised in that behalf, shall be previouslyobtained: Provided that this By-law shall not applyto any person who holds a license under "The GameAct, 1912-1913," for the lawful taking of game.

7.Selling Goods on the Islands.No person or persons shall sell or expose for sale any

thing Oil any portion of the said Islands, unless theconsent in writing of the Board of Control, or anofficer of the Board authorised in that behalf, shall bepreviously obtained.

8.Waste Litter of Picnics to be Removed.Ever;y person who shall at any time be on the said

Islands shall collect and remove, or cause to be col-lected and removed, all waste matter, broken glass, orrubbish of any kind which was brought on the groundby him or in the bringing of which on the ground hewas in any way concerned.9.Dogs or other Animals not to lie allowed On Islands.

No person shall cause or suffer any dog or otheranimal to be upon the Islands without the specialapproval in writing of the Board of Control, or anofficer of the Board authorised in that behalf.

10.Permits to Land.No person (not being a person exempted under By-

law 13 hereof) shall land and/e,r remain on the saidislands without having first obtained a permit here-under. A permit shall authorise the person to whomit is granted to land and/or remain on the said Islandsfor a period not exceeding the period stated thereinfrom the date of the granting of the permit.

11.From whom Permits obtainable.Permits may be granted by any captain of any boat

authorised to carry passengers, and holding the speciallicense of the Board to do so, or by any member orofficer of the Board authorised in that behalf, on pay-ment of the prescribed fee.

12.Form of Permit.Every permit shall state the name of the person to

-whom it is issued, the date of issue, and the time whensuch permit expires, and no permit shall be transfer-able.

13.Exemptions.The following, persons are exempted from the provi-

sions of By-law 10:Children under 14 years of age,officials and workmen of the 11)alid, members of theBoard, permanent residents, officers of a GovernmentDepartment (State or Federal), and any person who isthe holder of a fisherman's Remise issued under theProvisions of "The Fisheries Act, 1005-1921," or alicense issued under the provisions of "Tile Game Act,1912-1013," or a license to remove fertiliser depositsfrom the Reserve issued under the provisions of "TheLand Act, 1898."

.14.--Trespassers.Any person (not being a person exempted under By-

law 13 hereof) landing at the said Islands without firsthaving obtained a permit, Or who having obtained apermit -remains on the said islands after the periodfor which his permit was issued, shall be deemed atrespasser, and shall be guilty of a breach of theseBy-laws.

15.Plying for Hire.No boat, plane, vehicle, or other craft shall ply for

hire within the Board's jurisdiction whatsoever, unlesslicensed by the Board in writing, and under such termsand conditions as may be imposed.

16.--Removal without Permission.No person or persons shall -remove anything whatso-

ever from the land or water under the Board's juris-diction, without special permission in writing and undersuch terms and conditions as the Board may prescribe:

Provided that nothing herein contained shall pro-hibit any licensed fisherman under "The Fisheries Act,1905-1921," from lawfully obtaining fish (includingcrag fish) or any person licensed 'under "The GameAct, 1912-1913," from lawfully taking game, pursuantto the terms of their respective licenses, or any personholding a license to remove fertiliser deposits from theReserve issued under the provisions of "The LandAct, 1898."

17.Erection of Buildings, Jetties, etc.No person shall erect, or cause to be erected, any

building, jetty, or other structure on the Islands, unlessby special permission in writing and under such termsand conditions as the Board may prescribe.

18.Landing Fees.The Board may charge a landing fee of 5s. for each

person over .18 and 2s. 6d. for each person between theages of 14 and 18:

Provided that no fees shall be chargeable againstany of the classes of persons who come within By-law 13.

Section 179 of "The Municipal Corporations Act,11)06,', and Numbered 13, for regulating the Controland like of Reserves and Camping Grounds:

IN pursuance of the powers conferred by the said Actthe Mayor and Councillors o'r the Municipality of Bun-bury order as follows:

By -law No. 13 of the By-laws of the Municipality ofIi1unbury in force prior to the date hereof is hereby re-pealed and the following By-law shall be passed in itsplace and be known as By -law No. 13:

I.Interpretation.In the construction of this By-law, unless the con-

text otherwise indicates:(a) "Reserve" shall nlean and include the park

lands, recreation grounds, ieserves and endowment landsbelonging to or under the control of the Council, andshall also include the lauds near the Banbury' Jettyknown as "the Baths Reserve"; the ocean beach withinthe limits Of or on the boundary of the Municipal :Dis-trict; the lands known as "the Stirling :Estate Reserve,"and all areas which are now or shall hereafter be setapart by the Council for the purpose of campinggrounds.

(h) "Inspector" shall mean and include the TrafficInspector and any other Inspector ill the employ of theMunicipality, and shall also include any Honorary In-spector appointed by the Council to assist the Councilto maintain a due observance of the By-laws of theMunicipality.

2.Behaviour.No person shall misconduct- himself, or indulge in any

riotous, disorderly, or indecent conduct, or use any in-decent or improper language, or offend against decencyas regards dress on any reserve.

3.Intoxicating Liquor.No person shall enter upon or remain on any rescind

4, Bill Sticking.No person shall, without the consent of the Town

the Town Clerk, sell or expose for sale a Ity goods, wares,refreshments, fruits, nuts, confectionery, fish or othermerchandise or things, or solicit or offer to purchasebottles on any reserve.

15.Damage to Property.No person shall cut up, damage, destroy, disfigure, or

interfere with any road, fence, electrical equip-ment, waterpipe, or fitting's upon any' reserve.

16. Gauges and Animals.No person shall, without he permission in writing

from the Town Clerk, play, practise, or indulge in anygame, sport, gy11111/1Stie exercise, 00 Ily reserve, or exer-cise on any reserve ally horse, 101, 01' other animal forracing.

17.--Straying Stock.No person shall, without the written consent of the

Town Clerk, cause, allow, or suffer any horse, cattle,sheep, dog, goat, camel, donkey, mule, pig or other ani-mal, or fowl or other bird, to enter, stray, or feed uponany reserve, nor cause, allow, or suffer any dog to enterany swimming area within any reserve, nor throw sticksor other missiles therein.

18. Use of Reserves.The Council shall llaVe the power to grant the ex-

clusive rights to use and occupy any reserve or portionthereof for holding sports or amusements to any re-sponsible person or persons, subject to such conditionas may be decided on by the Council, and any personor persons olitaining such rights shall be responsible forthe proper can, of all fences, buildings, erections, treesor other improvement.; -upon stub rererVe or portionthereof, and shall pay lo Cmileil for the use of theland Such fees as the Council decide.

19.-- Camping.No person shall, e as hereinafter provided, camp,

lodge, or tarry over night Oil any reserve, nor frequentany reserve for the purpose of camping, lodging, ortarrying over night thereon.

20.Permits for Camping.Notwithstanding the provisions of Clause 19 camping

niay be permitted in areas set apart for the purpose bythe Council, but not elsewhere, upon the issue of a per-ndt by an Inspector, and subject, to the following con-ditions:

The Council may at one time make and declare aschedule of charges and issue permits to persons de-sirous of camping on any such area.

(a) No persan shall sublet any camp, or sell, give, orotherwise dispose of any permit, to any person.

(b) Except by permission of the Inspector no personshall bring into or keep within the camping area anyanimals or birds whatever.

(c) No person shall bring into or keep or consume inthe camping area any intoxicating liquor.

(d) Campers must keep the area, covered by theirpermit, in a clean and sanitary condition at all times.All rubbish capable of destruction by fire shall beburned by the occupier in the approved fire-place.

(e) All campers must use the sanitary conveniencesprovided, and in no circumstances will improvised con-veniences on individual camping sites be permitted.

(f) Camping permits may at any time be withdrawnby the Inspector if in his cpinion a breach of these By-laws has been committed, or if, in his opinion, it is de-sirable that the permit shall be terminated. In the eventof termination hereunder, the rental paid shall be for-feited to the Council, all d no compensation shall beclaimed or paid_ for loss, damage, or inconveniencesuffered through the withdrawal of the permit.

(g) Subject to the right of the Inspector and theofficers and employees of the Council, or any person act-ing under their instructions, or any police constable, toenter any camping site at any time, no persons shallouster into or remain within such camping site, exceptwith the permission of the holder of the permit.

(h) No fires shall be lighted on any camping area,except in places approved by the Inspector.

IN pursuance of the powers conferred be the said Act,the Mayor and Councillors of the Municipality of Bun -bury order as follows:

Interpretation.In the construction of this By-law, unless the context

otherwise indicates, "Inspector" shall mean and in-clude any Traffic or other Inspector in the employ ofthe Municipality, and shall also include any HonoraryInspector appointed by the Council to assist the Councilto maintain a due observance of the By-laws of theMunicipality.

1.Bathing Costumes.Every person on any beach within the limits of or on

the boundary of the Municipality, or bathing in anyportion of the sea within the limits of or on the bon's-

4.Dressing in Public View.No person shall dress Or undress or remove or dis-

arm age any part of his bathingg costume in any placewithin the lbnits of or on the boundary of the Muni-cipality, open to public view; provided that this shallnot prevent any person already etad in proper bathingdress from doffing or domfing, on the beach, any dress-ing gown or outer robe.

3.--Bath mains Places.No person shall bathe .y ,dace after being warned

,- an Inspector that such place is dangerous, or if suchplace be indicated as dangerous Icy a ".Danger" signalor notice.

6.Conduct of Bathers.Na persons bathing in any open public water shall

molest or in any way interfere with any other personbathing, or approach in such manner as may reasonablycause annoyance to such bather.

7.Use of Dressing- Sheds.(a) A dressing shed shall be used for dressing and

undressing only. No person shall play games or, with-out reasonable cause, loiter in or in the vicinity of anyshed.

(b) No person shall bring or deposit any filth or rub-bish in any such shed.

(c) No person shall, under any pretext whatsoever,enter any dressing shed set apart for the use of theopposite sex.

S.Damaging or Defacing Buildings.No Ilerson shall damage, deface, disfigure, or write

in or upon, or paste or wflix any advertisements on toany dressing shed or -public convenience, or to or on anynotice board or other erection, except with the writtenconsent of the Town Cleric first had and obtained.
